LISBON — In Columbiana County Municipal Court, Raymond D. Talbert, 49, Center Street, Wellsville, was fined $600 and sentenced to 180 days in jail, with 174 days suspended and credit for six days served, for assault amended from domestic violence and obstructing official business amended from falsification. He was ordered to complete 40 hours community service. Talbert was accused of grabbing a woman by her neck during an argument and throwing her into the metal head board on the bed on July 16, 2021 in Yellow Creek Township. On March 18 this year, he provided false identifying information during a traffic stop in St. Clair Township. He was also fined $100 for no license. Charges of operating a vehicle impaired, no seat belt and reasonable control from a 2012 case were dismissed.

A pretrial was set Nov. 13 for Jerrett Lee Carroll, 19, Idaho Avenue, East Liverpool, charged with assault for allegedly grabbing another person around the neck and throwing him down on Nov. 6 in St. Clair Township.

A pretrial was set Nov. 13 for Romellow Marquice McKnight, 30, Youngstown, charged with violation of a protection order and aggravated menacing for allegedly text messaging a woman who has a protection order against him on Oct. 28 in East Liverpool. He was also accused of making threats against her on Sept. 15.

A pretrial was set Feb. 9 for Reggie Scott Milton, 43, Akron, charged with disorderly conduct and illegal use or possession of drug paraphernalia for allegedly walking in the street yelling for help and talking to himself loudly, causing alarm to residents in the area of Sunset Drive, Hanover Township on Nov. 5. A deputy found him confused and paranoid and believed he was under the influence of a controlled substance. A charred glass pipe was found in his bag in his vehicle.

A sentencing hearing was set Feb. 3 for Doris Smith, 56, Riverview Street, East Liverpool, who pleaded no contest and was found guilty of six counts of failure to file city income tax return for failing to file East Liverpool city income tax returns from 2020 to 2025.

Robyn E. Smeltzer, 45, Cleveland Street, Salem, was fined $350 for theft for skip scanning numerous items and failing to render payment for $229 on June 25 at the Salem Walmart.

A pretrial was set Nov. 17 for Francisco R. Solorzano, 59, North Broadway Avenue, Salem, charged with receiving stolen property for allegedly being in possession of stolen air pod head phones on Oct. 16 in Salem.

A pretrial was set Feb. 2 for Kelly I. Cooper, 30, Somer Street, Leetonia, charged with endangering children while operating a vehicle, OVI first offense, OVI breath first offense and reasonable control for allegedly having a child in the vehicle which she was allegedly driving while impaired and crashing on Oct. 30 in Elkrun Township.

A pretrial was set Feb. 4 for Elijah Payne Suznevich, 18, Thompson Avenue, East Liverpool, charged with endangering children while operating a vehicle, OVI first offense, OVI breath first offense and reasonable control for allegedly having a juvenile in the vehicle while driving impaired and crashing on Nov. 1 in Middleton Township.

A pretrial was set Feb. 3 for Rickey L. Smith, 70, Warren, charged with illegal use or possession of drug paraphernalia for allegedly possessing a corner bag tear off coated in white residue and a marijuana container coated in white residue during a traffic stop when he was the passenger on Nov. 6 in Columbiana.

Landon Loren Lipply, 20, West Chestnut Street, Lisbon, was fined $350 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served in a driver intervention program, for underage OVI and failure to display sticker. Another OVI charge was dismissed. Lipply’s driver’s license was suspended for two years, with driving privileges granted and he was ordered to complete 50 hours community service.

A pretrial was set Feb. 4 for Rebekka E. Gennett, 28, Malvern, Ohio, charged with wrongful entrustment.

A pretrial was set Feb. 4 for James A. Oakes, 40, Malvern, Pa., charged with no valid license.

A pretrial was set Feb. 4 for Richard Allen Powell, 37, Campground Road, Wellsville, charged with suspended operator’s license, white lights to rear/forward motion, and speeding.

A pretrial was set Feb. 9 for Mark A. Thompkins, 56, East Martin Street, East Palestine, charged with driving under suspension.

A pretrial was set Feb. 3 for Brandon Lamar Adams, 31, Morgantown, W.Va., charged with speeding-school zone.

A pretrial was set Dec. 2 for Brittany Lynn Ruf, 31, East Grant Street, East Palestine, charged with driving under suspension.

Robert Joseph Powell, 18, New Middletown, was fined $75 for possessing marijuana.

Cody Steven Wilt, 34, Aten Avenue Extension, Wellsville, was fined $155 for unauthorized plate, no valid sticker and lighted lights.

Grand Jury-Secret

LISBON — Jessie M. Endicott, 43, Georgetown Road, Beloit, was served with a secret indictment issued by the Columbiana Grand Jury for failure to appear as required by recognizance, a fourth-degree felony, for allegedly failing to appear on Aug. 22 as required for a hearing related to a felony offense after being released by her own recognizance.

Grand Jury-Open

LISBON — The Columbiana County Grand Jury issued indictments Wednesday against multiple defendants for felonious assault charges for alleged attacks using weapons, including a gun, knives, a baseball bat and even a vehicle.

The grand jury met for two days and issued 11 open indictments, with one person indicted twice, along with issuing 34 secret indictments. Secret indictments aren’t made public until the defendant is served with the paperwork.

Grant Michael Goodballet, 27, Youngstown, was charged with felonious assault, a second-degree felony, and third-degree felony intimidation of an attorney, victim or witness in a criminal case for a knife attack Aug. 23 in East Liverpool and a threat against the victim on Sept. 21. An affidavit describing the August knife attack said the victim was standing near a burn barrel on Bank Street, East Liverpool when he heard his attacker coming toward him, turned around and saw him running toward him while swinging two knives. During the attack, the victim suffered a cut to his wrist and multiple knife wounds to his arms, neck, back and shoulder. In September, Goodballet allegedly called a woman and told her the victim needs to tell police that he lied and to drop the charges or he’ll kill him and his kids if he doesn’t.

Joah T. Leffler, 42, Sherwood Road, Wellsville, was charged with three counts of felonious assault, a second-degree felony, for two separate incidents in June in the Salineville area, along with two firearm specifications for allegedly using a gun for two of the charges. He was accused of allegedly pulling up in a vehicle near two victims who were standing outside on Salineville Road, brandishing a firearm and firing one round in the direction of one of the victims, then looking back and firing another round towards the other victim on June 26. On June 19 on West Main Street, he allegedly attacked another man when the man asked where his money was that Leffler allegedly owed him, cutting the victim’s right forearm, stabbing the victim in the right bicep and cutting his left thumb.

Johnathan David Messenger, 31, West Street, Salineville, was charged with felonious assault, a second-degree felony, third-degree felony intimidation of an attorney, victim or witness in a criminal case and misdemeanor aggravated menacing for allegedly hitting a woman in the back of the head with a metal baseball bat at least three times and in her hand when she raised it to protect herself on Sept. 18 in Salineville, then threatening to kill her if she called police and making jokes about killing her while transporting her to the hospital.

Anthony Carosiello, 39, Sherwood Road, Wellsville, was charged with felonious assault, a second-degree felony, for allegedly hitting another man with his 2001 Chevy Tahoe after an alleged road rage incident on June 3 in Wellsville. The victim said he was standing in the grass next to the exit ramp on state Route 7 when the defendant allegedly drove over the curb and hit him with the vehicle.

Other open indictment issued included:

— Jean C. Evens, also known as Evens Jean, 27, Irvington, N.J., fifth-degree felonies of two counts theft and misdemeanors of three counts criminal mischief for allegedly breaking into three vehicles in the parking lot of Reichard Industries LLC, Columbiana, and stealing a wallet from one of the vehicles on Sept. 29. Evens also allegedly stole a credit card and a debit card that day.

— Shane J. Linden, 46, Crestview Road, Leetonia, fourth-degree felony domestic violence for allegedly punching another man on Sept. 12 in Fairfield Township, with a previous domestic violence conviction on his record.

— Rachel R. Mazza, 36, West Fourth Street, East Liverpool, third-degree felony escape, for allegedly trying to escape from East Liverpool City Hospital when she was there as a Columbiana County jail inmate on Sept. 15. She was allegedly caught by a nurse in the hallway and taken back to the room by a deputy sheriff who handcuffed her wrist to the bed and double locked the cuffs. While the deputy stepped outside the door in the hallway to call a supervisor to report what happened, Mazza allegedly slipped her cuffs and ran down the hallway to the exit elevator, riding the elevator to the emergency room and escaping out the main doors. She was later caught Oct. 4 in Wellsville found hiding under a bed by a police K-9.

–Christopher Dennis Harrison, 41, Youngstown, promoting prostitution, a fourth-degree felony, for allegedly transporting a woman to East Palestine on July 27 so she could engage in sex for hire meeting.

— Kevin B. Clark, 60, West Martin Street, East Palestine, public indecency, a misdemeanor, for allegedly knowingly engaging in masturbation under circumstances in which a child was in his proximity on Aug. 29. The case will be returned back to county Municipal Court.

— Jonathon L. Lagone, 23, West Wilson Street, Salem, third-degree felony domestic violence for allegedly physically harming a woman on Sept. 20, with two or more prior convictions for domestic violence on his record.
