Columbiana County commissioners reorganize

LISBON — Columbiana County commissioners reorganized for the year, selecting Commissioner Roy Paparodis as president and Commissioner Tim Ginter as vice president.

“I appreciated working with my fellow commissioners in 2025. I learned a lot this past year,” Ginter said regarding his first year on the job. “I think we accomplished a lot of good work for the future.”

The commissioners will continue holding their weekly meetings at 9 a.m. Wednesday in the downtown courthouse in Lisbon, with Callie Sowards named again as clerk and Beth Duvall named again as assistant clerk.

The commissioners also approved several routine resolutions for reorganization and approved their committee appointments, which remained the same as last year.

For Paparodis, the committees included 911 Program Review Committee, the Board of Revision, Community Improvement Corporation, county health insurance, Eastern Ohio Development Alliance, Federal Bureau of Prisons Community Relations Board, Local Emergency Planning Committee, Micro Enterprise Board, Ohio Mid-Eastern Governments Association, Solid Waste policy committee, Records Commission, Visitor’s Bureau, Wild & Scenic Rivers Board and the Regional Transportation Improvement Project committee. Ginter will continue to serve on the District XI Area Office on Aging, District Advisory Council for the county health district, the Elkton Water and Sewer Board, Multi-County Juvenile Attention System Executive Board, Ohio Public Works Committee, Family and Children First Council and DJFS Planning Committee. Halleck’s assignments include building and grounds chairman, County Commissioners Association of Ohio Board of Directors, Issue II District 11, Microfilm Board, Port Authority Liaison, Senior Citizens Services Levy Advisory Board, and Workers Compensation.

All three commissioners serve on the Alcohol, Drug, Abuse, Prevent Team (ADAPT), the county Planning Commission, the Investment Advisory Board, the Mahoning/Columbiana Training Association, Multi-County Juvenile Attention System (joint board), Safety Council and Solid Waste District Board.

Halleck was authorized to continue to negotiate and sign regarding all matters relating to gas and oil issues, bookkeepers were authorized to transfer within general funds and commissioners approved a resolution to exempt purchase orders of $1,000 or less from the prior certification requirement.

During their regular meeting, commissioners reappointed Arthur Conser of Columbiana as the county apiary (beekeeper), reappointed Tad Herold to the county Public Defender Commission for a four-year term; and approved membership appointments to the Ohio Mid-Eastern Governments Association, including all three county commissioners, Engineer Bert Dawson, Shane Patrone, Paul Lease, Columbiana City Manager Lance Willard and county Port Authority Executive Director Brittany Smith.

The next meeting of county commissioners will be 9 a.m. Wednesday.
