LISBON — In Columbiana County Municipal Court, a case against Branden Endsley, 23, Woodsdale Road, Salem, was bound over to the county grand jury on a second-degree felonious assault charge for allegedly injuring a juvenile victim on Feb. 8.

The incident occurred at a Woodsdale Road, Salem property where Endsley allegedly grabbed the juvenile by the arm or hand and twisted or manipulated it in such a way that it resulted in a “closed fracture of the phalanx of the digit of the hand,” according to a medical professional.

A case against Dalton Owen, 22, Northside Avenue, East Liverpool, was bound over to the county grand jury on a fourth-degree felony charge of domestic violence for allegedly strangling a woman with his hands, not letting her leave an East Liverpool apartment, restraining her and then chasing her down the street on April 10.

A case against Davante Lashondre Jackson, 30, Cleveland, was bound over to the county grand jury on a third-degree felony tampering with evidence and misdemeanors of resisting arrest and obstructing official business for allegedly dropping a bag of alleged narcotics after taking off on foot from officers who responded to an alleged drug deal in East Liverpool on April 3. A patrolman was injured while chasing him down and had to deploy his taser to stop Jackson.

A case against Allen Cleghorn, 43, Moore Street, East Liverpool, was bound over to the county grand jury on a charge of third-degree felony domestic violence for allegedly cutting up a bed and couch with a knife and making threats while holding the knife April 2 in East Liverpool.

Thomas Witherow, 62, Dallas, Texas, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour education course. Witherow solicited sexual conduct in exchange for $200 from an undercover agent and drove to Salem on July 28, 2022 for the meeting.

Harry William Watkins II, 45, Hadley, Pa., was fined $750 and given a suspended 30-day jail term for possessing criminal tools and disorderly conduct, amended from engaging in prostitution. He was ordered to forfeit $180 to the Mahoning Valley Human Trafficking Task Force and permitted to buy out 40 hours community service. Watkins arranged to have sexual conduct with an agent posing as a female in exchange for $180 and driving to East Palestine for the meeting on Nov. 28, 2022.

A pretrial was set June 26 for Darrell Stull, 52, Union City, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly arranging to have sexual conduct with an agent posing as a female in exchange for $70 and driving to East Palestine for the meeting on April 9.

A pretrial was set June 26 for Elliot Richard, 31, Beaver Falls, Pa., charged with disorderly conduct-intoxication for allegedly jumping in and out of traffic in East Liverpool, punching himself and screaming and admitting to being “drunk” on April 10.

Abbey Blazer, 30, South Lincoln Avenue, Salem, was fined $150 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for disorderly conduct, amended from domestic violence. She was permitted to buy out 40 hours community service. Blazer struck a female relative in the face with a metal framed refrigerator magnet on Sept. 5, 2022 in Perry Township.

Chase Perkins, 25, Roosevelt Avenue, Salem, was fined $200 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served, for aggravated menacing. He was ordered to perform 20 hours community service. Perkins threatened to physically harm a man at a Hanoverton residence on Oct. 16, 2022.

Glenn Grubb Jr., 60, Washington Street, Columbiana, was fined $250 for making false alarms for calling Leetonia police and fire to report a gas leak at a Chestnut Street, Leetonia property where his ex-girlfriend lived on Aug. 30, 2022. She wasn’t home and the fire department found no leak.

Terrance Louive, 22, Canton, was fined $150 and sentenced to 14 days in jail, with credit for seven days served, for assault for punching another inmate multiple times at the county jail on March 20.

A pretrial was set April 17 for Matthew Withers, 34, Youngstown, charged with criminal trespass for allegedly being at a Waddell Street, Leetonia property on April 10. He was found hiding upstairs and wasn’t supposed to be at the residence as a condition of bond.

James Vint, 22, West Pershing Street, Salem, was fined $150 and given a suspended 30-day jail term for criminal damaging. He was permitted to buy out 10 hours of community service. Vint started a verbal altercation with a man on West Pershing Street, Salem on March 18 and kicked the man’s vehicle, causing a dent.

David Shingleton, 49, Pittsburgh Street, Columbiana, was fined $1,100 and sentenced to 180 days in jail, with 160 days suspended and credit for four days served, leaving 16 days to serve in jail, for operating a vehicle under the influence of alcohol or drugs second offense and disorderly conduct, amended from resisting arrest. A charge of marked lanes was dismissed. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 20 hours community service.

Aaron Penny, 31, Stookesberry Road, Lisbon, was fined $415 and sentenced to 90 days in jail, with 87 days suspended and credit for one day served, leaving two days to serve in jail, for OVI and speeding. His driver’s license was suspended for one year, with driving privileges granted, and he was ordered to complete 40 hours community service.

Keith Brady, 48, Alliance, was fined $920 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for OVI and traffic control devices. His driver’s license was suspended for one year, with driving privileges granted. Charges of loud exhaust and expired plate were dismissed.

Elizabeth Mohr, 28, Pine Lake Road, Beloit, was fined $905 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI and marked lanes. Her driver’s license was suspended for a year, with driving privileges granted. She was also ordered to complete five hours community service.

A pretrial was set July 6 for Casey Renee Carter, East Liverpool Road, East Liverpool, charged with drug paraphernalia for allegedly having a pipe in her possession after being arrested for disorderly conduct on April 4 in East Liverpool. Police had been called for an intoxicated female and found her slumped over in a vehicle and slurring her speech, being unbalanced on her feet and dropping her belongings. She was also fined $250 for no driver’s license and disorderly conduct.

A pretrial was set June 29 for William Cunning, 45, Spruce Street, Columbiana, charged with unauthorized use of a motor vehicle for allegedly being in a stolen vehicle in Salem on April 7. He was also fined $150 and sentenced to four days in jail, with credit for four days served, for drug paraphernalia for possessing a glass smoking pipe during a traffic stop on Jan. 6 in Columbiana.

Mark McCartney, 54, West Pidgeon Road, Salem, was fined $425 and sentenced to 180 days in jail, with 177 days suspended, leaving three days to serve, for OVI and lighted lights. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 40 hours community service.
