Grand Jury

LISBON — Kevin E. Bacher Jr., 38, Homewood Avenue, Salem, was served Saturday with a secret indictment issued by the Columbiana County Grand Jury earlier this year for domestic violence, a fourth-degree felony, for allegedly causing physical harm to a woman on Oct. 31, 2024, with a previous conviction for domestic violence on his record.

Municipal

LISBON — In Columbiana County Municipal Court, cases against Scott M. Haines, 51, state Route 164, Salineville, were bound over to the county grand jury for felonious assault, a first-degree felony, third-degree felony failure to comply with the order or signal of a police officer and misdemeanors of aggravated menacing and criminal damaging. Haines was accused of allegedly running over a deputy’s foot after being stopped in the Spring Valley Road area, backing up and driving forward and turning toward the deputy while accelerating near Salineville on July 19, 2020. He then fled from deputies. Prior to the incident, he had been at a property on Spring Valley Road where he allegedly threatened another man by threatening to beat him and “smash his skull in” and allegedly broke pool steps, threw the thermometer and threw a glass table, causing it to shatter.

Cases against Donald Robert Quick, 20, Imperial, Pa., were bound over to the county grand jury for fifth-degree felony breaking and entering and misdemeanors of theft, possessing criminal tools and criminal damaging for breaking into the former East Liverpool Motor Lodge on Dresden Avenue on Nov. 14 with three other defendants. A boarded up door was kicked open and entry was made with walkie talkies and flashlights, with multiple items removed and placed in a vehicle and on a trailer.

A preliminary/pretrial hearing was set Jan. 26 for Grant Chidester, 31, Pittsburgh, Pa., charged with third-degree felony compelling prostitution, fifth-degree felony possessing criminal tools and misdemeanor engaging in prostitution for allegedly responding to an undercover ad on a known prostitution website of an adult woman and a minor girl and arranging for sexual activity with both, including the minor, for $160, then traveling to East Palestine on Dec. 12 for the meeting with the phone used to make the arrangements in his possession, along with suspected methamphetamine.

A status conference hearing was set March 9 and a court trial was set March 30 for Jacob N. Brown, 26, East Third Street, Salem, charged with aggravated menacing and domestic violence for allegedly grabbing a woman and slamming her onto the floor, with her head hitting the floor causing her to become dizzy and sick on Sept. 4 in Salem. He also allegedly struck her with a vehicle as she was attempting to walk away from the residence. During the altercation, he allegedly displayed a firearm and made a threat.

A pretrial was set March 2 for Helen Williams, 52, Washington Avenue, Wellsville, charged with domestic violence for allegedly causing harm to a man on Dec. 11 in Wellsville by pulling and twisting his fingers backwards.

A pretrial was set Dec. 29 for Elwood E. Williams, 27, Summit Street, Salem, charged with violation of a protection order for allegedly being inside a car driven by a protected person, in violation of a protection order on Dec. 15 in East Liverpool.

A pretrial was set March 4 for Matthew Richard Krause, 53, East Line Street, Minerva, charged with engaging in prostitution and possessing criminal tools for allegedly answering an ad on a known prostitution website and arranging for sexual activity with a woman in exchange for money via Pay Pal, arriving in East Palestine on Dec. 12 for the meeting with the phone used to make the arrangements in his possession.

A pretrial was set March 2 for Stanley T. Flugan, 18, West Chestnut Street, Lisbon, charged with theft for allegedly stealing a can of energy drink from Save A Lot grocery store in Lisbon on Dec. 1.

A pretrial was set March 2for Travis R. Culler, 37, East State Street, Salem, charged with theft for allegedly concealing $186 worth of merchandise and attempting to leave the Salem Walmart without paying on Dec. 12.

Francisco R. Solorzano, 59, North Broadway Avenue, Salem, was fined $150 for disorderly conduct amended from receiving stolen property for taking head phones belonging to someone else on Oct. 16 in Salem.

Page Herbert Gardner, 41, West Martin Street, East Palestine, was fined $250 and given a suspended 90-day jail term for obstructing official business. He was ordered to complete 20 hours community service. Gardner was accused of lying to officers claiming his friend was another person in an attempt to protect him from being arrested on Sept. 16 in East Palestine.

Patrick Lee Hagerty, 41, Newton Falls, was fined $200 and given a suspended 60-day jail term for criminal mischief. He was ordered to complete 20 hours community service. Hagerty was accused of slicing the tires on a woman’s vehicle in East Liverpool on July 7.

Cory Lee Cotter, 27, Park Way, East Liverpool, was fined $150 for disorderly conduct amended from criminal mischief for punching and kicking a woman’s bedroom door, causing damage May 25 in Liverpool Township.

Molly J. Matz, 43, Center Road, Alliance, was fined $200 and given a suspended 60-day jail term for criminal mischief. She was ordered to complete 20 hours of community service and to make restitution of $99.49 to the victim, along with an order to have no contact with him. Matz was accused of damaging a security camera in the barn at a stable in Knox Township on Aug. 23.

Jason Michael Call, 32, Avondale Street, East Liverpool, was fined $150 and sentenced to six days in jail, with credit for six days served, leaving no time to serve, for criminal trespass for entering a condemned house in East Liverpool on Avondale Street on Sept. 10.

Dakota Tylen Heaton, 26, state Route 518, Lisbon, was fined $150 for disorderly conduct amended from drug paraphernalia. Heaton possessed two burnt pipes while a passenger in a vehicle during a traffic stop on Feb. 4, 2024 in East Liverpool.

A pretrial was set Feb. 2 for Bob Frederick Pierce, 35, North Shadylane Drive, East Liverpool, charged with two counts of criminal trespass for allegedly trespassing at Heights Manor Apartments in East Liverpool on Oct. 24 and Oct. 18 after being trespassed from the property in September.

A status conference hearing was set Feb. 9 for Eric Lee Elliott, 45, West Clark Street, East Palestine, charged with disorderly conduct for allegedly yelling and cursing at police officers who arrived to speak with him in East Palestine on March 25, refusing to stop when told to stop by both police and a woman there, and upsetting children within the residence

A pretrial was set March 10 for Patrick Griffith, 46, Warren, charged with possession of drug abuse instrument, drug paraphernalia, no valid license and failure to display valid sticker. During a traffic stop on Dec. 8 in Liverpool Township, Griffith allegedly possessed in the vehicle a syringe needle with a clear fluid inside and a burned silver tool socket with a chore boy packed in one side of the tool socket.

A pretrial was set March 4 for Nicholas S. Faulk, 36, Academy Street, Salineville, charged with drug paraphernalia for allegedly possessing two glass pipes with burnt residue during a traffic stop on Dec. 1 in Franklin Township. He was fined $200 for driving under suspension and speeding.

Nicholas James Ferrell, 19, Diamond, was fined $100 for possessing marijuana on Nov. 29 in East Palestine.

Olivia Marie Chafins, 22, Youngstown, was fined $925 and sentenced to 180 days in jail, with 170 days suspended, leaving 10 days still to serve in jail for operating a vehicle impaired and failure to control. Her driver’s license was suspended for two years and she was ordered to complete 30 hours community service.

Clarence R. Poon, 37, Atlanta, Ga., was fined $615 and sentenced to five days in jail for OVI and tinted glass. His driver’s license was suspended for one year

Ronald Lee Coxon, 46, South Lincoln Avenue, Salem, was fined $615 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI and failure to control. His driver’s license was suspended for one year and he was ordered to complete 20 hours community service.

A pretrial was set March 11 for Stephanie Nicole Geary, 43, Beaver Falls, Pa., charged with OVI second offense and OVI blood second offense.

A pretrial was set March 4 for Jannelis Lopez Calo, 38, Elyria, charged with improper backing.

A pretrial was set Feb. 25 for Sandra M. Mink, 74, Warren, charged with failure to move to left for public safety vehicle.

Wilian Samir Zelaya Mendez, 25, Warren, was fined $200 for driving under suspension and failure to control.

Shane Robert Andrews, 20, Millrock Road, Rogers, was ordered to pay costs only for driving while texting, with a distracted driving safety course completed.

Michael Andrew Namath, 40, Beaver Falls, Pa., was fined $45 for speeding.

Kawaljit Singh Goraya, 48, Baden, Pa., was fined $55 for speeding.
