MUNICIPAL COURT

LISBON — In Columbiana County Municipal Court, a preliminary hearing and a sentencing hearing was set Feb. 15 for Brock Ward, 40, Sixth Street, East Liverpool, charged with fourth-degree felony assault, fifth-degree felony harassment by an inmate, and disorderly conduct-presence of emergency facility person. On Feb. 8, in the emergency room in East Liverpool, Ward was allegedly found to be under the influence, having trashed the hospital room, and then allegedly resisting arrest, spitting saliva in the face of a patrolman and kicking another officer in the leg.

A preliminary hearing was set March 7 for Jesse Sands, 33, 18th Street Heights, Wellsville, charged with fourth-degree felony grand theft auto for allegedly towing a black Chevy Malibu from Six’s Recycling in East Liverpool on June 28, 2023.

A status conference was set March 28 and a jury trial set April 3 for Delano Drumm, 40, Maryland Street, East Liverpool, charged with domestic violence for allegedly slamming a juvenile to the ground and cutting the juvenile’s hair with scissors against their will on Oct. 24, 2023 in East Liverpool.

A pretrial was set Feb. 15 for Melissa Staats, 38, U.S. Route 30, East Rochester, charged with domestic violence for allegedly striking a man in the face on Feb. 4 in East Rochester.

A pretrial was set Feb. 22 for Richard Short, 56, Rose Drive, Lisbon, charged with aggravated menacing and domestic violence for allegedly yelling and screaming threats at a female in his home on Feb. 6 in Lisbon.

Nathaniel Courtney, 36, Park Avenue, Salem, was fined $250 and sentenced to 180 days in jail, with 178 days suspended and credit for two days served, leaving zero days left to serve, for a charge of domestic violence. Courtney slapped a woman in the face and threw coffee at her on Sept. 18, 2023 in Salem. Courtney was also ordered to perform 20 hours of community service

Stephen Perry, 30, Boardman, was fined $200 and sentenced to 180 days in jail, with 178 days suspended and credit for two days served, for a total of zero days left to serve, for violation of a protection order. Perry was also ordered to perform 20 hours of community service. On Sept. 16, 2023 in Salem Township, Perry contacted someone who had a protection order against him by phone calls, text messages, and social media.

A disposition hearing was set May 7 for Brent Brown, 34, Cuyahoga Falls, charged with engaging in prostitution and possessing criminal tools for allegedly requesting acts of sexual conduct from an undercover agent in exchange for $100 and being found with the cellular device allegedly used to make the arrangements on Aug. 11, 2023 in Salem.

Michael Charles Tack, 52, Youngstown, was fined $750 and sentenced to 15 days in jail for possessing criminal tools and engaging in prostitution for responding to an undercover ad on a known prostitution website and arranging to have sexual activity with a female in exchange for $50 on May 20, 2022 in East Palestine. Tack was found to have the cellular device he used to make the arrangements in his possession.

Diamond Scott, 29, Youngstown, was fined $200 and sentenced to 180 days in jail, with 180 days suspended, leaving zero days left to serve, for charges of possessing criminal tools, soliciting, and drug paraphernalia. Scott allegedly posted an advertisement to a known prostitution website and agreed to meet an undercover agent for sex acts in exchange for money on Nov. 19, 2022 in East Palestine and was found to have a crack pipe and suspected crack cocaine in her possession. Scott was also ordered to perform 30 hours of community service.

A pretrial was set Feb. 26 for Paul Jackson, 70, St. Clair Avenue, East Liverpool, charged with assault for allegedly striking a hospital employee and attempting to strike another at East Liverpool City Hospital on Sept. 20, 2023 after being told he couldn’t go outside to smoke.

A pretrial was set Feb. 15 for Dominick Jezek, 18, East Third Street, Salem, charged with domestic violence for allegedly pushing a man down, striking him, and placing him in a head lock on Feb. 5 in Salem.

A charge of illegal use or possession of drug paraphernalia against Jordan Swain, 36, Mattix Road, Lisbon, was dismissed without prejudice.

A pretrial was set May 2 for Robert Simms, 73, Stagecoach Road, East Liverpool, charged with endangering a child. On Jan. 27, a juvenile allegedly accessed a .20 gauge shotgun from Simms’ residence in East Liverpool and fired it into a wooden bench, causing the juvenile hearing issues.

A pretrial was set Feb. 20 for Delaynie Meade, 25, Walnut Street, Leetonia, charged with endangering children for allegedly leaving a five-year-old child alone at the Leetonia Public Library for more than an hour-and-a-half on Feb. 6.

A pretrial was set Feb. 20 for Meghan McElroy, 30, Maple Hill Road, Salineville, charged with obstructing official business, falsification, and possession of a drug abuse instrument for allegedly giving a false name and then being found to have an active warrant out of Stewart County, Tenn. and a suspended license on Jan. 27 in East Liverpool. On Feb. 7, McElroy was allegedly found slumped in the driver’s seat of her car in the parking lot of Giant Eagle in St. Clair Township. She again gave a false name and was allegedly found to be in possession of multiple baggies containing unknown powder substances.

A pretrial was set Feb. 13 for Michael Beaver, 35, Avondale Street, East Liverpool, charged with drug paraphernalia, for allegedly being found with a glass pipe with unknown residue in his trunk during a traffic stop on Feb. 3 in East Liverpool.

A pretrial was set Feb. 22 for Autumn Goodfellow, 27, South Lincoln Avenue, Salem, charged with illegal use or possession of drug paraphernalia after allegedly being found to have an active warrant and found with two clear baggies with a crystal-like substance in them during a traffic stop on Feb. 6 in Salem.

Bocephus McElroy, 22, Ambrose Street, East Liverpool, was fined $100 for intoxication for an incident in East Liverpool on Feb. 3.

David Hitchcock, 44, North Vine Street, Columbiana, was fined $225 for disorderly conduct and speed for pulling away from an officer in his vehicle during a traffic stop on Nov. 16, 2023 in Columbiana. A charge of resisting arrest was dismissed with stipulation to probable cause.

A pretrial was set May 2 for Ayed Omaishat, 40, Pennsylvania Avenue, East Liverpool, charged with theft for allegedly failing to scan and pay for items totaling $165 at the Calcutta Walmart on Feb. 19, 2021.

A pretrial was set April 16 for Jeanna Murray, 42, Dyke Road, Rogers, charged with theft for allegedly failing to scan and pay for 20 items totaling $122 at the Calcutta Walmart on Oct. 24, 2023.

A pretrial was set April 25 for Kristy Dillard, 44, Commerce Street, Wellsville, charged with expired registration, resisting arrest, obstructing official business, and drug paraphernalia from a traffic stop on Feb. 6 in East Liverpool. Dillard allegedly got back in her vehicle and tried to pull away after being told she was under arrest after allegedly being found with a fold with an unknown powder inside and a cut straw with white residue inside.

Caitlyn Haught, West Washington Street, Lisbon, was fined $930 and sentenced to 90 days in jail, with 87 days suspended, and three days credit following completion of a driver intervention program, leaving zero days left to serve, for operating a motor vehicle under the influence of alcohol or drugs first offense and reasonable control.

Two counts of dogs: failure to register against Lauren Ray, 33, Quincy Avenue, Columbiana, were dismissed.

Joshua Board, 33, Merle Road, Salem, was fined $300 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, leaving zero days left to serve, for driving under suspension and drug paraphernalia. During a traffic stop on Sept. 27, 2023 in St. Clair Township, Board had in his possession a cut straw and scale with residue. Board was also found to be driving under suspension during a traffic stop on Nov. 21, 2023 in Lisbon. Board was also ordered to perform 100 hours of community service.

Megan Long, 38, Enon Valley, Pa., was fined $225 for use of unauthorized plate, expired license, and tail lights.

Lisa Feher, 42, Struthers, was fined $150 for speed.

Catherine Gregg, 26, Elyria, was fined $150 for driving under suspension.

Amber Carpenter, 42, East Main Street, Malvern, was fined $205 for driving under suspension, violation of seat belt law- driver, and failure to display valid sticker.

Georgia Bolina, 42, Columbiana Road, New Springfield, was fined $150 for speeding- school zone.

Antonino Costantino, 68, Salem Unity Road, Salem, was fined $100 for no driver’s license.

Tamara Drotleff, 47, state Route 7, New Waterford, was fined $125 for speed and expired registration.

Joseph Hawkins, 20, state Route 46, New Waterford, was fined $55 for speed. A charge of reckless operation was dismissed with stipulation to probable cause.
