LISBON — In Columbiana County Municipal Court, cases against David Brewer, 70, Desellem Road, Lisbon, were bound over to the county grand jury for felonious assault, a second-degree felony, and menacing, a misdemeanor, for allegedly assaulting another man with either a metal pipe or wooden bat after the other man tried to get him to go back inside his home. Brewer had allegedly been threatening juveniles who were riding ATVs on May 17 in Madison Township and the other man heard him say he was going to shoot them.

A case against Justin Barrett, 40, Sophia Street, East Liverpool, was bound over to the county grand jury for illegal conveyance of prohibited items into a detention facility and possessing criminal tools, both third-degree felonies, for allegedly possessing a cell phone, tacs and medical tape that were a match to the ones on a package he allegedly left by a deputy sheriff’s vehicle parked outside the downtown courthouse on April 24 in Lisbon a few minutes before a traffic stop when he was a passenger in the vehicle stopped. The package was described as a small white package with tacs on the pavement next to the deputy sheriff’s vehicle. According to the affidavit, the tacs and medical tape were used to secure the small package that was intended to be picked up by his brother, William Barrett, who was an inmate at the county jail. The cell phone was allegedly used by Justin Barrett at the time he left the package.

A preliminary/pretrial hearing was set June 2 for Mark Foden, 55, Main Street, Wellsville, charged with felonious assault, a second-degree felony, and misdemeanors of falsification and theft for allegedly walking up to a man with a wooden broomstick and swinging, hitting him in the face then fleeing on March 21. The theft stemmed from him taking two items valued at $50 from the Calcutta Walmart on July 2, 2024.

A preliminary/pretrial hearing was set June 2 for Thomas D. Pitts, 42, Foundry Hill Road, Hanoverton, charged with fourth-degree felony assault on a police officer, fifth-degree felony obstructing official business and misdemeanor resisting arrest for allegedly attempting to flee after being taken into custody for a warrant, refusing to listen to commands and striking a deputy in the face with his elbow while resisting on May 22 in Hanover Township.

A preliminary/pretrial hearing was set June 16 for Khalil Tookes, 29, Midland, Pa., charged with fifth-degree felony strangulation and misdemeanor domestic violence for allegedly grabbing a woman around the throat with his hands and dragging her around the yard after an argument on May 24 in East Liverpool.

A preliminary/pretrial hearing was set June 2 for Jeffrey Custer, 25, Clark Avenue, Wellsville, charged with third-degree felony strangulation and misdemeanor assault for allegedly striking another man in the back of the head and then putting him in a chokehold and threatening to kill him on May 25 in Wellsville.

A pretrial was set June 2 for Kameron Owens, 21, Toronto, charged with assault and domestic violence for allegedly grabbing a woman and pushing her to the ground and made several threats towards her on May 25 in East Liverpool.

A pretrial was set Aug. 11 for Tyler Garner, 28, Egg Harbor, N.J., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging to have sexual activity with a female in exchange for money to be paid via the Cash App, then traveling to East Palestine on May 25 for the meeting with the phone used to make the arrangements in his possession.

Octavius Clark, 47, Youngstown, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a prostitution education course. Clark requested sexual conduct from an undercover agent for an agreed upon price of $100, then drove to Salem on March 5 for the meeting with the phone used to make the arrangements in his possession.

Raymond C. Gay, 37, Cortland, was fined $750 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served, for two counts of possessing criminal tools, with one count amended from engaging in prostitution. He was ordered to forfeit $120 to the Mahoning Valley Human Trafficking Task Force, and to complete 40 hours community service and a 12-hour online prostitution prevention course. Gay was accused of requesting sexual conduct for an agreed upon price of $120 from an undercover agent, then driving to Salem on Jan. 24 for the meeting with the phone used to make the arrangements in his possession.

David Murphy, 34, Moore Street, East Liverpool, was fined $250 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served, for disorderly conduct amended from assault. He was ordered to complete 50 hours community service and make restitution of $1,000. On Jan. 23, he allegedly came across the median and threw the first punch after a crash between him and the victim on state Route 11 in Elkrun Township. He was also fined $150 for reasonable control.

Calvin Brandon, 58, Akron, was fined $600 and sentenced to 180 days in jail, with 158 suspended and credit for 22 days served, for aggravated menacing and assault. He was ordered to complete 40 hours community service and to have no contact with the victim. Brandon was accused of bounding a man by the wrist and dragging him throughout a Perry Township property, continuously abusing him and also threatening him on Aug. 24, 2024.

Michael Bair, 44, Youngstown, was fined $350 and sentenced to 10 days in jail, with credit for 10 days served, for theft, a misdemeanor, amended from fourth-degree felony grand theft. On Aug. 13, 2021, he was seen riding a stolen ATV and then admitted to the theft in Unity Township.

A pretrial was set Aug. 25 for Amanda Sierra, 44, Girard, charged with endangering children and criminal trespass for allegedly refusing to leave a property in Middleton Township on April 29 and screaming at a child to get into her vehicle multiple times, then grabbing the child by the upper arm and dragging her to her vehicle screaming, then once the child was inside the vehicle, leaving the residence.

Mark Watson, 59, Clark Avenue, Wellsville, was fined $400 and sentenced to 90 days in jail, with 74 days suspended and credit for 16 days served, for criminal damaging and criminal trespassing. He was ordered to complete 20 hours community service and pay restitution of $138 to the Town Inn in Wellsville. Watson threw paint at the building at the Town Inn in Wellsville on Oct. 15, 2024 which hit the window and broke it, then he crawled through the window and trespassed in the manager’s office.

Sydney Paul Huffnagle, 32, Salem Grange Road, Salem, was fined $150 and sentenced to 20 days in jail for obstructing official business, with the jail time to be served consecutive to the sentences in other cases. On May 26 in Lisbon, Huffnagle fled on foot after being ordered to stop by police aware of an active arrest warrant for him.

Timothy Kuttler, 39, West Washington Street, Lisbon, was fined $150 and sentenced to 30 days in jail, with 28 days suspended and credit for two days served, for disorderly conduct. He was ordered to complete 25 hours community service and have no contact with the victim. On March 29 in Lisbon, he was accused of shouting profanities at a neighbor, being warned by police to stop and then shouting at the neighbors again.

Penelope Clark, 65, McCoy Avenue, East Liverpool, was fined $400 and given a suspended 90-day jail term for two counts of theft. She was ordered to complete 20 hours community service and pay restitution of $260 to the Calcutta Walmart. Clark failed to scan and pay for three items valued at $34 on April 16 at the Calcutta Walmart and then returned to the store and failed to scan and pay for 32 items valued at $260 on April 21.

Bridgette Bader, 51, Allegheny Trail, Negley, was fined $150 and given a suspended 30-day jail term for drug paraphernalia. She was ordered to complete 20 hours community service. Bader was accused of possessing a rubber container with a crystal-like substance on Oct. 8, 2024 during a traffic stop in East Liverpool.

Melanie Sue Glosser, 51, Steubenville Pike Road, Lisbon, was fined $200 and given a suspended 30-day jail term for disorderly conduct amended from theft. She was ordered to complete 20 hours community service and to stay out of the Calcutta Walmart. She failed to scan and pay for 15 items valued at $168 on Feb. 28 at the Calcutta Walmart.

Braedyn Miller, 19, Glenda Way, East Liverpool, was fined $250 and given a suspended 90-day jail term for theft. Miller was ordered to complete 30 hours community service and to stay out of the Calcutta Walmart. Miller failed to pay for two items valued at $59 at the Calcutta Walmart on April 11.

Paul Beaver Jr., 35, Wooster Street, East Liverpool, was fined $150 and given a suspended 30-day jail term for criminal trespass. He was ordered to complete 20 hours community service and to stay away from a residence on Avondale Street, East Liverpool. Beaver was accused of trespassing in the condemned residence on Avondale Street, East Liverpool on Jan. 27.

Kristine Smith, no age listed, Pennsylvania Avenue, East Liverpool, was fined $500 each for six counts of failure to file city income tax return, with all of the fines suspended on the condition that Smith continue with payment plan and filed and pay all future taxes when due. Smith failed to file East Liverpool city income tax returns from 2019 through 2024.

A pretrial was set July 21 for Anthony Steele, 35, New Castle, Pa., charged with use of unauthorized plate, operating a vehicle impaired first offense, OVI breath first offense, a turn signal violation, driving on left side and two counts driving under suspension.

A pretrial was set Aug. 11 for Kilina Jellel, 38, Massillon, charged with driving while texting.

A pretrial was set Aug. 12 for Nicholas King, 36, Wampum, Pa., charged with OVI first offense and OVI breath first offense.

A pretrial was set July 21 for Kathleen Crum, 68, Honey Lane, Leetonia, charged with driving under suspension.

Johnny Exline, 51, Sunny Lane, East Liverpool, was fined $175 and sentenced to five days in jail for driving under suspension and a tail lights violation.

Christina Butera, 19, New Cumberland, W.Va., was fined $125 for a stop sign violation and an equipment violation amended from unauthorized plate.

Madalyn Hairston, 38, North Street, Beloit, was fined $50 for driving while texting after being found guilty during a bench trial.

Perry Ross II, 29, West Fourth Street, East Liverpool, was fined $150 for driving under suspension.

Kimberly Parrish, 29, North Shady Lane, East Liverpool, was fined $30 for loud exhaust, with a charge of driving under suspension dismissed.

LISBON — Two drug defendants were served recently with secret indictments issued by the Columbiana County Grand Jury.

Ronald Snyder, 50, North Lima, was charged with aggravated possession of drugs, a fifth-degree felony, for allegedly possessing hydrocodone on June 5, 2024.

Michael Ring, 50, West 16th Street, Salem, was charged with aggravated possession of drugs, a fifth-degree felony, for allegedly possessing hydrocodone on Jan. 31, 2024.
