Sheriff’s Office

— A deputy was dispatched at 12:30 a.m. Nov. 27 for a welfare check in Leetonia on Front Street, then learned a Leetonia officer was out and responded to the call, but asked for backup. The deputy assisted the Leetonia officer at the scene.

— A woman on Boston Street, Washingtonville reported at 10:01 p.m. Nov. 23 that her ex-boyfriend came to her residence and damaged her vehicle. A warrant was issued out of Columbiana County Municipal Court for criminal damaging for the man.

Highway Patrol

— Christopher Earl, of Carrie Lane in Leetonia, was cited at 5:16 p.m. Nov. 20 in Fairfield Township for a left of center violation, after traveling left of center while eastbound on state Route 558 and striking westbound Jason Rayle, of St. Jacobs Logstown Road in Leetonia, head on.

— Christina Fusco, of 7th Avenue in East Liverpool, was cited at 3:46 p.m. Nov. 21 in Elkrun Township for the turn signal violation, after she struck a southbound Scott Joy, of Hammond Park Drive in Wellsville, while she was changing lanes on state Route 11.

— Jeimy Gimenes, of Canton, was cited at 1:50 a.m. Nov. 29 in Center Township for t he right of way violation, after he was struck by Yasin Abdu of Columbus while attempting to turn left off state Route 172 onto U.S. Route 30.

— Marquea Tivis, of Birch Road in East Liverpool, was cited at 3:11 p.m. Nov. 29 in St. Clair Township for a right of way violation, after she backed out of a private driveway onto state Route 7 and into the path of Donald Franks, of Mogadore.

— Angela Williamson, of Hazel Run Road in Hammondsville, was cited for a failing to yield the right of way at a stop sign at 8:35 a.m. Nov. 25 in Washington Township. Williamson was stopped at a sign at the intersection of state Route 39 and Clarks Mill Road, when she pulled from the sign and was struck by a westbound Donald Hay, of state Route 39 in Wellsville.

— Danny Shultz, of Cliff Drive in Lisbon, was cited at 6:56 p.m. Nov. 28 in Salem Township for a reasonable control charge, after he lost control of his vehicle while traveling eastbound on Miller Road, it went off the left side of the road and overturned.

— George Feezle, of Enon Valley, Pa., was cited at 2:50 p.m. Nov. 25 in Unity Township for a failure to yield from a stop sign violation, after striking Andrea Trotter, of Trotter Lane in Calcutta, near the intersection of state Route 170 and TR812.

— Crystal Geist, of Franklin Avenue in Salem, was cited at 6:05 p.m. Nov. 27 in Center Township for a stop sign violation, after striking a northbound vehicle driven by Mark Palmer, of Lisbon Road, near the intersection of Adams and Lisbon roads.

— Masha Elakano, of Pittsburgh, was cited at 3:27 p.m. Nov. 29 in Yellow Creek Township on Hibbets Mill Road after sideswiping a vehicle driven by Mark Frederick, of Oak Street in East Liverpool, who was traveling the opposite direction.

— Kristopher Smith, of Ohio Avenue in Salem, was cited at 5:13 a.m. Nov. 28 in Butler Township for hit-skip, failure to control and no seatbelt, after a single vehicle crash on state Route 9. After driving off the side of the road, striking a mailbox and over an embankment, Smith had abandoned the vehicle behind at the scene and not initially reported the crash. Patrol made contact and he allegedly told investigators that he had swerved to miss a deer and believed he was suffering from a concussion.

Salem

— Officers responded to the 900 block of Adams Avenue at 5:03 a.m. Wednesday for a possible water line break. The break was located in the 800 block and the water department was notified.

— Officers responded to the 1200 block of Cleveland Street at 12:50 a.m. Wednesday for a speak with officer report. Officers spoke with the involved parties who advised there was a verbal dispute between brother and sister. They were advised to stay away from each other for the night until they calmed down.

— Officers responded to the 1200 block of Cleveland Street at 10 p.m. Wednesday for a reported verbal dispute over a necklace between a mother and son. Officers advised both parties to stay away from each other for the night.

— Officers responded to the 300 block of Benton Road at 6:31 p.m. Wednesday for a reported warrant check. Officers spoke with the person in question and Perry Township officers took them into custody.

— Officers responded to the 1600 block of South Lincoln Avenue at 4:45 p.m. Wednesday for a report of criminal damage. The caller advised that her neighbor had driven through her yard leaving marks and that this is not the first time she has done it and that it has been an ongoing issue that she just wants to stop. Officers will contact the neighbor to cease their actions and advised them of the possible issues if they don’t.

— Officers spoke with an anonymous person at the police department at 4:27 p.m. Tuesday regarding landlord tenant issues and the eviction process. Officers gathered information for documentation.

— Officers responded to the 300 block of Benton Road with Perry Township officers at 4:32 p.m. Tuesday to check for a man with warrants. Officers were unable to contact them.

— Officers spoke with a woman at the police department at 3:20 p.m. Tuesday for a report of harassment. The woman advised that a coworker was causing problems for her to point where incidents were almost getting physical. The caller did not want to pursue any charges that time and just wanted a report on file.

— Officers responded to the 400 block of Continental Drive at 11:12 a.m. Tuesday for a report of a man hearing people yelling and motorized tools running. Officers spoke with the man who advised that he could hear the voices get louder when he turned up the A/C unit. The man then told officers he may need to go to the hospital for help and officers requested an ambulance. EMT transported the man to St. Elizabeth’s Hospital Boardman.

— Officers received an anonymous wellness check request from a person from Pennsylvania who advised that she was talking to a friend on Snapchat, and he made statements of wanting to harm himself at 4:32 a.m. Tuesday. After locating the juvenile’s information, he was contacted by phone due to lacking an address to physically check on him and he advised that he was okay, and nothing was needed. Officers obtained an address and responded to the residence where the juvenile admitted to having thoughts of harming himself so the fire department and EMT were contacted and responded to the scene, and he was transported to Akron Children’s Boardman for further evaluation.

— Officers responded to the area of North Lundy Avenue and East Third Street at 10:35 p.m. Monday for a barking dog complaint. Officers checked the area but did not locate any barking.

— Officers responded to the 200 block of Woodland Avenue at 10:07 p.m. Monday for a report of a possible burglary in progress. The caller advised that she heard a few people talking at the address and thought someone was breaking in due to the house being vacant. Officers checked the property finding it to be secure with no signs of disturbance.

— Officers responded to the 800 block of South Lincoln Avenue at 3:14 p.m. Monday for a reported unruly juvenile. Officers advised the parents that they can go to the juvenile court and file unruly charges on their son if he doesn’t listen. Officers spoke with the juvenile and advised him he has to listen to his parents, and he advised that he does most of the time. Officers advised the parents that if they have any more problems, they can call the police.

— Officers responded to the 2200 block of Merle Road at 3:04 p.m. Monday to take a reported domestic dispute. School staff reported that a student had physical markings, and further investigation showed that a domestic dispute occurred over the weekend involving the stepmother Heather Hoffee, 30, Salem, who was taken into custody for domestic violence and transported to the Columbiana County Jail. The juvenile involved stayed with another family member for the remainder of the evening.

— Officers spoke with a person at the police department at 2:50 p.m. Monday for a report of fraud. The caller advised an unknown person attempted to cash a $35,000 check from their account. The caller advised the bank is aware of the attempt and advised the caller to file a police report.

— Officers responded to the 1400 block of East State Street at 2:20 p.m. Monday for a reported dispute that involved a family member threatening to harm themselves. Salem first responders and EMT were contacted to responded to the residence and the distraught family member was voluntarily transported by EMT for further evaluation due to the previous threat of wanting to harm themselves.

— Officers responded to the 1300 block of South Lincoln Avenue at 10:56 a.m. Monday for a wellness check on a man. The caller advised that they haven’t heard from him in months. Officers spoke with the man who advised he was fine.

— Officers responded to the 100 block of East Third Street at 10:09 a.m. Monday for a report of a stolen vehicle. The caller advised that while out with friends the night before a man that was also present was believed to have stolen the vehicle. The caller advised that she let the entire group stay at her residence and when she woke up the vehicle was gone along with the man. Through security footage officers were able to see the vehicle involved leaving the city westbound on West State Street. Officers obtained a statement form from the caller and theft of motor vehicle charges will be filed and a warrant will be issued for the man later. The vehicle was later located outside the city and recovered by the owner.

— Officers responded to the 400 block of North Lincoln Avenue at 6:04 p.m. Sunday for a report of a vehicle all over the roadway driving at a high rate of speed and disobeying traffic control devices. The caller gave an updated location in the 1300 block of North Ellsworth Avenue before losing sight of the vehicle. Officers checked the area but were unable to locate the vehicle.

— Officers spoke to a person at the police department at 5:35 p.m. Sunday regarding an incident that occurred while her kids were at their father’s home for visitation where a vehicle got dented and two of the tree kids were sent to the basement while the father spoke with the other kid. No physical violence nor threats of harm were made and the caller advised that she wanted a report on file.

— Officers responded to a business in the 2200 block of East State Street at 2:23 p.m. Sunday for a reported animal complaint. The caller advised that two dogs were left in a vehicle. Officers spoke with the owner, advising them of the complaint.

— Officers responded to the 200 block of Penn Avenue at 11:47 a.m. Sunday for a wellness check. Officers checked on them and found they were just waiting on a ride.

— Officers responded to the 1400 block of East State Street at 3:10 a.m. Sunday in reference to an elderly woman yelling for help. The woman was found to be legally blind and walked outside to check on what she stated was a crying cat. Due to her being outside in inclement weather for approximately over a half hour, the fire department first responders and EMT ambulance responded for a medical evaluation. The woman’s son was contacted and she was transported to the Salem hospital.

— Hunter L. Willis, 21, Salem, was cited for loud exhaust and OVI following at a traffic stop in the 200 block of South Broadway Avenue at 12:22 a.m. Sunday.

— Officers responded to the 1800 block of Southeast Boulevard at 12:29 a.m. Sunday in reference to a suspicious vehicle making laps around the complainant’s home. Officers could not find the vehicle in question and advised extra watches would be made around the home.

— Ashley M. Hill, 29, Salem, was charged with possessing drug abuse instruments after officers responded to the 800 block of West Wilson Street at 10:44 a.m. Saturday in reference to a domestic dispute and found her apparently under the influence of a narcotic and in possession of hypodermic needles. She was also found in possession of another syringe concealed in her clothing while on station.

— Marina Rouse, 35, Salem, was cited for driving under suspension following a traffic stop at West State Street and Dodge Drive at 4:32 a.m. Saturday after Sebring officers reported a possible intoxicated driver.

— Officers responded to the 1900 block of East State Street at 1:58 a.m. Saturday in reference to a possible assault and found it was dispute between co-workers, with the complainant not wanting to pursue charges. Officers advised both individuals to fill out statements at the police station when sober if they wished to pursue charges.

— Officers responded to the 600 block of Vine Avenue at 1:07 a.m. Saturday where a woman reported she may have been drugged while out drinking with friends. The woman was hysterical and having a hard time breathing. Fire department first responders and EMT ambulance responded to tend to her medical needs. After speaking with the woman’s mother, officers determined the woman had been out with friends having drinks and at some point was given drinks by unknown persons. The woman was transported to the Salem hospital for evaluation and a report number was provided if she wanted to speak further with police about the incident.

–Officers responded to the 500 block of East State Street at 7:48 p.m. for a wellness check on a woman walking in the cold. Officers checked the area but were unable to locate the woman.

–Officers responded to the area of South Broadway Avenue and Columbia Street for a report of a woman with a walker in the middle of the roadway. Officers located the woman, who they were familiar with, and resides down from where she was walking. She advised she didn’t need or want any assistance. Officers observed the woman walk home and make it inside her residence.

–Officers responded to the 2800 block of East State Street at 4:10 p.m. Friday for a reported vehicle versus pedestrian accident. It was determined that a vehicle driven by Leigh Lyons, Salem, had struck a pedestrian who was exiting the store doors on the west side of the business. The fire department and EMT responded to tend to the pedestrian, who was transported to St. Elizabeth’s Hospital for treatment. There was no damage to the vehicle. A report number was provided to both parties and after observing surveillance video of the incident it was determined that Lyons failed to yield to a pedestrian in the crosswalk and she was cited for pedestrian in crosswalk has right of way.

–Officers spoke to a person in the 1900 block of East State Street at 3:07 p.m. Friday for a theft report. The caller advised that a person had taken his iPad while he was in the 900 block of South Union Avenue. He advised that he did not know the exact address and did not want to press charges but wanted a report to be made.

–Officers responded to the 200 block of North Lincoln Avenue at 3:10 p.m. Friday for a residence check. The caller advised them that the front door looked kicked open, and a small dog was running around outside. Contact was made with the resident who advised that she keeps the door open while her dog is outside.

–Officers responded to the area of South Lundy Avenue and Aetna Street at 2:38 p.m. Friday for a report of younger man stealing packages off porches in the area. The response was delayed due to priority calls and the area was checked a short time later with nobody located. It was unclear which houses had items stolen at that time.

–Officers responded to the 900 block of North Ellsworth Avenue at 1:48 p.m. Friday to check for a man with three active warrants that the Goshen Township Police Department had alerted them was driving through the city out of their jurisdiction. Officers located the vehicle and conducted a traffic stop, confirming that the man in question Zachary Hutchison, 40, Youngstown. Officers ordered Hutchison out of the vehicle which he refused to comply with and refused to listen to officers’ commands ultimately having to be removed from the vehicle and placed on the ground by force. Hutchison continued to resist officers and bit the hand of one officer while they were attempting to place him into handcuffs with both Hutchison and the officer transported to the emergency room by ambulance. Goshen officers responded to the hospital to serve Hutchison with the charges from their jurisdiction and following his release from the hospital he was transported to the Columbiana County Jail charged with obstructing official business, resisting arrest, assault, and harassment with bodily fluid.

–Officers spoke to a person by phone at 11:15 a.m. Friday who advised a local business was possibly selling marijuana to juveniles. Officers took the caller’s information and advised that it would be forwarded to the Mahoning Valley Drug Enforcement Task Force.

–Officers responded to the 100 block of East Sixth Street at 9:07 a.m. Friday for a reported juvenile issue. Officers were advised that someone was possibly threatened with a knife. Officers spoke with the person in question who advised that everything was OK and that it was the children she was babysitting, who had taken her phone while she was cooking breakfast and were messing around. Officers spoke to the children briefly.

–Officers stood by while an Ohio State Highway Patrol Trooper conducted a breath test on a person they had arrested for OVI at 12:20 a.m. Friday. Officers stood by until no longer needed.

–Officers responded to the 500 block of Walnut Street at 9:31 p.m. Thursday for a report of menacing. The caller advised that his neighbors were yelling at him and calling him names. Officers spoke with the neighbors who advised that the caller walked up to them and started yelling first. Officers advised both parties to go inside for the night and not bother each other.

–Officers responded to the 400 block of Washington Avenue at 9:26 p.m. Thursday for a report of a possible breaking and entering at a vacant house. Officers spoke with the owners of the residence. They advised everything was OK and they were there to turn the heat on.

–Officers responded to the 400 block of Franklin Avenue at 8:36 p.m. Thursday for a reported domestic in progress. Officers spoke with the victim, who had fallen to the ground and was crying with a busted lip, and advised her ex-boyfriend was over and they got into a verbal dispute that turned physical. Officers requested EMT responded to treat the victim and obtained further information on the ex-boyfriend because he had left prior to their arrival. Officers will request a statement for pending domestic violence charges.

–Officers responded to the 1300 block of Fairview Avenue at 8:22 p.m. Thursday for a wellness check. The caller advised he had not heard from his stepson since Monday and wanted officers to check on him. Officers spoke with the stepson who advised he is fine and does not want to talk to his mom or stepdad.

–Officers responded to the 800 block of Park Avenue at 1:25 p.m. Thursday for a report of harassment. The caller advised an unknown man was calling and texting them threatening to harm them and their family unless they pay them money. Officers collected information from the caller and the matter is under investigation.

–Officers responded to a business in the 2300 block of East State Street at 12:10 p.m. Thursday for a speak with officer complaint. The caller advised that a customer was unhappy with the return policy and had been asked several times to leave prior to officers’ arrival. Officers advised them they were no longer welcome at the establishment. They left without incident.

–Officers responded to the 500 block of East Third Street at 7:17 a.m. Thursday for a noise complaint. Officers spoke with the resident advising them the volume was not excessive but the thumping bass was disturbing neighbors. The music volume was reduced and the bass was turned down.
