Lisbon council to continue discussion on several topics
LISBON — Topics expected to come up again at tonight’s Lisbon Village Council meeting include a strategic plan update, active transportation plan update, removal of the parking ticket boxes on downtown poles, the Willow Grove bridge project and the swimming pool.
All the topics came up at recent meetings, with good news coming last week with the village to receive $150,000 from the state’s capital budget to cover a new filtration system for the pool, which isn’t reopening until next year.
The memorandum of understanding for the Ohio Department of Transportation grant of $43,290 for the Regional Transportation Planning Organization active transportation plan was tabled last time, with council president, Councilwoman Melissa Hiner, saying this was the first they heard an amount attached to the plan. Mayor Peter Wilson said he would get all council members a copy of the information.
Also decided previously was to invite a member of the Rural Community Assistance Partnership (RCAP) to a future meeting to explain a possible community planning process for a strategic plan. Wilson had reported that RCAP could look at each department for strategic planning. Hiner asked for more information before moving forward.
As for the ticket boxes, Wilson asked for their removal since the parking meters have been bagged for several years and village maps could be placed their instead on the poles. Hiner said she did some checking and boxes are used occasionally for illegal parking tickets.
During a recent meeting, Ben Turin of the Ohio Mid-Eastern Governments Association gave an overview of the Willow Grove bridge project, explaining how the funding works and how the current plans can be kept in place until all the funding is in place. Council agreed to move forward with the construction engineer selection process, which will be handled by the Ohio Department of Transportation.
Council opted against signing an addendum to the gas aggregation and electric aggregation agreements with Trebel Energy, noting that the current contracts are in place until 2028.
Council agreed with Wilson’s idea of offering a villagewide garage sale, approving him picking one weekend to have the sale with no permits or fees needed by residents and all to be listed on the village website. During the recent cleanup day, the mayor reported 47.41 tons of stuff was picked up, which was an increase from the 35.09 in 2025, but less than the 57.18 in 2024.
During a previous meeting, council heard complaints from Lisbon resident Glenn Libert about weeds and junk in properties along East Washington Street and home at the corner of Washington and Vine streets.
In other matters in recent meetings, council:
— authorized the sale of the 2006 Toyne fire truck with a minimum bids of $40,000 required on govdeals.com.
— approved right-of-way applications for Charter/Spectrum for fiber optics on Beaver Street, Maple Street and Morrison Street.
— authorized up to $6,500 for CSS Mechanix to repair the street department backhoe.
— accepted the resignation of Pat Kronenberg from the Board of Zoning Appeals since she moved out of state, with mayor asking for letters of interest for anyone wanting to serve.
— approved repairs to the 2005 International truck for the street department initially for $1,641 from T & G and then an additional $1,443 for the turbo downpipe and muffler hangers.
— approved the purchase of flags representing all six branches of the military to install at military square in downtown Lisbon, including Army, Navy, Marines, Air Force, Coast Guard and Space Force.
— accepted the resignation of part-time police dispatcher Bradley Osborne, who left for a new full-time job elsewhere.
— hired part-time police dispatcher Aryn E. Glenn.
— approved purchase of police dispatch and LEADS computer from Selectus Consulting in Marysville for $3,246.
— approved repairs to a 2015 Ford Police Interceptor for $3,747 at Rhodes Automotive Repair in East Palestine.
— approved a purchase of $2,563 from Vance’s Law Enforcement of Columbus for a new semi-automatic rifle and duty ammunition.
— approved a contract for $1,750 from R&R Asphalt Maintenance LLC of Salem for crack filling for the village hall parking lot and $4,000 from R&R Asphalt for the walking path at Cedar Street Park.
— a motion to purchase a walk behind sweeper for $2,520 failed in a 4-2 vote, with questions raised over how useful the purchase would be, with Councilman Jerry Cox saying they already have equipment to do the same work.
— approved brakes and rotors for a 2020 Ford F-250 pickup for the street department from Brothers Mechanical Repair Service in Lisbon for $2,080.
— approved a right of way application for Thayer Communications on behalf of the Lisbon school board.
— approved a resolution establishing/updating the villages cyber security policy.
— established a grant application policy for the village to ensure council has documentation to go with the information presented prior to applying for grants.
Council meets at 6:30 tonight in council chambers at village hall.
