MUNICIPAL COURT

LISBON — In Columbiana County Municipal Court, a preliminary/pretrial hearing was set Feb. 15 for June Carl-Picklesimer, 51, Lisbon Street, East Liverpool, charged with two counts of third-degree felony failure to comply with the order or signal of a police officer, one count of fourth-degree felony vehicular assault, and one count each of misdemeanors of theft, assault, reckless operation, failure to control and a stop sign violation. In the most recent case, Carl-Picklesimer fled from police attempting a traffic stop Feb. 2 in East Palestine, failing to stop at six stop signs and traffic signals, traveling at a high rate of speed and striking a vehicle at the intersection of Walnut and St. Clair that had a juvenile inside, then proceeding toward Lisbon Street and wrecking.

Last fall, Carl-Picklesimer allegedly fled from an Ohio State Highway Patrol trooper attempting a traffic stop in East Liverpool, failing to stop at a posted stop sign and reaching speeds of 57 mph in a 25 mph residential speed zone. When her passenger exited the vehicle at an intersection, she continued, causing the victim to fall to the street and then running over the victim’s legs twice with her right rear tire on Oct. 20. Also on Oct. 20, she allegedly walked out of Calcutta Walmart without paying for a television, loading the television into her vehicle. She was also accused of grabbing another woman and shoving her into a television, causing the television to fall and break on Oct. 15 in East Liverpool.

A preliminary/pretrial hearing was set Feb. 26 for Seth Joseph Mora, 30, Anderson Boulevard, East Liverpool, charged with fourth-degree felony strangulation and misdemeanor domestic violence for allegedly choking a woman during a domestic on Jan. 27 in East Liverpool.

A preliminary/pretrial hearing was set Feb. 15 for Melissa Staats, 38, U.S. Route 30, East Rochester, charged with fourth-degree felony domestic violence and misdemeanor illegal use or possession of drug paraphernalia for allegedly striking a man in the face during a domestic dispute on Feb. 4 in East Rochester. She was also charged with the paraphernalia count for allegedly possessing two clear plastic bags with residue inside and a set of scales on Feb. 4.

A preliminary/pretrial hearing was set Feb. 15 for Jaycent Staats, U.S. Route 30, East Rochester, charged with fourth-degree felony domestic violence and misdemeanor illegal use or possession of drug paraphernalia for allegedly throwing a woman around during a domestic dispute on Feb. 4 in East Rochester. He was also charged with the paraphernalia count for allegedly possessing two clear plastic bags with residue inside and a set of scales on Feb. 4. He had left before police arrived, but was located inside a trash can near the residence.

A preliminary/pretrial hearing was set March 11 for William Curtis Wolfe, 49, El Reno, Okla.; charged with third-degree felony compelling prostitution, fourth-degree felony attempted unlawful sexual conduct with a minor, fifth-degree felony possessing criminal tools and misdemeanor engaging in prostitution for allegedly responding to an undercover ad on a known prostitution website of an adult female and 15-year-old juvenile and arranging for sexual conduct with both females in exchange for money, then driving to East Palestine on Feb. 3 for the meeting.

A preliminary/pretrial hearing was set Feb. 15 for Hayden Foster, 23, Warren, charged with fifth-degree felony improper handling of firearm in a motor vehicle and misdemeanors of operating a vehicle under the influence of alcohol or drugs third offense, OVI refusal with prior within 20 years and speeding. Foster allegedly possessed a pistol in the vehicle with one round in the chamber and a loaded magazine while impaired during a traffic stop on Feb. 3 in Salem Township.

A pretrial was set Feb. 22 for Justin Kinser, 33, Homeworth Road, Alliance, charged with domestic violence for allegedly head butting the 86-year-old victim and punching out a window during a domestic on Feb. 3 on Homeworth Road, Alliance.

A pretrial was set Feb. 26 for Allison Heverly, 23, state Route 558, Leetonia, charged with domestic violence for allegedly pushing a female, causing her to trip over a child on Feb. 3 at a residence on state Route 558, Leetonia.

Steven Colian, 44, Prospect Extension, Salem, was fined $150 and sentenced to 10 days in jail, with credit for one day served, leaving nine days still to serve for obstructing official business. Colian was hiding in a crawl space in the Prospect Street Extension residence when police made announcements of their presence while trying to serve a warrant on him on Jan. 4.

A pretrial was set Feb. 22 for Lynda Moylan, 36, Struthers, charged with obstructing official business and possession of drug abuse instrument for allegedly possessing a hypodermic needle with an unknown liquid substance during a traffic stop on Feb. 2 in Columbiana and giving police a different name than her own.

A pretrial was set April 29 for Gerald L. Thomas, 58, Wintersville, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct from an undercover agent in exchange for $200 during an undercover operation, arriving in Salem on Feb. 3 for the meeting, with his phone used to make the arrangements.

Gabriel Franklin Caraballo, 26, Youngstown, was fined $750 and given a suspended 90-day jail term for possessing criminal tools and engaging in prostitution. A charge of possession of marijuana was dismissed. He was ordered to complete 20 hours community service and a 12-hour education course. Caraballo responded to an undercover ad on a known prostitution website and arranged for sexual activity with two two females in exchange for $80, arriving in East Palestine for the meeting in October.

Douglas Freed, 43, Hadley Road, East Palestine, was fined $200 and given a suspended 30-day jail term for menacing, with a charge of marijuana paraphernalia dismissed. He was ordered to complete 20 hours community service and to stay away from the victim. Freed was accused of threatening to beat a woman outside of the Head Start building in Lisbon during a child visitation on July 10. He was also fined $30 for failure to display valid sticker.

Dominque Mustafa Thomas, 35, Youngstown, was fined $250 and sentenced to 30 days in jail, with credit for 30 days already served, for assault for punching a man in the face and hitting him with a chair on Jan. 1 while both were inmates in the Columbiana County jail.

A court trial was set Feb. 12 for Matthew Slade Paul, 66, North Market Street, East Palestine, charged with disorderly conduct for allegedly engaging in fighting and threatening harm to persons or property on June 18 and 19 in East Palestine.

Lamont Bickley, 23, Ambrose Avenue, East Liverpool, was fined $100 for disorderly conduct for being publicly intoxicated on Jan. 29 in East Liverpool.

A pretrial was set Feb. 22 for Scott Goodlin, 60, Martinsburg, W.Va., charged with a turn signal violation, possession of drug abuse instrument and drug paraphernalia for allegedly possessing several used hypodermic needles and other paraphernalia and a paper fold with unknown white and gray powder during a traffic stop on Feb. 3.

A pretrial was set April 18 for Joseph Pedro, 58, Maplewood Drive, Columbiana, charged with illegal use or possession of drug paraphernalia for allegedly possessing a burnt pipe with residue during a traffic stop on Jan. 21 in Columbiana.

Matthew Metts, 34, last known address Cedar Ridge Drive, Salem, was fined $305 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for menacing and reasonable control. He was ordered to complete 40 hours community service and to have no contact with the victim. Metts was accused of making the victim believe he would cause physical harm against him on Aug. 10 in Elkrun Township.

Sherri Joy, 40, North Lincoln Avenue, Salem, was fined $100 and sentenced to two days in jail, with credit for two days served, for disorderly conduct, amended from domestic violence at the state’s request due to the alleged victim not being cooperative. Joy was accused of slapping a man across the face on Jan. 27 in Salem.

Charges of assault and aggravated trespass were dismissed against Danielle Deal, 39, Creek Road, New Waterford, at the request of the prosecutor due to the victim whereabouts being unknown. Deal had been accused of breaking into a man’s house in Negley on Sept. 13 and biting him on the chest.

A pretrial was set April 11 for Jalyn Dempsey, 20, Canton, charged with passing bad checks for allegedly writing a check for insufficient funds to Columbiana Chrysler Jeep Dodge on Oct. 7, 2022 for $387.

A status hearing was set May 2 and a court trial was set May 9 for Elizabeth Greathouse, 28, Steubenville, charged with violation of a temporary protection order for allegedly following a woman who had a protection order against her on July 23 in Wellsville and threatening to beat her up.

Juanita Birch, 43, St. John Street, East Liverpool, was fined $150 and sentenced to 30 days in jail, with 28 days suspended and credit for two days served, for disorderly conduct, amended from domestic violence. She was ordered to complete 20 hours community service. Birch was accused of assaulting a man on Jan. 27 during a domestic dispute in East Liverpool.

Searrah Powell, 22, last known address Densmore Avenue, East Liverpool, was fined $200 and given a suspended 30-day jail term for two counts of illegal use or possession of drug paraphernalia for possessing a straw with white powder and a baggie with white powder residue in her purse and another straw with residue and two baggies containing residue in the middle console during a traffic stop on Oct. 22 in Liverpool Township. She was also fined $50 for traffic control device.

A pretrial was set May 16 for Frederick Kirby Sr., 48, Chester Avenue, Wellsville, charged with possession of drug abuse instrument for allegedly possessing a hypodermic needle where he had been sitting during a traffic stop on Feb. 3 in Liverpool Township.

Charges of having weapons while intoxicated and aggravated menacing were dismissed against Lewis Miller, 35, state Route 45, Lisbon, at the request of the prosecutor because the victim failed to appear for the second time. Miller had been accused of firing a rifle into the pond where a neighbor and his family were fishing on June 10 and was allegedly intoxicated at the time.

A status hearing was set April 30 and a court trial was set May 6 for Cody Saunders, 30, Youngstown, charged with operating a vehicle under the influence of alcohol or drugs first offense, no motorcycle endorsement and reasonable control.

Sean Kessler, 18, Pittsburgh, Pa., was fined $250 for speeding, expired license, no motorcycle endorsement and expired registration.

A pretrial was set April 29 for Michelle Hall, 46, Scroggs Road, Lisbon, charged with driving under suspension and failure to display valid sticker.

Joshua Ireland, 41, West Fifth Street, Salem, was fined $150 for speeding and no license.

A pretrial was set April 25 for Robert Joseph Dickson, 44, Malone Road, Salineville, charged with driving under suspension and no seat belt.

Cortez Burney, 21, Canton, was fined $250 for driving under suspension.
