Lisbon teens return to council with information about possible skate park

LISBON — The Lisbon teens who want a skate park in Lisbon returned to the village council meeting this week armed with more information, including the size of the village-owned property for the site.

Brody McCreight, the teen spokesman for the group, said the property at the end of South Jefferson Street measures 100 feet by 80 feet. He said he also spoke with representatives of D.W. Dickey to check on the concrete costs and a possible donation of some concrete.

He estimated the cost for the entire project as $40,000.

Councilwoman Susan Temple asked about the ramps and whether those are wood. He said they are wood and can be purchased or built.

Councilman Zachary Smith talked about American Ramp, with Mayor Peter Wilson interjecting that American Ramp reached out to him after learning about the skate park request, saying they have lots of plans. They just need to look into grants.

McCreight said he tried to contact the Tony Hawk Foundation, which gives grants of up to $25,000 for skate parks, but didn’t get a response yet.

Council President Melissa Hiner advised McCreight that if he contacts the city of Alliance, he should talk to the auditor’s office because they would have all the paperwork related to the skate park there.

Councilwoman Linda Donnalley asked the mayor for the plans from American Ramp and he said he would email them to all council members.

In other business, council tabled any action regarding a proposed five-year lease renewal for 3.17 acres of village-owned land on state Route 154 for an oil and gas lease with Hilcorp Utica, with the offer $850 per acre and 15% gross royalty. Matthew McCale of Hilcorp Utica spoke with council about the offer during the previous meeting.

Councilman Joe Morenz questioned why the offer only covers the property on state Route 154. Why not the cemetery and other places around the village owned by the village?

Wilson reported there was a meeting planned at the pool and it was also reported that Jon Vollnogle from Howells & Baird was meeting with a company about the skimmers. Morenz talked briefly about the pool skimmers and senior water plant operator Chris Peterson said it was his understanding that once the skimmers are taken out, they can’t be put back in. They have to be replaced.

Wilson updated council on the safety crossing at Thomas Road and West Lincoln Way through the Ohio Department of Transportation and also advised them of a pre-construction meeting for the paving being done by the state on state Route 164 within the village.

He also talked briefly about e-bikes and scooters and one council member asked whether golf carts should be considered. He planned to check to see what state statute covers.

Council approved a request from Fiscal Officer Tracey Wonner to encumber $250,000 from the capital improvement fund representing the $150,000 being received from the state for the pool and $100,000 from the state for Willow Grove Park bridge. They also approved moving $50,000 from the general fund into the street department.

Wilson questioned whether the cost for the village to mow a lawn after a letter has been sent out and ignored for high grass should be increased. Currently, the charge is $100 per hour per each person, but council took no action, with Wonner reporting that there aren’t that many referred for placement on the property tax bills as an assessment, with many people mowing their grass after receiving letters.

In other matters, council approved sending village Income Tax Administrator Barb Crane to an income tax seminar in Columbus for $400 and passed a resolution to sell the street department’s 2005 Ford F250 through www.govdeals.com, with the minimum bid set at $1,200.

Board of Public Affairs Chairman Bill Hoover said the consumer confidence report was being prepared and will be posted on the village’s website and hydrant flushing will resume on July 6.

The next village council meeting is set for 6:30 p.m. July 7 in council chambers.
