LISBON — In Columbiana County Municipal Court, a case against Lance Bishop, 19, Walnut Street, Rogers, was bound over to the county grand jury for felonious assault and robbery, both second-degree felonies for an incident May 23 in Rogers at a garage sale hosted by the victim.
Bishop was accused of allegedly grabbing a money pouch from under the woman’s arm, ripping it from her and attempting to leave on a bicycle, then running on foot with the pouch containing $300 and a cell phone. The woman suffered injuries to her arm, leg and belly area and received treatment at a hospital.
A preliminary hearing was set July 24 for Frederick Harroff, 65, Columbiana Lisbon Road, Columbiana, charged with felonious assault, a second-degree felony, for allegedly attacking a woman with a heavy wooden baseball bat over her head and body while she lay in bed, causing her severe physical harm on June 2 in Fairfield Township.
A preliminary hearing was set Aug. 7 for Don Talbert, 54, Colliers, W.Va., charged with domestic violence for allegedly punching another man and fighting him on June 27 in East Liverpool.
A third-degree felony charge of failure to comply with the order or signal of a police officer was dismissed against Todd Ritchie, 47, East Third Street, Salem, who was accused of fleeing from police attempting a traffic stop on May 10 in Knox Township.
A pretrial was set Oct. 20 for Kelsey Jarvis, 32, Sidehill Road, East Liverpool, charged with domestic violence for allegedly spitting in another woman’s face and being verbally abusive to her, causing her to fear for her safety on July 15 in St. Clair Township.
A pretrial was set Aug. 7 for Christopher Dorsey, 44, Erie Street, East Liverpool, charged with violation of a protection order for allegedly violating the terms of a protection by entering the grounds where protected persons were parked and attempting to do something with their vehicle, then fled when discovered and came back and made verbal contact with the protected persons on July 1 in East Liverpool.
Jacqueline Sue Fickes, 55, Wyoming Avenue, East Liverpool, was fined $300 and given a suspended 90-day jail term for theft. Fickes was ordered to make restitution of $30.61 to Walmart, complete 40 hours community service and to stay out of the Calcutta Walmart. She was accused of failing to scan and pay for six items totaling $30.61 at the Calcutta Walmart on June 23.
A pretrial was set Aug. 4 for Charles Slocum, 33, Brookfield Avenue, Lisbon, charged with menacing and failure to comply for allegedly becoming aggressive with police officers who responded for a suspicious person on July 15 in Lisbon, finding him visibly intoxicated. Slocum allegedly put his fists up and threatened to fight officers and resisted when taken into custody.
A pretrial was set Nov. 6 for Elizabeth Schultz, 36, Main Street, Wellsville, charged with theft for allegedly failing to scan and pay for 21 items totaling $179 at the self checkout at the Calcutta Walmart on July 10.
A pretrial was set Aug. 12 for Denise Ferrebee, 63, West Sixth Street, East Liverpool, charged with criminal trespass for allegedly trespassing at the Market Street Lofts in East Liverpool on July 1 after being trespassed previously from the property.
A pretrial was set Nov. 3 for Tamera Priest, 53, Alliance, charged with operating a vehicle impaired first offense, left of center and no seat belt.
A pretrial was set Oct. 30 for Brittany Poling, 27, Whinnery Road, Salem, charged with OVI first offense, operating while under the influence of alcohol or drugs and speeding.
A pretrial was set Aug. 25 for Christopher Slasor, 53, Campground Road, Wellsville, charged with driving under suspension and use of unauthorized plate.
A pretrial was set Oct. 2 for Shannon Cunning, 48, Youngstown, charged with driving under suspension.
A pretrial was set Oct. 20 for Kathleen Shasteen-Dearth, 32, May Street, East Liverpool, charged with use of unauthorized plate.
A pretrial was set Aug. 11 for Wyatt Rockhold, 19, Duke Vodrey Road, East Liverpool, charged with driving under suspension.
Clay Mills, 20, Richmond, was fined $50 for safety glass, with a charge of driving under suspension dismissed.
Collin Goddard, 32, Wintersville, was fined $100 for an equipment violation amended from speeding.
Reginald Ellis, 35, East Third Street, Salem, was fined $70 for driving under suspension and improper registration.
Kyle Smith, 40, Clinton, Pa., was fined $70 for driving under suspension and a turn signal violation.

Grand Jury
LISBON — Two drug defendants were served Wednesday with secret indictments issued by the Columbiana County Grand Jury.
Tristan Apinis, 40, North Ellsworth Avenue, Salem, was charged with aggravated trafficking in drugs and aggravated possession of drugs, both second-degree felonies, each with a specification for forfeiture of money from a drug case, for allegedly possessing $93 and preparing for sale and possessing methamphetamine in an amount equal or greater than five times bulk but less than 50 times bulk on July 8, 2024.
Carl Moore, 46, New Cumberland, W.Va., was charged with aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Oct. 18, 2022.

LISBON — A man already sentenced to life in prison without the possibility of parole for aggravated murder for shooting 20-year-old Brycen Douglas to death in 2021 was sentenced to six months for a drug charge, with the term to be served at the same time as the life sentence.
Elvin Tisdale, 35, formerly of West Virginia, recently pleaded guilty to a separate drug charge for possession of a fentanyl-related compound, a fifth-degree felony, and received immediate sentencing. He possessed fentanyl on July 6, 2022.
Tisdale was found guilty by a jury last month of aggravated murder and murder, both unclassified felonies, both with findings for use of a firearm, and third-degree felony having weapons while under disability because a previous conviction prohibited from using a gun.
The two murder charges merged for sentencing, with Columbiana County Common Pleas Court Judge Megan Bickerton sentencing him to life without the possibility of parole, plus an additional mandatory three years for the firearm specification and an additional 36 months or three years for the having weapons under disability charge. For another separate drug case, she also sentenced him to 10 months in prison for a 2024 fifth-degree felony charge of aggravated possession of drugs,to be served at the same time as the murder sentence. He pleaded guilty to the drug charge earlier this year. He was accused of possessing methamphetamine on Aug. 2, 2023 while he was an inmate at the county jail for the then pending murder case.
Also in Common Pleas Court:
— Thomas Edward Gough, 29, Lisbon Street, East Liverpool, pleaded guilty to charges from two separate indictments, including felonious assault, a second-degree felony, fourth-degree felony strangulation, misdemeanor domestic violence, fifth-degree felony aggravated possession of drugs and misdemeanor possession of drugs. Sentencing was set for Sept. 19. A charge of aggravated menacing will be dismissed. Gough was accused of strangling a woman twice during one incident and attempting to cause physical harm to the woman by attacking her with a sharp hook-like object on Feb. 22 in East Liverpool. He also threatened to burn her house down and got on top of her and held a fork to her chest threatening to stab her. The drug charges stemmed from Aug. 2, 2024 when he possessed lisdexamfetamine and clonazepam.
— Holly Maddocks, 26, formerly of East Liverpool, was found to still be a mentally ill person and ordered to remain hospitalized at Heartland Behavioral Health in Massillon during a recent six-month review of her case. Maddocks was found not guilty by reason of insanity in May 2024 for third-degree felony burglary. She was originally conditionally released into the community in June 2024, but that conditional release was rescinded in October 2024 after multiple violations of the terms of her release, along with alleged psychological decompensation. Hospitalization had been determined as the least restrictive commitment alternative and that remains the case. Maddocks was charged in 2023 with third-degree felony burglary for allegedly breaking into the home of a family friend in East Liverpool and beginning to tear up the interior and drinking the homeowner’s alcohol on May 14, 2023.
— Robert Westlake, 51, Anderson Boulevard, East Liverpool, was placed under community control for 24 months after pleading guilty to two counts of nonsupport of dependents, a fifth-degree felony. As part of the community control, he was ordered to serve 50 days in the county jail, with credit for 43 days served, leaving a balance of seven days still to serve. He failed to pay child support for two children from Nov. 6, 2022 to Nov. 3, 2024.
— Albert McVay, 61, Trinity Church Road, Lisbon, was placed under community control for two years for breaking and entering, a fifth-degree felony, and misdemeanor theft, with a charge of criminal trespass dismissed. He received credit for 29 days served. McVay was accused of entering Dollar General and taking a table and chairs on Oct. 26, 2024.
— Michael Gibson, 36, Fairborn, was placed under community control for three years after pleading guilty to three counts of nonsupport of dependents, a fifth-degree felony, for failing to pay child support for three children from Sept. 11, 2022 to Sept. 8, 2024.
