LISBON — In Columbiana County Municipal Court, a case against Tiyler Tataseo, 24, Holiday Street, East Liverpool, was bound over to the county grand jury for domestic violence, a third-degree felony, for allegedly striking a child in the face with his open hand on Feb. 17 in East Liverpool. He had two previous domestic violence convictions.
A case against Samuel Masters, 48, Dresden Avenue, East Liverpool, was bound over to the county grand jury for a third-degree felony charge of failure to verify change of address. A convicted sex offender, he failed to notify the sheriff’s office of his change of address on Dec. 2, 2024 as required.
A preliminary hearing was set March 6 for Dakota Baker, 29, Bell Road, Lisbon, charged with fourth-degree felony domestic violence for allegedly striking a woman in the back of the head multiple times and biting her arm after coming into her Center Township residence while she was sleeping on Feb. 25.
A pretrial was set March 10 for Shannen Myers, 45, Glenn Street, East Liverpool, charged with endangering children and possession of drug abuse instrument after her child was stuck by her used hypodermic syringe and taken to East Liverpool City Hospital by other relatives on Feb. 25. According to a St. Clair Township Police affidavit, she was allegedly passed out when they left for the hospital and when police arrived, she did not know the circumstances and was confused on why her child was not present. She said she was the only narcotic user in the house and uses hypodermic syringes.
A pretrial was set March 10 for Ryan Butler, 39, Desellem Road, Lisbon, charged with assault for allegedly putting his hands on a security officer and pushing him out of the way at Salem Regional Medical Center, running out the door, but then being confronted by a deputy sheriff on Feb. 24 in Salem. He then allegedly grabbed the deputy’s vest and was brought under control by the deputy and hospital staff.
Adyn A. Magada, 19, Youngstown, was fined $250 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served for assault amended from unlawful sexual conduct with a minor. He was ordered to complete 40 hours community service and to have no contact with the juvenile victim. He was accused of having sexual conduct with a 15-year-old male in a vehicle in a parking lot at Firestone Park in Columbiana on Jan. 26.
Michael C. Stevelman, 32, Flemington, N.J., was fined $1,000 for two counts of possessing criminal tools, with one count amended from engaging in prostitution. He was ordered to forfeit $140 to the Mahoning Valley Human Trafficking Task Force and to complete 40 hours community service and an online prostitution prevention course. Stevelman was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity for hire, traveling to St. Clair Township for the meeting on Oct. 9, 2024.
Anthony James DiBiase Harris, 34, Youngstown, was fined $1,150 and given a suspended 180-day jail term for two counts of possessing criminal tools, with one count amended from engaging in prostitution, and possession of marijuana amended from trafficking in drugs. He was ordered to complete 40 hours community service and an online prostitution prevention course. Harris was accused of responding to an undercover ad on a known prostitution website and arranging for sexual conduct with a female in exchange for $200 and marijuana, then driving to East Palestine on Dec. 21, 2024 for the meeting with the phone used to make the arrangements in his possession, along with marijuana. He was ordered to forfeit $200 to the Mahoning Valley Human Trafficking Task Force.
A pretrial was set April 21 for Negendra R. Chundu, 25, Kent, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct for an agreed upon price of $140 from an undercover agent, driving to Salem for the meeting on Feb. 26.
A pretrial was set May 22 for J. Wilson Peake, 63, Boardman, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $180, then traveling to East Palestine fr the meeting on Nov. 20, 2024 with the phone used to make the arrangements in his possession.
A pretrial was set April 22 for Braden Dever, 27, Oakland, Md., charged with engaging in prostitution, possessing criminal tools and driving under suspension for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for cash, traveling to East Palestine on Dec. 6 for the meeting with the phone used to make the arrangements in his possession.
Shane Gordon, 32, Carmel Achor Road, Rogers, was fined $200 and given a suspended 30-day jail term for disorderly conduct amended from domestic violence. He was ordered to complete 20 hours community service and to stay away from the victim. Gordon threatened a woman, saying he would harm her and her dog on July 20, 2024 in East Liverpool.
Reese Frantz, 20, West Washington Street, Lisbon, was fined $150 and sentenced to one day in jail, with credit for one day served, for disorderly conduct amended from obstructing official business when he refused to provide identification to a Salem police officer called to remove him from American Standard on April 4, 2024.
Jennifer Keyser, 42, First Avenue, East Liverpool, was fined $250 and given a suspended 90-day jail term for theft. She was ordered to complete 20 hours community service and to stay out of the Calcutta Walmart. Keyser failed to scan and pay for 11 items valued at $141 at the Calcutta Walmart on Aug. 10, 2024.
Jennifer Zackasee, 42, Prospect Street, Salem, was fined $250 and given a suspected 90-day jail term for theft. She was ordered to complete 20 hours community service, make restitution of $57.08 and have no contact with Salem Giant Eagle. She concealed $71.64 worth of merchandise and left the Salem Giant Eagle without paying on Nov. 1, 2024.
Farin Weltner, 48, Georgetown, Pa., was fined $250 and given a suspended 90-day jail term for theft. She was ordered to complete 20 hours community service and to have no contact with the Calcutta Walmart. She failed to scan and pay for 18 items valued at $145 at the Calcutta Walmart on July 30, 2024.
A pretrial was set May 19 for Tifany Cunningham, 42, Moore Street, East Liverpool, charged with theft for allegedly stealing six items valued at $102.46 from the Sheetz in St. Clair Township on Feb. 19.
Allen Vancooney, 29, South Union Avenue, Salem, was fined $400 and sentenced to 180 days in jail, with 135 days suspended and credit for 22 days served, leaving a balance of 23 days still to serve in jail for theft and three counts of criminal trespass. He was ordered to complete 20 hours community service and to have no contact with Walmart in Salem or the victim. On Dec. 15 in Salem, he was attempting to scan several items totaling $327.92 and to leave without paying at Salem Walmart. He had been trespassed from the business previously. On Feb. 4, he trespassed at a property in Salem after being previously trespassed from the property. On Feb. 2, he walked up to the Salem property and had a baseball bat in his hand.
Christopher Thomas, 39, Etruria Street, East Liverpool, was fined $500 and sentenced to 13 days in jail with credit for 13 days served for criminal trespass and drug paraphernalia for possessing five plastic burnt pipe in East Liverpool on Feb. 15 and trespassing at an East Liverpool residence on March 3, 2024.
Kenneth Jordan, 51, East Pidgeon Road, Salem, was fined $200 and sentenced to 10 days in jail, with credit for one day served, leaving a balance of nine days still to serve in jail for failure to comply after jumping off of a riding lawn mower and fleeing on foot when approached by a deputy sheriff who was attempting to arrest him for a warrant on June 4, 2024 in Lisbon.
A pretrial was set April 29 for Stacen Young, 36, Ravine Street, East Liverpool, charged with traffic control devices, failure to signal before turning/stopping, operating a vehicle impaired first offense, drug paraphernalia, possession of drug abuse instrument and obstructing official business. On Feb. 21 during a traffic stop in East Liverpool, he possessed multiple straws used to snort narcotics. On Feb. 24, he was accused of possessing a glass pipe containing burnt residue and was refusing to exit a vehicle after deputies were called to Middleton Road for a possible overdose.
A pretrial was set May 13 for Jason Holloway, 44, Hillcrest Road, Wellsville, charged with drug paraphernalia for allegedly possessing multiple burnt glass pipes and a spoon with a cotton ball on it to use narcotics during a traffic stop on Feb. 21 in East Liverpool.
Stephanie Carter, 23, Ambrose Avenue, East Liverpool, was fined $925 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served in a driver intervention program for OVI first offense and traffic control devices. Her driver’s license was suspended for one year, with driving privileges granted.
A pretrial was set May 19 for Peggy Santimarino, 53, Lisbon Street, Wellsville, charged with OVI first offense and a turn signal violation.
A pretrial was set May 19 for Antwane McMeans, 25, Youngstown, charged with OVI first offense, driving under suspension, no seat belt and restricted tinted glass.
A pretrial was set April 17 for Shaine Hostetter, 42, Sherman Street, Lisbon, charged with expired plate.
A pretrial was set May 15 for Jessica Adams, 42, John Street, Salineville, charged with speeding.
A charge of traffic control devises against Vincent Gass-Flaherty, 23, Green Lane, East Liverpool, was dismissed.
Nicholas Hays, 22, Washington Street, Lisbon, was fined $430 for two counts driving under suspension, failure to control and no seat belt.
Billy Lewis, 44, Columbus, was fined $150 for failure to reinstate and left of center.
Mathew Ward, 23, Pleasant Street, East Liverpool, was fined $100 for a special deer or wild turkey permit.

Grand Jury
LISBON — A Salem man was served Wednesday with two separate secret indictments issued by the Columbiana County Grand Jury, one for drugs and one for child support.
Kennith Jordan, 51, West Pidgeon Road, was charged with aggravated possession of drugs, a fifth-degree felony, for allegedly possessing hydrocodone on July 10, 2022. He was charged with nonsupport of dependents, a fourth-degree felony, for allegedly failing to pay child support for a child from Dec. 4, 2022 to Dec. 1, 2024.

LISBON — A West Virginia man who violated his probation for domestic violence must serve 12 days in the county jail.
Joseph K. Jolly, 38, Newell, appeared in Columbiana County Common Pleas Court recently regarding the probation violation and was resentenced for the fourth-degree felony domestic violence charge.
He was sentenced to 90 days in the county jail, but received credit for 78 days already served, leaving a balance of 12 days still to serve.
He caused harm to a woman on Aug. 29, 2024 in Madison Township when he shoved her backwards into a large mirror after an argument, then was holding her down by her neck, causing her to become short of breath. A strangulation charge had been dismissed.
