Sheriff’s Office

— A deputy responded at 5:36 p.m. Sunday to Laughlin Road, Wayne Township for an alarm drop and found all doors and windows of the residence secure.

— A medical was reported at 4:05 p.m. Sept. 18 in the area of state Route 164, Center Township, with a deputy providing medical aid until EMS arrived on the scene and took over. EMS advised the person needed Life Flight and the deputy led EMS to the landing zone where Life Flight landed and took the person to a hospital.

— An assault was reported at 3:45 a.m. Sept. 18 on West Street, Salineville. Deputies could not locate anyone at the residence and learned the victim was taken to East Liverpool City Hospital for treatment. Deputies arrived at the hospital and gathered information, with the investigation ongoing and an arrest made. Jonathan David Messenger, 31, West Street, Salineville, was charged with felonious assault, a second-degree felony, third-degree felony intimidation and misdemeanor aggravated menacing for allegedly hitting a woman in the back of the head with a metal baseball bat at least three times and in her hand when she raised it to protect herself on Sept. 18 in Salineville, then threatening to kill her if she called police and making jokes about killing her while transporting her to the hospital.

— A custody issue was reported at 3:44 p.m. Sept. 16 in the area of state Route 170, Unity Township. A deputy spoke with the person in question and her mother and advised them how to proceed.

— An animal-related issue was reported at 7:29 p.m. Sept. 15 in the area of Homeworth Road, Knox Township.

— A juvenile-related incident was reported at 5:34 p.m. Sept. 14 in the area of McGeehan Road, Wayne Township.

Leetonia

— An officer attempted to conduct a traffic stop shortly before 7:40 p.m. Sept. 17, after observing a black motorcycle (with a male driver and female passenger) operating south on Butcher Road toward Main Street without a license plate. Upon the officer activating lights and siren, he sped off and ran three stop signs. The bike spewed gravel and dust, clouding the officer’s view, and resulting in his termination of the pursuit at Walnut Street. The bike’s driver appeared to be a white male in his 40s or 50s and the make of the bike was unknown.

— Two area females reported an incident of verbal harassment shortly before 1 p.m. Sept. 17 on station.

— Sandra Garver, unknown address, was arrested at 11:31p.m. Sept. 17 in the area of state Route 344 and Beeson Mill Road on charges of OVI, speeding and an open container violation. After being stopped while traveling eastbound on Columbia Street going 48 in a 35 mph zone, Garver emitted a strong smell of a fruity alcoholic beverage. She eventually admitted to drinking while searching for her driver’s license. After giving a breathalyzer at Lisbon post headquarters, she tested with a .143 BAC. Due to her making suicidal statements, she was transported to Salem Regional Medical Center, where she was pink slipped. There was no specific info regarding to the open container charge filed.

— A Salem woman flagged down an officer at 3:43 p.m. Sept. 18 and explained that she was lost and trying to find her way back to Greensburg, Pa. Recently assaulted in Lisbon and suffering a brain bleed, she had recently been discharged from St. Elizabeth’s. A family member was contacted and confirmed her story before agreeing to come to the station and transport her home, after legally parking and securing her vehicle at the station.

— An officer was dispatched at 3:42 p.m. Sept. 20 to Columbiana in order to assist them with a breaking and entering. While en route, he learned the suspect was possibly barricaded inside the building. Upon arrival, he was assigned to cover a side of the building to ensue the suspect didn’t flee into nearby woods. An attempt to use a K-9 to extract the suspect was unsuccessful for Columbiana, so they deployed pepper ball rounds. However, it later was discovered that the building had fled in a vehicle.

— Police investigated a suspicious vehicle at 8:31 p.m. Sept. 20 on Washington Street. After contact, the subjects left as they were informed the park was closed.

— A man, who had been pink-slipped earlier by Lisbon police, found his ways to the 100 block of Walnut Street at 4:38 p.m. Sept. 21. He relayed that he was going around to all the communities and placing dog treats out for his “friends.” He further stated that he was advertising his friend’s radio station. After a brief investigation, the officer suggested that he should refrain from leaving such items around town especially on private property and secured the dog treats he had left at multiple locations for disposal.

— Paul Woodring and Christine Jeffers were issued a warning at 8:46 p.m. Sept. 21 about open burning in the area of Pearl and Cherry by the fire department.

— An officer performed a welfare check at 5:33 p.m. Sept. 22 in the 900 block of Cherry Street after the property owner forgot to leave his dog in. Police were unable to contact anyone at the property.

— Police responded to a domestic dispute at 6:49 p.m. Sept. 20 in the 100 block of Oak Street. After the female half signed a refusal to prosecute, police cleared.

— An officer returned around five hours later to the same address where the female half alleged her estranged boyfriend, Jesse Cabello, had gotten on top of her and pinned her to the ground. Police observed visual physical injuries supporting her story, so Cabello was arrested for domestic violence and transported to Columbiana County Jail.

— Police responded at 3:08 p.m. Sept. 19 to the 200 block of Main Street to investigate a suspicious person leaning on his car and possibly sleeping. The Youngstown man appeared to be passing out, according to responding officers. He was transported to their station, where a EMS squad checked on him and the police found him in possession of pills that were collected for evidence. Police also contacted someone to retrieve him.

Washingtonville

— Levi Hamilton, of North Carolina, was cited at 9:30 p.m. Sept. 18 on state Route 14 for going 54 in a 35 mph zone and driving without a valid license.
