-- Officers responded to reports of a male subject being observed on surveillance cameras walking around the police and fire stations at 9:46 a.m. on Wednesday. Officers made contact with the man who said he was from Lisbon and his car had broken down near Salem. The man said he walked to Leetonia. The man was given a courtesy ride home.
-- Officers responded to the area of Sleepy Hollow Drive near Butcher Road at 9:28 p.m. on Wednesday to a reported parking violation and a vehicle obstructing the roadway. The owner of the car was advised to move it.
-- Officers received a call from an Ohio Edison representative of a village man making threats at 4:50 p.m. on Wednesday. The caller advised that a man on Elm Street had called to ask about his electricity disconnection and ended up making threats toward his neighbor. Officers made contact with the man at his residence who said he had called the eclectic company but denied making any threat.
-- Officers responded to a report of a dog knocking a man off a bike at 9:24 a.m. on Pine Street on Thursday. The man had a slight abrasion to his knee but refused medical treatment. The man advised he had been knocked off his bike and the dog "tried to take a nibble." The owners of the dog were located and said the dog opened the window and knocked out the screen to get loose. They also advised the dog "has never been aggressive," but is "very high energy" and is often found on the roof when it gets out.
-- Officers responded to the 100 block of Chestnut Street at 7:14 p.m. Monday for an open burn complaint. The person in question was advised to make sure that the fire was properly maintained and that no excess smoke was emitting that may create an annoyance to neighbors.
-- Officers responded to the 600 block of Columbia Street at 7:54 p.m. Friday for a report of an intoxicated man who stabbed himself in the neck. Officers found the caller and a friend of the man surrounding him in a side yard, and Leetonia and Columbiana EMS were contacted. Leetonia EMS transported the man to St. Elizabeth's main in Youngstown.
-- Officers responded to the 200 block of State Street at 7:44 a.m. Friday for a wellness check on a woman who a sent a picture of her holding a gun to her head to a counselor. Officers checked the premises finding that the woman was not home and was at work. Officers spoke with the woman by phone, obtaining the address of her workplace in Youngstown, and Youngstown officers were contacted and advised they would handle the call from there.
-- Officers responded to the area of Washington and Main streets at 9:58 p.m. Thursday for a reported reckless operator. Officers conducted a traffic stop on the vehicle on Washington Street after it was observed weaving in the roadway, and officers observed the vehicle's front driver side window to be shattered, with apparent front-end damage, and the driver side mirror broken and lying on the floor near the driver's feet and noticeable pieces of glass in the driver's lap and floorboard indicating that he may have struck something. The driver Wesley Lipscomb's speech was observed to be slurred and to have an odor of alcohol on his breath, and glassy eyes. Lipscomb was ordered out of the vehicle, which he did slowly after refusing twice, and twice refused field sobriety testing. Lipscomb was taken into custody, and advised he was being charged with OVI, and officers attempted to place Lipscomb into the back of a cruiser, which he resisted. Once Lipscomb was successfully placed into the cruiser, he began to shout obscenities toward officers and bang his head off the rear driver's side window, causing a minor injury to his nose. Lipscomb was removed from the vehicle and another set of restraints were placed on his ankles and he was placed back in the cruiser. A search of Lipscomb's vehicle recovered paraphernalia from the center console area, and Lipscomb was transported to the Columbiana County Jail charged with OVI, criminal mischief, drug paraphernalia and resisting arrest.

-- Officers observed an intoxicated man yelling in the 200 block of South Ellsworth Avenue at 1:58 a.m. Tuesday. The man was transported to his residence and given a warning for disorderly conduct.
-- Officers responded to the 600 block of East Sixth Street at 12:16 a.m. Tuesday for a report of an unknown problem. The caller advised her oven was beeping and her phone was hacked. The woman refused medical treatment and was advised to contact her landlord and cell provider.
-- Officers responded to the 400 block of Franklin Street at 9:52 p.m. Monday for a report of suspicious activity. Officers spoke with the caller and determined everything checked okay.
-- Officers responded to the 200 block of West Fifth Street at 6:46 p.m. Monday for a barking dog report. Officers spoke with the owner and the dog was brought inside.
-- Officers responded to the 2800 block of East State Street at 6:18 p.m. Monday for a report of a suspicious substance. Officers spoke with the caller and recovered the contraband. Officers put the contraband into evidence for destruction.
-- Officers on patrol in the area of South Union Avenue and Maple Street at 6:09 p.m. Monday located a vehicle in both lanes of travel and not moving and officers stopped to check on the driver. Officers found a medical incident was occurring and contacted the fire department and EMT. Officers stood by while the driver was treated, and a family member responded for the children and vehicle. Medical treatment was refused, and the driver was advised of a retest through the BMV.
-- Officers responded to Centennial Park at 5:53 p.m. Monday for a text to 911 call. Officers arrived and found a juvenile was abusing the 911 system, and the incident will be forwarded to the juvenile officer for further investigation.
-- Officers responded with the fire department to the 900 block of Park Avenue at 4:43 p.m. Monday for a reported porch fire. Officers spoke with the resident who had already extinguished the fire.
-- Officers spoke to a person at the police department at 3:59 p.m. Monday regarding recurring issues with her cell phone. The caller advised them of their options.
-- Officers responded to the first block of Elm Avenue at 3:37 p.m. Monday for a report of domestic violence involving a person with a weapon. When officers arrived, the armed person, Crystal Hoskinson, 32, Salem, did not follow commands and was arrested. An investigation into the incident found the caller refusing to cooperate, and officers transported Hoskinson directly to the Columbiana County Jail.
-- The school resource officer was advised by a parent of issues their child is experiencing with another student at 2:11 p.m. Monday. Officers spoke with one of the students and attempted to speak with the other one. The student was advised to stay away from the other students so there would be no further issues.
--Officers responded to the 200 block of Rose Avenue at 1:32 p.m. Monday for a report of possible theft. The caller advised that her flowers had been taken and planted in the neighbor's yard. Officers spoke with the neighbor who advised that the previous tenant who lived at the address advised that she could have them and helped her dig them up. Officers advised the caller of the same and they said they would speak with the prior tenant about the issue.
-- Officers responded to the 2400 block of Kennedy Drive at 12:59 p.m. Monday for a reported 911 hang-up call. Officers checked the area but were unable to locate the source of the call.
-- Officers spoke with a person at the police department at 11:54 a.m. Monday who had been referred by the Columbiana County Sheriff's Office regarding fraud. The incident was occurring in Perry Township and Perry Township officers were contacted to assist the caller.
-- Officers responded to the area of East State Street at 11:40 a.m. Monday to assist the city electrician with traffic control while he worked on the signal.
-- Officers responded to the 300 block of North Lundy Avenue at 10:45 a.m. Monday to deliver a message for the Columbiana County Courts. Officers spoke with the person and advised her that she needed to contact the courts.
-- Officers responded to the 2700 block of East State Street at 9:43 a.m. Monday for a report of debris in the roadway. Officers located the debris and removed it.
-- Officers on patrol observed a landscape trailer with no safety cones in the 300 block of Highland Avenue at 8:53 a.m. Monday. Officers advised the owner, and they fixed the problem.
-- A lost Chase debit card was turned into the police department at 3:44 a.m. Monday. Officers placed the card in lost and found until it could be claimed by the owner.
Perry Township
--Officers on patrol in the area of West Pigeon Road near Depot Road at 2:50 a.m. Sunday observed four juveniles walking down the roadway. Officers advised them of the time and to get home safely.
--Officers responded to the area of West State Street near Georgetown Road at 12:11 a.m. Sunday for a report of an intoxicated driver. Officers checked the area but were unable to locate the vehicle.
--Officers responded to the area of Prospect Street and Georgetown Road at 12:04 a.m. Sunday for a report of ATVs and dirt bikes in the roadway. Officers checked the area but were unable to locate anyone.
--Benjamin Parsons, 47, Massillon, was cited for an equipment violation and charged with possession of drug paraphernalia after a jar of suspected methamphetamines, other drug paraphernalia, and multiple non-prescription pills were located during a traffic stop on East Pigeon Road t 11:47 p.m. Friday.
--Officers responded to the 1800 block of Goshen Road at 9:16 p.m. Friday for a report of a suspicious person. The caller advised that when they went to check on their dog someone ran from behind their shed jumped into a vehicle across the street and took off. The caller did not report any theft or damage to personal property. Officers searched the area but were unable to locate anyone.
--Officers responded to the 400 block of Benton Road at 5:02 p.m. Thursday for an issue with a school bus. Officers informed the caller the situation was not a police matter and to call the school.
--Officers responded to the 1300 block of Andrew Avenue at 8:50 p.m. April 23 for a juvenile complaint. The caller and his daughter advised of an ongoing issues at the mother's house and the caller requested a welfare check on the other children in the residence. Officers conducted the check and found the children to be in good health.
--Officers responded to the 500 block of Wisconsin Avenue at 8:43 p.m. April 23 for a reported domestic dispute. Officers found the situation to be verbal only with nothing physical. Both parties separated for the night.
--Officers responded to the 1800 block of South Lincoln Avenue at 7:30 p.m. April 22 for a report of a woman acting erratically and causing a scene. Officers found the woman on the ground having conversations with people not present. Officers requested EMT to respond and transport the woman to the hospital for evaluation. The woman attempted to flee toward state Route 45, but officers were able to hold her until EMT was able to respond and transport her to the Salem Regional Medical Center.
--Officers on patrol conducted a traffic stop on a vehicle observed traveling eastbound on state Route 45 weaving in its lane and failed to maintain the lane multiple times in the 1900 block of Depot Road at 3:52 p.m. April 22. While conducting the stop officers could smell a strong odor of alcohol on the breath of the driver Janell Jenkins, 63, Salem, who was also slurring his speech, and admitted to consuming a few beers hours ago. Officers removed Jenkins from the vehicle conducting field sobriety testing prior to placing Jenkins under arrest and transporting him to the Salem Police Department for breath testing with a blood alcohol content of 0.199 returned. Jenkins was cited for OVI, OVI over .17, and a marked lanes violation. Jenkins was released to a family member.
--Officers responded to the 1200 block of Jones Drive at 10:17 a.m. April 22 for a barking dog report. The caller advised the dogs barked continuously and were barking in the early morning hours. Officers spoke with the resident advising them of the complaint, and the caller advised that she had a new puppy, and they are having problems with its behavior, but they are working on a solution.
