LISBON — In Columbiana County Municipal Court, a preliminary hearing was set March 7 for Barry Stephens, 63, Depot Road, Salem, charged with third-degree felony pandering obscenity, fourth-degree felony pandering obscenity involving a minor, and fifth-degree felony illegal use of minor in nudity-oriented material or performance. On Nov. 28, 2022, Stephens allegedly published an image of a pre-pubescent juvenile to Microsoft Bing. On Feb. 29, a search warrant was issued at Stephens’ residence in Salem and a brief preview of his computer allegedly revealed more than 2,000 images and videos depicting children, some appearing to be toddlers, engaged in sexual acts, and also in a state of nudity.
A preliminary hearing and pretrial were set March 7 for John Chaffin, 34, state Route 154, Rogers, charged with fourth-degree felony illegal use of minor in nudity-oriented material or performance and fifth-degree felony illegal use of minor in nudity-oriented material or performance, and drug paraphernalia for allegedly being found with images of pre-pubescent children engaged in sexual acts and children under the age of 18 in a state of nudity on his electronic media. Chaffin was also allegedly found with several methamphetamine pipes. A search warrant was issued at Chaffin’s Rogers residence on Feb. 29 after it was learned that Chaffin uploaded 10 images of child pornographic material to the Google infrastructure.
A preliminary hearing was set March 7 for Wesley Dickson, 18, Commerce Street, Wellsville, charged with third-degree felony failure to comply with order or signal from a police officer. Police attempted to initiate a traffic stop on March 1 in Wellsville and Dickson allegedly failed to stop at approximately 10 stop signs, passed a vehicle on a double-yellow line, and reached speeds of approximately 70 miles per hour in residential areas. He was arrested and allegedly found to be impaired by alcohol.
A preliminary hearing was set April 11 for Joseph Quinn, 22, Orchard Street, East Liverpool, charged with two counts of fifth-degree felony theft for allegedly stealing a wallet and cards from a vehicle in East Liverpool on Feb. 29. The person whose wallet was stolen had an Apple tracker in their wallet, showing the address where the wallet was, which police then obtained a search warrant for, finding Quinn.
A pretrial was set April 11 for Antonio Moffett, 39, Taylorsville, Miss., charged with engaging in prostitution, possessing criminal tools, drug paraphernalia, and failure to comply with order or signal of police officer for allegedly arranging to have sexual activity with a woman in exchange for five grams of cocaine on Feb. 23 in East Palestine, using the cell phone allegedly found in his possession to make the arrangements. Moffett allegedly fled from officers in his company vehicle, committing numerous traffic violations, and was also allegedly found to have a digital scale used to weigh narcotics in his possession.
A pretrial was set May 6 for Byron Key, 55, Snellville, Ga., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for money to be paid via Cash app, using the cell phone allegedly found in his possession to make the arrangements, on Jan. 29 in East Palestine.
A sentencing hearing was set March 21 for Brandon Gillum, 28, Alliance, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual conduct in exchange for $140, using the cell phone allegedly found in his possession to make the arrangements, on Feb. 16 in Salem.
A pretrial was set May 13 for Kenneth Martin, 72, Harad Court, Macedonia, charged with engaging in prostitution and possessing criminal tools. On Feb. 22 in East Palestine, Martin allegedly responded to an undercover ad on a known prostitution website and arranged to have sexual activity with a female in exchange for $180. He was found to have in his possession the cell phone he allegedly used to make the arrangements.
A pretrial was set May 30 for Coty Salman, 31, Youngstown, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an ad on a known prostitution website and arranging for sexual conduct in exchange for $140, using the cell phone found in his possession to make the arrangement, on Feb. 21 in Salem.
A pretrial was set May 21 for Aaron Engel, 35, Canton, charged with engaging in prostitution and possessing criminal tools, for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual conduct in exchange for $120, using the cell phone allegedly found in his possession to make the arrangements, on Feb. 20 in Salem.
Patrick Noon, 39, Lowellville, was sentenced to serve 75 days of a suspended term in jail, with credit for eight days served, leaving 67 days left to serve, for violating probation which resulted from a previous conviction for operating a motor vehicle under the influence of alcohol or drugs- first offense, driving under OVI suspension, and driving under suspension.
A pretrial was set May 23 for Jessica Hooper, 36, Moundsville, W. Va., charged with possession of drug abuse instrument and drug paraphernalia, for allegedly being found slumped over in a vehicle on March 15, 2023 in St. Clair Township with syringes, a glass pipe, and a cut straw, all with residue, in her possession. Hooper was then transported to East Liverpool City Hospital.
A pretrial was set May 23 for Christopher West, 30, Vine Avenue, Salem, charged with violation of protection order for allegedly texting a woman who had a protection order against him on Jan. 1 in Salem.
A pretrial was set May 2 for Jessica Lindner, 35, Pritchard Avenue, Lisbon, charged with noxious odors for allegedly not cleaning up a large amount of garbage on her Lisbon property on Feb. 23 after being warned multiple times to clean it up.
A pretrial was set March 7 for Dalton McKinnon, 22, La Croft Avenue, East Liverpool, charged with drug paraphernalia for allegedly being found with seven unused and one used hypodermic needle and two tourniquets in his pockets after police responded to Family Dollar in East Liverpool for a report of theft on Feb. 16.
A pretrial was set April 22 for Brian Meyers, 42, Burgettstown, Pa., charged with OVI- second offense, speed, and violating seat belt law- driver.
Yasharwan Bogan, 34, Grant Street, Rogers, was fined $150 for driving under suspension.
Lindsay Martin, 33, West Main Street, Salineville, was fined $150 for driving under suspension.
Dalton Dewitt, 31, Chagrin Falls, was fined $150 for driving under suspension.
