LISBON In Columbiana County Municipal Court Friday Christopher L. Brown, 40, North Vine Street, Lisbon, was fined $300, sentenced six days jail, placed on two years probation and required 60 hours community service for two counts driving under 12-point suspension, failure to display valid sticker, failure to reinstate license.
Stacey L. Schwemm, 43, West Martin Street, East Palestine, was fined court costs for driving under suspension and failure to dim lights.
Thomas Edward Shaw Jr., 42, Carmel Achor Road, Rogers, was fined $900, placed on one year probation and required 25 hours community service for driving under suspension and lights.
Todd R. Conduff, 52, Aurora, Portage County, was fined $30 for assured clear distance.
Cody S. Wilt, 24, Aten Avenue, Wellsville, was fined $400, sentenced one day jail, placed on one year probation, required 40 hours community service and had his driver’s license suspended 180 days for possession of marijuana, driving under suspension and registration.
Shane J. Wells, 40, Alliance, was fined court costs for no operator’s license.
Virgil Harreston, 25, Sunrise Drive, Lisbon, was fined $1,005, placed on one year probation and required 25 hours community service for driving under suspension, speeding and seat belt.

Dylan Ruby, 23, Beaver, Pa., was fined $100 and had his driver’s license suspended 180 days for possession of marijuana.

MUNICIPAL COURT
LISBON – In Columbiana County Municipal Court, Jessica A. Hill, 32, Lipincott Road, East Rochester, was bound over to the grand jury on a tampering with evidence charge for allegedly shoving a bag of marijuana inside a body cavity to conceal it from highway patrol troopers on Jan. 21. Other charges of drug paraphernalia, possession of instruments to ingest or inhale controlled substances and possession of drugs were also transferred to Common Pleas Court.
Travis J. Riggs, 34, Monroeville Heights, Salineville, waived his right to a preliminary hearing and was bound over to the grand jury on charges of tampering with evidence and possession of drug paraphernalia for an alleged bag of green leafy substance, a burnt spoon and a scale with residue, along with a bag of white powdery substance and pills allegedly shoved down his pants on Jan. 21. He was fined $30 for an expired registration citation.
A March 3 preliminary hearing and pretrial were set for Jesse M. Jackson, 36, Grant Street, Salem. A competency evaluation was ordered. Jackson is charged with resisting arrest, disorderly conduct and a felony assault for allegedly becoming aggressive toward police, charging officers and striking Detective Steve Smith of Perry Township police in the head on Jan. 13. When police initially arrived he was reportedly breaking glass jars in the roadway and throwing his personal belongings into the yard.
Christopher L. Brown, 40, North Vine Street, Lisbon, was bound over to the grand jury on a domestic violence charge. Brown is accused of punching Roger Brown of Washingtonville in the face on Jan. 4.
Shawn Biggar, 46, Center Road, Homeworth, was fined $730, had his license suspended for a year, was sentenced to 15 days in jail and ordered 30 hours community service for seat belt violation, left of center and OVI first offense in the past six months, but fourth in a lifetime.
Robert W. Metzgar, 51, Benton Road, Salem, was fined $675, had his license suspended for one year, sentenced to three days in jail and required 30 hours community service for OVI first offense and assured clear distance.
Ryan W. Bevington, 38, West Southern Avenue, Columbiana, was fined $250 for driving under FRA suspension.
Randall R. Hetrick, 52, Fairfield School Road, Columbiana, was fined $250 and required 40 hours community service for wrongful entrustment.
Paul V. Hoffer, 48, Green Lane, East Liverpool, waived his right to an extradition hearing so he can be returned to Wisconsin where he faces a burglary charge.
Joshua Davidson, 22, North Main Street, Columbiana, was fined $150 for endangering children after a 2-year-old boy was found wandering near the street alone in an unchanged diaper while Davidson was sleeping in the house on Aug. 22.
Justin E. Wright, 29, Etruria Street, East Liverpool, was fined $150 and had his license suspended for 180 days for possession of marijuana. His fines and costs were suspended after he was found to be indigent.
Jason D. Moffatt, 29, Kinsman Road, North Bloomfield, was fined $150, credited with seven days in jail and required an additional 13 days in jail for disorderly conduct for repeatedly falling off a bicycle onto the ground while intoxicated and riding near the East Palestine Park entrance on Sept. 4.
Eric D. Collins, 19, East Fifth Street, Salem, was fined $125 for speeding and a traffic control device violation.
Joshua M. Hott, 27, Columbia Street, Salem, was fined $100 and required 25 hours community service for driving under suspension.
John P. Smollen, 57, West Main Street, East Palestine, was fined $250, credited with a day in jail for assault and two counts of criminal trespassing for walking into a home on West Clark Street on July 6 and a home on West Main Street on Oct. 25. The second time he also was fighting with the resident, Lloyd McKinney.
Paul N. Gearin, 59, state Route 9, Kensington, was fined $50 for leaving the scene and failure to control.

A Feb. 29 pretrial was set for Kevin D. Secka, 43, state Route 154, Lisbon, charged with violating a temporary protection order for allegedly being in the home of Michelle Secka on Jan. 23.
A March 3 pretrial was set for Jeno M. Atkins, 20, Kent, cited with possession of marijuana.
A March 3 pretrial was set for Travis S. Faulkner, 27, Columbia Street, Salem, charged with theft for allegedly shoplifting five items valued at $10.75 total from the Family Dollar in Salem on Wednesday.
A March 14 pretrial was set for Justin M. Lamp, cited with driving under OVI suspension and failure to display a valid sticker. Additionally, a contempt hearing was scheduled on one previous driving under suspension conviction and a probable cause for a probation violation for a second driving under suspension conviction.
A March 17 pretrial was set for Kimberly M. Sarkozy, 48, Haywood Street, East Liverpool, cited with OVI first offense and reckless operation.
A driving under suspension citation against Aubri Casey Scutt, 21, West Fourth Street, Salem, was dismissed because her license had been reinstated prior to the charge.
MUNICIPAL COURT
LISBON – In Columbiana County Municipal Court, Clint L. Geho, 34, Rollercoaster Road, Lisbon, was bound over to the grand jury on charges of burglary, theft, assault and unlawful restraint. He is accused of entering the home of his ex-girlfriend, Taylor M. Jones, Firestone Avenue, Columbiana, on Jan. 17, dragging her from her bed while she was asleep, preventing her from leaving the basement against her will and had her stolen credit card and work ID with him when he was arrested.
Michael L. Kowalczyk, 41, Cleveland, was fined $675, had his license suspended for 180 days and required to attend a three-day counseling program for OVI first offense. A failure to control citation was dismissed.
An OVI first offense charge against Robert T. Urgitus, 53, Vine Street, East Palestine, was dismissed.

LISBON – A Feb. 1 preliminary hearing and pretrial was set in Columbiana County Municipal Court for Keith S. Kreger, 59, Fredericktown-Clarkson Road, Negley, charged with felony charges of obstruction of official business and felonious assault, as well as misdemeanor charges of aggravated menacing and weapons while intoxicated. Kreger allegedly pointed a handgun at deputies several times while they were taking cover in the woods near his garage.
A Feb. 29 extradition hearing was scheduled for Christopher R. Plumlee, 34, Hawley Avenue, Salem, charged with fugitive from justice. Plumlee allegedly has a warrant for a parole violation in Texas.
David M. Adams, 37, Garner Avenue, East Liverpool, was fined $330 and required 40 hours community service for driving under FRA suspension, speeding and a seat belt violation.
Joshua A. Silva, 29, Woodsfield, was fined $250, credited with a day in jail and required 30 hours community service for theft. Silva took three food items from BK Beverage in Salineville on Oct. 15.
Joseph L. McIntosh, 28, South 15th Street,Sebring, was fined $250, credited with 14 days served and sentenced to 46 additional days for obstructing official business for turning in 35 hours of non-verified community service.
Brian L. Bable, 32, Pioneer Road, Negley, was fined $250, credited with 10 days served and ordered to serve an additional 20 days for obstructing official business for turning in 41 hours of non-verified community service.
Dustin C. Brayshaw, 22, Steubenville Pike, Lisbon, was fined $250, credited with nine days served in jail and sentenced to 81 additional days for obstructing justice amended from a felony to a misdemeanor. Brayshaw gave police a false name and social security number for Donna Mineard, whom he was with and who had three warrants for her arrest.
Emily J. Garman, 21, East Seventh Street, Salem, was fined $250 and required 50 hours community service for driving under suspension.
John W. Hedrick, 47, Cadmus Street, East Liverpool, was fined $280 and required 10 hours community service for driving under suspension and a seat belt violation.
J. Trinidad Vera Leon, 44, North Market Street, East Palestine, was fined $200 for no license and unsafe vehicle.
Tremayne L. Davis, 41, Eighth Street, Wellsville, was fined $150, credited with a day served in jail and sentenced to 19 additional days for theft. Davis stole chips from Kings Carry Out in Wellsville and then requested police take him to jail.
Betty J. Asher, 39, Market Street, Salineville, was fined $150 and credited with a day in jail for disorderly conduct for refusing to cooperate with deputies at Southern Local during the bomb scare on Monday.

On Monday, Carter stole $28 from the purse of Jolysa Richards while she was in the waiting room at the Lisbon Health Clinic.
Aaron M. Scarsella, 42, Sprucevale Road, East Liverpool, was fined $150 for two miscellaneous wildlife violations for hunting deer during muzzleloader season without the proper orange clothing and without tagging the deer immediately.

Jackson, 36, Grant Street, Salem, charged with assault for allegedly charging police and fighting with Perry Twp. Police Det. Steve Smith on Jan. 13. Additionally, Jackson is charged with misdemeanor charges of resisting arrest and disorderly conduct.
A Jan. 28 preliminary hearing and pretrial was set for Jessica A. Hill, 32, Lipincott Road, East Rochester, charged with tampering with evidence, drug paraphernalia, possession of instruments to ingest/inhale controlled substances and possession of drugs. While in the back of the patrol car, Hill allegedly shoved a baggie of marijuana inside one of her body cavities to conceal it on Thursday.
A Jan. 28 preliminary hearing and pretrial was set for Travis J. Riggs, 34, Monroeville Heights, Salineville, charged with tampering with evidence and misdemeanor charges of possession of drug paraphernalia and improper/expired registration. Riggs allegedly shoved a white powdery substance and pills down his pants while in the back of a patrol car. He is accused of attempting to destroy a bag containing a white powdery substance. He also allegedly had a scale, a spoon with white powder residue and several syringes on Thursday.
Tracy D. McDonald, 47, Kewadin, Mich., waived his right to an extradition hearing so he can be returned to the state of Michigan, where he faces charges of two counts larceny and one count of failure to comply with reporting duties as a registered sexual offender.
James B. Nenichka Jr., 36, Miller Road, Lisbon, waived his right to an extradition hearing so he can be returned to Pennsylvania, where he faces an OVI charge.
Nicholas S. Kopp, 32, North Canton, was fined $300 and had his license suspended for 180 days for possession of marijuana and marijuana paraphernalia. A following too close citation against Kopp was dismissed.
Colette E. Steiginga, 20, Walnut Grove Drive, New Waterford, was fined $200 and credited with 10 days served for endangering children. Steiginga was driving her vehicle while intoxicated with a 14-year-old in the car on June 3.

Rudder, 22, South Lincoln Avenue, Salem, was fined $350, required 30 hours community service, credited with nine days served in jail and sentenced to an additional six days in jail for domestic violence for slamming the head of his girlfriend, Micbelle Courtwright, off her bedroom door repeatedly and punching her in the face.
Melissa R. Coulon, 40, East Third Street, Salem, was fined $350 and required 20 hours community service for driving under FRA suspension and use of unauthorized plate.
Donna L. Stephanie Houle, 28, South Street, East Palestine, was fined $200, required 50 hours community service and credited with one day served in jail for obstructing official business for lying to East Palestine police investigating a traffic crash involving several utility poles on Nov. 18. Houle told police that Seth Williams, who was allegedly the driver during the accident, had been there all night and the scratch marks and cuts on his face were due to her hitting him.

Ronald Welther, 44, state Route 14, East Palestine, was fined $150 for disorderly conduct amended from domestic violence for shoving Brandy Hall into a chair on Aug. 13.

A use of unauthorized plate citation against Benjamin M. Kuhlen, 19, East Lincoln Way, Lisbon, was dismissed.
Robert E. Burge, 52, South Union Avenue, Salem, pleaded no contest to theft and was sentenced to 30 days in jail concurrent with a 10-month sentence he is currently serving in Mansfield Correctional Camp. The theft charge here was for shoplifting $275 in merchandise from the Salem Walmart on June 14 when he was identified by the store after he had given his identification in the pharmacy department to obtain decongestant.
A Jan. 28 pretrial was set for Lloydora K. McDowell, 30, Cleveland, charged with obstructing justice for allegedly hiding with Richard Faloba and another man in the basement when deputies arrived with warrants to a Trinity Church Road, Lisbon, home on May 1.
A Feb. 9 pretrial was set for Scott E. Vanpelt, 29, South Main Street, Beloit, charged with driving under suspension.
A March 8 pretrial was set for Jordan R. Johnson, 25, Jones Drive, Salem, cited with driving under suspension and speeding.

LISBON – In Columbiana County Municipal Court, Daniel D. Dishman, 49, South Green Street, Lisbon, was fined $705, required to attend a three-day counseling program, had his license suspended for 180 days and required 40 hours community service for OVI first offense and speeding.
Nicole M. Germadnik, 33, Sharon, Pa., was fined $675, required to attend a three-day counseling program, had her license suspended for six months and required 20 hours community service for OVI first offense. A speeding citation was dismissed.
Nichol L. Richter, 42, East Main Street, Salineville, was fined $200, credited with seven days served in jail and required 50 hours community service for disorderly conduct and resisting arrest. Citations for failure to disclose one’s personal information and aggravated menacing were dismissed. On Jan. 11, Richter reportedly had a dispute with her renter and tried to evict him from the camper on her property by yelling at him, turning off the electric power to the camper and taking the heaters, even after police urged her to make peace and legally evict the tenant at a later date. She refused to cooperate when police took her into custody.
Eric L. Chapman, Lisbon Street, Columbiana, was fined $130 and required 25 hours community service for driving under suspension and a seatbelt violation.
A Feb. 11 pretrial was set for Christopher J. Thomas, 30, Chestnut Street, Leetonia, charged with domestic violence and possession of drug abuse instrument for allegedly kicking Amber Jones, possibly breaking her finger, on Jan. 8 and was found to have three hypodermic syringes inside a home on Steubenville Pike, Lisbon, following the arrest.
A March 3 pretrial was set for Richard L. McCarty Jr., 34, Forrest Street, Lisbon, charged with possession of a drug abuse instrument for several syringes allegedly found inside his bedroom by the county drug task force on Nov. 12.

LISBON – A Jan. 26 preliminary hearing and pretrial was set for in Columbiana County Municipal Court for Clint L. Geho, 34, Prospect Street, Salem, charged with felony charges of burglary and theft, as well as misdemeanor charges of assault and unlawful restraint. Geho allegedly entered the home of Taylor Jones, his ex-girlfriend, on Sunday, dragged her from her bed while she was sleeping, prevented her from leaving the basement of her home against her will and stole both her credit card and work ID. Bond is set at $100,000 cash or surety.
A Jan. 28 preliminary hearing is scheduled for Timmogene L. Howell, 23, Boardman, charged with trafficking in drugs for allegedly selling heroin to a confidential informant on Jan. 8 from a camper trailer on Steubenville Pike.
A Jan. 28 preliminary hearing was set for Dustin C. Brayshaw, 22, Steubenville Pike, Lisbon, charged with obstructing official business for allegedly providing a false name and Social Security number for Donna L. Mineard when deputies went looking for her with three arrest warrants at the Travelers Motel on Sunday.
Jerad James Chestnut, 26, McCallister Road, Lisbon, was fined $250 and sentenced to 45 days in jail with work release privileges for obstructing official business for attempting to pass off three community service sheets for 380 hours total community service which the court could not verify.
Charles D. Hyde, 51, Continental Drive, Salem, was fined $150, credited with 15 days served and sentenced to an additional 165 days for inducing panic. Hyde made threats he was going to harm himself, refused to come out, but opened the door at one point, placed a black handgun (which turned out to be fake) against his head and went back inside. A felony obstructing official business charge was dismissed.
Andrew Petersen IV, 34, Rollercoaster Road, Lisbon, was fined $800, sentenced to six days in jail, required 60 hours community service and had his license suspended for one year for OVI breath above .17 first offense and failure to control.
Miranda L. McPherson, 26, Latta Road, East Palestine, was fined $675, required to attend a three-day counseling program, had her license suspended for 180 days and ordered 40 hours community service for OVI first offense.
Colette E. Steiginga, 20, Walnut Grove Drive, New Waterford, was fined $350, credited with a day served in jail and required 50 hours community service for resisting arrest and disorderly conduct while intoxicated. Steiginga was intoxicated and walking in the area of Lower Elkton Road on Dec. 20.
Angel D. Robertson, 34, Mechanicstown, was fined $300 and required 50 hours community service for driving under FRA suspension and a tail lights violation. A registration violation was dismissed.
Ronda J. Figley, 43, West Martin Street, East Palestine, was fined $100 and required 25 hours community service for driving under suspension and expired registration.
Jason Bridge, 26, Wisner Road, Hanoverton, was fined $100 and required 20 hours community service for driving under suspension.
Chelsey L. Halverstadt, 23, Carmel Achor Road, Rogers, was fined $100 for a school bus violation.

A Jan. 28 pretrial was set for Wesley A. Henry, 34, North Market Street, East Palestine, charged with disorderly conduct, resisting arrest and obstructing official business. Henry allegedly broke the window out of his second floor apartment while intoxicated and stood out on a ledge yelling profanities, refused to come to the door and identify himself to police, then pulled away and failed to comply with police who were arresting him on Sunday.
A March 1 pretrial was set for James W. Tanley, 55, Chester, W.Va., cited with open container, OVI first offense and parking on the highway.
A March 3 pretrial was set for Olga I. Courtney, 24, North Ellsworth Avenue, Salem, cited with driving under OVI suspension.

A March 8 pretrial was set for William L. Lloyd Jr., 29, Riffle Road, Rogers, charged with no license, use of an unauthorized plate and failure to control.
A March 15 pretrial was set for Kristy S. Dillard, 36, cited with a drug offense suspension violation.
A March 17 pretrial was set for Cory S. Robison, 36, Liberty Church Street, Southeast, Minerva, cited with failure to reinstate a license and speeding.
A March 24 pretrial was set for Nicholas R. Mohr, 32, East Grant Street, East Palestine, cited with driving under suspension.
Charges of carrying a concealed weapon, assault and three counts of criminal trespassing against Matthew A. Bush, 32, South Union Avenue, Salem, were dismissed without prejudice on a motion of the assistant prosecutor following a status conference on Monday. Bush was accused of striking Andrew Shultz twice in the head on Aug. 6, attempted to enter an East State Street, Salem, apartment without permission and was equipped with brass knuckles at the time. Additionally, he had been accused of going back to a home on Washington Street on Aug. 20 and Sept. 7 where he had been told not to go.
MUNICIPAL COURT
LISBON – In Columbiana County Municipal Court Lisa V. Rowland, 32, Wilbert Avenue, East Liverpool, was bound over to the Columbiana County Common Pleas Court grand jury on charges of tampering with evidence. Rowland is alleged to have had a plastic baggie containing a white powder substance inside a body cavity when she was being searched at the Columbiana County Jail. Rowland then was ordered to remove the baggie and allegedly complied, but swallowed it instead of giving it to the corrections officer on Jan. 8. A charge of possession of a drug abuse instrument, for 17 hypodermic syringes allegedly found inside an eyeglass case in her purse, was transferred to Common Pleas Court with the other charge.
John T. Swagger Jr., 24, Youngstown, was fined $1,150, had his license suspended for a year, sentenced to 15 days in jail and required 30 hours community service for OVI second offense failure to reinstate a license and failure to control.
Brent T. Miller, 31, Memorial Road NE, Kensington, was fined $800, sentenced to 10 days in jail, had his license suspended for a year and required 50 hours community service for OVI second offense and failure to reinstate a license.
Vernon L. Ballard, 41, North Market Street, Lisbon, was fined $300 and credited with nine days served in jail for endangering children and persistent disorderly conduct amended from domestic violence. Ballard choked his wife Rachel Ballard on June 16, while she was holding their 18-month-old child. A charge of violating a temporary protection order for allegedly later attempting to contact his wife through a third person was dismissed as part of the plea agreement.
Stephen T. Westover, 25, Clarkson Road, Rogers, was fined $350, credited with 50 days served in jail, sentenced to 40 additional days and required 50 hours community service for driving under suspension, failure to control and unauthorized use of a motor vehicle for taking a truck belonging to Pat Palmer on Nov. 25.
Angel D. Hartley, 42, Palissey Street, East Liverpool, was fined $200, credited with three days served and required 30 hours community service for passing bad checks for a $472 check written to Heaton’s Tire in Wellsville on Oct. 14, 2013.
Amanda L. Kindel, 18, Akron, was fined $150 and required 15 hours community service as well as successful completion of the STEP program for underage low alcohol.
Kevin Simpson, 22, Silliman Street, New Waterford, was fined $150 and required 40 hours community service for criminal trespassing for pushing an ATV along the railroad tracks in New Waterford on Nov. 16.
Doris M. Bates, 40, Columbus, was fined $150 for an equipment violation amended from speeding.
Victoria Lynn Cornell, 27, East Liverpool Road, Lisbon, was fined $100 for an equipment violation amended from assured clear distance.

Bradley A. Brimm, 56, Union Avenue, Minerva, was fined $705, required to attend a three-day counseling program, had his license suspended for 180 days and ordered 40 hours community service for OVI first offense and a seat belt violation. A speeding citation was dismissed.
Jodi Margaret Irlbeck, 35, South Lincoln Avenue, Salem, was fined $675, required to attend a three-day counseling program, had her license suspended for six months and required 40 hours community service for OVI first offense.
Richard E. Carpenter, 62, Smith Goshen Road, Beloit, was fined $675, had his license suspended for 180 days, required to attend a three-day counseling program and ordered 30 hours community service for OVI first offense.
Kyle J. Jennings, 19, West Main Street, Leetonia, was fined $675, had his license suspended for 180 days, required to attend a three-day counseling program and required 30 hours community service for physical control amended from OVI first offense.
Kayla D. Clingerman, 29, Homewood Avenue, Salem, was credited with 11 days served in jail, fined $150 and required 40 hours community service for obstructing official business for lying on the ground at the Lisbon McDonald’s and giving police multiple false names on July 7.
David L. Bradley III, 26, state Route 154, Rogers, was fined $250, credited with two days served in jail and ordered to serve eight additional days for violating a temporary protection order. On Sept. 3, Bradley came onto the property on Danielle Bowers, Walnut Street, Rogers, and argued with her when she had a protection order.
Donna M. Hancock, 50, Grandview Avenue, East Palestine, was fined $250 and required 40 hours community service for driving under suspension.
Andrew C. Hendershot, 26, Y and O Road, East Liverpool, was fined $150 for speeding.
Kevin D. Kosko, 49, Union Street, Lisbon, was fined $150 for an equipment violation amended from speeding.
Nicholas S. Greenfield, 25, Beaver Falls, Pa., was fined $150 for an equipment violation amended from speeding.
Noah D. Wade, 27, Alliance Salem Road, Salem, was fined $100 and had his license suspended for 180 days for marijuana possession.
Matthew Robert Cresanto, 40, Gavers Road, Hanoverton, was fined $100 for reckless operation amended from operating in willful disregard for safety from a wreck on Oct. 11, 2014.
A Jan. 21 pretrial was set for Drake A. Rudder, 22, South Lincoln Avenue, Salem, charged with domestic violence, obstructing official business and resisting arrest. On Wednesday Rudder allegedly slammed the head of Michelle Courtwright, his girlfriend, off the bedroom door repeatedly and punched her several times in the face. He also reported failed to cooperate with police attempting to investigate the incident.
A Jan. 21 pretrial was set for Thomas M. Burkett, 55, Latta Road, East Palestine, charged with assault and resisting arrest for allegedly throwing Matt Kern to the ground twice on Wednesday, injuring his knee. Kern has also had a portion of his skull surgically removed in the recent past. Burkett allegedly refused to go quietly with police when they came to arrest him later.
A Jan. 21 pretrial was set for Mallory Burkett, 29, East Grant Street, East Palestine, charged with obstructing official business for allegedly refusing to cooperate during a child custody dispute on Wednesday between her son, Paul Kern and the mother of her grandchild, Jody Malin. A Jan. 21 pretrial was also set for Kern, 36, East Grant Street, East Palestine, charged with obstructing official business for refusing to give his daughter to the child’s mother.
A Feb. 16 pretrial was set for Raymond I. Nagel, 68, state Route 164, Leetonia, charged with OVI first offense.
A March 3 pretrial was set for Lora A. Lusk, 33, Depot Road, Salem, cited with passing bad checks for allegedly writing a $911 from her checking account for rent payment.

LISBON – In Columbiana County Municipal Court, Lucas P. Kenney, 29, South Lincoln Avenue, Salem, was bound over to the county grand jury on two counts of assault of a police officer, along with misdemeanor charges of resisting arrest and disorderly conduct while voluntarily intoxicated. Kenney is accused of fighting with patrolman Michael Cherol and Lt. John Hancock on Jan. 1. Kenney’s bond is set at $50,000 cash or surety.
Jonathan S. Percy, 24, state Route 46, New Waterford, was fined $700, credited with two days served in jail, sentenced to 88 days in jail for resisting arrest, indecent exposure, obstructing official business and a misdemeanor assault amended from a felony assault charge. Percy reportedly was stopped for an alleged turn signal violation in New Waterford on Dec. 16, kicked patrolman David Beavers in the leg, attempted to publicly urinate exposing himself to police and refused to be cooperative.
Scott J. Dailey, 46, Fairview Court, Salem, was fined $1,025, sentenced to 10 days in jail, had his license suspended for a year and required 30 hours community service for OVI second offense and hit skip.
Jerry M. Fitzpatrick, 35, Park Street, Leetonia, was fined $705, had his license suspended for 180 days, was sentenced to three days in jail and required 40 hours community service for OVI first offense and speeding.
Jona N. French, 24, McGavern Road, Salineville, was fined $675, sentenced to three days in jail, had her license suspended for 180 days and required 30 hours community service for OVI first offense.
Jonathan M. Weaver, East Main Street, East Palestine, was fined $680, had his license suspended for 180 days, credited with 23 days served and sentenced to an additional seven days in jail for two counts of driving under suspension, possession of a drug abuse instrument, two counts of possession of marijuana, possession of marijuana paraphernalia, failure to control, seat belt violation and menacing for repeatedly threatening to harm highway patrol Sgt. R.L. Cox and members of his family in phone calls made to the post on Dec. 19. An unsafe vehicle citation was dismissed.
Jeffrey S. Sprankle, 50, Moore Street, Lisbon, was credited with four days served in jail, fined $250 and required 40 hours community service for assault for punching Timothy Wilkinson in the face on Oct. 10.
John Arnold Souders, 60, state Route 154, Rogers, was fined $250, credited with two days served and required 40 hours community service for domestic violence. Souders swung an ax through the trailer door and punched Tammy Souders in the head, threatening he would kill everyone inside the home on Aug. 22. He also grabbed her on the shoulder and threatened her prior to the other incident. A second charge of domestic violence was dismissed.
April Whitley-Kale, 39, state Route 154, Negley, was fined $150 and credited with two days in jail for disorderly conduct amended from domestic violence for smacking her husband Steven Davis on the side of the face during an argument and then when he told her it did not hurt, smacking him again.
Shawn Douglas Tremain, 24, state Route 45, Lisbon, was fined $100 and required 10 hours community service for driving under suspension.
A Jan. 19 pretrial was set for Charles D. Hyde, 51, Continental Drive, Salem, charged with inducing panic and obstructing official business for allegedly threatening to harm himself by holding a handgun against his head and then going back inside his apartment, refusing to come out for police on Jan. 4. The Alliance SRT team helped police enter the home and Hyde was eventually found with a fake gun hiding in the attic.
A Jan. 19 pretrial was set for Chelsea L. Stofen, 21, East Main Street, Salineville, charged with assault and obstructing official business. While police were arresting the homeowner, Nichol Richter, to charge her with disorderly conduct on Monday, Stofen allegedly charged police aggressively, screaming and yelling. She then reportedly ran into the house and struck Jesse Hollingshead in the back of the head with her hand, causing him to fall to the ground.
A March 1 pretrial was set for Ashley D. Quinn, 28, Lisbon Street, East Liverpool, cited with OVI first offense and failure to control.
MUNICIPAL COURT
LISBON – In Columbiana County Municipal Court, Matthew J. Crowl, 37, U.S. Route 30, Lisbon, was fined $600, credited with 13 days served in jail and sentenced to 167 additional days for driving under suspension, two counts of theft, criminal trespassing, obstructing official business and an unauthorized use amended from a felony receiving stolen property. On Dec. 26, Crowl used a vehicle without the permission of of the owner, Jennings L. Morris, and then ran from police jumping several fences in Salem. Crowl also shoplifted $103 in merchandise from the Salem Walmart on Aug. 21, at a time when he had already been told not to return to the business in March. He also took a bottle of automobile fluid from the Super USA on Aug. 16.
Amanda C. Ohlin, 29, East Garfield Road, Petersburg, was fined $675, required to attend the three-day counseling program, had her license suspended for 180 days and required 30 hours community service for OVI first offense. A speeding charge was dismissed.
Amy J. Haines, 24, East Chestnut Street, Lisbon, was fined $300, required 50 hours community service and credited with two days in jail for assault and disorderly conduct while intoxicated. On Dec. 31, Haines punched her boyfriend, Paul Meyers, in the mouth twice, then chugged the rest of her alcohol after police told her to quit drinking, threw the bottle over the second floor balcony causing it the shatter on the ground.
Adam Nelson, 33, New Garden Avenue, Salem, was fined $300 and required 25 hours community service for driving under suspension and an equipment violation amended from speeding.
Adam M. Feliciano, 40, Canfield, was fined $275 and required 40 hours community service for failure to reinstate a license and a stop sign violation.
Bobby Lewis, 57, Massillon, was fined $130 and required 10 hours community service for driving under suspension and speeding.
Randy Allan Ramsey Jr., 20, Aliquippa, Pa., was fined $150 for an equipment violation amended from speeding.
Darrell M. Phillips, 49, U.S. Route 30, Minerva, was fined $100 and credited with two days in jail for criminal damaging for knocking a board off his neighbor’s fence on Sept. 6.

LISBON – A Jan. 14 preliminary hearing and pretrial was set in Columbiana County Municipal Court for Lisa V. Rowland, 32, Wilbert Avenue, East Liverpool, charged with tampering with evidence and cited with possession of a drug abuse instrument for allegedly having 17 hypodermic syringes inside an eyeglass case in her purse on Friday. When Rowland was booked into the jail, a plastic bag reportedly was found during a search, hanging from a bodily cavity and she was asked to remove it to give it to a corrections officer. Rowland allegedly responded by removing the bag and swallowing it.
Steven P. McGrew, 30, Pinelake Road, Beloit, was fined $150 for no license. McGrew also waived his right to a preliminary hearing and was bound over to the grand jury on a theft charge for allegedly taking a John Deere tractor from a barn on Wayne Bridge Road, Lisbon, and driving it into a swamp before getting it stuck.
A March 8 pretrial was set for Kristina M. Mattern, 32, Oak Grove Road, Salineville, charged with OVI first offense, driving under suspension, failure to control, a seat belt violation and endangering children for allegedly driving under the influence and wrecking with a two-year-old child inside the vehicle on Jan. 4.
Jasmine A. Petties, 23, Erie Street, East Liverpool, was fined $835, required to attend a three-day counseling program, had her license suspended for 180 days and ordered 30 hours community service for OVI first offense, driving under suspension, marked lanes and a seat belt violation.
Lisa R. Murphy, 48, West Grant Street, East Palestine, was fined $705, required to attend a three-day counseling program, had her license suspended for six months and required 30 hours community service for OVI first offense and traffic control devices. A signals over reversible lanes citation was dismissed.
Brock Tyler Horstman, 24, Carey Road, Salem, was fined $675, required to attend a three-day counseling program, ordered 30 hours community service and had his license suspended for 180 days for OVI first offense.
Melissa Downey, 32, Park Avenue, East Palestine, was fined $675, had her license suspended for 180 days and credited with 12 days served in jail for OVI first offense and lane violations.
Homer Linger Jr., 39, Huston Avenue, East Liverpool, was fined $280 and required 40 hours community service for driving under suspension and marked lanes.
Richard P. Smith, 28, Spruce Street, Columbiana, was fined $280, required 30 hours community service, credited with a day in jail and sentenced to four additional days for driving under suspension and transfer of registration.
Paul S. McHugh II, 30, Slater Road, Salem, was fined $250, credited with a day served in jail and required 40 hours community service for domestic violence. McHugh reportedly came home highly intoxicated, found himself locked out of the house, so he broke a window, pushed in an air conditioner, punched a hole through the bathroom door, grabbed his wife, Megan McHugh by the hair and pushed her against the wall on Oct. 15. A resisting arrest charge was dismissed.
Shawn E. Uptegraph, 44, East Fifth Street, Salem, was fined $200, required 40 hours community service and credited with five days served for domestic violence for shoving his girlfriend Amy C. Milliken against the back door, picking up a wooden kitchen chair and throwing it at her, striking her in the left side of her head.
Steven J. Davis, 44, state Route 154, Negley, was fined $150 and credited with three days served in jail for persistent disorderly conduct amended from domestic violence for hitting his wife, April Whitley-Kale, in the eye with his palm during a domestic argument on Nov. 6.
Tracy Miller, 41, Metz Road, New Waterford, was fined $150 for no license.
Shada N. Alshawabka, 35, Cleveland, was fined $150 for lighted lights amended from speeding.
Brian F. Buckley, 22, last known address Wood Street, East Palestine, was fined $150, credited with a day in jail and required 30 hours community service for disorderly conduct amended from assault. Buckley punched Christian Plunkett in the face during an argument on Nov. 14.

Pitts, 25, Foundry Hill Road, Hanoverton, charged with interfering with a wildlife officer for allegedly refusing to show state wildlife officer Thomas Frank his hand following several commands to do so and then produced his hands above his head and showed both middle fingers. Frank had stopped the vehicle Pitts was reportedly driving in a cornfield on Willard Road in Franklin Township.
A Feb. 23 pretrial was set for David Trimble, 50, Winona Road, Salem, charged with obstructing justice for allegedly telling authorities serving a warrant on Jan. 7 that his daughter does not live there or visit and then told them on Jan. 8 she was at his home when he got there, when both of them had been there for more than 90 minutes.
A Feb. 29 pretrial was set for Scott E. Arter, 50, West High Street, Lisbon, cited with weapons while intoxicated for allegedly having a loaded Beretta .25 caliber handgun next to him on Dec. 23.

LISBON – In Columbiana County Municipal Court Jesse Gamble, 25, Wood Street, East Palestine, was fined $200 and had her license suspended for six months after she was found guilty in a trial to Judge Chris Amato on charges of possession of drug paraphernalia and possession of marijuana.
A Feb. 16 pretrial was set for Charles L. Herron Jr., 24, Ross Street, East Liverpool, charged with domestic violence for allegedly pushing Tayler Herron on Jan. 3, then throwing her down and choking her.
A Feb. 29 pretrial was set for David L. Gilmore, 45, East Third Street, Salem, cited with driving without a valid license and speeding.
A Feb. 29 pretrial was set for Georgeann Railing, 39, Walker Road, East Liverpool, cited with driving under OVI suspension and improper/expired registration.
Steven Caravella, 26, East Grant Street, East Palestine, was fined $250 for no license.
Thomas G. Piatt, 21, Vine Street, Salem, was fined $250 and required 50 hours community service for driving under suspension.
Jennifer D. Kane, 27, Riverview Street, East Liverpool, was fined $250 and required 10 hours community service for driving under suspension.
Jennifer N. Flowers, 32, state Route 7, Lisbon, was fined $150 and credited with three days served in jail for disorderly conduct amended from domestic violence for attempting to spray bleach into Justin Miller’s face, but instead having the lid come off leaving Flowers, Miller and their 3-year-old all covered with bleach on Sept. 6.
Joshua T. Bickley, 19, Bill Smith Road, Wellsville, was fined $150 and credited with one day served in jail for disorderly conduct amended from domestic violence. Bickley was fighting with his brother, Jacob Bickley, on Nov. 2 and during the dispute their mother, Emily Webber fell to the ground twice and struck her ribs on a door frame.
Clint Lepowsky, 44, Steubenville Pike, Lisbon, was fined $150 for two counts of hunting violation for hunting coyotes during deer season with a neck-down rifle and without a deer permit.
Anthony Claire Weber, 25, state Route 517, Lisbon, was fined $150 for disorderly conduct for public intoxication on Oct. 11.
Adam F. Tratar, 33, West Mifflin, Pa., was fined $150 for lighted lights amended from assured clear distance.
Edith Voni Devine, 56, Fair Avenue, Salem, was fined $150 and required 30 hours community service for disorderly conduct for fighting with Deborah Greiner at the Night Court Bar on Oct. 28.
Mikko C. Tiu, 25, Seville Lane, East Liverpool, was fined $100 and required 10 hours community service for driving under suspension.
Daniel H. Neiswanger, 49, New Garden Road, Salem, was fined $100, credited with one day served and sentenced to 59 additional days in jail for obstructing official business. Neiswanger identified himself as his brother, Dexter Neiswanger on Wednesday to conceal his own identity because he knew he had a warrant for failure to appear.
Joseph D. Chupp, 38, Dunee, Ohio, was fined $25 for a hunting violation for failing to immediately attach a valid deer permit in the place where the deer was felled.
Two driving under suspension citations against Tonia L. Gearin, 34, South Lincoln Avenue, Lisbon, was dismissed. She was fined $100 for speeding and failure to confine a dog.
Trissany Bailey, 22, Leslie Road, Lisbon, was fined $30 for speeding and a driving under suspension citation was dismissed because it was determined to be in error.

LISBON – In Columbiana County Municipal Court, Terry A. Hughes II, 35, state Route 170, Negley, was fined $150, credited with seven days served and sentenced to an additional 23 days in jail for obstructing official business. Hughes had claimed he did community service at the Union Ridge Church, but he had provided false documents.
Michael M. Nagel Jr., 31, Norwalk, was credited with 90 days served in jail and fined $200 for resisting arrest and persistent disorderly conduct for barricading himself in a bedroom of a home on Brenda Lane, Columbiana on June 8 and refusing to come out until he was tased.
Duane Eric Barnes Jr., 23, Orion Road, Salineville, was fined $300 for failure to reinstate a license and defective exhaust.
Jeffrey T. Landsberger, 46, Petersburg-Unity Road, Petersburg, was fined $250 for driving without a valid license.
Jacob C. Bickley, 18, Bill Smith Road, Wellsville, was fined $150 and credited with a day in jail for disorderly conduct amended from domestic violence for causing his mother to fall to the ground twice and hit her ribs on a door frame while he was fighting with his brother on Nov. 2.
Deborah L. Greiner, 58, Chris Avenue, Washingtonville, was fined $150 and required 30 hours community service for disorderly conduct for fighting at the Night Court Bar with Edith Devine on Oct. 28.

Michael L. Powell, 37, Ferrell Pa., waived his right to an extradition hearing so he can return to Pennsylvania where he is accused with absconding from supervision.
Larry Robert Blakeley, 25, Boonville, Mo., waived his right to an extradition hearing so he can be returned to Missouri, where he is accused of failing to appear. He was located during a traffic stop by the highway patrol.
A theft charge against William H. Bickerton, 62, Continental Drive, Salem, was dismissed. Bickerton was accused of using a cab to get to Leetonia and not paying the $60 fare.
MUNICIPAL COURT
LISBON – A forgery charge and a theft charge against Zachary Taylor, 25, Crestview Road, Columbiana, was dismissed in Columbiana County Municipal Court at the request of the prosecutor’s office. Taylor had been accused of taking full payment to install new computers for the Washingtonville police department in October 2014 and then furnishing the department with two refurbished computers with an older operating system, Windows 7, with a pirated Microsoft validation code. The case was dismissed with prejudice, and the Washingtonville police department has received full restitution by agreement.
Michelle C. Jones, 30, Grant Street, Lisbon, was fined $850, credited with two days served in jail and required 50 hours community service for driving under suspension, unauthorized plate, failure to reinstate and expired registration.
Courtney M. Orr, 24, Speidel Road, East Rochester, was fined $680 and required 60 hours community service for driving under FRA suspension, two counts of driving under suspension, failure to display a valid sticker, disregard for safety on private property and failure to yield. A registration violation was dismissed.
MUNICIPAL COURT
LISBON – In Columbiana County Municipal Court, John M. Poling, 36, Campbell, was credited with 11 days served, sentenced to serve 34 additional days, fined $1,400 and required 50 hours community service for failure to comply, resisting arrest, OVI third offense, head lights violation and failure to control. A citation for OVI refusal with prior within 20 years and obstructing official business were dismissed.
David I. Rogers, 27, Avon Road, Salineville, was fined $705, had his license suspended for six months, ordered to attend a three-day counseling program and required 30 hours community service for OVI first offense and a seat belt violation. A failure to control violation was dismissed.
David Merle Morris, 37, Buck Road, Alliance, was fined $700, sentenced to three days in jail, required 40 hours community service and had his license suspended for six months for OVI first offense.
Constance F. Freeman, 32, Depot Road, Salem, was fined $400 and required 30 hours community service for driving under suspension, no motorcycle endorsement and use of unauthorized plate. A failure to display a valid sticker citation was dismissed.
Gilbert W. Cannon III, 39, Chris Avenue, Washingtonville, was fined $400, sentenced to three days in jail and required 50 hours community service for hit skip/leaving the scene and driving under FRA suspension.
Joshua D. Kholos, 19, Vine Avenue, Salem, was fined $150, credited with a day served and required 30 hours community service for theft for taking UPC codes off several items at Marc’s and concealing them in a bag on Dec. 3. The items were valued at $47.
Dustin R. Wright, 19, Berry Road, Kensington, was fined $150, credited with two days served in jail and sentenced to an additional five days in jail for assault. A criminal trespassing citation was dismissed. Wright went to a home on McCann Road, Kensington; got into an argument, pushed a 17-year-old girl and pulled her around in the gravel by her arm.
Adam W. Milburn, 26, state Route 45, Salem, was credited with two days served and fined $150 for persistent disorderly conduct amended from domestic violence. Milburn had threatened to punch his live-in girlfriend, Carmen Andric in the face if she came home on Sept. 19.
Howard Turner, 51, Enon Valley, Pa., was fined $150 for lighted lights required amended from a traffic control device violation.
Matthew D. Brown, 32, North Madison Avenue, Salem, was fined $100 and credited with two days served for unauthorized use of a motor vehicle for taking a vehicle owned by James Brown Jr. without his permission.

A Feb. 16 pretrial was set for Alfred T. Delo Jr., 53, State Line Road, Negley, cited with two counts of prohibitions concerning companion animals. On Nov. 2, Delo allegedly had a white, female Labrador mix dog named Emily chained outside with a deep wound and infection across the back of her neck, without appropriate shelter and without sufficient quantities of food and water for Emily and three other dogs on the property.

LISBON – A Jan. 11 preliminary hearing was set in Columbiana County Municipal Court for Lucas P. Kenney, 28, South Lincoln Avenue, Lisbon, charged with two counts of assault on a police officer. Bond was set at $100,000 cash or surety. Kenney allegedly attempted to harm Lt. John Hancock by pulling off his protective vest and radio and punching him several times on Friday. Additionally, he reportedly harmed patrolman Mike Cherol by pulling and ripping his uniform, removing his lapel microphone and striking him several times with his fist while he was being placed under arrest. Additionally, a pretrial was set for the same date for Kenney for citations of resisting arrest and disorderly conduct while voluntarily intoxicated.
A Jan. 7 preliminary hearing was set for Preston D. Foster, 24, Kent Street, East Liverpool, charged with felonious assault for allegedly hitting Malcolm L. Gilford in the jaw at the county jail on Dec. 29, causing Gilford to require surgery for a broken jaw.
A Jan. 11 pretrial was set for Amy J. Haines, 24, East Chestnut Street, Lisbon, charged with assault and disorderly conduct while intoxicated. On Thursday, Haines allegedly punched her boyfriend twice in the mouth, was drinking alcohol while police were there to find out what had occurred and threatened to go back and punch her boyfriend, Paul Meyers again.
Ravenna M. Cianni, 19, Stagecoach Road, East Liverpool, was fined $250, credited with six days served in jail and required 80 hours community service for receiving stolen property. Cianni was further ordered not to enter property of the Beaver Local Schools. She was found in August wearing a volleyball shirt stolen from the Beaver Local Middle School.
Zachary A. Kenst, 23, Franklin Avenue, Salem, was fined $250, credited with seven days served and sentenced to an additional 53 days for theft. Kenst had two back packs containing a 19-inch TV and a Coleman power inverter, items taken from a semi truck on Dec. 27.
Theresa M. Samblanet, 52, Navarre, was fined $675, had her licence suspended for 180 days, was required to attend a three-day counseling program and to perform 20 hours community service for OVI first offense. A lane violations citation was dismissed.
Ebonie M. Fulks, 33, Youngstown, was fined $250 for driving under suspension. A speeding citation was dismissed.
Jennifer Lynn Brown, 53, Toledo, was fined $250 and required 40 hours community service for driving under FR suspension.
Nathan J. Blakeley, 19, Seigler Road, Lisbon, was fined $250 and required 50 hours community service for disorderly conduct amended from theft. Blakeley had been accused of attempting to shoplift 3M Command Strips from Dollar General in Lisbon on Aug. 5.
Michael E. Kohut, 42, Youngstown, was fined $250 for driving under FR suspension. A speeding citation was dismissed.
Brent Thomas Durk, 21, U.S. Route 30, Hanoverton, was fined $200 and required 20 hours community service for speeding.
Allen S. Vancooney, 20, Jones Drive, Salem, was fined $175 and had his license suspended for six months for possession of controlled substances and drug paraphernalia for marijuana and a digital scale on Dec. 19.
George D. Crooms, 40, Opal Drive, Wellsville, was fined $130 and had his license suspended for six months for improper registration, possession of marijuana and possession of drug paraphernalia for a gold metal pipe with residue on Dec. 29.
Raymond Zimmy, 50, Bear Hollow Drive, Lisbon, was fined $150 for lighted lights required amended from failure to control.
Courtney D. Norris, 21, Water Street, Salineville, was fined $150 for speeding.
David W. Jackson, 37, Oak Grove Road, Wellsville, was fined $150 for disorderly conduct amended from possession of drug paraphernalia for a metal tool with residue on April 29.
T.J. Bogle, 62, Uhrichsville, was fined $100 for a headlights violation amended from speeding.
Peter C. Johnson III, 28, Bethesda Road, Hanoverton, was fined $100 for a miscellaneous wildlife violation for hunting waterfowl with a shotgun capable of holding more than three shells on Dec. 29.
