LISBON — In Columbiana County Municipal Court, a case against Ronald Smalley, 62, Gavers Road, Hanoverton was bound over to the county grand jury for third-degree felonies of operating a vehicle under the influence of alcohol or drugs second felony and OVI breath third offense.

Smalley was charged for being impaired during a traffic stop April 18 on state Route 172 in Hanover Township. The affidavit from the Ohio State Highway Patrol noted that Smalley’s driving history revealed seven prior OVI convictions dating back to 1992, with two previous felony OVI convictions. The previous convictions enhanced this latest charge to a higher degree of felony.

Cases against Zaine Husk, 25, Maine Boulevard, East Liverpool, were bound over to the county grand jury for third-degree felony failure to comply with the order or signal of a police officer and misdemeanors of possession of drug abuse instrument, expired license and disregard for safety. Husk allegedly fled from East Liverpool police attempting a traffic stop on April 18. He refused to pull over and failed to stop at several stop signs, being chased into Chester, W.Va. where he traveled the wrong way on U.S. Route 30 almost causing a collision and then returned to East Liverpool and stopped on state Route 11. Husk also possessed four syringes in the glove box of his vehicle during the stop.

Cases against Christian Brown, 24, Ohio Avenue, East Liverpool, were bound over to the county grand jury for two counts of theft, one a fourth-degree felony and one a fifth-degree felony, for allegedly stealing a gun from a neighbor on April 17 in East Liverpool and allegedly selling it. He also allegedly stole his mother’s wedding ring set in East Liverpool and sold it to a pawn shop on April 15 in Steubenville.

A case against Brandon Plum, 41, Claibourne Street, East Liverpool, was bound over to the county grand jury for third-degree felony domestic violence for allegedly throwing a woman down onto the bed, punching the wall several times and throwing her cell phone on April 30 in St. Clair Township.

A pretrial was set May 9 for Terry Dickson, 53, Garfield Street, Lisbon, charged with impersonating a peace officer or private police officer, speeding and reckless operation for allegedly claiming to be a federal law enforcement officer during a conversation with a Columbiana Police officer after a pursuit on July 2, 2023. Dickson allegedly told the officer he was harassing him and that he was part of the presidential task force, but when asked, failed to produce any credentials or badge.

A pretrial was set June 17 for Brent Eugene King, 65, Toronto, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $100, then traveled to East Palestine on April 23 for the meeting.

Daniel Cunningham, 38, East Eighth Street, East Liverpool, was fined $250 and sentenced to 180 days in jail, with 170 days suspended and credit for 10 days served, for theft. He was ordered to complete 20 hours community service and to have no contact with East Liverpool Giant Eagle. Cunningham walked out of the store on July 27, 2023 without paying for six donuts, a pre-made meat loaf meal and a drink, claiming he was told by the owner that he could take the items. The owner and management never gave him consent to take any items, the affidavit said.

Brandon Phillips, South Egypt Road, Salem, was fined $500 and sentenced to 90 days in jail for attempted possession of drugs for allegedly having methamphetamine in a black plastic cylindrical tube during a consented search at a Columbiana property on Jan. 17, 2023.

A pretrial was set June 17 for Angeleena Watthews, 24, Clark Avenue, Wellsville, charged with criminal trespass for allegedly trespassing in a condemned home in East Liverpool on Dec. 13, 2023.

A pretrial was set July 18 for Preston Kimble, 18, Main Street, Wellsville, charged with criminal mischief for allegedly attempting to open the door to a vehicle on April 20 in East Liverpool.

A domestic violence charge was dismissed against Brian Jones, 39, Fife Coal Road, Wellsville, who was accused of grabbing a woman’s arm on Oct. 13, 2020 in East Liverpool.

Andrew Petersen IV, 43, Canal Fulton, was fined $300 and sentenced to five days in jail, with credit for one day served, leaving four days still to serve, for drug paraphernalia and driving under suspension for allegedly possessing a small clear baggie containing a crystal-like substance on April 23 when he was being booked into the county jail outside Lisbon. The baggie fell out of his underwear when he was getting dressed out. The traffic charge stemmed from a traffic stop in March.

A pretrial was set May 21 for Wesley Lipscomb, 37, Washington Street, Leetonia, charged with OVI second offense, marked lanes, resisting arrest and criminal mischief. Lipscomb on April 25 in Leetonia had been placed in a cruiser for the OVI and for resisting arrest when he allegedly head butted the window of the cruiser and repeated the behavior after multiple commands to stop.

Teela Sonday, 39, Park Street, Leetonia, was ordered to serve 10 days in the county jail starting May 2, with a review hearing set for May 2, for violating her probation for charges of operating a vehicle under the influence of alcohol or drugs first offense, no valid license, turn signal violation and distracted driving.

Tristan Taylor, 31, Wilbert Avenue, East Liverpool, was fined $175 for driving under suspension and failure to display valid sticker.

Steven Slagle 34, Allison Street, East Liverpool, was fined $150 for driving under suspension.

Markia Norfleet, 26, Rankin Street, East Liverpool, was fined $200 for no license.

A pretrial was set July 22 for Daniel Allmon, 35, Alabama Avenue, Sebring, charged with driving under suspension.

Dalia Rodriguez, 22, Youngstown, was fined $350 for assured clear distance and two counts driving under suspension.

A pretrial was set June 4 for Thomas Bloor, 45, Vale Street, East Liverpool, charged with driving under suspension.

A pretrial was set July 18 for Michelle Green, 55, West Main Street, East Palestine, charged with driving under suspension and improper/expired registration.
