MUNICIPAL COURT
LISBON — In Columbiana County Municipal Court, a case against Timothy Speare, 33, Stow, was bound over to the county grand jury on charges of compelling prostitution, a third-degree felony, attempted, a fourth-degree felony, importuning and possessing criminal tools, both fifth-degree felonies, and a misdemeanor of engaging in prostitution. Speare allegedly solicited sexual conduct in exchange for $200 from an agent posing as a mother and her 15-year-old daughter and driving to East Palestine for the meeting on July 29.
A preliminary hearing was set Nov. 7 for Kirsten Burbick, 29, Curry Street, East Liverpool, charged with burglary, a second-degree felony, for allegedly taking items from a residence on state Route 154 in Elkrun Township on Aug. 7. A witness had seen a male and female taking items from the property and then leave. When the vehicle was located down the road, Burbick allegedly claimed the vehicle had broken down. She was accompanied by the male and items from inside the residence were found in the vehicle.
Camden Hoover, 18, East Ninth Street, Salem, was fined $500 and sentenced to 180 days in jail, with 160 days suspended and credit for 10 days served for domestic violence, disorderly conduct and underage consumption. He was ordered to complete 40 hours community service. Hoover struck a woman during a domestic on Oct. 22 in Salem.
A pretrial was set Jan. 19 for Kurt A. Smith, 46, New Middletown, charged with engaging in prostitution and possessing criminal tools for allegedly soliciting sexual activity in exchange for $180 from an undercover agent and arriving Oct. 31 in East Palestine for the meeting. He left his vehicle and started walking away, advising officers he was just going to the car wash; however, he was going without his car.
Dennis Ciccone, 64, Poland, was fined $750 for engaging in prostitution and possessing criminal tools and ordered to forfeit $140 to East Palestine Police and permitted to buy out 10 hours community service. He was also ordered to complete an online prostitution prevention course. On April 1 in Columbiana, Ciccone arrived for an arranged meeting with an undercover agent after soliciting sexual conduct in exchange for $140.
A pretrial was set Jan. 5 for Ryan Gatto, 48, Plum, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly arriving in East Palestine on Oct. 30 for an arranged meeting after soliciting sexual conduct from an undercover agent in exchange for $200.
Shawn Whitehead, 49, Wisner Road, Hanoverton, was fined $350 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served for theft for failing to scan $130 worth of merchandise and trying to leave Salem Walmart without paying for the items. He was also ordered to complete 50 hours community service.
Kevin Scott Williams, 34, Youngstown, was fined $750 for engaging in prostitution and possessing criminal tools, was ordered to forfeit $200 to the Mahoning Valley Human Trafficking Task Force and was permitted to buy out 40 hours of community service. He was also ordered to complete an online preventing prostitution course. He was also fined $150 for expired license. Williams drove to Salem on May 24 for an arranged meeting after soliciting sexual conduct from an undercover agent in exchange for $150.
A pretrial was set Nov. 14 for Megan Douds, 28, Etruria Street, East Liverpool, charged with assault for allegedly striking another woman in the head using an unknown metal object on Oct. 11 in East Liverpool.
Kenneth Geer, 39, West Pershing Street, Salem, was fined $150 for disorderly conduct, amended from aggravated menacing, for a physical altercation that occurred in November 2021 in Salem.
A pretrial was set Nov. 14 for Wyatt Davis, 38, North Market Street, Lisbon, charged with domestic violence for allegedly causing harm to a juvenile on Oct. 31 in Lisbon.
Ayla Crawford, 19, Center Street, Wellsville, was fined $100 for disorderly conduct, amended from domestic violence, and was sentenced to 30 days in jail, with 28 days suspended and credit for two days served. Crawford caused physical harm to a family member on July 8 in Wellsville.
Johnathan Post, 34, Taylor Road, Negley, was fined $200 for possession of drug abuse instruments and unauthorized use of a motor vehicle and sentenced to 30 days in jail, with credit for nine days served. Post was given permission to take a woman’s vehicle on Oct. 23 to go get cigarettes from the Lisbon Circle K, but never returned with the vehicle and was refusing to give it back when asked to return it. For a separate traffic offense on Sept. 30, he was fined $350 for driving under suspension and unauthorized plate.
Earl Hall, 35, West Main Street, New Waterford, was fined $250 and sentenced to 90 days in jail, with 88 days suspended and credit for two days served, for having weapons while intoxicated. A handgun was ordered forfeited to the New Waterford Police Department. Hall was found in his residence intoxicated on June 21 and had discharged one round of ammunition, causing damage to the wall near the ceiling. He was ordered to complete 20 hours community service.
Ryan Steele, 42, Garfield Road, Salem, was fined $450 for discarding litter and disorderly conduct, amended from discharging a firearm, for discharging a firearm over a roadway and dumping a television on Foundry Hill Road, Salineville on May 6.
Steven Boso, 31, Aetna Street, Salem, was fined $1,125 and ordered to serve three days in jail and serve three days in a driver intervention program, for operating a vehicle under the influence of alcohol or drugs, speeding and driving under suspension. His driver’s license was suspended for two years and he was ordered to complete 30 hours community service. In a second case, he was fined $1,025 for OVI, driving under suspension and left of center.
Scott Moffett, 48, Ashbaugh Lane, East Liverpool, was fined $1,030 and sentenced to 90 days in jail, with 80 days suspended and credit for seven days served for obstructing official business, two counts possession of drug abuse instruments, two counts possession of drug paraphernalia, two counts driving under suspension, invalid sticker, no seat belt and failure to display valid sticker. The charges stemmed from two separate traffic stops, one on May 25, 2018 when he fled the scene, with drug paraphernalia found in the vehicle, and one on Dec. 20, 2018. He was also ordered to complete 20 hours community service.
A pretrial was set Jan. 9 for Kala Veon, 38, High Street, Washingtonville, charged with possession of drug paraphernalia for allegedly possessing a snort straw with white powder residue in her purse during a traffic stop Oct. 15 in Columbiana.
A pretrial was set Dec. 5 for Joaquin Johnson, 21, Blakely Street, East Liverpool, charged with physical control, failure to control, resisting arrest and possession of marijuana for allegedly attempting to resist police when they found him unresponsive in his vehicle on Nov. 1 in East Liverpool.
Anthony Precurato, 37, Youngstown, was fined $150 for speeding.
Angela Humphrey, 47, Ephriam Street, East Liverpool, was fined $150 for no license and failure to control.
A pretrial was set Jan. 12 for Rick Salmen, 52, McCann Road, Kensington, charged with speeding.
George Love, 30, Crestview Road, Columbiana, was fined $250 for possession of drug abuse instruments during a 2019 traffic stop.
Amy Weyand, 48, Depot Street, Rogers, was fined $400 for unauthorized use of a motor vehicle and criminal trespass and ordered to complete 20 hours community service. Weyand trespassed at the East Liverpool Country Club golf course and borrowed a golf cart on Oct. 23 in East Liverpool.
A pretrial was set Jan. 19 for William Wynyard, 47, McDonald, charged with failure to control and no seat belt.
Coty Brown, 31, Ohio Avenue, East Liverpool, was fined $200 for driving under suspension and use of unauthorized plate.
A driving under suspension charge was dismissed against Adam Schmidt, 30, Pittsburgh, Pa., due to a Bureau of Motor Vehicles error.
A pretrial was set Jan. 10 for Nathaniel Turner, 21, Walnut Street, Rogers, charged with use of unauthorized plate and no valid license.
Skylar Barber, 22, state Route 39, Wellsville, was fined $100 for expired license.
A pretrial was set Jan. 10 for Morgan Birbeck, 42, Avondale Street, East Liverpool, charged with two counts of failure to file city income tax for allegedly failing to file city tax returns for tax years 2013 and 2014.
