LISBON — In Columbiana County Municipal Court, cases against John Kenneth Douglas, 28, Mulberry Street, East Liverpool, and Lynsey Carroll, 21, also Mulberry Street, East Liverpool, were each bound over to the county grand jury for charges of burglary, a second-degree felony, and misdemeanor assault. Douglas and Carroll allegedly kicked in the back door of a Mulberry Street, East Liverpool residence on March 3 after an argument about a pizza delivered, then Douglas chased a woman up the stairs, threw her phone and shoved a mattress into her. Carroll allegedly struck the woman in the face with her fist.

A preliminary/pretrial hearing was set March 23 for Tyler Sadler, 23, McCracken Road, Salem, charged with third-degree felony failure to comply with the order or signal of a police officer, fifth-degree felony obstructing official business and misdemeanors of OVI third offense, driving under suspension, speeding and marked lanes for an alleged fleeing incident March 14 in Columbiana. Sadler was accused of leading Columbiana police on a high speed chase, failing to pull over even after emergency lights and sirens were activated. The chase was suspended as the vehicle was pursued into New Waterford. The vehicle was tracked to Pinewood Apartments due to the tracks in the snow and the footprints were followed to an apartment where Sadler was found and arrested.

Skyler Stinard, 22, Hazel Street, Leetonia, was fined $500 and sentenced to 70 days in jail, with credit for nine days served, leaving 61 days remaining to serve, for violating a protection order, resisting arrest and aggravated menacing, all misdemeanors. Charges of disorderly conduct and felony obstructing official business were dismissed. The charges stemmed from an incident March 3 in Salem when police were called to Fernengels for a person violating a protection order. The victim said a person she has an active protection order against approached her in the bar, grabbed her wrists and said something to her, then went to the Foundry where police found Stinard, who said she made a mistake violating the protection order. When placed under arrest, she reportedly became combative with officers and made threats, then she began fighting and pulling away from officers when removed from the cruiser at the station and again when placed back inside the cruiser where she almost kicked an officer and made multiple threats while en route to the jail.

A preliminary hearing was set March 27 for Roger Ingram, 32, West Ninth Street, East Liverpool, charged with fourth-degree felony counterfeiting for allegedly attempting to use a counterfeit $100 bill at KFC in St. Clair Township on Dec. 8, 2022. A affidavit said an employee told him the bill was fake and an investigation revealed he attempted to use the bill elsewhere.

A preliminary/pretrial hearing was set May 15 for Benjamin Kenney, 31, Kirk Road, Columbiana, charged with a fifth-degree felony improper handling firearms in a motor vehicle and misdemeanors of operating a vehicle under the influence of alcohol or drugs first offense and speeding. Bond was set at $5,000 cash or surety and he was ordered to have no firearms. During a traffic stop March 10 in Fairfield Township, Kenney allegedly had a gun in the vehicle with bullets in the cylinder while intoxicated.

A pretrial was set May 25 for Roger Wolanski, 58, Copley, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad and arranging for sexual activity with a female in exchange for $140, driving to East Palestine on Feb. 26 for the meeting, with money and his phone.

Richard Gilliland, 39, Hubbard, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was also ordered to complete 20 hours community service and an education course. Gilliland responded to an undercover ad and arranged for sexual activity with a female in exchange for $120, driving to East Palestine in a company vehicle on Dec. 27, 2022 for the meeting, with money and his phone.

Ruben Saucedo, 52, North Canton, was fined $750 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served, for engaging in prostitution and disorderly conduct, amended from possessing criminal tools. He was ordered to complete 20 hours community service. Saucedo requested sexual activity with an undercover agent in exchange for $100 and drove to Salem on Nov. 11, 2022 for the meeting, with money and his phone.

Dylan Walsh, 22, Lacroft Avenue, East Liverpool, was fined $570 and sentenced to 30 days in jail, with 28 days suspended and credit for two days served, for speeding, expired license and two counts drug paraphernalia. He was ordered to perform 60 hours community service. Walsh possessed a burnt glass pipe during traffic stops Aug. 20, 2022 in East Liverpool and Jan. 10 in St. Clair Township.

A charge of possession or use of a controlled substance was dismissed against Amy Harmicar, 37, Goshen Road, Salem. The charge stemmed from a 2022 traffic stop in Columbiana.

Paul Joy, 52, East Fifth Street, Salem, was fined $50 for disorderly conduct for an altercation Oct. 10, 2022 in Wellsville.

Douglas Robinson, 46, Penn Avenue, East Liverpool, was fined $50 for possessing marijuana.

Sentencing was set March 28 for Haley Hall, 25, state Route 14, East Palestine, who pleaded guilty to driving under suspension.

A pretrial was set June 1 for Randy Cox, 63, Industry, Pa., charged with OVI first offense, traffic control devices and drug paraphernalia for allegedly possessing a pipe used for smoking crack cocaine during a traffic stop March 3 in St. Clair Township.

Matthew Conkle, 43, Metz Road, Columbiana, was fined $150 and given a suspended 30-day jail term for illegal use or possession of drug paraphernalia and ordered to complete 20 hours community service. Conkle possessed a digital scale and blue case containing suspected methamphetamine during a traffic stop on Jan. 5 in Columbiana.

A pretrial was set May 1 for Ryan Pritt, 41, Lisbon Street, East Liverpool, charged with possessing marijuana, use of unauthorized plate and driving under suspension. He was also fined $200 for no license and unauthorized plate from another case.

A pretrial was set May 18 for Rachel Hartley, 35, state Route 45, Lisbon, charged with court ordered suspension.

A pretrial was set April 17 for Steve Summers, 47, Vale Street, East Liverpool, charged with driving under suspension.

Brandon Davis, 29, Lisbon Street, East Liverpool, was fined $150 for unsafe vehicle, amended from leaving the scene of an accident, and failure to control.

Nickolas Lounsberry, 24, Lisbon Street, East Liverpool, was fined $1,065 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI first offense, failure to control and weapons while intoxicated. His driver’s license was suspended for one year and he was ordered to complete 40 hours community service. Lounsberry had a handgun in the waistband of his pants during an accident Dec. 24, 2022 in East Liverpool.

Steven Wolfe, 26, Kingwood, W.Va., was fined $290 and sentenced to 30 days in jail, with 30 days suspended, and given credit for three days served in a driver intervention program, for marked lanes and reckless operation, amended from OVI first offense. His license was suspended for one year and he was permitted to buy out 40 hours community service.

Devin Waugh, 39, West Fifth Street, Salem, was fined $40 for marked lanes.

A pretrial was set June 1 for Wyatt Morris, 19, state Route 39, Salineville, charged with speeding and registration required.

A pretrial was set May 30 for Caleb Prendergast, 18, Dobson Road, Salineville, charged with left of center and distracted driving.
