Grand Jury

LISBON — A woman accused of multiple drug counts for possession and trafficking was served Wednesday with a secret indictment issued by the Columbiana County Grand Jury.

Lisa Marie Cunningham, 23, Avondale Street, East Liverpool, was charged with second-degree felonies of aggravated trafficking in drugs, aggravated possession of drugs, trafficking in a fentanyl-related compound and possession of a fentanyl-related compound, fourth-degree felonies of trafficking in cocaine and possession of cocaine, fifth-degree felonies of trafficking in heroin and possession of heroin and trafficking in drugs, and misdemeanor possession of drugs, with a specification for forfeiture of money from a drug case for each count.

According to the indictment, on April 1, 2025, she allegedly trafficked and possessed methamphetamine in an amount equal or greater than five times bulk but less then 50 times bulk, trafficked and possessed fentanyl in an amount equal or greater than 10 grams but less than 20 grams, trafficked and possessed cocaine in an amount equal or greater than 5 grams but less than 10 grams, trafficking and possessed less than 1 gram of heroin and trafficked and possessed less than bulk of xylazine. She also possessed $519.

Also served with a secret indictment was:

— Shaun P. Delauder, 45, state Route 45, Lisbon, having weapons while under disability, a third-degree felony, for allegedly possessing a weapon while prohibited from having one due to being under indictment or convicted of a felony charge.

Court News

LISBON — A Warren man accused of possessing a stolen car and forging the title was sentenced to 12 months in prison.

Justin Moffett, 44, entered guilty pleas to fourth-degree felony receiving stolen property and fifth-degree felony forgery for having a 2002 Chrysler Sebring belonging to Robert Huggins on Aug. 21, 2021 and also forging a certificate of title.

He was sentenced to 12 months for the receiving stolen property charge and six months for forgery, but with the terms served at the same time. The prison term was also ordered serve at the same time as any sentence from Trumbull County. He received credit for two days served.

Also in Common Pleas:

— Phillip Cline, 52, Prospect Street, Salem, was sentenced to 12 months in prison for violating the terms of his probation for trespass in a habitation when a person is present or likely to be present, a fourth-degree felony. His community control was dishonorably terminated. He received credit for 156 days served in jail. Cline was accused of trespassing in a property on April 29, 2025.

— Kevin M. Curtis, 34, Fair Avenue, Salem, pleaded guilty to possession of heroin and possession of a fentanyl-related compound, both fifth-degree felonies, with sentencing set for Feb. 27. Curtis possession heroin and fentanyl on April 6, 2023.
