GRAND JURY

LISBON — An East Liverpool man accused of attempting to attack another man with a machete on March 16 was indicted by the Columbiana County Grand Jury on Tuesday.

Michael Howard, 37, West Seventh Street, was charged with felonious assault, a second-degree felony, for the alleged attack on West Seventh Street, East Liverpool where windows were broken out of a residence and tires were also slashed.

Howard was one of 22 defendants issued open indictments by the grand jury, which met for one day and also issued one superseding indictment and 10 secret indictments. Secret indictments aren’t revealed until the defendant has been served.

The superseding indictment was issued against Todd Hawthorne, 40, Williams Street, East Liverpool, who was originally indicted for third-degree felony tampering with evidence. The new indictment added charges of aggravated possession of drugs and aggravated trafficking in drugs, both second-degree felonies, with specifications for forfeiture of money in a drug case. The charges stem from an alleged incident on Sept. 17, 2022 involving $250 and an amount of methamphetamine equal to or exceeding 5 times the bulk amount, but less than 50 times the bulk amount.

Other open indictments included:

— Davante Jackson, 30, Cleveland, third-degree felony tampering with evidence and misdemeanors of resisting arrest and obstructing official business for allegedly dropping a bag of alleged narcotics after taking off on foot from officers who responded to an alleged drug deal in East Liverpool on April 3. A patrolman was injured while chasing him down and had to deploy his taser to stop Jackson.

— Andy Yoder, 28, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Jan. 21, 2022.

— Dominique L. Smith, 24, Warren, obstructing official business, a fifth-degree felony, for allegedly attempting to hamper a public official from doing their duty on Feb. 28.

— Tyler Sadler, 23, McCracken Road, Salem, third-degree felony failure to comply with order or signal of a police officer, fifth-degree felony obstructing official business and misdemeanors of operating a vehicle under the influence of alcohol, drug of abuse or both (two counts) and driving under suspension for allegedly leading Columbiana police on a high speed chase March 14 and failing to pull over after emergency lights and sirens were activated. The vehicle was tracked to New Waterford, with tracks and footprints in the snow leading to an apartment where Sadler was found.

— Thomas Akers, 33, St. George Street, East Liverpool, third-degree felony tampering with evidence and misdemeanors of violating a protection order and possessing drug abuse instruments. The misdemeanor charges stem from a traffic stop April 5 in Columbiana when Akers allegedly had an active protection order with the passenger of the vehicle. Once at the police station in Columbiana, he was allegedly caught with a syringe in his possession.

— Jeffrey Reynolds, 56, Eric Drive, Lisbon, third-degree felony OVI (two counts) and misdemeanor driving under suspension for alleged OVI charges from a traffic incident April 10, with a previous felony OVI conviction on his record.

— Matthew Crowl, 44, Benton Road, Salem, fourth-degree felony receiving stolen property for allegedly having a 2004 red Pontiac Vibe belonging to Marcie McMannis on March 23.

— Andrea Gibson, 45, Rochester Road, East Rochester, fifth-degree felony aggravated possession of drugs for allegedly possessing methamphetamine on April 5.

— Katie Riley, 32, Ohio Avenue, East Liverpool, fourth-degree felony trespass in a habitation when a person is present or likely to be present for allegedly trespassing in a home on June 25, 2022.

— Brandon Budd, 36, Culpepper, Va., third-degree felony compelling prostitution, fourth-degree felony attempted unlawful sexual contact with a minor, and fifth-degree felony possessing criminal tools and misdemeanor engaging in prostitution. Budd allegedly answered an undercover online ad for an adult female and a 15-year-old juvenile and arranged for sexual activity with both in exchange for $180, arriving in East Palestine on Feb. 2 for the meeting.

— Brandon Maxwell, 23, Mechanicsburg, Pa., third-degree felony compelling prostitution, fourth-degree felony attempted unlawful sexual contact with a minor, and fifth-degree felony possessing criminal tools and misdemeanor engaging in prostitution. Maxwell allegedly solicited sexual conduct from an undercover ad for a mother and her 15-year-old daughter in exchange for $220, arriving in East Palestine for the meeting on Feb. 27.

— Todd Gang, 39, Canton, fourth-degree felony attempted illegal sexual conduct with a minor and fifth-degree felonies of importuning, disseminating matter harmful to juveniles (three counts) and possessing criminal tools. Gang allegedly made contact with an undercover social media account of a 15-year-old female maintained by an agent with the Mahoning Valley Human Trafficking Task Force for investigations. An affidavit said Gang allegedly advised he worked for a carnival company and asked the female for sexual conduct with him, also asking for naked images of the teen. After she would not send them, he said he would just take some when they met. He also allegedly transmitted one image of his private parts and two videos of sexual activity, the affidavit said. He arrived in Salem for the meeting on April 7.

— David Orlic, 44, Dubois, Pa., third-degree felony compelling prostitution, fourth-degree felony attempted illegal assembly and fifth-degree felonies of importuning and possessing criminal tools for allegedly responding to an undercover ad of a 15-year-old female on a known prostitution website and arranging to have sexual conduct with the teen in exchange for $140. He drove to Salem for the meeting Nov. 18, 2022.

— Dustin Brooks, 36, Vine Street, East Liverpool, fifth-degree felony violating a protection order and misdemeanor aggravated menacing for allegedly violating a protection order in East Liverpool and causing the victim to believe he would cause him physical harm on April 6.

— William Gist, 55, Broadway Avenue, Wellsville, three counts of fifth-degree felony violating a protection order for allegedly violating the terms of a protection order on March 13, with previous convictions for protection order violations on his record.

— Dalton Owen, 22, Northside Avenue, East Liverpool, fifth-degree felony domestic violence for allegedly strangling a woman with his hands, not letting her leave an East Liverpool apartment, restraining her and then chasing her down the street on April 10.

— Tina George, 54, Pennsylvania Avenue, East Liverpool, third-degree felony domestic violence and misdemeanor criminal damaging for allegedly assaulting an adult male, attempting to throw him down the steps and throwing/damaging household items, including a dresser and television, on April 5 in East Liverpool.

— Chelsea Baker, 32, Brightview, East Liverpool, third-degree felony domestic violence and misdemeanor endangering children for allegedly striking a relative in the face and having to be pulled off of the person and then allegedly assaulting the other person who helped pull her off of the first victim on Feb. 20 in East Liverpool. Her record includes two previous domestic violence convictions.

— Allen Cleghorn, 43, Moore Street, East Liverpool, third-degree felony domestic violence for allegedly trying to physically harm a woman on April 2, with two previous domestic violence convictions on his record.

— Kerri Steffel, 35, Barclay, Salem, third-degree felony domestic violence and misdemeanor obstructing official business for allegedly biting and striking a man during an incident April 8 in Salem, then refusing to cooperate with police, intentionally spitting on the divider in the cruiser and refusing to get out of the cruiser or enter the jail. Her record included three previous domestic violence convictions.

— Kristopher Simpson, 28, state Route 7, New Waterford, fourth-degree felony domestic violence for allegedly physically assaulting a pregnant woman on April 10 in Salem. He was previously convicted of a domestic violence charge.
