MUNICIPAL COURT

LISBON – In Columbiana County Municipal Court, Justin J. Schneider, 24, state Route 518, Lisbon, was fined $200 and credited with 41 days served in jail after pleading no contest to obstructing official business. On Oct. 13, Schneider attempted to pass off a bottle of urine taped to his body as his own urine during a drug test at the courthouse.

MUNICIPAL COURT

LISBON – In Columbiana County Municipal Court, Joseph M. Koffel, 47, East Chestnut Street, Lisbon, waived his right to a preliminary hearing and was bound over on a domestic violence charge. His bond was reduced from $100,000 to $75,000 cash or surety. On Nov. 17, Koffel allegedly covered Danise Moore’s face with a pillow, put his hands around her throat and began to choke her. He then allegedly stabbed a knife into the headboard above her and threatened by her life and the life of her family members if she went to police.

Phuoc Dinh Le, 42, Grove City, Pa., was fined $705, credited with three days served in jail, had his license suspended for 180 days and ordered to perform 30 hours community service for OVI first offense, marked lanes and a seat belt violation.

John Thomas Krupa, 39, Industry, Pa., was fined $675, had his license suspended for 180 days, required 40 hours community service and sentenced to three days in jail for OVI first offense.

Jessica T. Miller, 19, Liberty Street, Salem, was fined $700, had her license suspended for 180 days, sentenced to two days in jail, ordered to attend a three-day counseling program and required 30 hours community service for OVI first offense and failure to control.

Christian Gingher, 44, West Martin Street, East Palestine, was fined $275, credited with three days in jail, required to pay about $20 in restitution to Dollar General in Rogers and ordered 30 hours community service for failure to register a dog and theft. The theft charge claimed he shoplifted packages of underwear and socks on July 16 and returned on July 23 to shoplift another package of underwear.

James H. Barton, 73, Broadway, Wellsville, was fined $250, credited with a day in jail, sentenced to two additional days and required 30 hours community service for receiving stolen property. Barton was the driver of a vehicle on Aug. 23 with 12 items valued at $230 shoplifted from Tractor Supply Company found on the backseat.

Jill Fulton, 40, North Market Street, East Palestine, was fined $250 and required 15 hours community service for driving under suspension.

William E. Fulmer, 40, West Ninth Street, East Liverpool, was fined $250 and required 25 hours community service for driving under suspension.

Julia A. Ingledue, 38, McCracken Road, Salem, was fined $250 and required 50 hours community service for driving under FRA suspension. A failure to display a valid sticker citation was dismissed.

Joshua Gary, 29, Youngstown, was fined $250 for driving under suspension. A tail lights violation was dismissed.

Jennifer L. Starcher, 28, Andrew Avenue, Salem, was fined $200, credited with a day served in jail and required 30 hours community service for disorderly conduct amended from theft. Starcher was charged after leaving Family Dollar in Salem without paying for a package of batteries in her purse on Sept. 17.

Lorraine S. Rummel, 48, West Street, East Palestine, was fined $150 for wrongful entrustment.

Justin M. Smith, was fined $150 and credited with two days served for persistent disorderly conduct amended from domestic violence. Smith choked his wife, Aaron Smith, slapping her in the face and slamming her against the wall on July 20.

Jeremy Miller Sr., 44, Coshocton, was fined $150 for lighted lights required amended from speeding.

Morgan Ford, 26, Rose Drive, Lisbon, was fined $100 and required 20 hours community service for driving under suspension.

A Dec. 2 pretrial was set for Timothy A. Plunkett, 51, state Route 518, Lisbon, charged with aggravated menacing for allegedly threatening to kill Larry Stacey the II, his ex’s attorney, on a Facebook post on Nov. 11.

A Jan. 21 pretrial was set for Pamela S. Knepp, 57, Elmside Street Northeast, Alliance, charged with theft for allegedly putting items into her purse from the Dollar General store in Alliance on Nov. 8.

An assault charge against Michael B. Delp, 38, East Eighth Street, Salem, was dismissed due to a failure of the alleged victim to appear. Delp had been accused of grabbing his ex-girlfriend, Melanie Sobek, by the hair and forcing her to the ground, then getting on top of her with his hands around her neck and face while pushing her face against the ground on Oct. 10.

A driving under suspension citation against Kenneth A. Brown, 24, Fairfield School Road, Columbiana, was dismissed after it was determined he had insurance the entire time and the suspension was in error.

A Jan. 25 pretrial was set for Lee T. Knight, 19, Gorby Road, East Palestine, cited with no driver’s license.

A Jan. 25 pretrial was set for James A. Boston Jr., 34, Pine Street, Leetonia, cited with possession of drug paraphernalia, OVI first offense and speeding.

MUNICIPAL COURT

LISBON – A Salem woman accused of leading police on a chase while she was under the influence of some type of substance appeared for her preliminary hearing on Monday in Columbiana County Municipal Court.

Tammy L. Shuman, 39, Southeast Boulevard, Salem, waived her right to a preliminary hearing and was bound over to the county grand jury for charges of OVI, failure to comply and endangering children. On Nov. 14, Shuman allegedly was stopped in the Salem area, but then refused to get out of her SUV. Instead she reportedly stepped on the gas and led several police cruisers on a pursuit for more than 22 miles while she had a 9-year-old boy in the vehicle. The pursuit ended with her approaching a police cruiser head-on while spike strips disabled her two front tires.

John R. Lyle II, 40, Vine Avenue, Salem, was bound over to the grand jury for a felonious assault charge after waiving his right to a preliminary hearing. Lyle is accused of stabbing Shane Davis in his upper back on Nov. 15.

Travis W. Lowther, 40, Washington Street, Salem, was sentenced to 30 days for criminal damaging, concurrent with the time Lowther is serving for separate charges of resisting arrest and disorderly conduct, for which he was sentenced for on Oct. 22. Lowther then broke a sprinkler head at the Columbiana County Jail on Oct. 22.

Wesley E. Vandyke, 31, Campground Road, Wellsville, was fined $305 and required 40 hours community service for driving under suspension.

Margaret E. Pierce, 47, Beverly Drive, North Benton, was fined $300, credited with a day served in jail and required 40 hours community service for theft and obstructing official business. Pierce alleged shoplifted items from the Salem Walmart on Oct. 21 and then lied to police about how many items she took.

Mareese Sanders, 29, Youngstown, was fined $280 and required 40 hours community service for driving in violation of a driving restriction and speeding.

Jennifer M. James, 40, Martins Ferry, was fined $255 and required 25 hours community service for driving under suspension and speeding.

William E. Ault, Jr., 38, Grant Street, Lisbon, was fined $250 and required 50 hours community service for driving under suspension.

Jonathan H. White, 31, Washington Street, Salineville, was credited with nine days served, sentenced to an additional day, required 30 hours community service and fined $250 for theft for shoplifting $60 in items from the Dollar General on Feb. 6.

Heidi L. Berry, 29, Woodland Avenue, Salem, was fined $300 and required 25 hours community service for driving under suspension and expired registration.

Rachel Nadine Miller, 26, Elk Avenue, Lisbon, was fined $250 for driving under suspension.

Robert J. Bandy, 33, Georgetown Road, Homeworth, was fined $200 and required 50 hours community service for driving under suspension.

Benjamin J. Talanca, 30, Warren, was fined $180 for failure to reinstate a license and speeding.

Stephanie D. Householder, 24, Duke Road, East Liverpool, was fined $150 and required 10 hours community service for speeding.

Thomas L. Sanders III, 38, South Yuma Trail, Negley, was fined $100 for an equipment violation amended from speeding.

A menacing charge against James Wooten, 61, Woodland Drive, Columbiana, was dismissed due to a failure to locate a necessary witness. Wooten was accused of telling his son he was going to shoot him.

A Dec. 22 pretrial was set for Adalee G. Moore, 33, Carole Drive, Salem, cited with driving under suspension and improper registration.

A Jan. 11 pretrial was set for Brock Tyler Horstman, 24, state Route 644, Kensington, cited with OVI first offense.

An arraignment was set for today for David S. Merriman, 26, Hillcrest Road, Wellsville, charged with two counts of domestic violence for allegedly hitting his father on the right side of the head and threatening to hit and knock out Sherry Davis on Friday.

LISBON – In Columbiana County Municipal Court, David Garcia, 54, Woodland Avenue, Salem, waived his right to an extradition hearing so he can be returned to New Jersey where he faces an alleged persistant parole violation.

Charles Matthew Davis Jr., 25, Forbes Road, Wellsville, was fined $300, credited with a day served in jail, had his license suspended for 180 days in jail, required to attend a three-day counseling program and ordered 30 hours community service for physical control and open container.

Bonnie M. Davis, 32, Bradenton, Fla., was fined $250, credited with a day served in jail and required 30 hours community service for theft for shoplifting three pairs of paints and a beanie hat totaling $28 from the Salem Walmart on Nov. 12.

Christian L. Plunkett, 21, Chester Avenue, East Liverpool, was fined $130 for no license and failure to yield.

Michael J. Fowler, 37, South Vine Street, Columbiana, was fined $100 and required 25 hours community service for driving under suspension.

April Mathes, 29, Chris Avenue, Washingtonville, was fined $100 and required 25 hours community service for driving under suspension.

LISBON – A Nov. 24 preliminary hearing was set in Columbiana County Municipal Court for Joseph M. Koffel, 47, East Chestnut Street, Lisbon, charged with domestic violence for allegedly attempting to harm Danise Moore on Tuesday. Koffel is accused of taking a pillow, covering her face, putting his hands around her throat and starting to choke her. Then he allegedly used a knife to stab the headboard above her and telling her he would kill her and her family if she went to the police.

A Nov. 24 preliminary hearing was set for Harry F. Landsberger, 61, Brushville Road, East Palestine, charged with failure to verify his address. Landsberger allegedly moved in 2014 form the address he provided the sheriff in March 2015.

A Nov. 24 preliminary hearing was set for Stephen M. Pickens, 42, last known address Haiti Road, Salineville, charged with failure to verify his address for allegedly registering an address on Jan. 4, where it was later learned he had never lived.

A Dec. 3 pretrial was set for Seth A. Williams, 21, Carbon Hill Road, East Palestine, charged with OVI first offense, hit skip private property and failure to control after he allegedly sheared off two utility poles on Bacon Avenue on Wednesday evening.

A Jan. 21 pretrial was set for Stephanie Houle, 28, South Street, East Palestine, cited with obstructing official business for allegedly covering for Williams. According to court documents, when police questioned where he had been and where his injuries came from, she reportedly claimed a domestic dispute. When asked if domestic violence charges should be filed, she allegedly questioned whether it was domestic violence if it occurred during sex.

Austin R. LeMasters, 18, East Main Street, Salineville, was fined $250, credited with three days in jail and ordered to perform 30 hours community service for theft after stealing a pop tart from B and K Beverage in Salineville.

Cody S. Wilt, 24, Aten Avenue, Wellsville, was fined $430 and required 60 hours community service for a stop sign violation and two counts of driving under FRA suspension.

Lucas W. Taucher, 22, Lake Avenue, Salem, was fined $400 and required 30 hours community service for two counts of driving under suspension. A speeding citation was dismissed.

Christina L. Minger, 34, last known address Dyke Road, Rogers, was fined $150 and credited with a day served for domestic violence for allegedly grabbing her 17-year-old daughter by the neck of her shirt and bruising her forearm on Nov. 12.

Nathan D. Winn, 24, South Lundy Avenue, Salem, was fined $400, credited with a day in jail and required 50 hours community service for driving under suspension and disorderly conduct while intoxicated. Winn went into the lobby of the Salem police station on May 16 and requested to go to jail and then when police refused to arrest him he stepped in front of a vehicle on East Pershing Street.

Natalia P. Ridriguez, 24, South Main Street, Columbiana, was fined $100 and required 10 hours community service for driving under suspension.

Michael E. Milliken, 25, West Sixth Street, Salem, was fined $100 for marijuana paraphernalia.

Amber McKnabb, 32, Newark, was fined $100 and required 10 hours community service for driving under suspension.

Thomas W. Hanes IV, 21, Wood Street, East Palestine, and Devon M. Ream, 20, West North Avenue, East Palestine, were each fined $100, credited with a day served in jail and required 25 hours community service for criminal mischief for destroying multiple pumpkins on West Street between West Clark and Park Avenues on Oct. 13. A restitution hearing was set for Jan. 11.

Charles Peck III, 22, state Route 7, Columbiana, was fined $475, required to attend a three-day counseling program, ordered 40 hours community service and had his license suspended for six months for physical control and possession of drug paraphernalia for a pill bottle with a straw. A possession of marijuana citation was dismissed.

A driving under suspension citation against Erich Henkel, 31, Oak Street, Leetonia, was dismissed after it was determined he was not under suspension.

Pilati, 27, Lippincott Road, East Rochester, charged with possession of drugs, possession of instruments to ingest or inhale controlled substances, OVI first offense and a tail lights violation. Pilati allegedly had marijuana, a glass smoking pipe, a wooden storage box and rolling papers on Saturday.

Bertram, 48, North Georgetown Road, North Georgetown, was fined $705, had his license suspended for 180 days, required 30 hours community service, sentenced to three days in counseling and sentenced to 17 days in jail for OVI first offense, failure to control, a seat belt violation and endangering children for having passengers in his vehicle ages 2, 3, 14 and 17 on Sept. 5, 2015 when he was involved in an alcohol-related one-vehicle crash.

Shawn Lee Paulin Sr., 36, Benton Road, Salem, was sentenced to 30 days in jail for driving under FRA suspension with the sentence to be served concurrently with time served in Mahoning County jail.

Shauna Uptegraph, 22, South Green Street, Lisbon, was fined $100 and required 25 hours community service for driving under suspension.

Henry Rucinski Jr., 59, Richardson Avenue, Negley, was sentenced 10 days jail, placed on two years probation and required 30 hours community service for OVI first offense.

Alyssa M. Gingher, 18, West Martin, East Palestine, was fined $250, sentenced three days jail, placed on two years probation and required 30 hours community service for theft. Also ordered to pay $100 in restitution to Gorby’s Grocery in East Palestine.

MUNICIPAL COURT

LISBON – In Columbiana County Municipal Court on Friday, a hearing was scheduled for Nov. 24 in the case of a man whose home was searched Thursday by the county Drug Task Force.

Richard L. McCarty Jr., 34, Forest Street, Lisbon, was charged with possessing drug abuse instruments after DTF agents found syringes in his bedroom on Thursday. The DTF obtained a search warrant the same day.

In other court action, a pretrial hearing date of Jan. 7 was scheduled in the case of Steven W. Moore, 58, Walnut Street, Rogers, charged with OVI and failure to stop an assured cleared distance as a result of an Aug. 18 traffic accident in Middleton Township.

A pretrial hearing date of Jan. 7 was scheduled in the case of Ryan W. Hoschar, 18, East Main Street, Washingtonville, who is charged with OVI and failure to stop an assured cleared distance as a result of an Oct. 2 traffic accident in Salem.

Christina L. Minger, 34, Dyke Road, Rogers, will be sentenced on Nov. 19 after pleading no contest and being found guilty of domestic violence. She reportedly grabbed her 17-year-old daughter by the shirt on Thursday, and the daughter also had bruising on her arm.

A pretrial hearing date of Nov. 19 was scheduled in the case of Bonnie M. Davis, 32, of Bradenton, Fla., who is charged with shoplifting $27 worth of clothing from the Salem Wal-Mart. Davis reportedly told Wal-Mart officials she needed a pair of pants, but three pairs of pants and a beanie were found under her coat.

Christopher B. White Jr., 35, of Greentown, pleaded innocent to OVI and failure to stop an assured cleared distance, and a pretrial hearing is scheduled for Dec. 27. White was cited in Knox Township at 8:35 a.m. Monday.

Kirk L. Poole, 46, Fisher Drive, East Liverpool, was fined $250 and ordered to perform 10 hours of community service for driving under suspension.

A charge of phone harassment was dropped against Ashley Mattern, 24, Carmel Achor Road, Rogers. This was dismissed by the prosecutor’s office with the consent of the victim, Caitlin Reckner.

Georgie S. Westlake, 21, of New Cumberland, W.Va., was fined $250 for speeding and driving under suspension.

Adam E. Long, 36, Ohio Avenue, Salem, was fined $150 after pleading guilty to violating the law protecting non-game birds. Long was hunting at Guilford Lake State Park on Oct. 25 when he killed a comorant. Long told the state wildlife officer he thought it was a canvasback duck.

Heidi S. Weaver, 43, Taylor Road, Negley, pleaded not guilty to failing to register five dogs, and a pretrial hearing is scheduled for Nov. 30. She was cited after the dog warden received complaints Weaver’s rottweiler was running loose and twice bit Mary Peterson.

Dan E. Wingenfeld, 48, Brook Park, Ohio, was fined $375, sentenced two days jail and three days counseling, placed on two years probation, had his driver’s license suspended 180 days and was required 30 hours community service for OVI.

Danielle Marie Staats, 28, Lisbon Street, Columbiana, was fined $550 and required 60 hours community service for unsafe vehicle and two counts of driving under suspension.

Matthew Robert Ayers, 25, Main Street, Leetonia, $400 and required 60 hours community service for driving under suspension and use of unauthorized plate.

Christy S. Keglor, 41, Barclay Avenue, Salem, was fined $300, credited with 23 days served in jail and ordered to repay Butech Bliss $580 along with her co-defendant for receiving stolen property and theft. An industrial brass ring weighing 387 pounds was pawned at Downtown Metals on Aug. 22, 2014. Additionally, Keglor took cash from the home of Margaret Vontuchlinski on Feb. 23, 2015.

Bruce A. Weaver, 53, East Third Street, Salem, was fined $250 and credited with 28 days served and ordered 40 hours community service for aggravated menacing and resisting arrest for threatening to shoot both his girlfriend and her adult son on July 27.

Dawn M. Johnson, 44, Green Beaver Road, Salem, was fined $250, required 40 hours community service, credited with a day served in jail and sentenced to two additional days for theft for two Twisted Teas taken from B&K Beverage, Salineville, in March.

Alison Zins, 24, Powell, was fined $250 for speeding and a stop sign violation. A red light violation was dismissed.

Heather M. Kirby, 22, Goshen Road, Salem, was fined $250 for driving under suspension.

William E. Martin II, 37, Smithville, was fined $250, credited with a day served in jail and required 40 hours community service for driving under suspension.

During a physical confrontation with each other they caused their mother, Emily Webber, to fall twice to the ground and hit her ribs on a door frame.

A Nov. 9 pretrial was set for Jeffrey S. Sprankle, 50, Moore Street, Lisbon, charged with assault for allegedly punching Timothy Wilkinson in the face on Oct. 10.

A Nov. 12 pretrial was set for Koty A. Claypool, 21, 17th Street, Wellsville, and Karen Dicenzi, 21, 17th Street, Wellsville. Dicenzi is charged with theft, while Claypool is charged with complicity to commit theft for an alleged shoplifting incident at the Salem Walmart on Monday during which Dicenzi was found with clothes in her purse.

A Dec. 17 pretrial was set for Tasha L. McCluskey, Trinity Church Road, Lisbon, charged with prohibitions concerning companion animals for allegedly leaving a dog laying in the driveway, injured, for about a week after it was hit by a car.

April D. Spiker, 37, Perryopolis, Pa., waived extradition so she can be returned to Pennsylvania where she is accused of failure to appear.

LISBON – A Nov. 9 pretrial was set in Columbiana County Municipal Court for John Mehno, 62, North Ellsworth Avenue, Salem, charged with public indecency for allegedly exposing his privates to a woman in a parking lot on East State Street in Salem on Sept. 16.

Nathan D. Winn, 24, South Lundy Avenue, Salem, was fined $925, credited with three days served in jail, had his license suspended for 180 days, required to attend a three-day counseling program and ordered to perform 30 hours community service for OVI first offense, driving under FRA suspension and speeding.

Zachary M. Peterson, 20, Hillcrest Circle, East Palestine, was fined $725, had his license suspended for six months, required 30 hours community service and required to attend a three-day counseling program for OVI first offense and parking on the highway.

Kayla D. Brown, 20, Toronto, was fined $600, had her license suspended for 180 days and required 30 hours community service for underage consumption, marijuana possession and two red light violations.

Jayce Dee Robinson, 18, Toronto, was fined $550, required 30 hours community service and had his license suspended for 180 days for possession of marijuana and underage consumption.

Alyssa Danielle Terrigan, 19, North Canton, was fined $300, required 25 hours community service and sentenced to three days in jail for speeding and driving under OVI suspension.

Abdalla J. Kameron, 18, Stratton, was fined $400 and required 30 hours community service for underage consumption.

Timothy J. Davey, 52, Cuyahoga Falls, was fined $310 and sentenced to three days in jail for driving under OVI suspension, speeding and a seat belt violation.

Scott L. Carlisle, 35, Austintown, was fined $250 and required 20 hours community service for driving under suspension.

Donald Farris, 32, Wheeling, W.Va., was fined $130 and required 25 hours community service for driving under suspension and speeding.

Carl Thomas, 69, Canton, was fined $175 for a lane violation and reckless operation amended from OVI first offense.

Charles E. Weyand Jr., 40, New Garden Avenue, Salem, was fined $150 for disorderly conduct with $125 suspended provided he have no further offense in the next year. Weyand had been yelling profanities while police were investigating something at the Sparkle Market on South Lundy Avenue, Salem.

Lindsey L. Dragon, 34, Homeworth Road, Homeworth, was fined $150, credited with two days served in jail and required 20 hours community service for criminal damaging. A domestic violence charge was dismissed. Dragon threw a potted plant bird feeder at Hunter Boyer, breaking a windshield on July 14.

Clint L. Geho, 33, East Main Street, Salineville, was fined $100 and required 25 hours community service for driving under suspension.

Erin Elise Stockdale, 30, Painesville, was fined $100 for an equipment violation amended from speeding.

A Nov. 16 pretrial was set for Robert J. Daugherty, 23, West State Street, Salem, cited with use of an unauthorized plate.

A Dec. 15 pretrial was set for Kaylynn E. Flowers, 23, West Clark Street, East Palestine, cited with seven counts of failure to register a dog.

A Dec. 29 pretrial was set for Melissa K. Johnson, 23, state Route 644, Kensington, cited with OVI first offense, OVI refusal with prior within 20 years and speeding.

A Jan. 7 pretrial was set for Adrienne Parish, 32, South Middle Street, Columbiana, charged with theft for allegedly tampering with the labels on meat packages at Save-A-Lot, exchanging the sticker for a $3.30 package of pork spare ribs and placing it on a package of chicken valued at about three times that price.

Bruce Shumake, 55, LaGrange, Ky., waived his extradition hearing so he can be returned to Kentucky where he faces an alleged parole violation.

Citations against Donald L. Riggs, 38, Washington Street, Salineville, for driving under suspension, driving an off-road vehicle without a license and registration required for off-road vehicle were dismissed. Riggs was fined $280 and required 10 hours community service for driving under suspension and loud exhaust.
