MUNICIPAL COURT

LISBON — In county Municipal Court, Matthew P. Soldo, 40, Grant Street, Salem, was bound over to the grand jury for an obstructing official business charge for allegedly telling Perry Township police Amanda Hines was not in the home, refused to come back to the door and was found hiding with Hines in a bedroom next to the door on Feb. 11.

Diego B. Gonzalez, 32, Youngstown, was bound over to the grand jury on a receiving stolen property charge for allegedly driving a stolen black 2020 Ford Fusion with North Carolina registration on Feb. 9. Gonzalez was credited with seven days served, sentenced to an additional eight days in jail and fined $600 for driving under suspension, possession of marijuana and drug paraphernalia.

A March 4 preliminary hearing was set for Nicole L. Wolford, 28, Youngstown, charged with unauthorized use of a motor vehicle for allegedly taking a vehicle belonging to Dennis Strawser, her boyfriend, without permission on Aug. 25.

Matthew Robert Waldron, 22, state Route 45, Lisbon, was credited with a day served in jail, sentenced to an additional nine days in jail and fined $530 for carrying a concealed weapon, possession of marijuana, possession of marijuana paraphernalia, speeding and a seat belt violation. Waldron’s carrying a concealed weapons charge had been amended from a felony charge of improper handling of firearms in a motor vehicle for a 9-millimeter Beretta handgun loaded with 15 rounds in the center console of the vehicle.

Lance J. Steffel, 66, last known address East Main Street, Washingtonville, was credited with 19 days served in jail, sentenced to an additional 71 days in jail and fined $150 for aggravated trespassing, a first-degree misdemeanor, amended from breaking and entering, a fifth-degree felony. Steffel had gone into the Causeway Campground, which was closed, and started a fire because he was cold and homeless. He took firewood from Carolyn Bishop’s campsite and burned it at another campsite on Jan. 30.

Jessica L. Lasater, 33, Cunningham Road, Salem, was credited with a day served in jail, sentenced to an additional 89 days in jail, fined $825 and had her license suspended for two years for OVI second offense and driving under suspension.

An April 5 pretrial was set for Mary Elizabeth Kiehl, 36, state Route 558, Leetonia, cited with OVI first offense, endangering children, drug paraphernalia, possession of marijuana, no license, speeding, a seat belt violation and expired license. Kiehl was allegedly driving a 2009 Ford Focus on Jan. 27 while reportedly under the influence of marijuana and methamphetamines with a 4-year-old child in the car.

Harold G. Bell Jr., 58, Grant Street, Salem, was credited with seven days served in jail, sentenced to an additional 53 days in jail, fined $700 and had his license suspended for 180 days for driving under OVI suspension, two counts of driving under suspension and one count of obstructing official business for telling Perry Township police he did not know Amanda Hines on Feb. 11 and waiting numerous minutes before opening the door again and slamming it on a police officer who told him he was under arrest.

Brian Michael Niznik, 48, Struthers, was fined $875, had his license suspended for 180 days, required to attend a three-day counseling program and ordered 20 hours community service for physical control. An endangering children charge was dismissed. Niznik had been accused of having a 5-year-old child in the vehicle with him in a vehicle while he intoxicated at Buckeye School in Salem on Feb. 23, 2020.

Jason M. Russell II, 20, Dyke Road, Rogers, was fined $850, had his license suspended for a year, required to attend a three-day counseling program and ordered 40 hours community service for underage consumption, OVI underaged and driving under suspension.

Brandon Allen Green, 28, Echo Dell Road, East Liverpool, was fined $500, had his license suspended for 180 days and required 40 hours community service for driving under OVI suspension, speeding, possession of marijuana and left of center. A distracted driving citation was dismissed.

Randy A. Martin, Broadway, Wellsville, was fined $650, credited with 10 days in jail and sentenced to an additional 50 days in jail for carrying a concealed weapon, unauthorized use of a motor vehicle and possession of drug paraphernalia. On Nov. 28, Martin had an F-150 belonging to Lester Russel, fled from Wellsville police at a high rate of speed before abandoning the vehicle in the roadway and leaving a machete without a sheath on the floor and a meth pipe and credit cards in various names in the glove box.

A Feb. 25 pretrial was set for Richard P. Smith, 33, Waterford Road, New Waterford, charged with four counts of domestic violence for allegedly threatening to burn a house down with Jamie Smith, James Clark Sr., Allen Locke Jr. and Dominic Locke inside.

Bobbie J. Dotson, 47, Jennings Avenue, Salem, was fined $350 for driving under suspension.

Billy Keeder, 31, state Route 39, Salineville, was fined $150, credited with three days served in jail and required 40 hours community service for menacing for allegedly threatening to throw a brick through the windshield of Donald Vos’ vehicle on June 12.

Tyler P. Faulkiner, 19, Elysson Road, East Rochester, was fined $250 for no license and marked lanes. A stop sign violation was dismissed.

Christopher M. Barnes, 33, Echo Dell Road, East Liverpool, was fined $200 for driving under suspension. A citation for illegal plates was dismissed.

An April 1 pretrial was set for Tyler Scott Cutting, 27, Alliance-Sebring Road, Alliance, cited with OVI refusal with prior within 20 years, OVI first offense, speeding, a seat belt violation and open container.

Lawrence P. Norton, 55, West School Street, East Rochester, was sentenced to 25 days in jail with credit for 15 days already served and fined $250 for domestic violence for threatening to kill Pamela Tanner on Feb. 3. A violating a protection order citation was dismissed.

A March 1 pretrial was set for Richard L. May, 44, state route 170, East Liverpool, charged with menacing by stalking for allegedly sending unwanted emails to Katherine Toner, showing up at her workplace, knocking on the door of her home, calling her cell phone and dropping off Valentine’s Day gifts at her home on various dates between Jan. 28 and Feb. 15.

A menacing charge against Mary C. Simballa, 54, Eagleton Road, Salem, was dismissed. Simballa had been charged for allegedly threatening to kill her brother if he touched her cameras in March of 2020.

Kru Michael Walter, 31, Ziegler Road, Hanoverton, was fined $100 for an equipment violation amended from failure to control.

Darrell Harrison Jr., 25, Youngstown, was fined $150 for possession of marijuana.

Roy Larkins, 54, Steubenville Pike, Kensington, pleaded no contest to violating health department orders, but was found to currently be in compliance and no fine was issued.

An April 6 pretrial was set for Ryan A. Davidson, 36, Main Street, Columbiana, charged with prohibitions concerning companion animals for allegedly leaving an animal in 16-degree weather without shelter and with frozen water on Tuesday.

A March 2 pretrial was set for James A. Moland, 38, Boardman, charged with domestic violence for allegedly grabbing Kristen Moland and shoving her into the stove on Tuesday.

Katelyn M. Lofaro, 24, Austintown, was fined $350 for speeding.

Anthony J. Lopshansy, 37, East Main Street, New Waterford, was fined $250, sentenced to 10 days in jail and required 40 hours community service for domestic violence for damaging a wall and a desk and then striking a child in the mouth in December.

Logan L. Winters, 25, Somer Street, Leetonia, was fined $100 for drug possession. A Feb. 25 pretrial was set for Winters for a violating a protection order citation alleging she called Richard P. Smith five times when he has a protection order against her.

A March 25 pretrial was set for Cody L. Jones, 31, Mill Street, Salineville, charged with obstructing official business of allegedly fleeing from Salineville police on foot in order to avoid being arrested on a warrant from Kent police.

An April 8 pretrial was set for Shelby Nicole Marotto, 20, Massillon, cited with possession of marijuana.

Katie E. Miller, 28, Niles, was fined $100 for possession of drug paraphernalia.

Bethani M. Hrapczak, 19, McDonald, was fined $150 for speeding.
