LISBON — In Columbiana County Municipal Court, a preliminary/pretrial hearing was set Oct. 14 for Frederick E. Kruger, 34, Shelby Road, Lisbon, charged with additional charges of third-degree felony strangulation and misdemeanors of aggravated menacing and domestic violence for an incident that occurred Oct. 4 in Center Township. He’s already facing charges of felonious assault, a second-degree felony, and domestic violence for the same incident. He was accused of allegedly threatening to kill a woman and putting both hands around her neck and choking her and putting his fingers in her mouth as she gasped for air. He was found laying on his belly in a wooded area of the property trying to hide from deputies. The victim was transported to St. Elizabeth Hospital in Youngstown by Hanover Township EMS due to her injuries.

Cases against Evens Jean, 27, unknown address, Lisbon, were bound over to the county grand jury for fifth-degree felonies of theft and two counts receiving stolen property and misdemeanors of misuse of credit cards and criminal mischief for allegedly breaking into three vehicles in the parking lot of Reichard Industries LLC, Columbiana, and stealing a wallet from one of the vehicles on Sept. 29. He also allegedly was in possession of a stolen vehicle and a stolen credit card and used the stolen credit card at Duke and Duchess in Columbiana on Sept. 29.

A case against Donald W. Lewis, 46, state Route 164, Lisbon, was bound over to the county grand jury for second-degree felony failure to verify change of address for failing to report moving in September as required for the sex offender registration.

A third-degree felony charge of failure to register against Ryan Jacob Askins, 23, Lang Street, East Liverpool, was dismissed because the defendant was already indicted on the charge by the county grand jury. He allegedly failed to register his new address by July 26 for the sex offender registration.

A pretrial was set Oct. 16 for Alvin Stanley Pugh, 45, Etruria Street, East Liverpool, charged with domestic violence for allegedly punching a woman after an argument on Oct. 8 in East Liverpool.

A sentencing hearing was set Oct. 21 for David James Bennett, 45, Moore Street, East Liverpool, who pleaded guilty to discharge firearm for accidentally discharging his AR-15 in his apartment in East Liverpool on Oct. 2.

A pretrial was set Oct. 20 for Todd James Kniseley, 36, Cortland, charged with engaging in prostitution, possessing criminal tools and obstructing official business for allegedly requesting sexual conduct for an agreed upon price of $100 from an undercover agent, then driving to Salem on May 14 for the meeting, running away from the meeting location when he saw police vehicles approaching. Possession of cocaine, fifth-degree felony charge, was dismissed since he was already indicted for it.

A pretrial was set Jan. 12 for Blaise Albert Lamatrice, 32, care of attorney Damian Billak, Canfield, charged with engaging in prostitution and possessing criminal tools for allegedly responding to a familial ad on a known prostitution website and arranging for sexual activity with the females in exchange for $140, arriving on Oct. 3 in East Palestine for the meeting with the phone used to make the arrangements in his possession.

Richard A. Bly, 78, Canfield, was fined $250 and given a suspended 30-day jail term for public indecency expose private parts for unzipping his pants and urinating in public while facing state Route 45 in a plaza parking lot near the Laundry Barn in Lisbon. At the time, Bly was teaching a driver’s education practical with a juvenile male and had gone to the trunk to pull out cones while the juvenile moved to the driver’s seat. While Bly was at the back of the car, he was seen by a witness urinating in public while facing a major roadway.

Howard E. Ammon Jr., 29, Pugh Road, East Liverpool, was fined $400 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served for two counts of violation of a protection order. He was ordered to serve 30 days electronically monitored house arrest with work release. He was also ordered to complete 20 hours community service. He violated a protection order on March 29 in East Liverpool by being near the protected person and texting her throughout the night.

David W. Willis, 61, Black Alley, Salineville, was fined $200 and given a suspended 30-day jail term for menacing. He was ordered to complete 20 hours community service and to have no contact with the victim. Willis was accused of threatening another man with a baseball bat, yelling obscenities at the victim before pulling up to a home and waving a baseball bat challenging a fight on July 27 in Washington Township.

Nathan A. Minger, 53, Hartville, was fined $1,000 and given a suspended 180-day jail term for two counts of possessing criminal tools, with one amended from engaging in prostitution. He was ordered to complete 50 hours community service and a prostitution prevention course. Minger was accused of requesting sexual conduct for an agreed upon price of $140 from an undercover agent, then driving to Salem on Feb. 27 for the meeting with the phone used to make the arrangements in his possession.

Jerry Lee Ward, 49, Chester, W.Va., was fined $300 and given a suspended 180-day jail term for theft. He was ordered to complete 25 hours community service and have no contact with the Calcutta Walmart. Ward was accused of failing to scan and pay for 10 items totaling $60 a the Calcutta Walmart on April 10.

Adam Cain, 47, Cuyahoga Falls, was fined $200 and given a suspended 90-day jail term for criminal damaging and criminal trespass. He was ordered to complete 40 hours community service. Cain was accused of trespassing at Arbaugh Mini Storage in Knox Township on U.S. Route 62 and cutting the locks off of three storage units with bolt cutters on Dec. 30, 2022.

A charge of violation of a protection order against Daniel L. Scott, 44, Warren, was dismissed with costs taxed to the state. He had been accused of having a protected person as a passenger in his vehicle during a traffic stop in Lisbon on Sept. 22.

Amy L. Fielder, 48, Bradshaw Avenue, East Liverpool, was fined $350 for theft for stealing a wallet from the Calcutta Walmart on July 19.

Kasen Joseph Smith, 29, Winona Road, Salem, was fined $1,500 and sentenced to 180 days in jail, with 150 days suspended, leaving a balance of 30 days still to serve in jail for hunting without permission and three wildlife violations. His hunting privileges were revoked for three years and the Ohio Department of Natural Resources shall dispose of any contraband seized. He was ordered to complete 30 hours community service. Smith was accused of deer hunting violations on Oct. 20, 2024 in Hanover Township, twice on Oct. 12, 2024 in Salem, and on Dec. 2, 2024 in Perry Township.

A pretrial was set Oct. 16 for Brittani Rey Talarico, 34, Magnolia, charged with telecommunications harassment for allegedly sending unwanted and repetitive messages to another woman, which was reported Sept. 25, including allegedly sexually explicit nude photos and videos and using threatening language. The victim had messaged back to stop messaging her and the defendant allegedly continued sending messages.

A pretrial was set Jan. 7 for Ashley L. Anderson, 33, Spillway Road, Lisbon, charged with criminal mischief for allegedly removing another woman’s security camera from a Center Township property and placing it in the bushes on Sept. 16.

Ryder Blake Phillip Palmer, 18, Ohio Avenue, East Liverpool, was fined $350 and given a suspended 180-day jail term for theft. He was ordered to complete 40 hours community service, to make restitution to Sheetz of $17.65 and stay out of the Calcutta Sheetz. Palmer was accused of removing six “Buzz Ball” drinks and dropping one and leaving the Calcutta Sheetz without paying in June. He was positively identified on July 24.

Clarence David England, 67, address unknown, East Liverpool, was fined $150 and sentenced to two days in jail, with credit for two days served, for disorderly conduct. England was accused of being intoxicated and staggering, slurring his words on the state Route 11 on ramp north at state Route 170 in St. Clair Township.

Kaleb James Farnsworth, 31, Cartwright Street, East Liverpool, was fined $600 and sentenced to 30 days in jail, for theft, three counts of possession of drug abuse instrument, disorderly conduct and illegal use or possession of drug paraphernalia. The jail time was ordered served at the same time as the prison term he’s serving now for a Common Pleas Court case. On March 12, he was accused of taking a woman’s car keys and fleeing on foot from Sheetz in Calcutta and possessing a hypodermic syringe when he was caught later. On April 16 in St. Clair Township, he possessed a hypodermic needle, several baggies and a scale with white powder residue and a baggie of suspected methamphetamine. On April 9 in St. Clair Township, he punched through a taped window of a vehicle after his was fighting with a woman to get his belongings and possessed a bag containing hypodermic needles.

A pretrial was set Nov. 6 for Ariel L. Durham, 36, state Route 45, Lisbon, charged with criminal damaging for kicking and punching a door in Lisbon, causing damage on Oct. 7.

Eric Michael Francis, 44, West Duquesne Street, Columbiana, was fined $925 and sentenced to 180 days in jail, with 170 days suspended, leaving a balance of 10 days still to serve in jail for operating a vehicle impaired and marked lanes. Another OVI charge was dismissed. His driver’s license was suspended for two years and he was ordered to complete 20 hours community service.

Amanda M. Swanson, 36, Maplet Street, Salem, was fined $1,075 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, for OVI. Another OVI charge was dismissed. Her driver’s license was suspended for one year and she was ordered to complete 40 hours community service.

David Virgil Bowman II, 50, West Ohio Avenue, Sebring, was fined $1,125 and sentenced to 180 days in jail, with 174 days suspended and credit for three days served in a driver intervention program and one day served in jail, leaving a balance of two days to serve in jail for OVI and traffic control devices. His driver’s license was suspended for one year, with driving privileges granted, and he was ordered to complete 40 hours community service.

A pretrial was set Jan. 7 for Dustin J. Holderbaum, 22, East Sparta, charged with OVI first offense, driving under suspension and reasonable control.

A pretrial was set Jan. 6 for Collin Scott Gilmore, 24, Toronto, charged with OVI first offense and marked lanes.

A charge of driving under suspension against Leeana Schumacher, 22, Wilbert Avenue, East Liverpool, was dismissed with costs waived.

Charges of physical control and no valid license against Alan Timothy James, 48, Old Irondale Road, Irondale, were dismissed, with costs taxed to the state.

Tish Lanette Anderson, 52, Pine Hollow Road, Lisbon, was fined $250 for driving under suspension.

Cody Lee Rader, 32, New Galilee, was fined $80 for driving under suspension and speeding.

Deborah Benner-Davis, 57, New Brighton, Pa., was fined $50 for an equipment violation amended from a stop sign violation.

Grand Jury

LISBON — A man facing multiple felony counts, including two counts of felonious assault, related to an incident June 29 involving a Jeep and a high speed chase was one of 16 defendants openly indicted by the Columbiana County Grand Jury.

James D. Laughlin, 34, state Route 518, Lisbon, was charged with two counts of felonious assault, a second-degree felony, a third-degree felony of failure to comply with the order or signal of a police officer, fourth-degree felonies of domestic violence and two counts of vehicular assault and misdemeanor endangering children.

The incidents began when Laughlin allegedly became aggressive with a woman at the Rogers Food and Fuel, Depot Street, Rogers, so she ran to a friend who was driving a Jeep with other people inside. Laughlin then allegedly jumped in the van they were driving, with the woman’s unrestrained 2-year-old child inside, and allegedly intentionally rammed the Jeep with the van, then fled the area with the child still inside. Laughlin allegedly fled at a high rate of speed when an Ohio State Highway Patrol trooper initiated a traffic stop in Madison Township, then Laughlin drove into a yard, left the vehicle and fled on foot into a wooded lot.

The grand jury met for two days this week and issued 16 open indictments and 31 secret indictments. Secret indictments aren’t made public until the defendants are served with the paperwork.

Other open indictments included:

— Molly G. Brown, 18, Wilbert Avenue, East Liverpool, second-degree felonies of burglary and felonious assault for allegedly entering another woman’s home in East Liverpool and punching her in the head and face on Aug. 31. Once on the ground, she began slamming the woman’s head off of the hard floor.

— Jonathan Gardner, 34, Crawford Avenue, East Liverpool, two counts of fourth-degree felony assault, fifth-degree felony obstructing official business and misdemeanor resisting arrest for allegedly kicking two police officers while being escorted to a police cruiser after being taken into custody on Aug. 18 in East Liverpool. While police were investigating a domestic dispute, he refused to cooperate and provide ID or his name and date of birth and also resisted arrest by refusing to walk willingly and pulling away from officers.

— Marques Marquell Kimmie, 29, Cleveland, second-degree felonies of trafficking in a fentanyl-related compound and possession of a fentanyl-related compound, fifth-degree felonies of trafficking in drugs, aggravated possession of drugs and obstructing official business, fourth-degree felony assault and misdemeanor drug paraphernalia and specifications for forfeiture of money from drug cases for allegedly attempting to run back inside an East Liverpool residence while the Columbiana County Drug Task Force was executing a search warrant and slamming the door shut on a police officer’s wrist, using his body weight to hold the door shut on June 27. Kimmie also allegedly possessed several used digital drug scales with white residue and packaging material near the scales, along with preparing for sale and possessing fentanyl in an amount equal or greater than100 unit doses but less than 200 unit doses and possessing $550, buprenorphine and hydrocodone.

— David Todd Gamble, 36, Youngstown, second-degree felony burglary and misdemeanors of theft and criminal mischief for allegedly breaking into another man’s house in East Liverpool and stealing several items on Aug. 27. Police responded to a report of a man with a sword acting suspicious and found Gamble with the sword laying on the ground with clothing and toys spread out in the parking lots surrounding the building. He told police he removed bricks from the walkway of the alumini association buildings, broke an electrical outlet cover and removed a surveillance camera from the property.

— Laurena G. Boso, 31, Steubenville Pike Road, Lisbon, third-degree felony tampering with evidence, fifth-degree felonies of possession of heroin, possession of a fentanyl-related compoundand aggravated possession of drugs and misdemeanors of possession of drugs and two counts of illegal use or possession of drug paraphernalia for allegedly throwing a glass pipe out of the vehicle window during a traffic stop on May 4 in Lisbon and also possessing heroin, fentanyl, methamphetamine, xylazine, a short green straw commonly used to snort/inhale paraphernalia and a pipe.

— Brett Goughnour, 51, Shadyside, fourth-degree felony trespassing in a habitation when a person is present or likely to be present for allegedly trespassing in a residence in St. Clair Township on Sept. 8.

— Lillian Antoinette Simms, 25, Prospect Street, Salem, misdemeanors of criminal trespass and disorderly conduct for allegedly entering her former apartment the day after she was evicted by going through a back window on Aug. 18 in Perry Township. She also was accused of yelling, breaking and throwing items. Her case is being transferred back to county Municipal Court.

— Luke Reid, 41, homeless, Empire, breaking and entering, receiving stolen property and theft, all fifth-degree felonies, for allegedly cutting a hole in the fence at the sewage treatment plant in Salineville, then being seen on video operating a John Deere riding mower owned by the sewage plant, traveling south down to the North Fork of Yellow Creek on Sept. 4. Village police officers received pictures and text messages the defendant allegedly sent to someone admitting he stole the tractor and hid it on the shore of the North Fork of Yellow Creek under some grass and sticks. The damaged stolen lawn mower was located and returned to the sewage plant. A dolly worth $1,500 was also reported missing and when taken into custody, he allegedly admitted to taking the dolly.

— Michael I. Earich, 24, West Ninth Street, East Liverpool, domestic violence, a fourth-degree felony, for allegedly pulling a woman from a vehicle by her hair and tossing her to the ground, then kicking her from the doorway when she attempted to get back in the driver’s seat on Aug. 27 in East Liverpool.

— Elliott E. Springston, 42, Beachwood Street, East Liverpool, fifth-degree felony domestic violence and misdemeanor domestic violence for allegedly striking a woman in the face and biting her arm on Sept. 1 in East Liverpool.

— Eric E. McVicker, 45, Warren, third-degree felony strangulation and misdemeanors of domestic violence and aggravated menacing for allegedly threatening, hitting and strangling a woman in East Palestine on Aug. 15.

— Justin L. Burr, 32, Riverside Avenue, Wellsville, third-degree felony domestic violence, fourth-degree felony strangulation and misdemeanor aggravated menacing for allegedly choking a woman during a domestic on Aug. 21 in Wellsville.

— Ronald L. Knight, 52, state Route 45, Wellsville, domestic violence, a third-degree felony, for allegedly striking a woman with an open hand several times and spitting on her face on Aug. 26 in Wellsville, with at least two or more past convictions for domestic violence on his record.

— Tyrone M. Davis, also known as Reese Davis, 52, Eighth Street, Wellsville, third-degree felony domestic violence for allegedly slapping a woman across the face on Aug. 12 in Wellsville, with at least two or more past convictions for domestic violence on his record.

— Glen A. Guthrie Jr., 56, Massillon, receiving stolen property, a fourth-degree felony, for allegedly bringing a stolen wood chipper to auction at the Rogers Community Auction in Rogers on April 11. The sale was refused due to the identification plate being missing. The wood chipper had been reported stolen in Canton on April 5.

LISBON — Two drug defendants were served Wednesday with secret indictments issued by the Columbiana County Grand Jury, including:

— Darrell G. Strowder Jr., also known as Ceasar, 39, Cleveland Heights, second-degree felonies of aggravated trafficking in drugs, aggravated possession of drugs, trafficking in fentanyl-related compound and possession of fentanyl-related compound, and third-degree felonies of trafficking in cocaine and posession of cocaine for allegedly preparing for sale and possessing methamphetamine in an amount equal or greater than five times bulk but less than 50 times bulk, allegedly preparing for sale and possessing fentanyl and cocaine, both in amounts equal or greater than 10 grams but less than 20 grams and also possessing $1,787.

— Joshua Daniel Davidson, 32, state Route 7, New Waterford, possession of cocaine, a fifth-degree felony, for allegedly possessing cocaine on Jan. 15, 2023.
