Highway Patrol

— Joseph Bradford, of Main Street in Lisbon, was cited at 9:07 p.m. July 17 in Fairfield Township, after his eastbound vehicle struck one driven by Taylor Orr, of state Route 45 in Lisbon, near state routes 164 and 558.

Sheriff’s Office

— Deputies responded at 8:41 p.m. Tuesday to the area of Center Street in Lisbon regarding a man making suicidal threats. Deputies spoke with the man, who said he was not suicidal and that the threats were said in the heat of an argument. He was checked by EMS due to having some medical issues. Deputies were advised by EMS that the man was cleared and in good health.

— A suspicious man was reported at 3:48 a.m. Tuesday at state Route 172 and Depot Road. Deputies located the man and identified him. He advised he and his girlfriend had an argument and he decided to leave before it got physical. He lost his way and was unfamiliar with the area. A few phone calls were made for him for a ride, but no contact was made. He was given a courtesy ride to Trinity Friends Church and said he would be able to find his way from there.

— An alarm was reported at 3:16 p.m. Sunday at Jehovah’s Witnesses Kingdom Hall in Lisbon at Hunters Camp Road. A deputy checked all doors and windows and found everything secure and in good order.

Salem

— Officers were flagged down at the intersection of Broadway Avenue and Aetna Street at 1:54 a.m. Wednesday by a person who advised that a juvenile had left at an unknown time and was not answering their phone. While speaking with the person, the juvenile contacted them and advised them of their location and officers picked up the juvenile and brought them to their guardian.

— Officers responded to the 500 block of Continental Drive at 10:49 p.m. Tuesday for a reported neighbor dispute. The caller advised that her neighbors are accusing her of fraud and contacting her case worker trying to access her medical records. Officers advised her that they would not be able to access any of her medical information and to report the problem with the case worker and their company, so they are aware as well.

— Officers responded to the 1400 block of Oak Street at 8:43 p.m. Tuesday for a report of a possibly intoxicated driver. The caller advised that a man had picked their child at the pool and seemed intoxicated. Officers searched the area, but the vehicle was not located.

— Officers spoke to a person at the police department at 6:08 p.m. Tuesday regarding a deceased rabbit which was killed by stray dogs. The person did not want to pursue anything and only wanted the matter documented. Officers advised them of further options to prevent the matter from occurring again.

— Officers responded to the 500 block of Walnut Street at 5:27 p.m. Tuesday for a speak with officer report. The caller advised that he believed someone might have stolen his brother’s information. Officers advised both of them of the options for dealing with the situation.

— Officers responded to the 700 block of South Lundy Avenue at 2:32 p.m. Tuesday for a reported breaking and entering. The caller advised that some time overnight someone had entered his vehicle and took a tackle box out of his trunk. Nothing else appeared to be missing at the time, and the estimated value of the tackle box and contents was around $100.

— Officers responded to the 1000 block of East Ninth Street at 1:18 p.m. Tuesday for a reported suspicious vehicle. Officers located the owner working on a roof of a residence nearby and advised them of the complaint. His boss advised that he would take care of the issue.

— Officers responded to the 1700 block of Southeast Boulevard at 11:53 a.m. Tuesday for a reported person to be removed. Officers were advised that a female relative was not permitted at the residence by the executor of the estate. Officers advised the woman in question to leave the residence. The family was advised that if she returned to have the paperwork in hand so a trespass notice could be issued.

— Jill Clunen, Salem, was cited for assured clear distance ahead after his westbound vehicle in the 100 block of East State Street struck the rear of a vehicle driven by Cynthia Firestone, Sandusky, at 11:40 a.m. Tuesday. No injuries were reported.

— Officers responded to the 2800 block of East State Street at 9:41 a.m. Tuesday for a reported intoxicated person. The caller advised that a man was walking around the store drinking an alcoholic beverage. While officers were still en route, they were advised that he had left the store and was now in the parking lot. Officers located the man, Richard Vecchio, 63, Lisbon, who became belligerent with officers due to his level of intoxication. Officers took Vecchio into custody charged with disorderly conduct and transported him directly to the Columbiana County Jail.

— Officers responded to the 800 block of Jennings Avenue at 8:31 a.m. Tuesday for a reported limb in the roadway. The limb was moved, and the street department was advised.

— Officers responded to the area of East State Street and North Ellsworth Avenue at 7:32 a.m. Tuesday for a reported reckless operator. Officers checked the area but were unable to locate the vehicle.

— Officers responded to the 1800 block of South Lincoln Avenue at 12:23 p.m. Saturday to assist Perry Township witha crash. Officers stood by and directed traffic until Perry Township Officers arrived.

–Officers took a report of fraud at the police department at 8:11 a.m. Saturday for a report of fraud. The caller advised that they wrote a check for $58 to a warehouse company, but bank statements showed the check cleared for $6,100. The bank discovered the check was tampered with but still cashed and advised them to file a police report. The caller was provided with a report number.

— Officers were in the 300 block of Newgarden Avenue at 1:24 a.m. Saturday when the person in question from a previous call returned to the residence while carrying a pocket knife in his right hand. An argument between both parties began and officers got involved detaining the man, Caleb Collins, Salem, and the other party advised that he was afraid of Collins and that he was threatened with the knife. Collins was taken into custody charged with aggravated menacing and transported to the Columbiana County Jail.

— Officers responded to the 300 block of Newgarden Avenue at 12:47 a.m. Saturday for a reported altercation involving a firearm. Officers spoke with several people who had conflicting stories, and the person in question and the firearm were not located on the scene. While speaking with a man, James Sturgell, Salem, it was found that he was under the influence of an alcoholic beverage under the age of 21 and he was taken into custody and issued a court summons.

— Officers responded to the 300 block of Newgarden Avenue at 10:15 p.m. Friday for a reported noise complaint. Officers located the person in question and advised them of the complaint.

— Officers responded to the area of East Third Street and Hawley Avenue at 9:14 p.m. Friday for a reported reckless operator. The caller advised that three juveniles were on a scooter riding all over the road. Officers were unable to locate the juveniles.

— Officers responded to the 2200 block of Lexington Avenue at 7:45 p.m. Friday for a reported fireworks complaint. Officers spoke with the residents, advising them of the complaint.

— Officers spoke to a person at the police department at 6:57 p.m. Friday for a reported accident. The caller advised that his vehicle had been struck in the parking lot around 2:30 a.m. and the other person left the scene. Part of their vehicle was left at the scene.

— Officers responded to the 900 block of East Fifth Street at 5:07 p.m. Friday for a reported verbal dispute. The caller advised that her husband was yelling at her and calling her names. The male half advised that his wife started yelling at first and that his mother was coming to pick him up and he was leaving for the night. The man’s mother arrived while officers were on scene and the man left.

— Officers responded to the 100 block of Washington Avenue at 4:05 p.m. Friday for a report of theft. The caller advised that a package had been stolen off her front porch. An extra patrol will be provided in the area due to multiple thefts having occurred. The caller was provided with a report number.

— Officers spoke to a person at the police department at 2:30 p.m. Friday regarding fraudulent charges on their child’s debit card on iTunes. The matter is under investigation.

— Officers responded to the 400 block of North Union Avenue at 1:18 p.m. Friday for a reported medical complaint. The fire department and EMT responded and transferred the person in question to a local hospital for further evaluation.

— Officers responded to the 400 block of Woodland Avenue at 1:04 p.m. Friday for a reported unruly juvenile. The parents advised that the situation was under control and law enforcement was not needed.

— Officers responded to the 1000 block of Cleveland Street at 9:53 a.m. Friday for a report of theft. The caller advised that their daughter let them have two hanging baskets then came over and took them. The caller also advised that there are ongoing issues with her daughter and the caller wanted both her daughter and the daughter’s husband trespassed from her property.

— Officers responded to the 900 block of East State Street at 9:10 a.m. Friday for a reported drive-off. Officers obtained a description of the vehicle but no license plate number. The vehicle was unable to be located, and the caller was provided with a report number.

— Officers responded to the area of Jennings Avenue at 4:49 a.m. Friday for a report of suspicious activity. The caller advised that she saw two men dressed in black looking through vehicles. Officers were unable to locate anyone.

— Officers responded to the 1900 block of East State Street at 3:19 a.m. Friday for a reported speak with officer report. The caller advised that a patient had been struck with a baseball bat but didn’t know by whom because they were intoxicated. Officers advised them to come in the following day to write a statement, and officers will try to obtain video footage from the bar.

— Officers responded to the 500 block of Aetna Street at 1:15 a.m. Friday for a speak with officers. The caller needed advice on handling house bill issues with his wife after she spent some of his money after the last time officers were called to the home. The caller was provided with their options, and nothing further was needed at that time.

— Officers responded to the 400 block of West State Street at 12:02 a.m. Friday for a reported suspicious person. Officers attempted to locate the person in question and to check the business but were unable to locate anyone in the area and everything checked OK.

— Officers responded to the 100 block of South Broadway Avenue at 11:26 p.m. Thursday for a reported dispute. Officers found the matter was verbal in nature, and both parties separated for the night.

— Officers responded to the 500 block of Aetna Street at 11:12 p.m. Thursday for a reported domestic dispute over money. Both parties were told to stop arguing for the night and all the moneywas returned to the main account. Officers advised them to revisit the talk the next morning.

— Officers responded to the 300 block of North Broadway Avenue at 10:29 p.m. Thursday for a reported suspicious person. Officers located the people in question and everything checked OK.

— Officers responded to the 2000 block of Monroe Avenue at 8:16 p.m. Thursday for a reported domestic in progress. Officers spoke with both parties and found that the matter was mostly verbal, with one party grabbing the other’s arm and nothing else physical. Both were advised to stay separated as if the issue recurred, and escalated charges would be filed.

— Officers responded to the 800 block of South Lundy Avenue at 8:01 p.m. Thursday for a reported dumping complaint. The caller located an old shopping cart filled with trash that was dumped over on the property of an abandoned building. The street department will be notified of the issue.

— Officers responded to the 400 block of South Cunningham Road at 12:55 p.m. Thursday for a reported civil matter. The caller advised that tenants had moved out and left the residence trashed. Officers advised the caller that the issue was civil and to contact an attorney if they wanted.

— Officers responded to the 100 block of South Ellsworth Avenue at 12:28 p.m. Thursday for a reported suspicious person with a ski mask on. Officers spoke with the man, finding that he works in the freezer section at Freshmark and the mask was a winter face and head covering. No issues were found.

— Officers on patrol in the 500 block of East Perry Street at 10:09 a.m. Thursday were flagged down and advised that someone had dumped trash in the alley. Officers located the trash and advised the street department.

— Officers responded to the 100 block of Cleveland Street at 10:15 a.m. Thursday for a report of a possible scam. The caller advised that they had been scammed but had contacted the bank and been able to stop the transactions. Officers advised them that a report would be on file if they needed it in the future.

— Officers responded to the 500 block of Continental Drive at 1:37 a.m. Thursday for a report of a person knocking on doors. Officers found that nothing was out of the ordinary and advised the caller to contact them if anything else was needed.

— Officers observed two dogs at large roaming in Centennial Park at 11:50 p.m. Monday while handling another call. After clearing the prior call officers attempted to locate the animals and despite checking the area for several minutes were unable to locate the dogs again.

— Officers responded to a business in the 2100 block of East State Street at 8:14 p.m. Monday for a reported trespassing complaint. The caller advised that a person inside the store was very intoxicated and acting strangely, and that they believed the man had taken small containers of alcoholic beverages into the restroom with him. Officers spoke with the man in the restrooms and observed three empty alcoholic beverage containers. The man was too intoxicated to stand on his own or care for himself and had recently been released from the Salem Regional Medical Center. Officers had to carry the man outside and set him down on the front walk of the business and EMT transported him to Boardman for medical care. The business’ management will be pressing charges for theft for drinking the alcoholic beverages. A witness statement was collected from the caller, and photos were taken of the empty beverage containers. Due to the person’s intoxication level, a warrant will be requested for theft.

— Officers responded to the 700 block of South Lundy Avenue at 6:52 p.m. Monday for a report of people inside a residence that is supposed to be occupied. Officers spoke with them and the property owners who confirmed they had permission to be there. Officers also found that one of the people, James Lippiat, 36, Salem, had an active warrant for their arrest and a search incident to arrest located contraband on his person and Lippiat was transported to the Columbiana County Jail.

— Officers responded to the 500 block of South Broadway Avenue at 2:28 p.m. Monday for a report of menacing. The caller advised that one of the employees was getting threatening text messages from a person known to her. The caller advised that the man had threatened to come to the business and cause problems, and officers provided them with the options for dealing with her issue. The manager also advised they wanted the person trespassed from the business and completed the trespass form. Officers attempted to speak with the man, Matthew Campbell, 42, Youngstown, who was very uncooperative and advised him multiple times that he was trespassed from the business and all its parking lots. Campbell advised that he would go sit in the parking lot and officers advised him again that it belonged to the business and he was trespassed from there. Campbell got into his vehicle and pulled across the alley into one of the business other parking areas before pulling back into the main parking lot of the business and officers advised him that he would be charged with trespassing and then he pulled around officers’ cruisers onto South Broadway and did a burnout before driving into a parking space at a high rate of speed and crashing into a curb. Officers placed Campbell into custody charged with criminal trespass, obstruction, and reckless operation and transported him directly to the Columbiana County Jail.

— Officers responded to the 1900 block of East State Street at 9:38 a.m. Monday for a reported disorderly person. Officers assisted with getting the man into a room.

— Officers spoke with a person at the police department at 7:31 a.m. Monday regarding returning another person’s property. Officers provided them options for returning the property.

Perry Township

— Officers responded to the 300 block of Indiana Avenue at 8:11 p.m. Thursday for a reported neighbor complaint. The caller advised that a neighbor had alleged her children were stealing items from her garage. Officers advised her that no crime had been reported nor alleged to them, and the caller advised they wanted it noted that her children were innocent and not breaking into a neighbor’s garage.

— Officers responded to Salem Acres at 6:42 p.m. Thursday for a reported wellness check. Officers spoke with the parties involved.

— Officers on patrol in the 100 block of West Thirteenth Street at 3:30 p.m. Thursday located a downed wire. Officers blocked the roadway until the fire department arrived.

— Officers responded to the dead end of West Fourteenth Street at 11 a.m. Thursday for a parking complaint. Officers found a vehicle parked at the end of the street but not blocking traffic flow or driveways. Officers spoke with the vehicle owner, and he advised that he would move the vehicle.

— Officers responded to the 1800 block of South Lincoln Avenue at 2:49 a.m. July 16 for a reported suspicious vehicle. Officers spoke with the driver who advised he was on his lunch break.

— Officers responded to the 1700 block of South Lincoln Avenue at 3:53 p.m. July 15 to assist the fire department with a reported transformer fire. Officers stood by and assisted until no longer needed.

— Officers responded to the area of South Lincoln Avenue and Chestnut Grove at 2:38 p.m. July 15 to assist Salem officers with attempting to locate a man. Officers checked the area but were unable to locate the man. Salem officers later located the man in the city.

— Officers responded to the 1800 block of state Route 9 at 1:12 p.m. July 15 for a report of a man who was upset and cut himself. Officers spoke with the man and kept him calm until EMT could transport him.

— Officers responded to the 1100 block of West Perry Street at 5:22 a.m. July 15 for a report of a man going through a vehicle. Officers were advised that the person fled on foot eastbound. Officers searched the area but were unable to locate them.

— Officers spoke with a man by phone at 2 p.m. July 14 who advised that he received his credit report and there were multiple pending credit card applications that he didn’t open. The man advised that he already contacted his bank and froze his credit. He was advised a report would be on file.

— Officers on patrol in the area of Salem-Warren Road near South Range Road at 4:29 p.m. July 13 observed a reckless operator outside their jurisdiction. Officers caught up with the vehicle in question, observing it almost cause multiple accidents. The vehicle was stopped and officers stood by until Goshen Township Officers arrived.

— Officers responded to the 1500 block of Van Buren Avenue at 1:21 p.m. July 13 for a report of an unresponsive man. Officers moved the man to a position for medical to attempt to provide life-saving measures. The man was later pronounced dead at the scene and officers remained on scene until the funeral home arrived.

Leetonia

— Columbiana 911 dispatch called police to report an open line from a residence in the 100 block of Chestnut Street at 6:40 p.m. July 19.

— A suspicious black van was reported at 11:35 a.m. July 19 in the 500 block of Chestnut Street Extension. Upon responding, the vehicle was gone upon the officer’s arrival.

— Michael Nason was given a warning at 4:43 a.m. July 19 for speeding near State and Hazel streets; however, Nason’s vehicle ultimately was towed due to the lack of license plates. He was cited for his inability to produce a valid license and no plates.

— Jordan Ryeasha, no address listed, was served with an active warrant out of Mahoning County at 5:49 a.m. July 18 near Columbia and Spruce. The license plate she displayed in the window showed expired. She also was cited for driving under suspension and the expired plates.

— Police responded to a civil matter at 7:53 p.m. on Ridge Street, where an ex-girlfriend is moving out of a residence she formerly shared with her boyfriend. Both halves had been arguing about possession of a fish tank when police arrived.

— An officer assisted EMS at 8:03 a.m. July 18 in the 400 block of Sleepy Hollow with an unresponsive elderly female. Ultimately the woman was transported to the hospital.

— Police responded at 10:24 p.m. July 21 to Leetonia Post Office for a mail vehicle with its lights on.

— A reckless driver was reported at 8:47 p.m. July 17 traveling east on state Route 344. Upon arrival, the officer couldn’t locate the vehicle, which was a red Mercedes.

— Police beefed up patrols in the 200 block of Ridge Street, after suspicious activity was reported at 8:51 p.m. July 17.

— EMS responded at 1:27 p.m. July 17 to Quaker City Concrete for a female subject not breathing. She was transported to the hospital.

— Kevin Everson, of High Street, was cited at 11:35 a.m. July 16 near Walnut and Main streets for a stop sign violation and driving under FRA suspension, after he struck a southbound vehicle driven by Terrie L. Crawford, of state Route 344.
