Sheriff’s Office

— Deputies responded at 12:06 a.m. Friday to a Y Camp Road address in Madison Township for a welfare check at the residence. Deputies spoke with the people at the home and verified that they were fine and did not need any assistance.

— A 911 open line was reported at 6:08 p.m. Thursday on Bayard Road, West Township. A deputy spoke with the homeowner who said everything was fine and the number that called 911 did not belong to anyone at the residence.

— An alarm was reported at 2 a.m. Thursday at the Columbiana County Career and Technical Center, where a deputy checked the buildings on the campus from the ground level and found them secure.

— Sebring dispatch in Mahoning County advised of a call at 12:36 a.m. Thursday for a suspicious vehicle parking in the lot of Ag-Pro, U.S. Route 62, Knox Township. The vehicle was gone when a deputy arrived.

— A deputy was dispatched at 9:22 p.m. Dec. 11 to Meadow Wood Drive, Butler Township, for a runaway juvenile. The juvenile returned to the residence a short while later and was fine.

— An open 911 line was reported at 6:16 p.m. Dec. 11 on Kirk Road, Fairfield Township. A deputy spoke with the homeowner, who said everything was fine and the number that called 911 did not belong to anyone at the residence.

— Deputies were dispatched at 4:12 p.m. Dec. 11 to Riffle Road, Elkrun Township, for a garage fire that was fully involved. Lisbon Fire Chief Mark Hall confirmed that West Point Fire transported the homeowner to a hospital, presumably for smoke inhalation. According to Hall, the man was working on a vehicle in the detached garage when the fire broke out in another area of the garage. He said the fire remains under investigation, with the cause unknown. The building was insured and Hall said it’s a total loss. The fire was fully involved when the fire department arrived and it was cold and the wind kind of pushed it, the chief said. Departments providing mutual aid for Lisbon included West Point, Negley and East Palestine.

— A deputy was dispatched at 4:37 a.m. Dec. 11 to the Sunoco on state Route 45 in Center Township for an elderly man attempting to enter prior to the business opening for the day. The caller advised he appeared to be carrying slippers. Lisbon police had arrived on the scene prior to the deputy and made contact with the elderly man who appeared confused. He was unable to tell the deputy his name or where he lived, but Lisbon had obtained his identification and it was a name the deputy recognized. He had been transported home in the past by deputies. The deputy transported him home and released him to a family member.

Salem

— Officers on patrol in the 700 block of West State Street at 12:25 a.m. Monday stopped a vehicle for a moving violation. During the stop the driver kept reaching on his person and a knife was removed from him and a pat down was conducted. Officers completed the stop and issued the man, Jonathan Fracchione, 39, Salem, a citation for speeding.

— Officers responded to the 2800 block of East State Street at 10:48 p.m. Sunday for a report of an attempted theft by a person who had repeatedly stolen from the store, and knowingly entered the premises despite being trespassed from there. The person had attempted to leave the store with a shopping cart of items totaling $327.92 when he was stopped by staff who knew they were not allowed on the property. The person left prior to officers’ arrival and was unable to be located. Officers collected information about the matter and the person will be charged accordingly.

— Officers responded to the 2300 block of East State Street at 5:35 p.m. Sunday for a report of shop lifting. The caller advised that a person took three pairs of shoes, passed all points of sale and ran out of the store. The caller advised that she wanted to pursue charges and would get a list of all items taken and video footage.

— Officers assisted the Mahoning Valley Human Trafficking Task Force with the apprehension of a person involved in their investigation in the 100 block of West State Street at 5:07 p.m. Sunday. Officers stood by and ultimately transported the person to the Columbiana County Jail.

— Officers responded to the 500 block of East School Street at 2:03 p.m. Sunday for a reported person to be removed. The caller advised that the person was causing issues and did not live at the residence. The person would not listen to officers’ commands and was briefly detained. The caller advised they did not want to pursue any charges, and the person released and advised not to return.

— Officers responded to the 500 block of Fair Avenue at 10:22 a.m. Sunday regarding an altercation that had occurred the night prior. The caller advised that an ex had shown up and wanted to stay overnight, and that they had permitted the ex to do some laundry over a period of several hours but when the caller advised the ex that they could not stay overnight they became angry and reportedly grabbed the caller about the neck, leaving some minor abrasions to the caller’s trapezius muscle. The ex departed shortly after the altercation and officers obtained photographs and a written statement from the caller. The matter is being forwarded to the court for charges.

— Officers responded to the 1900 block of East State Street at 1:12 a.m. Sunday for a report of a heavily intoxicated person attempting to leave the emergency room. Officers assisted the staff in getting the person back into their room.

— Mateo Domingo, 21, Salem, was cited for no operator’s license after he was found to have no license or vehicle insurance during a traffic stop at 11:34 p.m. Saturday.

— Officers responded to the 1900 block of Maple Street at 9:13 p.m. Saturday for a report of a person inside the caller’s home. Officers found nobody inside the residence nor any signs that someone was there prior to their arrival. Officers had the caller evaluated due to a possible mental issue and they were transported to the hospital for further evaluation.

— Officers spoke to a person at the police department at 3:31 p.m. Saturday who advised that they had nearly been struck by a vehicle while crossing the street. He advised that he had gotten a license plate of the vehicle and just wanted the driver to pay more attention to the roadway. Officers checked the license plate provided by the caller and found that they did not have a contact number, and that the person lived outside the city.

— Officers responded to an overdose in the 500 block of South Broadway Avenue at 3:15 p.m. Saturday for an overdose. With assistance from a patron officers dragged the overdosing person to an open area out of the bathroom for the fire department and EMT to treat him. After he regained consciousness, the man was advised any future disruptions from him would be persisting in disorderly conduct and not to make a scene at the hospital or with EMT crews.

— Officers spoke to a person at the police department at 2:31 p.m. Saturday regarding an incident in the 1000 block of North Ellsworth Avenue. The caller advised that she has custody of her niece and nephew and that the person was trying to cause issues at the basketball game. She advised that the person was using profanity at her and hitting her vehicle. Officers checked the vehicle and did not observe any damage. The caller wanted the incident documented.

— Officers responded to the 500 block of Continental Drive at 1:32 p.m. Saturday for a speak with officer report. The caller advised that he was being threatened by someone who lives in Houston, Texas, and wanted a report on file.

— Officers on patrol in the 500 block of East Fourth Street at 12:59 p.m. Saturday observed a person believed to have an active warrant out of Columbiana County. Officers spoke with the person Thomas Klink Jr., 33, Salem, confirming the warrant and took them into custody before transporting them to the Columbiana County Jail.

— Officers responded to the 1900 block of Maple Street at 11:06 a.m. Saturday for a speak with officer report. The caller advised that when she woke up in the morning, she thought someone was in her residence. Officers checked the residence and did not locate anyone.

— Officers responded to the 200 block of West Seventh Street at 10:39 a.m. Saturday for a reported neighbor dispute. The caller advised his neighbor is posting his address and him on social media claiming that he stole her cat. The caller also stated that she has been through his yard searching for the cat. He was advised that the social media posts are a civil matter and that he would have to take her to court for it. Officers had him fill out a criminal trespass notice for the neighbor so she would not be allowed back in his yard. Officers then served them with the trespass notice and advised her not to go back in her neighbor’s yard.

— Officers responded to the 500 block of East Fourth Street at 6:55 a.m. Saturday for a wellness check. The caller advised he was unable to contact the person in question and was concerned. Contact was made and the person advised she would contact the caller.

— Officers responded to the 1900 block of East State Street at 5:18 a.m. Saturday for an irate patient. Officers assisted hospital staff.

— Officers responded to the 600 block of Franklin Avenue at 4:07 a.m. Saturday for a report of a person attempting to enter an abandoned home. Officers found the person, who allegedly attempted to gain access to the home but was unable to do so. First responders were then called due to the person being out in the extreme cold for a long time and not being in the right frame of mind. The home was secured, and the person was transported to the hospital for further evaluation.

— Officers responded to the 200 block of Rose Avenue at 1:59 a.m. Saturday for a follow-up investigation. Officers checked the area and located the missing juvenile who returned home.

— Officers on patrol in the 200 block of Hawley Avenue at 1:50 a.m. Saturday for a reported parking complaint. Officers located a silver jeep that was parked blocking a driveway and angled partially blocked the opposite lane of traffic. Officers were unable to contact the owner of the vehicle, and a pink parking ticket was issued. The vehicle was removed from the scene by Sinsley Towing.

— Officers responded to the 400 block of Vine Avenue at 11:16 p.m. Friday for a reported runaway juvenile. Officers spoke with the juvenile’s father and were able to locate the juvenile at an address in the city and they were returned home.

— Officers on patrol in the 100 block of North Ellsworth Avenue at 10:53 p.m. Friday attempted a traffic stop on a vehicle for multiple violations. The driver attempted to elude officers, but the driver was ultimately detained. During the investigation K-9 Chaz was deployed and alerted to the presence of narcotic odor. Contraband was recovered that the driver threw from the vehicle and in the vehicle. The driver, Stephen McDermott, 29, Berlin Center, was placed under arrest and transported to the police department for processing prior to transport to the Columbiana County Jail charged with driving under suspension and drug paraphernalia.
