Sheriff’s Office

— Deputies at 10:36 p.m. Tuesday investigated a report of a 5-year-old child showing up alone at the Duke and Duchess gas mart on U.S. Route 62 in Knox Township without any adult supervision. The child reportedly arrived with no shoes on and no shirt and was unable to clearly identify his parents or provide any contact information. After a thorough investigation, it was determined the child lived substantially west of the location and left home without his parents knowing, walking down a very busy U.S. Route 62 by himself. The child’s home was eventually found and he was returned safely to his parent, who said she didn’t know he had left the house. A report was sent to child protective services for follow up.

— Sebring 911 dispatch in Mahoning County reported at 9:10 p.m. Tuesday that there was a call about a utility trailer abandoned in the middle of the road in the 600 block of South 12th Street in Knox Township in Columbiana County. Deputies arrived and spoke to two people who were removing the trailer due to it being a road hazard. Deputies could not locate any license plates or a vin number. Of the two tires on the trailer, one was missing and one was flat. Baker’s Towing retrieved the trailer and took it to their impound yard.

— Deputies responded to the Negley Fire Department, Middleton Township, for a dog bite call reported at 4:21 Aug. 27. Negley EMS provided medical care to the person bitten and his mother was taking him to the hospital. Deputies advised the dog warden of the situation.

Highway Patrol

— William Potts, of Idaho Avenue in East Liverpool, was cited at 1:49 p.m. Aug. 26 in Fairfield Township for failure to control, after his southbound vehicle traveled off state Route 11 and hit a guardrail on the right side of the road.

— A mystery driver was at fault for a two-vehicle crash Aug. 24 in Salem Township, according to investigators. Brenda Bacon, of Lisbon Dungannon Road in Lisbon, was southbound on state Route 164 a black Suburban or Tahoe failed to yield at the stop sign at Lodge Road and pulled out, striking her before fleeing the scene. The vehicle left behind its front bumper, grille and headlight.

— Brandon Smith, of Lisbon Street in East Liverpool, was arrested at 2:32 a.m. Nov. 24 in Elkrun Township on charges of OVI and failure to control. Smith was northbound on state Route 11 and failed to stop at a stop sign at state Route 11 and 154 and struck a guardrail on the south side of the road before traveling off north side into a field. An additional charge of receiving stolen property was added after it was learned the vehicle had been reported stolen earlier by East Liverpool police. Additional charges may be pending based on the lab results stemming from a white powdery substance found in the driver’s backpack while inventorying the vehicle. Witnesses reported the northbound vehicle had been passing vehicles at a high rate of speed (estimated up to 114 mph) while traveling state Route 11 before crashing.

Salem

— Officers responded to the 800 block of East Third Street at 2:04 a.m. Thursday for a report of a suicidal man. The fire department and EMT responded and after speaking with the man he was transported by EMT.

— Officers responded to the 2500 block of Bentley Drive at 8:04 p.m. Thursday regarding an offense that occurred in Poland Township. Officers collected information.

— Officers spoke to a person at the police department at 7:44 p.m. Thursday regarding a custody issue. Officers explained their options.

— Officers responded to the 400 block of Continental Drive at 7:30 p.m. Thursday for a report of fraud. The caller advised there were several fraudulent charges on their debit card. Officers gathered information and advised they would look into the matter.

— Officers responded to the 300 block of Newgarden Avenue at 7:13 p.m. Thursday for a report landlord dispute. The caller advised that her landlord paid someone to remove her belongings from the apartment and provided court documents showing that they had until the 15th to remove their items. The items were moved into a dumpster outside. Officers will attempt to contact the landlord.

— Officers responded to the 900 block of West State Street at 6:30 p.m. Thursday for a reported civil matter. Officers spoke with the caller and advised them that they would need to contact an attorney.

— Officers responded to the 1100 block of Cleveland Street at 6:27 p.m. Thursday for a reported juvenile problem. The caller advised that their son and two other juveniles broke out a window of a vacated residence. The caller advised that her son is seen on video with two other juveniles throwing rocks at the window and breaking it. Officers spoke with the parents of the other juveniles and advised that the homeowner would be contacted. Photos of the window were taken, and officers were able to obtain the video.

— Officers responded to Centennial Park at 4:29 p.m. for a report of two backpacks left in the wooden playground area. Officers located two backpacks left in the playground area which had a note on them stating they were free and had toys in them. Officers took the backpacks for safekeeping and will check security footage to see who left them in the playground area.

— Officers responded to the 200 block of East Third Street at 12:42 p.m. Wednesday for a report of criminal trespassing. The caller advised that two people were found sleeping in the basement of a property that is supposed to be vacated. Officers escorted Thomas Welsh, 40, Salem, and Lindsey Willard, 37, Salem, out of the property and found that one of them had recently been evicted from the property. Both were taken into custody and transported to the Columbiana County Jail charged with criminal trespassing.

— Officers responded to the 300 block of Highland Avenue at 10:56 a.m. Wednesday for a report of a vehicle parked on the wrong side of the roadway. When officers arrived, it was found that the vehicle had left prior to their arrival.

— While on the scene of another call in the 1000 block of West State Street at 9:03 a.m. Wednesday were advised of theft. The caller advised that copper wire had been stolen from their trailer over the weekend. An unknown man was captured on video footage from the neighboring business. Officers advised that a report would be made.

— Officers responded to the 1000 block of West State Street at 8:39 a.m. Wednesday for a report of trespassing. The caller advised that an unknown man had attempted to get into the company van from the passenger side before walking back to the company’s trailer and returning to attempt entry from the van’s driver’s side before walking over to the adjacent business parking lot. Officers advised that a report would be on file for an extra patrol in the area.

East Palestine

— Officers responded at 3:42 a.m. on Monday to West Martin Street for a suspicious person report and a report of someone screaming. Officers checked the area for 10 minutes but made negative contact.

— Officers responded at 5:45 p.m.. on Sunday to West Main Street for a report of a dog on the side of the road near Refractory Resources. Officers found the dog and returned it to its owner.

— Officers responded at 11:24 p.m. on Saturday to the Moose on West Rebecca Street for a report of a woman acting disorderly and refusing to leave. The women left before officers arrived.

— Officers took a report at 10:05 p.m. on Saturday from an East Taggart Street resident who said two reported being harassed by someone known to them. That person was contacted and warned to cease and desist all communication with the reporting party. Additional information was gathered and sent to the prosecutor’s office.

— Officers responded at 8:19 a.m. on Saturday to the intersection of West Main Street and Park Avenue for a welfare check. After a brief investigation, all was determined to be okay.

— Officers responded at 7:32 p.m. on Saturday to East Martin and Sebring streets for a stuck vehicle. Officers were able to assist the vehicle and a tow truck pulled the car out of a ditch.

— Officers responded at 12:06 a.m. on Friday to West Martin Street to report a suspicious person. Officers were unable to locate the subject.

— Officers spoke at 6:28 p.m. on Friday to an East Taggart Street resident who reported being harassed by someone known to him.

— Officers responded at 10:21 p.m. on Friday to investigate a sex offense involving an adult man and a juvenile family member. During the investigation, officers heard that an adult man had been watching pornography on his laptop in the living room while a juvenile was seated at the dining room table. The adult man began masturbating and making loud noises. Kevin Clark, no age or address given, was arrested and charged with disseminating matter harmful to juveniles.

— Officers responded at 11:09 p.m. on Thursday to West Main Street to a report of a car missing. The car was located and it was determined a friend had borrowed the car, The owner did not wish to press charges.

— Officers responded at 10:43 p.m. on Thursday to North Market Street for unruly juveniles out past curfew. The juveniles were warned and released to their residence on North Market.

— Officers took a report from a man at 6:47 p.m. on Thursday calling his wife, with whom he is separated, using an old cell phone to log into his social media accounts and delete messages he intends on using for custody purposes.

— Officers responded at 12:17 p.m. to speak to a resident on East North Avenue regarding a telecommunications harassment complaint. A report was taken.

— Officers spoke to an individual at 1:32 a.m. on Thursday about an incident that happened in Boardman. The victim was advised to file a report with their local police department.

— Officers responded at 10:26 p.m. on Thursday to a report from a Wood Street resident who reported someone was knocking on their door.

— Officers spoke at 1:13 p.m. on Wednesday with a resident of Carbon Hill regarding a telephone scam call she received. A report was taken.

— Officers spoke at 6:33 a.m. on Wednesday when a resident reported that someone had left something on her grill overnight.

— Officers responded at 3:42 p.m. on Aug. 25 to a report of an unruly juvenile.
