Columbiana County commissioners extend bid opening for sewer project
LISBON — Columbiana County commissioners on Wednesday extended the bid opening date for the village of Hanoverton sewer connection project to May 27, giving engineer’s office personnel more time to talk with potential bidders about what’s expected in their bids.
Last week, commissioners rejected the three bids previously submitted for the project to help residents connect to the new sewer system, citing a letter from the engineer’s office which said the three bids were incomplete or unresponsive.
Chief Deputy Sanitary Engineer Troy Graft of the county Engineer’s Office said a pre-bid meeting will be held with companies so they know what’s needed for a complete bid, such as a bid bond, a Bureau of Workers’ Compensation certificate and liability insurance certificate.
He said it’s just to make sure they know what’s required.
The project will be advertised for bids again.
Funding is coming from the Overflow Sewer Grant Program, aimed at connecting qualifying Hanoverton residents to the new sanitary sewer system using a grant totaling $190,100 secured from the Ohio Environmental Protection Agency. The county Port Authority is administering the grant while the county engineer’s office prepared the specifications for the tap-in work.
Three bids were previously received, with a Salem company, Lambert Excavating/Scott Lambert and Collin Murphy, submitting the lowest bid for $139,000. Other bidders included AB Excavating LLC, Kensington, $154,992 and CBC Construction LLC, Wellsville, $142,644. Bids had been referred to the engineer’s office for review and a recommendation, resulting in the rejection of all the bids.
CCPA Project Coordinator Elise Wallace previously said the project will help 15 properties tap into the new sanitary sewer system in Hanoverton.
In other matters, commissioners approved an agreement with ms consultants, inc. of Youngstown for engineering services for the final leg of the Calcutta Smith Ferry Road rehabilitation project known as Phase 6. The section of road to be widened, with curbs and gutters and straightening some curves, will begin at Vernon Dell Tractor and stretch 0.50 miles to Bell School Road.
Commissioners awarded the contract for the bituminous materials program for 2026 to the lone bidder, Russell Standard, for $2,023,130. Graft said that’s for the chip and seal program. Commissioners authorized the county engineer to participate in the Ohio Department of Transportation salt contract for 2026. Also approved was a right of way for Charter Spectrum to install fiber optic line along Georgetown Road from West Perry Street to Carey Road.
The county auditor was given authorization to sign a statement of work for network penetration tests to evaluate security readiness.
The next meeting of county commissioners will be 9 a.m. April 15 in the downtown courthouse in Lisbon.
