GOSHEN TOWNSHIP -- Township trustees approved Police Fund changes in its final meeting of the year Thursday.
The final 2023 Police Fund revisions included both allocation and appropriation changes. The allocation changes included an increase of $24,915.60 to reflect grant funding the department received, and increases of $243.53 and $9,818.32 to pay for OVI wages and police payroll, respectively.
Appropriation changes included: the transfer of $400 from the target range appropriations, $2197.62 from training appropriations, $400 from body camera appropriations and $644.89 from repair appropriations, for a total of $3,642.51 to health insurance appropriations; the transfer of $577.92 from fuel appropriations to vehicle maintenance appropriations; and $25.90 from workers compensation appropriations to life insurance appropriations.
Other appropriation changes included: the transfer of $9.59 from operating supplies appropriations to the BWC appropriations in the Recycling Fund; the transfer of $341.40 from FO assistant payroll appropriations to trustee payroll appropriations and $29.56 from natural gas new appropriations to natural gas OLD appropriations in the General Fund; and the transfer of $52.74 from repairs and maintenance appropriations to garbage and trash removal appropriations in the Road and Bridge Fund.
Other financial matters approved included the 2024 temporary budget and the sale of a lot at the Bunker Hill Cemetery.
Fiscal Officer Michele Barrett explained that the temporary budget uses estimates and is only intended to allow the township to operate for the first three months of 2024 while the official budget was finalized.
Trustees also took another step in the ongoing efforts to secure funding for the Duck Creek Road project through the Ohio Public Works Commission OPWC), unanimously approving a resolution authorizing Trustee Shawn Mesler to prepare and submit an application for participation in the OPWC's State Capital Improvement Program and execute contracts as required, and authorizing Barrett to apply for funding assistance in accordance with the application.
Other matters approved included authorization to access the nuisance property in the 14000 block of South Pricetown Road near the Damascus Volunteer Fire Department. Trustees have been working with the Mahoning County Land Bank to address the property this year, with Mesler noting they had "assured" him that this was the appropriate next step in the process.
The trustees will meet next at 10 a.m. today for their 2023 year-end meeting, with their annual organizational meeting for 2024 to follow immediately after.
