MUNICIPAL COURT
LISBON – An Oct. 6 preliminary hearing and pretrial were set in Columbiana County Municipal Court for Frank Carelli, 56, Jimtown Road, East Palestine, charged with OVI fourth offense, a felony charge, and cited with failure to control.
James D. Schmidt, 21, North Lima, had a criminal trespassing charge dismissed due to him being indicted on a felony charge arising from the same incident. Schmidt is accused of being found by police in the backseat of a Chevy Avalanche owned by Nancy Lanza in Columbiana on June 27.
Donald L. Bell Jr., 22, Toledo, was fined $310 and had his license suspended for six months for possession of instruments to ingest or inhale controlled substances, possession of marijuana, driving without a valid license, lane violations and a seat belt violation.
Luis Alicea, 49, East Lincoln Way, Lisbon, was fined $150 for disorderly conduct amended from domestic violence for slapping his wife in the face and threatening to kill her on June 4.
Breanne Little, 27, state Route 558, Leetonia, was fined $300, credited with one day served in jail and required 30 hours community service for criminal trespassing and disorderly conduct amended from theft $109 in merchandise taken from Walmart on Nov. 14, 2013. The criminal trespassing charge was for going into the home of Monica Macklin on Brenda Lane, Columbiana, on May 13.
Phillip A. Litchfield, 38, Hart Avenue, Minerva, was fined $150, credited with 10 days in jail and sentenced to an additional 170 days for aggravated menacing for going to the home of Stacy Cureington and threatening to kill him on July 16.
Richard P. McKee, 41, Grimms Bridge Road, East Liverpool, was credited with 12 days served for theft for two checks belonging to Elouia Howard, taken and cashed.
Nicholas Owen Cechura, 23, Spring Street, Salineville, was fined $150 for reckless operation. A leaving the scene of an accident citation was dismissed.
Cagney A. Springer, 25, Anderson Avenue, Wellsville, was fined $130 for speeding and driving under FRA suspension.
Nickolas Antonio Sarvey, 25, Girard, was fined $130 for driving under FRA suspension and speeding.
Christopher Dontrae Craft, 21, Midland, Pa., was fined $150 and had his license suspended for six months for drug abuse.
Staci Ann Schiavo, 45, Oak Street, Salem, was fined $100 for driving under FRA suspension.

An Oct. 9 pretrial was set for Douglas P. Brayshaw, 26, Steubenville Pike, Lisbon, cited with unauthorized use of a motor vehicle after he allegedly took a vehicle owned by George Scott Gilbert Sr. and crashed it on Sunday.
An Oct. 27 pretrial was set for Lawrence R. Keats, 57, Scotts Mill Road, Negley, cited with driving under OVI suspension.
An Oct. 30 pretrial was set for Richard C. Vantilburg, 39, Vine Street, East Liverpool, cited with driving under FRA suspension.
A Nov. 3 pretrial was set for Michelle R. Hall, 42, North Market Street, East Palestine, charged with theft and obstructing official business for allegedly taking two bottles of shampoo/conditioner, a pair of shoes and dish towels from Dollar General in East Palestine on Saturday. Then when police went to her home, Hall reportedly told police she was Cindy Soufka and that Hall would not be back until Sunday.
A Nov. 4 pretrial was set for Stephen R. Morris, 39, state Route 172, Lisbon, cited with OVI first offense, failure to reinstate a license and failure to control.
A Nov. 6 pretrial was set for Joy Shawver, 45, Lexington Avenue, Salem, cited with criminal damaging, resisting arrest and disorderly conduct for allegedly yelling obscenities, throwing a cup she was holding on Monday, pulling away from police taking her into custody and beating a partition in the cruiser with her handcuffs.
A Nov. 6 pretrial was set for Summer M. Felker, 21, Fair Avenue, Salem, cited with leaving the scene of an accident and reasonable control.
A Nov. 6 pretrial was set for James Stefano Ankrom, 24, Niles, cited with possession of marijuana, possession of instruments to ingest or inhale controlled substances and wrongful entrustment of a motor vehicle.
A Dec. 29 pretrial was set for Elizabeth K. Hoover, 35, South Range Road, Salem, cited with driving under suspension.
Domestic violence charges against William A. Javens, 51, Hazel Run Road, Hammondsville, were dismissed due to a failure by the witness to cooperate. Javens had been accused of telling his son to get out of the house and then kicking him in the leg in front of deputies on July 6.
MUNICIPAL COURT
LISBON – In Columbiana County Municipal Court on Friday, Gary A. Wright Jr, 47, Maple Hill, Salineville, was fined $1,050, had his license suspended for 24 months, required to perform 50 hours community service and sentenced to 40 days in jail for OVI third offense, driving under FRA suspension and open container. An improper registration citation was dismissed.
Kevin C. Blackburn, 29, state Route 9, Hanoverton, was credited with 13 days served and fined $200 in for two counts of violating a temporary protection order. One was for making contact with Jennifer Wilkerson at the Juvenile Court building and making verbal threats toward her on July 28. The other was for approaching her on South Broadway in Salem on June 21 and attempting to start a fight with Wilkerson and her boyfriend.
Richard H. Vollnogle III, 24, Monroe Avenue, Salem, was fined $675, had his license suspended for 180 days, sentenced to three days in jail and required a three-day counseling program for OVI first offense and failure to control.
Dewayne L. Stokes, 52, Apollo Road, Kensington, was fined $250 and required 25 hours community service for failure to reinstate his license and a lane violation.
Nicholas Cechura, 23, Spring Street, Salineville, was fined $150 for reckless operation on private property. A leaving the scene of an accident citation was dismissed.
Cole A. Sprouse, 18, Andrew Avenue, Salem, was fined $100 and had his license suspended for 180 days for possession of marijuana paraphernalia.

Ashton Brook Snodgrass, 25, Orchard Street, East Liverpool, was fined $100 and required 25 hours community service for driving under suspension.

Gregory A. Warner, 31, Chardon, was fined $50 for criminal trespassing for riding an ATV on property clearly posted “No Trespassing” on Aug. 31.
Michael K. Newell, 30, South Union Street, Salem, was fined $50 for prohibited conduct in Salem for using rollerblades in the street. A Nov. 3 pretrial was set for Newell also charged with misuse of credit cards for allegedly using a stolen credit card to make fraudulent charges, including at Peebles, Speedway, GetGo and Walgreens in Salem in May.
Jake W. Kibler, 23, Enon Valley, Pa., was fined $30 for speeding. A driving under suspension citation was dismissed due to a Bureau of Motor Vehicle error.

LISBON – In Columbiana County Municipal Court Thomas G. Clark, 36, Fife Coal Road, Wellsville, was fined $750 and sentenced to 90 days in jail for obstructing official business for turning in community service hours between Jan. 5, 2013 through Aug. 10, which were not legitimate.
Nathan L. Kapp, 24, Lisbon Street, East Liverpool, was fined $675, had his license suspended for six months, required 30 hours community service and ordered to attend a three-day counseling program for OVI first offense. A stop sign violation was dismissed.
Jennell E. Bolton, 32, Depot Street, Rogers, was fined $275 and required 30 hours community service for driving under at 12-point suspension and exhaust.
Christopher J. Dawes, 33, Austintown, was fined $250 and required 25 hours community service for driving under suspension.
Ashley A. Brooks, 24, Gromley Road, Salem, was fined $250 and required 25 hours community service for driving under suspension.
Megan McCallister, 26, Washington Street, Washingtonville, was fined $150, credited with one day served in jail and required 20 hours community service for persistent disorderly conduct for being intoxicated in a public place and charging a police officer, who was arresting another person on June 20.
Payton Elwonger, 22, Camelot Drive, Columbiana, was fined $150, credited with one day served in jail and required 20 hours community service for disorderly conduct amended from assault for grabbing his ex-girlfriend by the throat choking her, grabbing her on the sides of her head and slamming her head backward into her vehicle, which damaged her vehicle’s door, on May 12.
Robert J. Halfhill Jr., 32, New Waterford Road, New Waterford, was fined $150, credited with seven days served in jail, sentenced to three additional days in jail and required 40 hours community service for theft for exiting the Salem Walmart with $152 in merchandise in a shopping cart on Sept. 18.
Jason E. Tovtin, 37, Youngstown, was fined $150 for unsafe vehicle amended from speeding.
Carissa N. Keister, 26, Carolyn Court, Minerva, was fined $135 and required 10 hours community service for driving under suspension and a child restraint violation.
Sharon M. Mitchell, 38, Woodworth Road, New Springfield was found in violation of her probation for a previous passing bad checks charge. Mitchell was ordered to serve 57 days in jail immediately.
Ryan W. Bevington, 37, West Southern Avenue, Columbiana, was fined $100 and credited with three days served in jail for passing bad checks. Bevington wrote a check for $176 and had another person cash it for him, but it was refused because the actual account holder had died in 2007.

An Oct. 2 pretrial was set for Casey L. Reynolds, 35, West Lincoln Way, LIsbon, charged with obstructing official business for allegedly forging Dana Blackburn’s signature on a court document, which claimed Michael Windle did 28.5 hours of community service, which he did not do.
An Oct. 2 pretrial was set for Jeffrey Ditch, 27, last known address Massillon, charged with theft for allegedly using the debit card of Scott Taulbee to make three purchases totaling $220.
An Oct. 2 pretrial was set for Tyler C. Brooks, 19, Fairview Avenue, Salem, charged with underage consumption after he was allegedly in the passenger seat of a vehicle intoxicated on Sept. 20.
An Oct. 2 pretrial was set for James I. Silverman, 36, Main Street, Wellsville, charged with domestic violence for allegedly punching his girlfriend, Tiffany Franklin on Tuesday.
An Oct. 27 pretrial was set for Michael P. Bugara, 43, Vincent Boulevard, Alliance, charged with theft for allegedly taking an envelope containing $35 belonging to the Columbiana County Auditor’s Office, which was dropped on the floor of the courthouse basement by an employee, picked up by the defendant and recovered from the waste can in the men’s restroom minus the cash inside.
An Oct. 28 pretrial was set for Mandy C. Mustake, 36, state Route 46, New Waterford, cited with driving under suspension.
A Nov. 3 pretrial was set for Jeffrey P. Toker, 38, state Route 46, New Waterford, charged with theft for allegedly taking a 25 count box of garbage bags from the New Waterford Dollar General and placing them into his car on Wednesday, then returning to the store without them to ask the clerks about dish soap.
A Nov. 4 pretrial was set for Tierra John Alfred Jones, 24, 15th Street, Wellsville, cited with failure to display a valid sticker, restricted tinted glass, speeding, possession on instruments to ingest or inhale a controlled substance, for possession of drugs and possession or use of a controlled substance. Some of the charges are for 158 grams on marijuana allegedly in his possession along with rolling papers on Monday, while another charge dealt with two and a half grams of marijuana he allegedly had on Tuesday.
A Nov. 6 pretrial was set for Cindel C. Sheppard, 22, Pancake Clarkson Road, Rogers, cited with driving under suspension.

The unnamed resident reportedly saw Gingher standing over him when he awoke and found cash had been stolen from his pockets.

Wamsley is accused of taking a bottle of Orloff Vodka on July 5 from the Valley View gas station. Other charges are for allegedly entering Circle K on North Market Street, Lisbon, and taking two 24-ounce cans of Bud Ice without paying on July 11 and being intoxicated in public on July 10.

LISBON – A Sept. 29 preliminary hearing was set in Columbiana County Municipal Court for Ralph J. Libert, 43, Grant Street, Lisbon, charged with domestic violence for allegedly assaulting his live-in girlfriend, Laurie Henderson, on Sunday.
An arraignment was scheduled for today for Ronald Allen Shaffer, 41, Park Avenue, East Palestine, charged with domestic violence, OVI first offense and one way traffic. Shaffer is accused of assaulting and then attempting to hit his ex-wife, Nancy Shaffer, with his truck in the driveway of her home on Howard Street, Columbiana, on Oct. 21, 2013.
Ricky L. Amstutz, 60, Massillon, was fined $1,125, credited with three days served in jail, sentenced to 10 additional days, had his license suspended for one year and required 30 hours community service for OVI second offense and driving under suspension.
Brandon Speece, 20, Commerce Street, Wellsville, was fined $250, required 25 hours community service and credited with 12 days served in jail for disorderly conduct amended from assault for hitting Dan Crow Sr. in the head four or five times with a cordless drill on July 25. Speece also signed a waiver of extradition so he can be returned to Hancock County West Virginia where he is charged with conspiracy and arson.
Justin E. Crowl, 22, U.S. Route 30, Lisbon, was fined $250, credited with 10 days served in jail, had his license suspended for six months and required 30 hours community service for possession of two generic vicodins and possession of drug paraphernalia. The previously filed felony drug possession charge against Crowl was dismissed.
Garret Kelley, 37, East Main Street, Salineville, was fined $300 for driving under suspension, speeding and traffic control devices.
Amber N. Stollenwerk, 29, state Route 45, Lisbon, was fined $250 and sentenced to three days in jail for driving under OVI suspension.
Amanda L. McCarty, 24, Brookfield Avenue, Lisbon, was fined $150 and credited with one day in jail for theft for shoplifting $46 in merchandise from the Salem Walmart on Sunday.
Gary Holloway Jr., 50, Brookfield Avenue, Lisbon, was fined $150, credited with two days served in jail and required 30 hours community service for disorderly conduct amended from domestic violence for pushing a 13-year-old onto his bed and punching the child in the face at least twice on July 12.
Jennifer M. Hall, 38, Bergholz, was fined $150, credited with one day served in jail and required 20 hours community service for disorderly conduct amended from assault for harming Erin Rose-Smith on July 5.
Brian Zaverl, 72, Salineville Road, Salineville, was fined $150 for an equipment violation amended from speeding.

Cechura, 19, Bethesda Road, Hanoverton, was fined $400, had his license suspended for six months and was required 30 hours community service for underage consumption, possession of instruments to ingest or inhale a controlled substance for two marijuana roaches, registration required and two headlights required.
Samuel M. Stacey III, 40, East Lincoln Way, Lisbon, was fined $135 for speeding and no license amended from failure to reinstate license.
Jonathon Parrish, 19, 16 School Road, Irondale, was fined $130 for driving under suspension and traffic control devices.
Scott A. Matheson, 22, Sunset Drive, Lisbon, was fined $100 for failure to reinstate a license.

MUNICIPAL COURT
LISBON – In Columbiana County Municipal Court, Marques M. Kimmie, 18, Cleveland, was bound over to the grand jury on a tampering with evidence charge. Kimmie allegedly attempted to hide a small bag of suspected drugs in his rear cavity to keep it from being discovered by member of the Columbiana County Drug Task Force executing a search warrant at a Lisbon location on Sept. 12.
– A Sept. 25 pretrial was set for both Michael W. Hoover Jr., 23, Fair Avenue, Salem, and Brenda M. Tomlin, 23, state Route 517, Lisbon, cited with possession of a drug abuse instrument for allegedly having three syringes in the Cadillac, where Hoover was sitting in the driver’s seat and Tomlin was in the passenger seat on Wednesday. The vehicle was reported as suspicious and parked at the Independent Hose Club in Salem. Additionally a tourniquet and a glass pipe were allegedly found in Tomlin’s purse.
– Anthony R. Sevek, 26, Jefferson Street, Salineville, was fined $675, had his license suspended for six months, required 30 hours community service and sentenced to a three-day counseling program for OVI first offense. A failure to control citation was dismissed.
– Lonnie E. Mills, 50, Jimtown Road, East Palestine, was fined $500, had his license suspended for 12 months, required 50 hours community service and sentenced to 10 days in jail for OVI first offense.
– Kenneth R. Jordan, 41, Youngstown, was fined $200, required 20 hours community service and sentenced to three days in jail for driving under suspension.
– Nicholas J. Cyphert, 21, South Union Avenue, Salem, was fined $150 and required 10 hours community service for disorderly conduct amended from possession of drug paraphernalia for a multi-colored pipe.
– George Allen Giffin, 47, Franklin Avenue, Salem, was fined $150, credited with two days served in jail and required 30 hours community service for disorderly conduct amended from domestic violence for pushing his half-brother, Shawn Plegge to the ground during an argument on July 1.
– Matthew J. Runkles, 28, Lotz Drive, East Palestine, was fined $150, credited with one day served in jail and required 20 hours community service for disorderly conduct amended from domestic violence for grabbing his girlfriend Heather Compton by the neck while she sat in his car on Sept. 12.

LISBON – In Columbiana County Municipal Court, a Sept. 22 preliminary hearing and pretrial was set for Justin Earl Crowl, 22, U.S. Route 30, Lisbon, charged with possession of a controlled substance and drug paraphernalia for allegedly having two generic Vicodin pills, a handmade water bong, an unopened Swisher Cigarillo and two open packages of rolling papers on Friday. Crowl was fined $350 and credited with three days served in jail for failure to reinstate a license, open container and two headlights required.
Aaron L. Plummer, 43, South Lincoln Avenue, Salem, was fined $675, had his license suspended for 180 days, credited with one day served in jail and sentenced to nine additional days for OVI first offense.
Gregory S. Cummings, 24, Madison Drive, East Liverpool, was fined $250, credited with six days served in jail and sentenced to an additional 174 days in jail for theft for taking a push mower, belt sander, weed eater and Android tablet to Prestige Pawn Shop in Chester, W.Va., where he got $100 for the items. A second theft charge for alleged using his parents’ Visa card without permission at Marathon Gas Station and Ann’s Superette in Glenmoor in August was dismissed.
Michael M. Coe, 24, Taggart Drive, Wellsville, was fined $285 and had his license suspended for six months for speeding, possession of marijuana and drug paraphernalia for a green and black pipe.

LISBON – In Columbiana County Municipal Court, a former Salem councilman has been charged with failing to follow laws regarding his service on council in 2007 and 2008. A Sept. 29 court trial was set for Daniel D. Nye, 39, North Howard Avenue, Salem, who is charged with two counts of financial disclosure statement filed with the ethics commission, for allegedly failing to file a financial disclosure in April 2008 and in April 2009, which he was required to do as a member of Salem city council during the calendar years of 2007 and 2008.
Nye also had a Sept. 29 pretrial set after he was charged with two counts of obstructing official business for allegedly refusing to cooperate with police investigating a domestic violence complaint in his home and turning away several times when police were taking a “booking” photograph on Sunday.
An Oct. 6 preliminary hearing was set for Dustin D. Austin Jr., 30, First Avenue, East Liverpool, charged with receiving stolen property for allegedly having an ATV owned by Keith A. Williams on June 12.

An Oct. 16 pretrial was set for Noah D. Wade, 26, Salem-Alliance Road, Salem, charged with domestic violence for allegedly grabbing Alicia Wade, his wife, by the upper arms, shoving her to the bed, head butting her and refusing to let her up on Saturday.
An Oct. 16 pretrial was set for Edward A. Duko II, 27, Southeast Boulevard, Salem, cited with driving under a 12-point suspension.
An Oct. 21 pretrial was set for Jerry P. Jackson, 32, North Market Street, Lisbon, charged with assault and aggravated menacing for allegedly tackling Nicholas Conway to the ground and pushing him against a fence on Friday. Additionally, Jackson reportedly threatened Conway verbally, while going after him a knife.
An Oct. 30 pretrial was set for Steve B. Amos, 44, West Martin Street, East Palestine, cited with OVI first offense.
MUNICIPAL COURT
LISBON – In Columbiana County Municipal Court on Monday, Brandon L. Shields, 19, Bell School Road, East Liverpool, was bound over to the county grand jury for charges of tampering with evidence and receiving stolen property for allegedly having a pickup belonging to Kayla Schneider on Aug. 24 and making a false statement to police about it.
Frederick V. Joy, 63, Fife Coal Road, Wellsville, was fined $905, given seven days in jail and had his license suspended for six days for OVI second offense, left of center and a seat belt violation.
Amber N. Jones, 34, North Beaver Street, Lisbon, was fined $855, had her license suspended for six month, required 40 hours community service and sentenced to a three-days counseling program for OVI first offense, a seat belt violation and endangering children for having her 20-month-old niece in the vehicle with her at the time of the other offense. A speeding citation was dismissed.
Jamaar C. Pullie, 26, First Street, Wellsville, was fined $705, had his license suspended for 180 days, was credited with three days served in jail and required a three-day counseling program for OVI first offense and lane violations.
Eric W. Snyder, 43, Gromley Road, Salem, was fined $675, had his license suspended for 180 days and required a three-day counseling program for OVI first offense.
Roy A. Larkins, 47, Steubenville Pike, Lisbon, was fined $300, had his license suspended for six months, required 20 hours community service and sentenced to a three-day counseling program for a seat belt violation and reckless operation amended from OVI first offense. A lane violation was dismissed.
Jeremiah E. Shipley, 32, Apollo Road, Kensington, was fined $275, had his license suspended for 90 days and required a three-day counseling program for failure to control and reckless operation amended from OVI first offense.
Justin E. Houle, 30, South Street, East Palestine, was fined $250 and sentenced to three days in jail for driving under a 12-point suspension.
Russell D. Lightner Jr., 35, Foundry Hill Road, Salineville, was fined $250, credited with three days served in jail and sentenced to two additional days in jail for driving under suspension and failure to yield.
Amy Landis, 34, Lower Elkton Road, Leetonia, was fined $250 and required 25 hours community service for passing bad checks for writing to checks to her landlord each for $500 in August and September, which were both dishonored for insufficient funds.
Bradley McCulley, 23, East Washington Street, Salineville, was fined $150 and had his license suspended for six months for possession of drugs for marijuana.
Margarita Pascual Pedro, 30, South Lundy Avenue, Salem, was fined $115 for no license and three counts of no child restraints, but $50 of the fines were suspended provided she have no repeat offenses.
Jason R. Entrikin, 38, Osbourne Road, Wellsville, was fined $100 for unsafe vehicle amended from speeding.
Christian J. Brodzenski, 23, West Oregon Avenue, Sebring, was fined $75 for license expired less than six months and failure to control.
Edmundo Perez Garcia, Third Street, Salem, was fined $50 for no license.
Michael A. Montalvo, 57, Youngstown, was fined $50 for unauthorized plate.

LISBON – In Columbiana County Municipal Court Theodore R. Murphy II, 49, Bacon Avenue, East Palestine, was fined $850, had his license suspended for one year, is required 50 hours community service and sentenced to 10 days in jail for driving under OVI suspension, OVI first offense and a turn signal violation.
Timothy B. Seddon Jr., 40, Southeast Boulevard, Salem, was fined $700, had his license suspended for 180 days and sentenced to three days in jail for OVI first offense.
David W. Andre, 30, Elberon Avenue, Salem, was fined $675, had his license suspended for six months, was required 30 hours of community service and sentenced to three days in jail for OVI first offense.
Shane Metzgar, 18, West Wilson Street, Salem, was fined $500, required 30 hours community service and sentenced to 30 days in jail, but placed in the diversion program for underage consumption and disorderly conduct amended from obstructing official business for running from police.
Christopher Lanning, 27, East Ninth Street, Salem, was fined $150, required 40 hours community service and credited with three days served in jail for disorderly conduct wilding a knife while intoxicated, stabbing it into a tree and threatening to slash the tires on a vehicle on July 12.
Thomas W. Eichler, 19, East Taggart Street, East Palestine, was fined $150 and had his license suspended for 180 days for possession of marijuana.
Jessica A. Netzel, 33, High Street, Washingtonville, was fined $150 and had her license suspended for six months for failure to reinstate a license and possession of marijuana.
Joshua W. Durham, 27, Berryville, Ark., was fined $150 for no license and failure to display a valid sticker.
Paula J. McFarland, 36, Teegarden Road, Salem, was fined $100, credited with one day in jail and required 30 hours community service for passing bad checks for a $10 check written to Foxes Pizza in Lisbon on May 7. An Oct. 6 pretrial was set for McFarland on a second charge of passing bad checks for allegedly writing checks totaling $714 to Sparkle in Salem, Lisbon and Columbiana in April and May.

Ross E. Petree, 57, Coldale Road, Minerva, was fined $375, had his driver’s license suspended 180 days and was placed on two years probation for OVI and lane violation.
Steven M. Wright, 18, Jimtown Road, East Palestine, was bound over to the grand jury for aggravated burglary. Wright is charged with breaking into the Cream Ridge Road, Lisbon, home of Jennifer Guy on Aug. 27 and allegedly threatening her with a knife.
Robert L. Hays, 24, West Chestnut Street, Lisbon, was fined $150 for no operator’s license.
Joshua R. Rutter, 20, Y&O Road, Wellsville, was fined $305 and placed on one year probation for driving under suspension, speeding and seat belt.

A Sept. 8 preliminary hearing was set for Dana L. Duffield, charged with breaking and entering for allegedly taking a Dell computer, two space heaters and three picture frames from the Columbiana County Fair Board office on Aug. 26.
John Jeffrey Dunlop, 55, Iroquois Trail, Negley, was fined $830, had his license suspended for 180 days, required attendance at a three-day counseling program and 25 hours community service for OVI first offense, lane violations, a seat belt violation and open container.

Rummel, 50, North Pleasant Drive, East Palestine, was fined $680, credited with 90 days served, had his license suspended for six months for OVI refusal first offense, driving under suspension, lane violation and a seat belt violation. An obstructing official business citation for allegedly refusing to get out of the patrol car or identify himself to police was dismissed.
Charles G. Hazelbaker, was fined $725, had his license suspended for six months, required 20 hours of community service and ordered to attend a three-day program for physical control amended from OVI first offense and failure to display a valid sticker.
Diana L. Andre, 34, Franklin Avenue, Salem, was fined $250, credited with two days served and required 25 hours community service for theft for stuffing stolen merchandise from Walmart under the seat of her vehicle on May 16.
Keith R. Cosentino, 26, Orchard Grove Avenue, East Liverpool, was fined $130 for driving under suspension and lighted lights required.
Timothy W. Homan, 47, Steubenville Pike, Lisbon, was fined $100, credited with four days served in jail and required 30 hours community service for disorderly conduct. Homan was arguing loudly with his live-in girlfriend Denise Hays on Saturday after both were directed to be quiet and stay away from each other. An Oct. 7 pretrial was set for Hays, 44, Steubenville Pike, Lisbon, also cited with disorderly conduct while voluntarily intoxicated.
Andrea Ann Baddeley, 21, New Garden Avenue, Salem, was fined $150, credited with one day served in jail and required 20 hours community service for disorderly conduct amended from domestic violence for striking Robert H. Wheaton III on July 27, leaving scratches and lumps.
Garry W. Allison, 58, Brookdale Avenue, East Palestine, was fined $150 for speeding.
Nicholas L. Bona, 29, Columbus, was fined $150 for disorderly conduct amended from domestic violence for reportedly grabbing Erika Mudd by the neck with both hands and trying to choke her at a Beaver Creek State Park campground on May 25.
Peter Darrell Fiest Jr., 41, East Main Street, East Palestine, was fined $100 for disorderly conduct for his actions while intoxicated on Aug. 23.
Dennis A. Huk, 56, Union Street, Columbiana, was fined $75 for no license amended from driving under FRA suspension.
Michael C. Matthews, 42, East Clark Street, East Palestine, was fined $50, credited with one day served and required 20 hours community service for obstructing official business for going into the house to retrieve his identification card at the request of police, but failing to return, leaving instead by the back door on May 22.
A domestic violence charge against Jeffrey R. Harper II, 20, Clark Avenue, Mount Union College, Alliance, was dismissed on a motion by the prosecutor. Harper had allegedly threatened to beat up his father and break him in half.
A driving under suspension citation against Aaron J. Scheel, 25, state Route 558, Columbiana, was dismissed due to a BMV error.
A Sept. 4 pretrial was set for Paula J. McFarland, 36, Teegarden Road, Salem, cited with passing bad checks for allegedly paying Foxes Pizza in Lisbon with a $10 check from a closed account on May 7.
A Sept. 11 pretrial was set for Brad A. Martin, 37, Depot Road, Salem, charged with domestic violence and resisting arrest for allegedly grabbing his 2-year-old daughter by the wrist, lifting her in the air, smacking her on the right leg and backside area four times and carrying her by the wrist into another room to throw her onto a couch, before repeating the action by carrying her into the bedroom by the wrist to throw her onto her bed. He also allegedly tried to walk away from police when they were attempting to arrest him.
