Municipal

LISBON — In Columbiana County Municipal Court, cases against Zachary Paxson, 46, Skyline Drive, Wellsville, were bound over to the county grand jury for fourth-degree felony strangulation and misdemeanor domestic violence for allegedly striking a woman in the face, pushing her against a wall causing injury to her face and forehead and choking her, causing her to almost lose consciousness on Aug. 21 in Wellsville.

Cases against Valorie Hammond, 35, East Sixth Street, East Liverpool, were bound over to the county grand jury for fifth-degree felonies of theft and possessing criminal tools and misdemeanor obstructing official business for an incident April 9 in Calcutta when police officers responded to Dunham’s for a male and female leaving with a shopping cart full of items without paying for them. Hammond was the female. Both were seen running across a parking lot after abandoning the shopping cart and were found behind a dumpster at McDonald’s where they were ordered to the ground at gunpoint. The man complied, but Hammond allegedly tried to flee and was taken into custody after a foot chase. A duffle bag from the shopping cart was located behind the post office containing more stolen items. There was a total of 77 items taken for a total of $2,295. Charges of drug paraphernalia, driving under suspension and improper turn were dismissed. The drug paraphernalia charge stemmed from a traffic stop on June 29 in East Liverpool when police found a magnetic box on the frame under the driver side door containing white residue.

A preliminary hearing was set Oct. 7 for Amanda Sierra, 43, Richardson Avenue, Negley, charged with fourth-degree felony aggravated assault for allegedly pointing a loaded handgun at another woman and saying she was going to kill her on Sept. 7 in Negley. A witness took the gun from her and unloaded it, with the firearm collected for evidence.

A preliminary hearing was set Sept. 16 for Anna Marie Deibel, 30, Grafton Road, Leetonia, charged with fifth-degree felony domestic violence for allegedly throwing things around a Leetonia home and breaking stuff, then biting another woman during the domestic after beginning to swing at her and being taken to the ground by the victim on Sept. 8

A preliminary/pretrial hearing was set Sept. 16 for Keith Whorley, 26, Painter Road, Salem, charged with fifth-degree felony harassment with a bodily substance and misdemeanors of criminal damaging, disorderly conduct and two counts obstructing official business. On Sept. 7, while intoxicated, Whorley picked up a woman’s potted plant from her front porch and threw it into the road in East Palestine. While in a holding cell in East Palestine for the criminal damaging charge on Sept. 8, he allegedly peed on the floor of the cell next to the toilet, with police finding two puddles of urine in the cell after returning from the county jail. Whorley had refused to exit the holding cell to be finger printed and also to be transported to the county jail, saying he did not have to be finger printed because he was not arrested for a felony and he was staying in the cell until he went to court. Police had to physically drag him out of the holding cell and into a cruiser after he went dead weight and fell to the floor and refused to stand.

A preliminary hearing was set Sept. 23 for Carl Dillow Jr., 44, West Seventh Street, East Liverpool, charged with fifth-degree felony domestic violence for allegedly choking a woman during a domestic on Nov. 25, 2006, in East Liverpool.

A pretrial was set Sept. 16 for David Fry, 58, Independence Square, Wellsville, charged with five counts of public indecency-expose private parts for a recent incident in Wellsville when he was outside screaming at kids saying he doesn’t do crack, then he allegedly pulled down his pants and exposed himself to two women and multiple juveniles.

Michael Thomas Lovato, 52, Canton, was fined $750 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service, which he was buying out, and also ordered to complete a 12-hour education course. Lovato requested sexual conduct for an agreed upon price of $160 from an undercover agent and traveled to Salem on May 23 for the meeting with the phone used to make the arrangements in his possession.

A pretrial was set Nov. 18 for Reese Frantz, 20, West Washington Street, Lisbon, charged with assault, criminal trespass and two counts of obstructing official business for allegedly striking another man on July 15 on Center Avenue, Lisbon, causing injury. On June 2 in Lisbon, he was allegedly trespassing at Shenanigan’s Pub & Grill after being told to leave and failed to stop after police arrived, running when attempts were made to detain him. On April 4, he allegedly refused to give his identification to Salem police who were called to remove him from American Standard. He had indicated he needed a ride.

A pretrial was set Sept. 16 for Jacob Keenan, 32, Quay Road, Negley, charged with domestic violence and endangering children for an alleged domestic with another man in Negley on Sept. 8 when he pulled a revolver and pointed it at the other man while intoxicated, then left with a child.

Kenneth Reynolds, 51, Spaite Drive, East Palestine, was fined $250 and given a suspended 60-day jail term for assault. He was ordered to complete 20 hours community service, which he was buying out, and to have no contact with the victim. Reynolds punched another man in the face after a brief argument in East Palestine on Oct. 20, 2023.

David Rorah, 28, Toronto, was fined $150 and sentenced to 30 days in jail, with 28 days suspended and credit for two days served, for menacing amended from aggravated menacing. He was ordered to complete 20 hours community service. Rorah called a woman on the phone multiple times on March 12, 2023 and said he was going to shoot her and then called again and said he was going to beat her.

Laurena Boso, 30, Steubenville Pike Road, Lisbon, was fined $400 and sentenced to 90 days in jail, with 85 days suspended, leaving five days to serve in jail for theft and drug paraphernalia. She was ordered to complete 20 hours community service and to stay out of Dollar General in Lisbon. She was also fined $50 for a tail lights violation. Boso on Aug. 12 stole items from the Lisbon Dollar General, including a blanket and some makeup, using a dollar item that she scanned in place of several more expensive items. On June 15 during a traffic stop in St. Clair Township, she possessed several drug paraphernalia items in her purse.

Delores Lilly, 59, West Washington Street, Lisbon, was fined $150 for disorderly conduct amended from theft. She had been accused of shoplifting with another woman at Dollar General in Lisbon on June 8, 2023 shown on video placing items from the frozen food section into the other woman’s purse.

A pretrial was set Dec. 10 for Dallas Meadows, 35, Valley Drive, East Liverpool, charged with theft for allegedly failing to scan 12 items valued at $46.97, shown on video skip scanning at the Calcutta Walmart on Aug. 30. He had a receipt for 41 items purchased when caught, but had more items than the ones shown on the receipt.

A pretrial was set Sept. 23 for Steven Slagle, 35, Allison Street, East Liverpool, charged with two counts of theft for allegedly stealing a box of frozen hamburger from Dollar General in East Liverpool on July 13 and for stealing items from Dunham’s in Calcutta on June 14.

Justin Robb, 18, Millrock Road, Rogers, was fined $50 for disorderly conduct for his behavior while intoxicated on Aug. 1 in Lisbon.

Cassandra Bodini, 35, Rootstown, was fined $200 and sentenced to 11 days in jail, with credit for 11 days served, for unauthorized use of a motor vehicle for not returning a vehicle she had been given permission to use for a couple hours on Dec. 27, 2023 in Lisbon, with law enforcement contacted on Dec. 31, 2023.

A pretrial was set Dec. 16 for Tina Shipley, 39, Wall, Pa., charged with physical control, theft and obstructing official business for allegedly stealing a German Shepherd dog from an East Palestine property on Sept. 8, then refusing to step out of her vehicle when officers located her truck in the McDonald’s parking lot, with the dog in the passenger seat.

Chad Cramer, 37, Stewart Road, Salem, was fined $250 for protection afforded non-game birds for shooting at killdeer birds while hunting for dove on Sept. 1.

A status conference hearing was set Dec. 10 and a court trial was set Dec. 16 for Justin Hannum, 47, Salem Alliance Road, Salem, charged with operating a vehicle impaired first offense and OVI breath first offense.

A pretrial was set Nov. 14 for Andrew Hager, 46, Ohio Avenue, East Liverpool, charged with OVI second offense, OVI refusal with prior within 20 years and reasonable control.

A pretrial was set Dec. 16 for Tosca Kemp, 48, North Market Street, East Palestine, charged with OVI first offense, OVI refusal with prior within 20 years, driving under suspension and traffic control devices.

Nicholas Rice, 26, Etruria Street, East Liverpool, was fined $250 for marked lanes and expired license, with an OVI charge dismissed.

Dan Belich, 24, Youngstown, was fined $1,175 and sentenced to 180 days in jail, with 135 days suspended, leaving 45 days to serve in jail for OVI (OVI breath merged), stopped school bus and reckless operation. His driver’s license was suspended for two years and he was ordered to complete 20 hours community service.

Nicholas Martin, 34, North Howard Avenue, Salem, was fined $1,095 and sentenced to 180 days in jail, with 140 days suspended, leaving 40 days to serve in jail for OVI third offense (OVI breath merged) and marked lanes. His driver’s license was suspended for three years and he was ordered to complete 40 hours community service.

A pretrial was set Nov. 12 for Ronald Bardon, 58, state Route 170, Negley, charged with speeding.

Joshua Hunter, 47, state Route 45, Lisbon, was fined $150 for unsafe vehicle amended from speeding.

Timothy Smith, 35, Austintown, was fined $250 for driving under suspension.

Abbie Ketchum, 25, Edwards Circle, East Liverpool, was fined $25 for an equipment violation.

Darius Pinkett, 39, Detroit, Mich., was fined $50 for speeding.

Devin Cureton, 31, Taylor, Mich., was fined $50 for speeding.

Charles Gaines, 34, Wilbert Avenue, East Liverpool, was fined $350 for driving under suspension and loud exhaust.

Bradley Reeder, 42, West Lincoln Way, Lisbon, was fined $350 for driving under suspension and traffic control devices.

Shawn Haines, 40, state Route 45, Lisbon, was fined $25 for operate all purpose vehicle without proper lights.

Justin Conner, 41, Campbell, received no fine after being found guilty of following emergency vehicle, with an OVI charge dismissed.
