LISBON — In Columbiana County Municipal Court, a case was bound over to the county grand jury for Michael Howard, 37, West Seventh Street, East Liverpool, charged with felonious assault, a second-degree felony, for allegedly breaking windows out of a residence on West Seventh Street, East Liverpool and attacking someone with a machete on March 16. Tires were also slashed on a vehicle at the property. Bond had been set at $100,000 cash or surety.

A preliminary/pretrial hearing was set April 10 for Davante Lashondre Jackson, 30, Cleveland, charged with third-degree felony tampering with evidence and misdemeanors of resisting arrest and obstructing official business for allegedly dropping a bag of alleged narcotics after taking off on foot from officers who responded to an alleged drug deal in East Liverpool on April 3. A patrolman was injured while chasing him down and had to deploy his taser to stop Jackson.

A preliminary/pretrial hearing was set April 10 for William Gist, 55, Broadway, Wellsville, charged with fifth-degree felony violation of a protection order and misdemeanor domestic violence for allegedly attempting to contact a woman via cell phone and social media in violation of a protection order in March in Liverpool Township. The domestic violence charge stemmed from an incident Nov. 30, 2022 in East Liverpool when he allegedly physically harmed a different woman. Bond was set at $75,000 cash or surety and he was ordered to have no contact wit the protection order victim

A preliminary hearing was set April 6 for Kolton Smith, 25, Winona Road, Salem, charged with domestic violence, a felony, for allegedly attempting to cause physical harm to a woman on March 29 in Perry Township, with a previous domestic violence conviction on his record.

A domestic violence charge was dismissed without prejudice for Anthony Baker, 37, Sophia Street, East Liverpool, due to the alleged victim being uncooperative. Baker had been accused of assaulting and threatening a woman on March 9 in East Liverpool.

A pretrial was set June 1 for Rachel Jane Lane, 43, Cuyahoga Falls, charged with soliciting, a misdemeanor, for allegedly soliciting sex for hire by posting an ad on a known prostitution website and agreeing to sexual activity with an undercover agent in exchange for money, driving to East Palestine for the meeting on Jan. 2.

Carmine Carrabbia, 44, Youngstown, was fined $500 for two counts of disorderly conduct, amended from engaging in prostitution and possessing criminal tools, and was permitted to buy out 10 hours community service. Carrabbia had been accused of arranging for sexual activity in exchange for $100 with an undercover agent posing as two adult females online and arriving on Jan. 12 in East Palestine for the meeting.

A pretrial was set April 13 for Kenneth Cook, 43, Avondale Street, East Liverpool, charged with assault for allegedly confronting a man he claimed owed him money and striking him in the face, causing a laceration. He also allegedly choked the man. Bond was set at $15,000 cash or surety and he was ordered to have no contact with the victim.

Ethan Ruffner, 32, Middleton Township, was fined $150 and sentenced to 25 days in jail, with credit for 14 days served, for domestic violence for making threats against a male on March 21 at a Union Ridge Road, Negley property.

A pretrial was set July 6 for Jeremiah Koons, 28, Fair Avenue, Salem, charged with domestic violence for allegedly choking a woman on March 2 in Salem, causing her to lose consciousness after an argument.

Eva Koons, 24, Fair Avenue, Salem, was fined $150 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, for disorderly conduct. She was ordered to complete 20 hours community service. She struck a man in the face during a domestic on March 26 in Salem.

Brock Joy, 33, Sunset Drive, Lisbon, was fined $150 for disorderly conduct, with a charge of aggravated menacing dismissed. Joy was accused of being involved in an altercation on McCormick Run Road, Wellsville on Oct. 10, 2022 and threatening a victim.

Blayke McCloud, 23, Montana Avenue, East Liverpool, was fined $250 and given a suspended 30-day jail term for disorderly conduct, amended from domestic violence, and was ordered to complete 10 hours community service. McCloud was accused of biting a woman’s hand on Jan. 8 at Giant Eagle in East Liverpool.

Edward Torres, 41, Green Lane, East Liverpool, was fined $500 and sentenced to 30 days in jail, with credit for eight days served, for violation of a protection order and obstructing official business for being in the presence of a woman who had a protection order against him on March 25 in East Liverpool and then attempting to flee from police.

A pretrial was set June 13 for Robert Paul Lewis, 38, Blakely Street, East Liverpool, charged with assault for allegedly swinging at a neighbor, then pushing him to the ground causing injury on Nov. 22, 2022 in East Liverpool.

Brandon Prager, 18, Lang Street, East Liverpool, was fined $150 for disorderly conduct, amended from theft, for failing to scan and pay for $213 worth of items at the Calcutta Walmart on Oct. 27, 2022.

A pretrial was set April 13 for Brian Fenton, 50, Dillworth Road, East Liverpool, charged with domestic violence for allegedly striking a woman several times and throwing her to the ground while allegedly intoxicated on April 3 in Liverpool Township.

Jonathan Pullie, 48, Center Street, Wellsville, was fined $250 for disorderly conduct-intoxication for an incident at Walmart in St. Clair Township on Jan. 17 when he was running up and down the aisles in the parking lot, dancing and acting strange, then wasn’t following directions of officers.

Michael Welsh, 49, Youngstown, was fined $350 and sentenced to 90 days in jail, with credit for 17 days served, for receiving stolen property and criminal trespass for being on a property without permission on Carmel Achor Road on March 17 and possessing eight different rings that did not belong to him that were identified by the owner.

Patrick Doss, 38, state Route 14, Columbiana, was fined $975 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served in a driver intervention program, for operating a vehicle under the influence of alcohol or drugs, possessing marijuana and a stop sign violation. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 40 hours community service.

Lane Donnalley, 24, Millrock Road, New Waterford, was fined $995 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI first offense, open container and a plate light violation. His driver’s license was suspended for one year, with driving privileges granted, and an order to complete 40 hours community service.

Janet Rodriguez, 63, Stanton Drive, Columbiana, was fined $875 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI first offense. Charges of OVI breath and lights required were dismissed. Her driver’s license was suspended for one year and she was ordered to complete 20 hours community service.

A pretrial was set June 20 for Sydney Paul Huffnagle II, 30, Salineville Road, Mechanicstown, charged with OVI second offense, driving under suspension and license plate light.

Matthew Ainsworth, 35, state Route 9, Kensington, was fined $900 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served in a driver intervention program, for OVI and improper passing. His driver’s license was suspended for one year and he was ordered to complete 40 hours community service.

Mark Smith, 56, Oakmont Avenue, East Liverpool, was fined $1,000, with $950 of the fine suspended, for two counts failure to file city income tax in East Liverpool for 2016 and 2017. All due returns must be filed and remittances paid.

A pretrial was set June 20 for Douglas English, 48, Forest Lawn Lane, Columbiana, charged with OVI first offense.

Christina Peachey, 42, St. George Street, East Liverpool, was fined $500 each for five charges of failure to filed city income tax return, with $450 suspended on each of the five charges. Peachey failed to file East Liverpool city income tax returns from 2017 through 2021.

Jonathan Vonspiegle, 35, Youngstown, was fined $425 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI first offense and speeding. His driver’s license was suspended for one year and he was ordered to complete 50 hours community service.

A pretrial was set April 13 for Colleen Murray, 43, Youngstown, charged with illegal use or possession of drug paraphernalia for allegedly possessing a broken meth pipe and suspected methamphetamine during an incident in Columbiana on April 4.

A pretrial was set June 8 for Christine Hill, 40, state Route 172, Kensington, charged with use of unauthorized plate.

Elias Hall, 40, Mogadore, was fined $250 and sentenced to four days in jail, with credit for four days served, for possessing drug abuse instrument for having a syringe in his pants pocket during a traffic stop in Salem on Jan. 13.

Valerie Chludzinski, 47, Walnut Street, Rogers, was fined $250 for use of unauthorized plate.

Alexis Wiley, 19, Hillcrest Road, Wellsville, was fined $250 for assured clear distance.

A pretrial was set June 13 for Zachary English, 27, Ninth Avenue, East Liverpool, charged with speeding.

Charles Huntington, 53, Empire, was fined $150 for driving under suspension.

Jerrica King, 22, Sixth Street, Wellsville, was fined $300 for failure to control and driving under suspension.
