LISBON — An East Liverpool woman is accused of lying about witnessing an unknown person abandoning a malnourished dog on the side of the near Ravine and Bradshaw Avenues in the city on Nov. 16. A pretrial hearing was set Nov. 25 in Columbiana County Municipal Court for Paula Parks, 42, Y&O Road, charged with making false alarms. According to the arrest report, Parks allegedly was found to be harboring the dog following an investigation and did not find the dog as she had claimed. Images of the emaciated dog were shared on social media, sparking outrage. The dog is now under the care of the Columbiana County Animal Shelter. An investigation of animal cruelty was also conducted. Parks is being held on a $10,000 cash surrey bond.

A pretrial hearing was set Feb. 10 for Richard Macedo, 60, New Castle, Pa., charged with engaging in prostitution and possessing criminal tools. Macedo allegedly agreed to exchange $100 for sexual activity with an undercover agent and traveled to Unity Township on Nov. 14 to do so.

A pretrial hearing was set Feb. 18 for Abraham James Simons, 45, Park Way, East Liverpool, charged with engaging in prostitution and possessing criminal tools. Simons allegedly agreed to exchange U.S. currency for sexual activity with an undercover agent and traveled to Unity Township on Nov. 11 to do so.

Lynn Laura Norton, 51, McClure Road, East Palestine, was fined $250 and sentenced to one year of probation and 30 hours of community service and was ordered to have no contact with the victim for disorderly conduct, amended from domestic violence. Norton pinned a woman against the wall and struck her on the side of the head at a residence on Park Avenue in East Palestine on Feb. 9.

William Dawson, 58, East Pennsylvania Avenue, Sebring, was fined $250 for failure to stop and reasonable control, amended from failure to report an accident.

Sonya M. Andric, 55, Gaskill Road, Alliance, was fined $450 and sentenced to 100 hours of community service and two years probation for theft and possession of drug paraphernalia. Andric was seen on video taking flower pots from McCullough Park in Salem on June 2. She was found to be in possession of a glass pipe with burnt residue during a traffic stop on Aug. 20 in Knox Township.

A pretrial was set Dec. 4 for Tom Leroy Goehring, 58, West Main Street, East Palestine, charged with domestic violence and disorderly conduct. Goehring allegedly grabbed a woman by the neck, leaving visible red marks, at a home in Unity Township on Nov. 17.

A pretrial hearing was set Feb. 23 for Mason Patchin, 22, North Lincoln Avenue, Salem, charged with theft. Patchin allegedly was seen on video stealing a bottle of lighter fluid from a residence on East Third Street in Salem on Sept. 27.

Bobbi S. McLaughlin, 35, East Clark Street, East Palestine, was fined $200 and sentenced to 30 days in jail suspended, 20 hours of community service and two years probation for disorderly conduct amended from domestic violence for fighting with a man at her residence on Nov. 4

Jonathan R. Keyes, 35, 18th Street, Wellsville, was fined $1,115 and sentenced to 180 days in jail with 165 suspended for OVI. Keyes was also sentenced to 20 hours of community service and two years probation.

Lonny Clyde Atkins, 53, McDonald Street, East Liverpool was fined $50 for driving under suspension.

MollieAnn R. Gorby, 25, West Wilson Street, Salem, was fined $150 for disorderly conduct amended from domestic violence, Gorby punched a female in the face multiple times at a residence on Winona Avenue in Salem on Oct. 21.

Jason Chad Ramsey, 43, Gonzales Avenue, East Liverpool was fined $150 for equipment violation amended from speed.

Cynthia Sue Moffett, 54,West Park Avenue, Columbiana, was fined $300 for two counts of driving under suspension.

A pretrial hearing was set Feb. 24 for Raleigh T. McIntosh, 48, Brentwood Road, New Waterford, charged with open container.

Abduvoris Abdu Ismailov, 51, Pittsburgh, was fined $35 for speed.

Danis Ray Higgins, 21, Liden Avenue, Alliance, was fined $350 and sentenced to 180 days in jail with 177 suspended and credit for three days served. Higgins was also placed on two years of probation and ordered to perform 40 hours of community service. Higgins struck and choked a woman in a vehicle near Homeworth Road in Knox Township on July 13 .

Krustina Marie Radcliff, 46, West Martin Street, East Palestine, was fined $200 and sentenced to 180 in jail with 176 suspended and credit for four days served, two years of probation and 35 hours of community service for aggravated menacing. Radcliffe threatened to stab a man at an East Palestine home on June 29.

Brandi Sue Buchanan, 40, Simms Alley, Columbiana, was fined $100 for failure to reinstate and reasonable control.

A pretrial was set Nov. 25 for Jacob D. Keenan, 34, East Clark Street, East Palestine, charged with assault. Keenan allegedly struck a man, causing him to fall to the ground, on Nov. 17 in Unity Township. Officers observed blood coming from the victim’s ear and injuries to his face.

Bryan K. Dilling, 53, was fined $30 for driving under suspension.

Monica M. Hilton, Akron, was fined $200 and sentenced to 60 days in jail suspended for soliciting. Hilton, 22, posted an ad on a known prostitution website and agreed to exchange sexual activity for $300 with an undercover agent on June 25.

Gage Cope, 20, Hill Street, Lisbon, was fined $200 for underage consumption.

A pretrial hearing was set Feb. 7 for Chance Michael Mustake, 27, Honey Lane, Leetonia, charged with OVU.

Raymond J. Griggy III, 42,Youngstown, was fined $150 for speed.

Grand Jury

LISBON –A Cleveland man was served Monday with a secret indictment for multiple drug charges, including drug trafficking.

Benny Ray Miley Jr., 36, was charged with second-degree felonies of aggravated trafficking in drugs, aggravated possession of drugs, trafficking in a fentanyl-related compound and possession of a fentanyl-related compound, third-degree felony trafficking in cocaine and possession of cocaine, and fifth-degree felonies of trafficking in drugs, possession of drugs and operating a vehicle with a hidden compartment used to transport a controlled substance.

The indictment said that on June 25, Miley allegedly trafficked and possessed methamphetamine in an amount equal or greater than five times bulk but less than 50 times bulk, both fentanyl and cocaine in amounts equal or greater than 10 grams but less than 20 grams, and xylazine. The indictment also included specifications for forfeiture of money from a drug case for $775 Miley allegedly possessed and the charge for allegedly having a hidden compartment in the vehicle.

Also served with a secret indictment was Mark Muenstermann, 39, Milan, Ill., third-degree felony aggravated possession of drugs and misdemeanors of possession of drugs and obstructing official business, with a specification for forfeiture of money from a drug case, for allegedly possessing methamphetamine in an amount equal or greater than bulk but less than five times bulk, possessing aprazolam and $40 on Dec. 30, 2020.

— Courtney M. Delauder, 27, West Street, Salineville, was served Saturday with a secret indictment issued by the Columbiana County Grand Jury for third-degree felony intimidation of an attorney, victim or witness in a criminal case for allegedly by force or threat of force attempt to influence, intimidate, or hinder the victim of a crime or delinquent act in the filing or prosecution of criminal charges on Sept. 18.
