COLUMBIANA -- Engineering is expected to begin this fall for the traffic signal upgrades at the state Routes 14, 46 and 146 intersection.
Columbiana City Council approved an agreement on Sept. 15 with the Ohio Department of Transportation to do the project.
ODOT announced last year that it was awarding $1.45 million in funding for the traffic signal upgrades through the Small Cities Program.
City Manager Lance Willard said that the city is only responsible for five percent of the cost of the project.
With engineering beginning this fall construction is expected to begin in fiscal year 2029, Willard said.
The work includes all new upgrades to lights and crossings with state of the art technology, he added.
Also during the Sept. 15 council meeting, council heard from three Parkview Drive residents who complained of problems with storm water runoff impacting their properties.
Resident Alex Thomas said he moved to the city from Middleburg Heights.
"I moved here because I love my city," he said, but he is disappointed that 12 inches of water is coming onto his property.
"We need to put a curb in and storm sewer drain," he said.
Parkview Drive residents Ed McKnee also said he is dealing with storm water problems.
Resident Paul Chirgot said he broke ground on Parkview Drive in 2022 and was the first home in that area.
"Since October of 2022 we have 10 new houses on that street," he said, noting that water runoff wasn't as big of a problem when there were fewer houses and the water could go into the woods.
Chirgot said that during a September rainfall the storm catch basins were not handling the water at all.
He said that he actually took it upon himself to clean some of the existing ditch and opened a catch basin that was full of debris. "I appreciate Lance (Willard), they are working on that but there are still some minor things that have to be done in that side," he said.
Mayor Rick Noel said the city will try to deal with the issue.
