HANOVERTON -- The United Local School District is beginning work on a Capital Plan for the district.
The idea for a Capital Plan was broached by Board of Education member RuthAnn Rinto in June.
At that time, District Treasurer Melissa Baker said that she and Superintendent Lance Hostetler agreed there is a need for a Capital Plan.
According to minutes of that meeting, Rinto suggested the district begin with the Transportation Department in September and have a document completed by April of 2027.
In July the board met and approved items for the upcoming school year, including a new policy regarding staff use of recording devices.
According the policy, the board "seeks to encourage and foster spontaneous and honest dialogue, practical problem-solving, as well as direct and ethical dealings among district staff members. Fear of surreptitious recording creates a chilling effect that may inhibit the free exchange of information."
As a result, "except as otherwise necessary" the policy prohibits staff members from using an electronic device or record images, video and/or audio of anyone on district property, and/or while performing work duties, without the express consent of the person or people being recorded.
"Obtaining advanced permission to record someone is a matter of basic civility," the policy states.
Furthermore, the policy states that regardless of consent, no district staff members shall record images, video, or audio at any time or in any place on district property and/or while performing work duties, where a reasonable expectation of privacy exists, such as in locker rooms, bathrooms, shower facilities, or any place where a person or people may be found in a state of undress.
Any exceptions to the provision must be obtained in writing from the superintendent "for good cause shown," the policy states.
The policy does not pertain to the district's use of video surveillance and electronic monitoring equipment, which the board has determined are necessary to provide facility security.
The next meeting was set for 7 a.m. Aug. 6.
