Salem council scheduled special meeting Tuesday

SALEM — City council will hold a special meeting Tuesday to review several pieces of legislation.

Council will meet at 6 p.m. council chambers where it is expected to hold second and third readings on three ordinances discussed on March 17. All three ordinances were introduced and given first readings in that meeting; however, with councilmen Jim Harrington and Mike Weir unable to attend that meeting the city council could not reach the required six votes to give them all three readings for approval with the emergency clause. Two of the ordinances concern appropriations changes, and the third updates section 1147.01 of Chapter 1147 part eleven title three of the codified ordinance of the City of Salem which concerns zoning permits.

If approved the ordinance concerning zoning permits would remove language from the final sentence of paragraph (a) which specifies that a zoning permit is not required for interior construction “that does not involve load bearing walls, electrical or plumbing” unless a building permit would otherwise be required for the project. If approved the final sentence of the paragraph will read “a zoning permit is not required for interior construction, repairs, alterations, removal or demolition unless a building permit is required by the Salem Building Department, or their agent, and/or the State of Ohio Board of Building Standards.” If approved the first appropriations ordinance would appropriate $55,000 in the Developers Agency Fund’s contractual services inspection fees line item to cover a shortage in estimated expenditures, and the second ordinance would reduce appropriations in the Storm Water Management Fund’s contractual services storm water study and mapping line item by $10,352.16 to balance the fund’s current cash position with estimated expenditures.

Council President Evan Newman said the special meeting agenda would also feature the introduction of a resolution Mayor Cyndi Baronzzi Dickey to sign a new contract with Elevate Buildings Solutions, the city’s contracted third-party commercial building department; and the introduction of a resolution authorizing the utilities department to apply for, accept, and enter into a Water Supply Revolving Loan Account agreement for water facilities. Newman said that the meeting would also include a 10-minute presentation on the city’s electric aggregation program by Jay Sell from Aspen Energy.
