LISBON — In Columbiana County Municipal Court, a preliminary/pretrial hearing was set March 20 for Mandy Hale, 44, Canton, charged with third-degree felony tampering with evidence, fifth-degree felony obstructing official business and misdemeanors of obstructed view, resisting arrest, illegal use or possession of drug paraphernalia.

During a traffic stop on March 12 in Columbiana, an officer approached the vehicle and allegedly saw suspected methamphetamine in Hale’s lap. When he was putting on gloves to retrieve the suspected drugs, she allegedly grabbed a handful off of her lap and threw it towards the officer and out the driver side window. She then allegedly resisted arrest and would not get out of the vehicle or place the vehicle in park. The vehicle rolled forward several feet before the passenger put the vehicle in park. A digital scale and razor blade were located after a search.

A pretrial was set March 24 for Richard Bates, 49, Bowman Road, Homeworth, charged with two counts of domestic violence for allegedly shoving another man to the ground and starting to yell at a woman and hitting her in the face during a domestic incident on March 13 in Knox Township.

Dixie Mullen, 52, East Third Street, Salem, was ordered to pay costs only for a charge of dog running at large. The incident occurred on May 30, 2024 in Salem when Mullen’s dog, which was on a chained leash, could still reach the sidewalk and bit a juvenile who was walking on the sidewalk. The juvenile sustained a small cut and received medical attention.

Morgan Howdershelt, 19, Foundry Hill Road, Salineville, was fined $500 and given a suspended 30-day jail term for two counts of speeding. He was ordered to complete 60 hours community service and the Ohio online defensive driving course.

William Barker, 38, Irish Ridge Road, East Liverpool, was fined $150 for loud exhaust and driving under suspension.

A pretrial was set April 28 for Jennifer Whaley, 44, Maplewood Drive, Columbiana, charged with driving while texting, speeding and failure to reinstate.

A pretrial was set June 5 for Johnathan Post Sr., 37, Prospect Street, Salem, charged with driving under suspension and loud exhaust.

A pretrial was set June 10 for Perry Wells, St. George Street, East Liverpool, charged with license suspension and speeding.

A pretrial was set June 3 for Jenna Bates, East Lincoln Way, Lisbon, charged with driving under suspension and improper/expired registration.

LISBON — A man accused of having a firearm when he was prohibited from having one was ordered to serve 45 days in the county jail as part of his community control.

Thomas Shafer, 66, Hillcrest Avenue, Hanoverton, appeared for sentencing recently in Columbiana County Common Pleas Court for having weapons while under disability, a third-degree felony. He was placed under community control for two years, along with receiving the jail term.

Shafer possessed the firearm on Nov. 5, 2023 while prohibited from having a firearm due to a previous felony conviction.

Also in Common Pleas Court:

— Bryant Rather, 38, McKeesport, Pa., was placed under community control for three years for fourth-degree felony improper handling of a firearm in a motor vehicle and misdemeanor falsification for having a loaded firearm that was accessible in a vehicle and making a false statement on Dec. 2, 2017. As part of the community control, he was sentenced to nine days in the county jail, but received credit for nine days already served, leaving a zero balance.

— Blake Harkleroad, 20, Vine Avenue, Salem, was placed on an intervention plan for 12 months after pleading guilty to aggravated possession of drugs, a fifth-degree felony, for possessing psilocyn on Nov. 3, 2023.
