LISBON – In Columbiana County Municipal Court, a pretrial was set Dec. 20 for Kasey J. Blackburn, 31, Weirton, Ohio, charged with two counts of violation of a protection order, two counts of aggravated menacing, violation of a temporary protection order and domestic violence. He is accused of contacting the victim by phone and through text messages in violation of a protection order Oct. 14, 18 and 19, as well as attempting to forcibly enter her home Oct. 18.

A case against Austin R. LeMasters, 25, Jefferson Street, Salineville, charged with having a weapon under disability, a third-degree felony, was bound over to the grand jury. He is accused of firing a handgun into the air three times while on parole with past felony convictions for violent crimes.

A case against Matthew Withers, 34, Waddell Street, Leetonia, charged with receiving stolen property, a fourth-degree felony, was bound over to the grand jury. He is accused of having a credit card that was reported stolen in Leetonia.

A sentencing hearing was set Nov. 29 for Michael Kenneth Lee Hoover, 39, Canton, charged with engaging in prostitution and possession of criminal tools for allegedly traveling to Salem Oct. 18 where he agreed to pay $160 for sex with an adult female in response to an online ad posted by a Mahoning Valley Human Trafficking Task Force agent.

A sentencing hearing was set Dec. 15 for Brandon Call, 20, Pittsburgh, charged with OVI first offense, OVI underage breath first offense, restricted tinted glass and open container.

A preliminary hearing was set Nov. 3 for Michael Curtis Robb, 41, Leake Street, East Palestine, charged with possession of drugs, a third-degree felony, for allegedly having 5.52 grams of methamphetamine during a search warrant execution at his home June 30, 2021.

A disposition hearing was set Nov. 8 for Angel Marie Potts, 29, Avondale Street, East Liverpool, charged with drug paraphernalia for allegedly possession a large plastic bag containing white poweder and two tie-off style gloves full of white powder as well as a pipe and small paper fold with brown powder in it while a passenger during a traffic stop in St. Clair Township Oct. 25.

A pretrial was set Nov. 7 for Chase WJ Perkins, 24, Roosevelt Avenue, Salem, charged with two counts of aggravated menacing for allegedly yelling at and approaching in a threatening manner and later making a threatening phone call to an employee at a Hanoverton business Oct. 16 and in a separate incident Oct. 16 responded to the parent’s home of another person on Campbell Road, threatening to kill him.

A pretrial was set Nov. 7 for Joseph M. Koffel, 54, Harvey Avenue, East Liverpool, charged with possession of marijuana, driving under suspension and failure to display a valid sticker.

A pretrial and probable cause hearing were set Nov. 7 for Carissa L. Lane-Farmer, 27, Broad Street, New Cumberland, charged with resisting arrest, obstructing official business and possession of drug abuse instruments for allegedly possessing a used syringe after being found in a vacant home in East Liverpool Oct. 26 and possessing multiple syringes during a traffic stop in East Liverpool Aug. 17, 2020.

A pretrial was set Nov. 7 for Bradley A. Eltringham Jr., 36, Church Street, Salineville, charged with resisting arrest, obstructing official business and disorderly conduct for allegedly slapping a juvenile then failing to comply with officers commands in Salineville Oct. 27.

A pretrial was set Nov. 7 for Robert E. Chester, 52, Vine Street, Salem, charged with criminal trespass for allegedly being on a Salem property from which he had been trespassed Oct. 27.

A pretrial was set Nov. 7 for Kevin R. Easterday, 65, Montgomery Street, East Liverpool, charged with assault for allegedly causing physical harm to a victim at her St. Clair Township home Oct. 27.

A pretrial was set Dec. 19 for Christopher Shank, 57, Moore Road, East Liverpool, charged with OVI first offense, right of way and resisting arrest for allegedly being uncooperative during arrest following a traffic stop in reference to a private property crash on Dresden Avenue in East Liverpool Oct. 23.

A pretrial was set Dec. 19 for Calvin L. Turner, 79, Leetonia Road, Leetonia, charged with menacing by stalking for allegedly waiting in the parking lot of a Leetonia business while the victim was at work Sept. 12 despite being told not to be there, placing items for the victim’s son in her vehicle Oct. 5 and driving past her car Oct. 9.

A pretrial was set Dec. 20 for David K. Watt, 77, Crestview Road, New Waterford, charged with possession of marijuana.

A pretrial was set Dec. 20 for Robert F. Toot, 63, state Route 45, Salem, charged with stopping after an accident.

A pretrial was set Dec. 22 for Samuel Pryer, 46, Akron, charged with engaging in prostitution and possession of criminal tools for allegedly traveling to East Palestine Oct. 23 where he had arranged to pay for sex with an adult female in response to an online ad posted by a Mahoning Valley Human Trafficking Task Force agent.

A pretrial was set Dec. 29 for Blake Kennedy Solomen, 22, North Lincoln Avenue, Salem, charged with OVI first offense, no driver’s license and failure to control.

A pretrial was set Jan. 5 for Derica Channel Barnett, 33, West Eighth Street, East Liverpool, charged with theft for allegedly failing to scan 14 items worth $89.16 at a St. Clair Township business self checkout Oct. 19.

A pretrial was set Jan. 5 for Melinda Starkey, 37, Pennsylvania Avenue, East Liverpool, charged with expired license and theft for allegedly failing to scan 66 items worth $906.56 at a St. Clair Township business Sept. 5.

A pretrial was set Jan. 9 for Douglas Robert Megill, 54, State Line Road, Negley, charged with OVI first offense and failure to control.

A pretrial was set Jan. 10 for Bradley Swick, 28, Osborne Road, charged with probation against a violation of a board for allegedly failing to clean up a Y&O Road, Wellsville, property in violation of a Columbiana County health board 30-day order issued Aug. 20

A pretrial was set Jan. 12 for Casey M. Cunningham, 42, East Eighth Street, East Liverpool, charged with obstructing official business for allegedly providing false identification while being served with felony drug warrants at her home Oct. 21.

A pretrial was set Jan. 12 for John Herbert Barton, 29, Lincoln Avenue, East Liverpool, charged with driving under suspension.

A pretrial was set Jan. 12 for Robert Ray Hunt Jr., 59, East Chestnut Street, Lisbon, charged with lighted headlights required.

A pretrial was set Jan. 12 for Cory Cortez Veron, 44, Youngstown, charged with left of center.

A pretrial was set Jan. 12 for Patrick Brian O’Neal, 39, McKees Rocks, Pa., charged with theft for allegedly failing to scan 14 items worth $186.49 at a St. Clair Township business self checkout Oct. 22.

A pretrial was set Jan. 12 for Christopher Lee Hardy, 44, Green Lane, East Liverpool, charged with driving under suspension and marked lanes.

A pretrial was set Jan. 19 for Jakob Allen Graffius, 21, East Fourth Street, Salem, charged with aggravated menacing for allegedly traveling to the victim’s home in Hanoverton Oct. 16 threatening to cause physical harm and in a separate incident threatening another victim at a Hanoverton business the same day.

Joseph Michael Mraz, 51, Edgewood Drive, Columbiana, was fined $100 for drug paraphernalia.

Duane I. Barnes, 52, Walnut Street, Rogers, was sentenced to 180 days in jail (176 suspended, four credited), fined $250, placed on two years probation and ordered to complete 30 hours community service and substance abuse, mental health and anger management evaluations as well as have no contact with the victim for assault. A disorderly conduct charge was dismissed.

Chara F. Gray, 34, Cenfield Street, Alliance, was fined $40 for a turn signal violation. A charge of driving under suspension was dismissed.

Joshua R. Keith, 41, West Chestnut Street, Lisbon, was fined $100 for driving under suspension. A charge of expired plate was dismissed.

Casey M. Cunningham, 42, East Eighth Street, East Liverpool, was fined $200 for no driver’s license and marked lanes.

Douglas Harold Flick, 46, Cannons Mill Road, East Liverpool, was fined $350 and sentenced to six days in jail (credited) for driving under suspension.

Vincent D. Syvertsen, 25, West Chestnut Street, Lisbon, was fined $30 for expired plates. A charged of no driver’s license was dismissed.

Anthony J. Staph, 56, New Castle, was sentenced to 180 days in jail (179 suspended, one credited), fined $750, placed on two years probation and ordered to complete 40 hours community service, mental health evaluation and an anti-prostitution class for two counts of possession of criminal tools, one amended from counterfeiting. A charge of engaging in prostitution was dismissed.

Russell Hetrick, 52, Brookfield Avenue, Lisbon, was fined $130 for driving under suspension and failure to display valid sticker.

Alice Jane Backus, 31, East Grant Street, East Palestine, was fined $200 for two separate counts of driving under suspension.

Brittany Marie Spivey, 30, Main Street, Wellsville, was fined $30 for marked lanes. A charged of driving under suspension was dismissed.

Eric L. Kaasa, 47, Struthers, was sentenced to 90 days in jail (suspended), fined $750, placed on two years probation and ordered to complete 20 hours community service and an anti-prostitution class for engaging in prostitution and possession of criminal tools.

Jennifer M. Sabine, 45, East Lincoln Way, Lisbon, was sentenced to 90 days in jail (87 suspended), fined $1,275, had her license suspended for one year, placed on two years probation and ordered to complete 40 hours community service and substance abuse and mental health evaluations for failure to disclose personal information, disorderly conduct amended from obstructing official business and physical control amended from OVI.

Breanna Abaigail Knight, 20, West Salem Street, Columbiana, was sentenced to 30 days in jail (27 suspended, three credited), fined 350, placed on one year probation, and ordered to complete 40 hours community service and mental health and anger management evaluations for two counts of disorderly conduct amended from aggravated menacing and resisting arrest.

James K. Turner Jr., 48, River Road, East Liverpool, was fined $150 for driving under suspension.

Gina M. Brown, 42, Youngstown, was fined $150 for possession of marijuana.

Robert E. Miller II, 55, West Eighth Street, East Liverpool, was fined $150 for no driver’s license.

Zachary Martin, 24, West Main Street, Salineville, was sentenced to 30 days in jail (suspended), fined $500, placed on two years probation and ordered to complete 40 hours community service and mental health and anger management evaluations as well as have no contact with the victim for two counts of disorderly conduct amended from fifth-degree domestic violence.

David L. Lasky, 79, West Middletown Road, was fined $250 for driving under suspension and failure to control.

Reginald D. Ellis, 32, East Fifth Street, Salem, was fined $185 for driving under suspension and speed.

Jessica Lynn Boyd, 41, Puriton Avenue, East Liverpool, was fined $250 for driving under suspension.

Michael Shane Smith, 40, McCracken Road, Salem, was fined $200 for driving under suspension and speed.

Charles P. McQuillan, 63, West Woodland Avenue, Columbiana, was sentenced to 15 days in jail (suspended) and fined $600 for three counts of aggravated menacing and one count of public indecency.

Joshua Bryan Campbell, 27, Campbell, was fined $150 for unsafe vehicle amended from speed.

Frederick D. Williams, 36, Garfield Heights, Ohio, driving under suspension dismissed.
