Lisbon eyeing different direction for pool repairs

By MARY ANN GREIER 4 min read

LISBON -- The village of Lisbon may be moving in a different direction to repair the pool after contact with an Indiana company that specializes in PVC pool membrane installations.

"I think it's really interesting," Councilman Jerry Cox said.

During a recent council meeting, Cox presented what he learned about Reno Sys, a commercial swimming pool construction and renovation company based in Indianapolis. The company is the sole supplier for the PVC membrane the installers would weld to the pool shell.

He explained the pool would be drained and cleaned out, then an anti-fungal agent would be sprayed on the surface, an adhesive would be applied and the PVC membrane installed.

The product is guaranteed for 10 years, there's zero maintenance and they can even add racing lines. This would be considered a repair.

Cox said to guarantee installation by Memorial Day, council had 30 days to decide from the meeting last week. He said the company does thousands of these installations a year, it's really professional and "looks really nice."

The company website at renosys.com describes the PVC membrane as non-porous, anti-microbial and slip-resistant and goes into detail about all the company offers.

Mayor Peter Wilson asked what the financials would be and how much has to be put down, with Cox saying 10%. Wilson said someone contacted the company and the company then contacted the village. He said they have a perfect rating with the Better Business Bureau.

Cox had copies of brochures and information for council to look over.

In other pool business, Wilson said a ground penetrating sonar machine was used to check for leaks, rather than digging up the concrete around the pool, and an issue was found on the one side.

He also thanked the community for the letters of support for the $150,000 grant the village is seeking toward the pool repair costs. The parks committee recently met to put together a list of supplies needed for the pool that can be purchased with $50,000 pledged from the county commissioners.

Council received an estimate of $91,942 for a catch basin project on Maple and Washington streets to alleviate the flooding issue on those streets when it rains. Wilson said the village can apply next year for 2028 state Issue II money for $130,000.

He reported that during the recent paving project a water box was hit but has since been repaired.

Wilson also gave an update on the Active Transportation Plan, saying two potential ideas have been mentioned by the firm working on the plan: sidewalks along East High Street and calming the traffic on South Beaver Street with installation of speed bumps. Elevated crossings was another idea.

He also gave updates on the Willow Grove Bridge project for which engineering proposals were being sought, grants available for tornado warning sirens, tree trimming being done for the Urban Forestry tree grant and a grant available for the Diesel Emissions Reduction Act to purchase a back hoe.

During an update on the Pritchard Avenue/Lincoln Avenue school crossing, a resident said there's been some police presence and it's getting a little bit better with motorists slowing down and stopping. More seem to be paying attention.

Councilwoman Linda Donnalley asked about the status of the skate park and Wilson said the group seeking the skate park filed articles of incorporation for a skate park association. He said they prefer the Jefferson Street location.

Councilwoman Melissa Hiner said from the village's perspective, "our main priority is the pool."

She said there's nothing in writing, no agreement and it's something council should look at later. She said the village can't commit to that right now.

In other matters, council agreed for the law director to draw up a resolution related to bonds for a semi truck to drive on Caldwell and Race roads, approved first reading of the 2027 appropriations, granted permission for the Keller family to stage their annual Christmas play at 4 p.m. Dec. 5 at the gazebo on the square just before the Christmas parade in downtown Lisbon, set trick-or-treat from 5 to 7 p.m. Oct. 31, agreed to just have one meeting in December at 6:30 p.m. Dec. 8, lodged no objection to the liquor permit for Big Woo's and delayed a decision on the purchase of a new snow plow.

The next meeting of village council will be 6:30 p.m. Tuesday in council chambers at village hall.

Starting at /week.
