LISBON -- Lisbon Village Council agreed during a special meeting Thursday night to advertise for bids for the repair of the Sadie Van Fossan swimming pool, specifically for installation of a new PVC membrane lining system.
The motion was brought up by Councilwoman Melissa Hiner, who is also council president, and seconded by Councilman Zachary Smith, with the vote 4-0 to approve the resolution authorizing the village to advertise for bids. Councilman Joe Morenz and Councilwoman Susan Temple were unable to attend.
For well over a year now, council has been talking about the pool and how to address leaks and replacement of the filter system. They received an engineering study and cost estimate totaling $770,000 from Howells & Baird, which they said they couldn't afford.
Recently, Councilman Jerry Cox found two separate aquatic companies from Indianapolis, Indiana who install PVC membrane liners over existing pools, so the decision was made to hold a special meeting to approve the scope of work and seeking of bids for that type of system.
The scope of work was part of the resolution package, which included the resolution authorizing the advertisement, a copy of the advertisement to potential bidders and a copy of the invitation to bid and technical specifications.
Fiscal Officer Tracey Wonner noted dates highlighted in the specifications and invitation to bid, including that bid documents will be available on or before Nov. 2. The bid deadline is noon Nov. 16. The advertisement says bids will be opened at 11 a.m. Nov 17.
"The project consists of installing a new PVC membrane lining system in the existing swimming pool, providing the required isolation materials and compatible adhesives, completing all membrane terminations and penetration details, installing a new stainless-steel skirt at the existing gutter, pressure-testing the existing gutter supply tube, and completing associated work necessary to provide a watertight, finished pool suitable for filling and final inspection," the notice to bidders said.
Senior Operator Chris Peterson of the Water Department wrote the bid documents and was listed as the project contact and as provider of the bid documents. Sealed bids must be submitted to Wonner's attention.
The pool closed early in 2025 and didn't open at all in 2026, with council indicating a desire to be open by Memorial Day 2027. The village already received $150,000 from the state of Ohio towards pool repairs and council just gave the mayor permission to apply for another grant through the Ohio Department of Natural Resources with help from the Ohio Mid-Eastern Governments Association ranging from $150,000 to $250,000. A promise of $50,000 from Columbiana County commissioners is being used to purchase equipment needed for the pool, including lifeguard chairs, a slide, a ramp, a lift and other needs.
