MUNICIPAL COURT

LISBON – Thomas J. Phillips III, 19, South Broadway, Salem, waived his right to a preliminary hearing in Columbiana County Municipal Court and was bound over to the grand jury accused of two counts of receiving stolen property.

Phillips allegedly used a stolen debit or credit card to make purchases at both the Salem Walmart for $385 and Circle K, South Lincoln Avenue, on March 6. Related charges of falsification and two counts of misuse of credit cards were also transferred to the grand jury. The falsification charge alleges he made an untruthful statement to Perry Township police on March 10 denying he was the one using the stolen credit card.

Ethan C. Ruffner, 24, Steubenville Pike, Lisbon, was fined $1,175, had his license suspended for a year, was sentenced to 20 days in jail and required 30 hours community service for OVI second offense, driving under OVI suspension and failure to control.

Mark A. Parker Jr., 38, Berlin Center, was fined $375, had his license suspended for six months, sentenced two days in jail and required 30 hours community service for physical control amended from OVI first offense. A speeding citation was dismissed.

Mark W. Householder, 37, Hammondsville, was fined $200 for driving without a valid license and a stop sign violation.

Roxanne N. Phillips, 20, Spillway Road, Lisbon, was fined $200 and required 30 hours community service.

Benjamin J. Goins, 30, state Route 154, Negley, was fined $130 for driving under suspension and speeding.

Patricia M. Minerd, 47, East State Street, Salem, was fined $100 for failure to reinstate a license. A drug paraphernalia citation against Minerd was dismissed.

Michael Mathes, 36, Monroeville Heights, Salineville, was fined $100 for a headlights violation amended from a stop sign violation.

MUNICIPAL COURT

LISBON – In Columbiana County Municipal Court, Edward L. Robinson Jr., 20, Youngstown, was bound over to the grand jury on charges of obstructing official business and possession of drugs for 8.5 grams of alleged crack cocaine. The obstructing charge alleges he gave a false name to police.

Gary L. Dickens, 60, Herbster Street, Columbiana, was fined $450, had his license suspended for six months, required 30 hours community service and required to attend a three-day counseling program for OVI first offense and speeding.

Janell Young, 34, North Huntington, Pa., was fined $400, sentenced to attend a three-day counseling program, had her license suspended for 180 days and required 30 hours community service for headlights and reckless operation amended from OVI first offense.

Ashley W. Allen, 37, Akron, was fined $250 for three counts of complicity to theft and two counts of criminal trespassing. A third criminal trespassing charge was dismissed. Allen was reportedly involved in the theft of an Xbox 360, three laptops, a Nintendo Wii, Monster headphones, a Blackberry and other items from the Salem Walmart in December 20011 and January 2012. The stolen items totalled about $2,261.

Heather Ferguson, 30, East 10th Street, Salem, was fined $250, sentenced to 35 days in jail and required 30 hours community service for theft. Ferguson took $32 in merchandise from the Salem Walmart on Feb. 8.

Michele R. Hall, 42, North Market Street, East Palestine, was fined $250 and required 40 hours of community service for theft and obstructing official business. Hall took shampoo/conditioner, shoes and dish towels from Dollar General in East Palestine on Sept. 27.

James V. Rhodes, 43, Poland, was fined $250 and sentenced to three days in jail for driving under a 12-point suspension.

Michael T. Joy, 26, East Sixth Street, Salem, was fined $200 for speeding and an equipment violation amended from reasonable control.

Steve B. Amos, 44, West Martin Street, East Palestine, was fined $100 for disorderly conduct amended from obstructing official business for walking away from a vehicle he had been riding in, when police had just stopped the vehicle. He was also fined $25 for a housing code violation for a broken fence, debris and junk.

Terri Amos, 45, West Martin Street, was fined $25 for a housing code violation.

A May 7 pretrial was set for Megan K. Watt, 37, Crestview Road, New Waterford, charged with theft for allegedly taking multiple pieces of scrap metal – about 85 pounds of aluminum, five pounds of copper, 20 pounds of steel and 20 pounds of brass – belonging to Andrew Schrack on June 10, 2014. Additionally, a preliminary hearing was set for Watt who is charged with having weapons while under disability and theft for allegedly taking a Savage rifle from her father’s home to sell for drugs on Monday.

A May 18 pretrial was set for Chelsea R. Faloba, 26, Lisbon Road, Salem, cited with possession of a drug abuse instrument.

A May 28 pretrial was set for Bruce W. Ours, 27, Sherman Street, Lisbon, cited with driving under suspension.

A June 9 pretrial was set for Paul L. Phillips III, 57, Woodland Avenue, Salem, cited with failure to reinstate a license, no license and obstructed view.

Two domestic violence charges against Keith A. Callahan, 35, Baldwin Avenue, Alliance, were dismissed for failure of the victim in both cases, Jawna Stokes, to respond to a subpoena.

MUNICIPAL COURT

LISBON – In Columbiana County Municipal Court Monday, Brandie L. Costantino, 37, West Pershing, Salem, was given limited driving privileges to her place of employment in Twinsburg on original driving under suspension charge.

Samantha Sisco, 25, West Clark Street, East Palestine, was fined $150 for open container.

Gerald L. Detrick, 38, Garfield Avenue, East Palestine, was fined $150 and placed on two years probation for obstructing official business.

Anna L. Robinson, 49, South Lincoln Avenue, Salem, was fined $925, sentenced 10 days jail, placed on two years probation, required 30 hours community service and had her driver’s license suspended for one year for OVI and failure to control.

Jackie M. Giovenco-Brown, 36, Steubenville Pike, was fined $150 for driving under FRA suspension.

Edward J. Jialanella, 58, East Sparta, was fined $150 for lighted lights required.

Zachary John Sabol, 22, Franklin Avenue, Salem, was fined $100 for driving without a valid license.

Beau M. McGuire, 37, Gavers Road, Hanoverton, was fined $150 for driving without a valid license.

Christina M. Garver, 40, West Lincoln Way, Lisbon, was fined $150, sentenced five days jail and placed on two years probation for persistent disorderly conduct.

John R. Yaple Jr., 61, West Main Street, East Palestine, was fined $250 for park violations. Disorderly conduct charge dismissed.

Phillip J. Ruiz, 41, Virginia Avenue, Minerva, was fined $300, given credit for 11 days jail, placed on two years probation and required 30 hours community service for resisting arrest and aggravated menacing.

Gary A. White Jr., 24, Lundy Avenue, Salem, was fined $140, ordered to pay $2,463 in restitution to the ODNR and placed on three years monitored probation for jacklighting, shooting at wildlife, shooting outside season and possession of illegal deer.

Daniel K. Duncan, 36, Schneider Road, Hanoverton, was fined $130 for failure to reinstate license and turn signal.

Michael Nathanial Gibson, 26, Darner Road, Lisbon, was fined $150, given credit for 10 days served and was placed on two years probation for persistent disorderly conduct.

Matthew Merriman, 31, state Route 39, Salineville, was fined $250 for failure to reinstate license.

Michael Gary Snyder II, 21, Youngstown, was fined $50 for failure to display valid sticker.

MUNICIPAL COURT

LISBON – In Columbiana County Municipal Court, Erick William Meredith, 29, Orchard Knoll Road, Lisbon, waived his right to a preliminary hearing and was bound over to the grand jury for a theft charge. Meredith is accused of taking a .380 Cobra handgun belonging to Virgil Garretson on March 30, a gun which he made Garretson pay him $40 to return.

Andre G. Lynn, 26, East State Street, Salem, was fined $725, had his license suspended for six months, required 30 hours community service and sentenced to a three-day counseling program for OVI first offense and failure to control.

Andrew D. Conner, 26, Franklin Street, Salem, was fined $300, was credited with one day served in jail, required 25 hours community service and had his license suspended for six months for obstructing official business and possession of drug paraphernalia for a smoking pipe. Conner was uncooperative with police investigating a report of shots fired.

Elizabeth J. Dillon, 56, Pancake Clarkson Road, Rogers, was fined $250 and required 16 hours community service for driving under FRA suspension.

David M. Torrence, 22, Canfield, was fined $200 and had his license suspended for six month for possession of marijuana and possession of drug paraphernalia.

Austin R. Reynolds, 18, Desellem Road, Lisbon, was fined $150, required 20 hours community service and credited with two days served in jail for disorderly conduct amended from domestic violence for threatening to kill his mother or have someone come to the home and kill her.

Thomas M. Morris, 33, West Washington Street, Lisbon, was credited with five days served in jail for driving under a 12-point suspension. A one-way traffic citation was dismissed.

Michael David Bruce, 19, state Route 45, Wellsville, was fined $150 for driving under suspension.

Anthony Rodriguez, was fined $150 for an equipment violation amended from speeding.

Johnathan J.H. Crow, 18, state Route 164, Lisbon, was fined $150 and had his license suspended for six month for possession of marijuana and restricted tinted glass.

Bryan D. Jeffries, 26, West Seventh Street, East Liverpool, was fined $100 for discarding litter for dumping mattresses on Hibbitts Mill Road on Saturday.

Seth Michael Goddard, 22, Maple Street, Rogers, was fined $100 and had his license suspended for six months for possession of marijuana.

James L. Perry Sr., 52, Fourth Street, Wellsville, was fined $50 for fishing without a license.

A failure to reinstate a license citation against Brigitta M. Cepin, 35, East Clark Street, East Palestine, was dismissed.

LISBON – In Columbiana County Municipal Court, Brent A. Rose, 49, Highway 302, Hammondsville, was fined $675, had his license suspended for 30 days, ordered to attend a three-day counseling program and required 50 hours community service for physical control amended from OVI first offense.

Ceara L. Brown, 23, Volant, Pa., was fined $300 for driving under suspension and a tail lights violation.

Jennifer Calhoun, 27, North Sumner Street, East Palestine, was fined $300 and had her license suspended for six months for possession of marijuana and drug paraphernalia.

David G. Gasior, 41, last known address West Fifth Street, Salem, was fined $250, credited with one day served in jail and sentenced to serve an additional five days for disorderly conduct and resisting arrest. Gasior was found by Salem police on Monday stumbling in the roadway intoxicated on Jennings Avenue. He then fought with police when he was placed into handcuffs and headbutted the cage in the car.

Cletis R. Monroy, 31, Brooklyn Avenue, Salem, was fined $150 for no license amended from driving under suspension.

Stephen J. Manypenny, North Egypt Road, Salem, was fined $150 for disorderly conduct for cursing, yelling and attempting to charge at another person across the room at the Flying Pig in Salem on Jan. 31. A resisting arrest citation was dismissed.

Nicholas J. Spinelli, 27, U.S. Route 62, Salem, was fined $100 and had his license suspended for six months for possession of marijuana.

Rebecca A. Rupp, 21, P.O. Box 344, Damascus, was fined $100 and had her license suspended for six months for possession of marijuana.

Corey L. Brewer, 31, state Route 164, Leetonia, was fined $55 for a turn signal violation and a seat belt violation. Charges of OVI first offense and OVI refusal with prior within 20 years were both dismissed.

Anthony D. Trinn, 18, East Third Street, Salem, was fined $50 for underage consumption after he was found with two cans of Bud Light in his pockets.

An April 30 sentencing hearing was set for Cameron J. Otlowski, 20, Beaver Falls, Pa., who pleaded guilty to driving under suspension and speeding.

A May 26 pretrial was set for Mandy E. Smith, 37, Salem Alliance Road, Salem, cited with driving under FRA suspension and a seat belt violation.

MUNICIPAL COURT

LISBON – In Columbiana County Municipal Court Kevin L. Ring, 56, Prospect Street, Salem, was fined $1,275, had his license suspended for two years and sentenced to 180 days in jail for OVI second offense, failure to reinstate a license and obstructing official business for telling police he was driving on work privileges and had been called into work, something his employer did not confirm it.

William R. Drake, 55, Maple Hill, Salineville, was fined $775, had his license suspended for six months, required 40 hours community service and sentenced to three days in jail for OVI offense and failure to reinstate a license. A failure to control citation was dismissed.

Richard L. Randolph Jr., 30, Steubenville Pike, Lisbon, was fined $730, sentenced to three days in jail, had his license suspended for six months and required 60 hours community service for OVI first offense and left of center.

Glenn A. McKenzie, 57, state Route 39, Wellsville, was fined $675, sentenced to three days in jail and had his license suspended for one year for OVI first offense.

Ashley N. Goudy, 26, East Seventh Street, Salem, was fined $450, credited with two days served in jail, sentenced to three additional days in jail, required 30 hours community service and had her license suspended for 180 days for possession of drug abuse instruments, driving with a temporary permit without an eligible driver and driving under suspension.

Kevin L. Byers Jr., 23, 18th Street, Wellsville, was fined $300, credited with five days served in jail, sentenced to an additional five days in jail and required 40 hours community service for unauthorized use of a motor vehicle and domestic violence for injuries to Caitlyn Stofen on March 30.

Scott D. Kaltenbach Jr., 38, state Route 170, Negley, was fined $250, credited with 46 days served and sentenced to seven additional days in jail for theft for stealing wire from a utility pole on Longs Crossing Road in November.

Glenn S. Anderson, 32, Oak Street, Lisbon, was fined $250, credited with two days served in jail, sentenced to an additional three days, required 30 hours community service and had his license suspended for six months for possession of a drug abuse instrument for syringes and a spoon found in his in his pocket and sock.

Timothy R. Noling, 43, East Park Avenue, Columbiana, was fined $200 and had his license suspended for six months for possession of marijuana and a traffic control violation.

Heidi S. Weaver, 42, Taylor Road, Negley, was fined $250 for dog at large for an Irish Wolfhound.

Mary A. Barber, 40, Aetna Street, Salem, was fined $150, required 30 hours community service and credited with a day served in jail for disorderly conduct amended from domestic violence for injuries to Kurtis Materna on Nov. 27.

David J. Mathes, 23, East Fifth Street, Salem, was fined $150 and required 40 hours community service for driving under FRA suspension.

Johnathan A. Tul, 26, state Route 14, Columbiana, was fined $150, credited with one day served in jail and required 30 hours community service for domestic violence for injuries to Marisa Valicenti on March 22.

Robert J. Greiner, 32, Steubenville, was fined $150 for a non-moving violation amended from speeding.

An April 23 pretrial was set for Erick William Meredith, 29, Orchard Knoll Drive, Lisbon, charged with theft for allegedly taking a .380 Cobra handgun belonging to Virgil Garretson and then offering to return it to Garretson if he paid him $40. Meredith was fined $200 for failure to reinstate a license and marked lanes.

A May 12 pretrial was set for Richard S. Scullin, 63, state Route 46, New Waterford, charged with OVI first offense and failure to control.

A May 21 pretrial was set for Robert A. Seman III, 20, Youngstown, cited with possession of marijuana.

A June 8 pretrial was set for Michael Gargano Jr., 43, Brookfield Avenue, Lisbon, cited with driving under suspension and speeding.

A June 9 pretrial was set for Frank A. Bricker, 46, Jimtown Road, East Palestine, cited with OVI first offense and driving under suspension.

A June 11 pretrial was set for Brandi Glover, 28, Salineville Road, Salineville, cited with OVI first offense, drug paraphernalia and failure to control.

A June 11 pretrial was set for David J. McWilliams, 37, Spiedel Road, East Rochester, cited with driving under FRA suspension.

MUNICIPAL COURT

LISBON In Columbiana County Municipal Court, Lucas W. Taucher, 22, Lake Avenue, Salem, waived his right to a preliminary hearing and was bound over to the Columbiana County Common Pleas Court grand jury on a felony charge of receiving stolen property and a misdemeanor charge of misuse of credit cards. Taucher allegedly had a debit card reported stolen on March 6 from a home on Canterbury Lane and used it to obtain fuel at the Circle K on South Lincoln Avenue, Salem.

Dustin C. Brayshaw, 22, Cedar Ridge Road, Salem, was sentenced to four days in jail and fined $250 for obstructing official business for running from police investigating a domestic dispute on Oct. 11, 2014. A domestic violence charge for allegedly harming Donna Minerd was dismissed.

John W. Hawkins, 46, County Home Road, Lisbon, waived his right to an extradition hearing and agreed to be returned to the state of Indiana, where he faces a theft charge.

Chantel M. Shuman, 23, Orchard Court, Salem, was sentenced to 10 days in jail for possession of drug abuse instruments for multiple syringes in March 2014.

Marci M. Kirkpatrick, 30, Youngstown, was fined $100 and sentenced to 180 days in jail for driving under a 12-point suspension.

Mark A. Thompkins, 46, East Martin Street, East Palestine, was fined $250 and required 40 hours community service for driving under suspension.

Barry Harris, 53, 14th Street, Wellsville, was fined $250 and required 40 hours community service for driving under suspension.

James K.Tucker, 50, St. Clairsville, was fined $150 for an equipment violation amended from a traffic control device violation.

Michael David Putman, 29, Canton, was fined $150 for driving under suspension.

Matthew J. McGeary, 41, Beaver Falls, Pa., was fined $100 for speeding.

A citation of violating a temporary protection order against Joshua R. Andrews, 24, North Walnut Street, East Palestine, was dismissed. Andrews was accused of following April Mae Nail and children on state Route 170, where he was involved in a crash on April 4.

An April 20 pretrial was set for Virgil E. Minear, 59, Stevens Drive, Alliance, charged with domestic violence for allegedly punching Mandi Hemrick in the arm on April 11.

An April 30 pretrial was set for David N. Eick, 36, Canton, cited with violating a temporary protection order for allegedly text messaging Amee Needham on March 3, “Please tell Sophee she is a big sister and she can call if she would like.” Both Needham and her daughter Sophee reportedly have an active protection order against Eick.

An April 30 pretrial was set for Joshua J. Hoover, 30, Brown Street, Lisbon, charged with obstructing official business for allegedly bringing urine to court in an attempt to falsify a drug test on April 14.

A May 26 pretrial was set for Michael W. Thomas, 45, state Route 45, Wellsville, charged with disorderly conduct for allegedly threatening himself and then becoming aggressive with Tri County Ambulance personnel when they attempted to help him.

A May 28 pretrial was set for Brad E. Kasunich, 31, Union Street, Columbiana, cited with confinement of a dog after his American bulldog reportedly bit someone on April 10.

A June 2 pretrial was set for L. Steven Grande, 30, South Lincoln Avenue, Salem, cited with driving under suspension.

A June 4 pretrial was set for Timothy M. Tonkinson, 24, West Clark Street, East Palestine, charged with failure to remove junk vehicles.

James M. Biddle, 43, West Wilson Street, Salem, was fined $280 and had his license suspended for 180 days for marijuana possession, marijuana paraphernalia, a seat belt violation and following too close.

James L. Heaverly, 42, South Ellsworth Avenue, Salem, was fined $250 and required 25 hours community service for driving under suspension.

Mark D. Kireta, 46, Chester Avenue, Wellsville, was fined $250 and required 30 hours community service for failure to control and reckless operation amended from OVI second offense.

Jason E. Harris, 24, Cusick Road, Lisbon, was fined $250, required 30 hours community service and credited with three days served in jail for persistent disorderly conduct amended from misuse of credit cards for selling gas to someone for $50, while giving them $100 worth of gas using a company credit card.

Said S. Ismail, 46, Youngstown, was fined $100 for an equipment violation amended from failure to control.

Courtney L. Vuoso, 37, Malvern, was fined $100 for an equipment violation amended from failure to control.

A May 26 pretrial was set for Kelli E. Winter, 45, Fairview Court, Salem, charged with OVI first offense and failure to control.

MUNICIPAL COURT

LISBON – In Columbiana County Municipal Court, an April 20 pretrial and an April 29 jury trial were set for Ernest Norton, 80, Walnut Ridge Road, Salineville, charged with sexual imposition. Norton is alleged to have lifted a female’s shirt, exposing and touching her chest and pulling her pants to her hips.

Steve M. Wilson, 47, Sprucevale Road, East Liverpool, was fined $500 and required 30 hours community service for injury of persons or property by hunters and two counts of miscellaneous wildlife violations. Wilson was hunting deer before sunrise and had a deer with an invalidated tag. He also shot and struck the garage of a home on County Airport Road.

An April 28 sentencing hearing was set for Ashley W. Allen, 47, Akron, who pleaded no contest to four counts of complicity to theft and four counts of criminal trespassing. Allen, who previously had been warned not to return to the Salem Walmart, was involved in the theft of an Xbox 360, valued at $299, on Dec. 23, 2011; three laptops, valued at $1,204, on Dec. 28, 2011; a Nintendo WII and other electronics, valued at $758 on Jan. 1, 2012; and a computer valued at $798 on March 8, 2012.

A May 19 pretrial was set for J. Wilson Peake, 53, South Sarsi Cove, Negley, charged with assault and criminal mischief. Peake allegedly tried to rip the dash camera from the vehicle of Melvin Lippiatt, who reportedly was recording Peake’s reckless driving on March 11. Peake then reportedly punched Lippiatt, who was attempting to protect his camera.

Billie D. Lockhart, 38, Goshen Road, Salem, was fined $280 and required 40 hours community service for driving under suspension and speeding.

Lisa J. Mountz, 54, St. Jacobs Logtown Road, Leetonia,was fined $250 for failure to confine a dog after her Doberman was found a mile from her house.

Seth M. Goddard, 22, Maple Street, Rogers, was fined $205 and required 10 hours community service for suspension for failure to appear or pay fines, expired validation decal, use of an unauthorized plate and license expired less than six months.

Alex D. Richardson, 20, Canton, was fined $200 and had his license suspended for six months for speeding, possession of drugs and drug paraphernalia.

Michael Stacy, 24, Allison Street, Wellsville, was fined $200, credited with four days served in jail and had his license suspended for 40 hours community service for obstructing official business and resisting arrest. Stacy reportedly attempted to swallow heroin to keep police from finding it last August.

Octavia S. Coppock, 21, Fairfield School Road, Lisbon, was fined $150, credited with one day served in jail and required 30 hours community service for disorderly conduct amended from domestic violence. Coppock on March 5 assaulted Steven Byers by lying on top of him, choking him, pushing his head into a door and punching him six times.

Andrew C. Bowman, 27, Harvey Avenue, Lisbon, was fined $150 for no license and driving under FRA suspension.

Jamie L. Miller, 39, Pancake-Clarkson Road, Rogers, was fined $150 for reckless operation.

Joshua J. Hoover, 30, Brown Street, Lisbon, was fined $150 and had his license suspended for six months for possession of a drug abuse instrument.

James M. Davis, 52, County Home Road, Lisbon, agreed to be extradited to the state of West Virginia, where he is charged with two counts of failure to register as a sex offender, second offense.

Lance A. Saunders, 21, Monroe Street, Salem, was fined $400 and required 40 hours community service for underage consumption.

Lamarr D. Hill, 23, Akron, was fined $250 and required 40 hours community service for driving under FRA suspension and speeding.

Jacob Carter was later found in the basement.

Sarah L. Sines, 31, Senior Street, Washingtonville, obstructing justice and possession of chemicals for drugs cases bound over to Columbiana County Common Pleas Court.

Alisa A. Groff, 31, Grant Street, Lisbon, was fined $250, sentenced three days jail, placed on two years probation and required 30 hours community service for theft.
