Lisbon preparing for possible water shutdown Oct. 23

LISBON -- Lisbon senior water plant operator Chris Peterson announced during Tuesday's council meeting that water for the northwest end of town and beyond may have to be turned off, if necessary, from 9 a.m. to noon Oct. 23.

The possible water shutdown, if it happens, will be followed by a boil order. He explained the shutdown may be necessary for work on the north end pressure improvement project that day.

He's already contacted the school district, the care facility on Vista Drive, and other businesses in the area so they're aware of the possibility. If it happens, water department employees will be going door to door to notify residents and businesses.

The possible shutdown will affect all homes and businesses from Sunset Drive and Thomas Road to both sides of North Market Street and side streets, from Pine Street and streets north off of Market Street, and North Market Street all the way to Hunter Camp Road, including Saltwell Road west of Market.

That means all the restaurants and businesses along state Route 45 north of the village will be affected, such as McDonald's, Taco Bell, Italo's, Dunkin', Rite Aid, Dollar General and Family Dollar/Dollar Tree.

Streets on the map west of North Market affected besides Pine Street include Spruce, Sherman, Pendleton, Summit, Garfield, Grandview Avenue, North and Hostetter and alleys. Streets to the west of North Market affected include Morris Avenue and Prospect Street, along with alleys. Rose Drive will be affected, also, and possibly the post office and the Government Services Building which houses the Columbiana County Department of Job and Family Services, Board of Elections and Veterans Services.

Council held first reading on an ordinance to increase fees for cemetery services that have to be done on Saturdays. Two additional readings are necessary for passage.

In other business, council approved several contracts for services. Thomas Fok & Associates Inc. of Youngstown was selected to do the survey/right of way work for the Pritchard Avenue bridge replacement project. Mayor Peter Wilson said the Ohio Department of Transportation recommended Thomas Fok. Other proposals came from ms consultants inc. of Youngstown for $19,737 and Thrasher Group Inc. of Canton for $18,000.

Council also approved: up to $5,500 for the purchase of risers and manhole covers for at least nine risers, mostly for Lincoln Way, from Quaker City; $3,750 estimate from Stumpmaker Inc. of Salineville for tree removal at Willow Grove Park (other estimates were $4,450 from Barnes Tree Service in Lisbon and up to $6,000 from Rydar Tree Service in Leetonia); $3,330 to Sealmaster for crack sealing supplies for North Jefferson Street, West High Street, Beaver Street and around the square downtown; $18,721 to J Andrews Doors of East Liverpool to replace all the overhead doors at the fire department; and $5,076 to M & M Painting of Canton to paint the beams, etc. at the fire department.

Council also gave approval to donate $250 as a sponsor for the 2024 Martial Arts Mayhem tournament hosted at the high school by McLaughlin Martial Arts on Feb. 10, 2024. Also permission was granted for Marie Keller and children to present a Christmas play at the gazebo on the square before the Christmas parade on Dec. 2.

Council also gave its blessing for a Snowmen on the Square project by the Lisbon David Anderson Engineering Concepts class for a community service project. The class will be creating the snowmen to attach to parking meters in the downtown after they're decorating by groups or citizens who buy a snowman for $45.
