Sheriff’s Office
— A deputy responded at 1:13 p.m. Wednesday to the American Legion, Parkway Avenue, East Liverpool and assisted a person having a medical emergency, standing by until EMS arrived. EMS arrived and took over the scene, transporting the person to a hospital.
— Deputies were dispatched at 6:08 a.m. Tuesday to a domestic violence situation on Walnut Street, Rogers, where the victim reported being assaulted by two people. Both Arrianna E. Gutierrez, 21, Walnut Street, Rogers, and Lance James Bishop, 19, Walnut Street, Rogers, were each charged with domestic violence and taken to the Columbiana County jail. Both appeared in county Municipal Court Wednesday and will face future pretrials.
Salem
–Officers spoke to a person by phone regarding a possible scam at 3:56 p.m. Wednesday. Officers advised the caller that it was a scam and of their options for dealing with the situation.
–Officers responded to the area of North Lincoln Avenue at 1:52 p.m. Wednesday for a reported parking complaint. The caller advised that the vehicle had been parked there for an extended period of time and was covered in snow. Officers were unable to locate the vehicle in question.
–Officers spoke to a person by phone in the 700 block of Newgarden Avenue at 11:52 a.m. Wednesday regarding receiving a possible threat over the phone. The caller was advised of their options for dealing with the situation.
–Officers responded to the 100 block of North Lundy Avenue at 10:12 a.m. Wednesday for a reported person down. A disabled person had slipped while trying to transition from a wheelchair into a vehicle and their aide was unable to lift them. The fire department responded and assisted them into the vehicle without incident.
–Officers responded to the 2400 block of East State Street at 2:40 a.m. Wednesday for a report of a suspicious vehicle. Officers spoke with the person in question who advised that they worked at the bakery inside the store.
–Officers responded to the 800 block of Barclay Avenue at 9:58 p.m. Tuesday for a reported dispute. The caller advised that their husband was becoming aggressive and punching the walls. Officers spoke with the husband and advised them to try and relax for the night. The caller was advised to stay separated from them for the night.
–Officers responded to the 1300 block of Highland Avenue at 8:32 p.m. Tuesday for a reported water line break. Officers contacted the water and street departments, and traffic and safety and stood by until the roadway was blocked to traffic.
–Officers spoke with a person at the police department at 6:41 p.m. Tuesday for a report of harassment. The caller advised that a person known to them would not stop calling and texting them. Officers attempted to contact the other party but were unable to reach them at that time.
–Officers responded to the 600 block of East Sixth Street at 5:50 p.m. Tuesday for a reported juvenile problem. Officers were advised that the juvenile was going to his mother’s residence for the night, and that the father was disciplining his son for being disrespectful. Everything checked okay.
–Officers responded to the area of North Cunningham Road and Bentley Drive for a wellness check at 5:17 p.m. Tuesday for a wellness check. Officers located the woman in question who advised they were just walking to the store.
–Officers responded to the 1000 block of North Ellsworth Avenue at 3:50 p.m. Tuesday for a reported reckless operator. The caller advised that the vehicle had turned into a parking lot, and that the driver exited the vehicle and entered a nearby facility prior to officers’ arrival.
–Officers spoke with a person at the police department at 3:45 p.m. Tuesday regarding possible internet harassment by an adult toward a male juvenile. Officers met with the juvenile’s parents, who will discuss the incident with the juvenile and follow up with officers.
–Officers on patrol in the 500 block of East Pershing Street at 3:01 p.m. Tuesday observed a vehicle that was reported stolen on Monday. The caller advised officers that he had parked in a parking lot on Second Street, and the vehicle was located in the Bone Shakers lot. Officers attempted to contact the caller but were unable. A message was left and the vehicle was removed from LEADS.
–Officers responded to the area of Newgarden Avenue and Liberty Street at 1:38 p.m. Tuesday for a report of a large amount of snow in the roadway. Officers located a large amount of snow in the eastbound lane of Liberty Street, and the street department was notified.
–Officers responded to the 100 block of East State Street at 11:52 a.m. Tuesday for a reported parking complaint. The caller advised that there were several vehicles parked in the 100 block of State Street. Officers observed over a dozen vehicles parked on State but were notified that the parking ban had been lifted for that section of the road.
–Officers responded to the 1200 block of East Eleventh Street at 9:45 a.m. Tuesday for a possible scam. The caller advised that they had spoken with a woman through Facebook and WhatsApp who wanted money, and that they though it was a scam. Officers advised the caller to block the woman and uninstall the app.
–Officers on patrol in the 500 block of East Second Street at 9:18 a.m. Tuesday for a reported ambulance needed. When officers arrived, the fire department advised that nothing was needed.
–Officers responded to the 100 block of North Howard Avenue at 6:42 a.m. Tuesday for a reported person to be removed. Officers located the woman in question, and they were trespassed from the property as requested.
–Officers responded to the 200 block of Penn Avenue at 6:40 a.m. Tuesday for a report of criminal damage. The caller advised that an unknown person had struck their garage door sometime overnight. The caller advised they had camera footage of the accident and that he would bring it into the department shortly.

— An officer assisted EMS with access to a residence in the 399 block of East High Street, where crews needed help clearing a drive to reach a patient at 4:34 p.m. Jan. 25.
— Michael Rutana, address not listed, was cited at 6 a.m. Jan. 24 for driving under suspension near state Route 344 and Old 344.
— Shawn and Connie Chapman, no address listed, each were arrested at noon Jan. 26 on charges of disorderly conduct, after becoming argumentative with police investigating their crash in the 400 block of Columbia.
East Palestine
— An officer responded to an open door at a business in the 100 block on North Market, after confirming it was unoccupied at 8:17 a.m. Jan. 24.
— Two parties involved in a custody dispute at 10:06 a.m. Jan. 24 in the 800 block of West Martin were advised this was a civil matter.
— Taylor Snyder, no address listed, was arrested at 3:45 a.m. Jan. 29 on the 600 block of North Market Street on felony domestic violence and strangulation charges.
— Gary A. White, no address listed, was served with several warrants at 2:28 a.m. Jan. 20 out of Columbiana County Municipal Court, after responding to investigate a disturbance at Meadow view Apartments.
— An officer provided a custody transport shortly after midnight Jan. 28 for a Michigan man to an area motel. He was staying in the 100 block of East Main Street.
— Police provided mutual aid to a trooper who responded to a crash on North Market Street at 12:34 p.m. Jan. 27.
— Ethan Hill, no address listed, was arrested at 3:18 a.m. Jan. 27 on charges of domestic violence, strangulation and endangering children in regards to an incident in the 100 block of East Main St.
— Police provided public assistance to a motorist stuck on a park hill at 7:41 p.m. Jan. 26.
— Officers searched an insecure East Clark residence at 1:11 a.m. Jan. 25.
— Police had an illegally parked vehicle towed from Hillside Drive at 1:50 a.m. Jan. 24.
