LISBON — In Columbiana County Municipal Court, a preliminary hearing was set Oct. 9 for Todd J. Kinseley, 36, Cortland, charged with possession of cocaine, a fifth-degree felony, for allegedly possessing cocaine on May 14 in Salem.
A preliminary hearing was set Oct. 9 for Donald W. Lewis, 46, last known address Canal Street, East Rochester, charged with second-degree felony failure to verify change of address for failing to report moving in September as required for the sex offender registration.
A preliminary hearing was set Oct. 9 for Ryan Jacob Askins, 23, Lang Street, East Liverpool, charged with third-degree felony failure to register for allegedly failing to register his new address for the sex offender registration as of Aug. 4.
A sentencing hearing was set Oct. 30 for Timothy W. Tomor, 49, Steubenville Pike Road, Lisbon, who pleaded no contest and was found guilty of aggravated menacing for allegedly threatening another man in Center Township on Aug. 26, also threatening to let his dog attack the victim.
Robert A. Nye Jr., 56, North Ellsworth Avenue, Salem, was fined $350 and given a suspended 180-day jail term for assault amended from domestic violence. He was ordered to complete 30 hours community service. Nye was accused of yelling at a woman and headbutting her during a domestic on Aug. 2 in Salem.
Kristen Michelle Russell, 35, St. John Street, East Liverpool, was fined $250 and sentenced to 30 days in jail, with 28 days suspended and credit for two days served, for disorderly conduct amended from domestic violence after being found competent based on an evaluation. Russell was ordered to have no contact with the victim. She was accused of grabbing a man’s face and sweatshirt and threatening to beat his face in on Nov. 23, 2024 in East Liverpool.
A pretrial was set Jan. 13 for Seth R. Johnson, 35, Guy Road, Lisbon, charged with aggravated menacing, operating a vehicle impaired second offense, OVI refusal with prior within 20 years and reasonable control for allegedly making multiple threats to police officers while being released to his wife after his arrest for OVI in Lisbon on Sept. 24.
A charge of obstructing official business was dismissed after William Cottrill, 42, Toronto, was found not competent. He had been accused of providing police with false information, including a name and date of birth, during an investigation in Leetonia on Aug. 20.
Devon G. Dunn, 30, Benton Road, Salem, was sentenced to 30 days in jail for violating his probation for a 2024 case of violation of a protection order
A pretrial was set Jan. 5 for Lucas Lee Gravley, 45, High Street, Washingtonville, charged with theft for allegedly attempting to leave the Salem Walmart without paying for $228 worth of merchandise on Sept. 8.
Christopher E. Anderson, 31, Youngstown, was fined $600 and given a suspended 180-day jail term for two counts possessing criminal tools, with one amended from engaging in prostitution. He was ordered to complete 40 hours community service and a prostitution prevention course. He was accused of requesting sexual conduct for an agreed upon price of $100 from an undercover agent, then driving to Salem on April 25 for the meeting. A charge of driving under suspension was dismissed.
Ania Nalijah Amos, 21, Youngstown, was fined $350 and given a suspended 90-day jail term for obstructing official business. Amos was ordered to complete 40 hours community service. Amos provided police with a false name and age during the execution of a search warrant at an East Liverpool residence on April 10.
A pretrial was set Jan. 5 for Lindsey Jessica Beebout, 34, West Sixth Street, East Liverpool, charged with drug paraphernalia for allegedly possessing a digital drug scale and a glass burnt meth pipe on Sept. 24 during a traffic stop in East Liverpool.
A pretrial was set Jan. 6 for Shannen E. Myers, 46, Glenn Street, East Liverpool, charged with possession of drug abuse instrument and expired registration for allegedly possessing multiple used syringes on Sept. 25 in East Liverpool when police checked on a woman slumped over behind the wheel of a car.
Kevin Michael Hupp, 29, Shadyside Road, East Liverpool, was fined $1,350 and sentenced to 180 days in jail, with 120 days suspended, leaving a balance of 60 days still to serve in jail for OVI, speeding, left of center and driving under suspension. His driver’s license was suspended for three years and he was ordered to complete 20 hours community service.
A pretrial was set Jan. 6 for Amber Lynn Olmstead, 45, Martha Street, East Liverpool, charged with OVI first offense.
A pretrial was set Jan. 6 for Morgan Mae Murphy, 26, Highland Avenue, Salem, charged with OVI first offense, OVI breath first offense and reasonable control.
Hope Marie Severs, 47, Eureka Road, Columbiana, was fined $950 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, for physical control amended from OVI and leaving the scene. Another OVI charge was dismissed. Her driver’s license was suspended for one year, with driving privileges granted. She was ordered to complete 20 hours community service.
Rebecca M. Beach, 39, West Park Avenue, Columbiana, was fined $350 and given a suspended 90-day jail term for physical control amended from OVI. Another OVI charge was dismissed. Beach was ordered to complete 20 hours community service and her driver’s license was suspended for 180 days.
A pretrial was set Nov. 18 for Dylan Ryan Williamson, 21, Carnegie, Pa., charged with speeding.
A pretrial was set Dec. 2 for Dakota R. Robinson, 26, West Eighth Street, Salem, charged with driving under suspension and speeding.
A pretrial was set Jan. 6 for Floyd G. Stephen, 39, Chester, W.Va., charged with assured clear distance.
A pretrial was set Dec. 4 for Sharolyn R. Brookes, 19, Toronto, charged with failure to yield right of way.
Tanisha D. Lewis, 42, Pennsylvania Avenue, East Liverpool, was fined $150 for driving under suspension.
Shannon L. Cunning, 48, Youngstown, was fined $300 for driving under suspension.
Edgar Jefferies, 71, Pearce Circle, Salem, was fined $50 for a stop sign violation.
Loghyn Mineard, 22, Monaca, Pa., was fined $400 for driving under suspension and failure to pay for registration.
John Austin Steckman, 20, Hickman Road, East Liverpool, was fined $75 for speeding.
Nicole D. Rockwell, 36, Chester, W.Va., was fined $75 for an equipment violation amended from speeding.
Joseph R. Hall, 43, Warren, was fined $50 for speeding.
Grand Jury
LISBON — A Warren man accused of trafficking and possessing methamphetamine and other drugs during a sex-for-hire sting was served recently with a secret indictment issued by the Columbiana County Grand Jury for multiple counts.
The charges against Shawn Michael Marx, 56, Warren, included second-degree felonies of aggravated trafficking in drugs and aggravated possession of drugs and fifth-degree felonies of possession of a fentanyl-related compound and possession of drugs and misdemeanors of possessing drug abuse instrument, possessing criminal tools, engaging in prostitution, obstructing official business and false identifying device of identity card.
He was accused of allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for money and narcotics, then traveling to East Palestine for the meeting on Nov. 7, 2024. A police affidavit said the defendant advised he was bringing hypodermic needles, which he had in his possession, along with suspected fentanyl, approximately 33 grams of methamphetamine when weighed, the cell phone used to make the arrangements and $446, which was seized. Marx gave a different name than his own when he arrived and had a Nevada driver’s license with that name on it.
He was accused of allegedly trafficking and possessing methamphetamine in an amount equal or greater than five times bulk, but less than 50 times bulk, and possessing fentanyl and tramadol.
Also served with a secret indictment was Richard T. Hill, 42, High Street, Leetonia, charged with possession of cocaine, possession of heroin, possession of a fentanyl-related compound and aggravated possession of drugs, all fifth-degree felonies, for allegedly possessing cocaine, heroin, fentanyl and methamphetamine on Nov. 26, 2024.
