LISBON — In Columbiana County Municipal Court, a case against Michael David Bruce, 29, South Broadway Avenue, Salem, was bound over to the county grand jury for operating a vehicle impaired fourth offense and OVI refusal with prior within 20 years for allegedly driving while impaired on Jan. 4 in East Liverpool, with several prior convictions for OVI, including two in 2024 and one in 2017.

A pretrial was set April 15 for Dakota Lee Powell, 30, state Route 39, Wellsville, charged with two counts of domestic violence and two counts of aggravated menacing for allegedly making threats against two women, telling one he was going to kill her and holding a knife while making the comment on April 26, 2024 in Wellsville. He said the same to the other woman while holding the knife and also shoved her with his chest several times.

A domestic violence charge against Britney Dermotta, 39, Washington Street, Salem, was dismissed due to the state’s victim/witness failing to appear. Dermotta had been accused of allegedly causing scratches and red marks on a man during a domestic on July 3, 2025 in Salem.

Kylar D. Brown, 24, West 16th Street, Salem, was fined $200 and sentenced to 30 days in jail, with 26 days suspended and credit for four days served for disorderly conduct amended from assault. He was ordered to complete 20 hours community service and to stay away from the victim. Brown was accused of grabbing a woman near the base of her neck, she hit him to get him away from her and then he hit her in the face on July 11, 2025 in East Palestine.

Thomas C. Edgell, 39 Marquette, Mich., was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and an education course. Edgell was accused of responding to an undercover ad on a known prostitution website and arranging for sexual conduct with a woman in exchange for $300, then traveling to East Palestine on Nov. 18, 2025 with the phone used to make the arrangements in his possession.

Forest A. Couch Sr., 49, Warren, was fined $750 and received a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and an education course. Couch was accused of requesting sexual conduct from an undercover agent for an agreed upon price of $160, then driving to Salem on Oct. 8, 2024 for the meeting with the phone used to make the arrangements in his possession.

Michael L. Marsh, 46, Dover, was fined $900 and given a suspended 90-day jail term for engaging in prostitution, possessing criminal tools and drug paraphernalia. He was ordered to complete 20 hours community service and an education course. Marsh was accused of requesting sexual conduct from an undercover agent for an agreed upon price of $180 and driving to Salem for the meeting May 8 with the phone used to make the arrangements in his possession. He also possessed a blue container with a white crystal substance and a silver tube with a white powder.

Russell Lewis Craig, 44, Rimersburg, Pa., was fined $250 and given a suspended 30-day jail term for possessing criminal tools, with a charge of engaging in prostitution dismissed. He was ordered to complete 20 hours community service. Craig was accused originally of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $260, then arriving in East Palestine on Aug. 3, 2025 for the meeting with the phone used to make the arrangements in his possession.

Tammy Kennedy, 56, Youngstown, was fined $1,350 and sentenced to 180 days in jail, with 144 days suspended, leaving six days to serve in jail and 30 to serve under SCRAM, which is Secure Continuous Remote Alcohol Monitor, for operating a vehicle impaired, driving under suspension, one-way street, menacing amended from aggravated menacing, resisting arrest and illegal use or possession of drug paraphernalia. Her driver’s license was suspended for two years and she was ordered to complete 40 hours community service. During a traffic stop on April 27, 2025 in Leetonia, she possessed two clear plastic straws with white powdery residue inside them, resisted and pulled away from officers during her arrest and told an officer she hated him and would kill him if he didn’t back out from the jail and take her home.

A charge of violation of a protection order against Jeffrey E. Gacesa, 62, Clewell Avenue, Lisbon, was dismissed due to the state being unable to contact the alleged victim. The violation allegedly occurred on Sept. 5, 2025 at a business in Hanover Township.

Dillon R. Corfee, 25, South Lincoln Avenue, Salem, was fined $150 and sentenced to 90 day in jail, with 84 days suspended and credit for six days served, for obstructing official business and drug paraphernalia. He was ordered to complete 40 hours community service. Corfee tried to close the door to a residence on a police officer in Salem on Feb. 3 when told another person there had a warrant for their arrest. There was drug paraphernalia in his possession.

Leona G. Reed, 59, Township Line Road, Wellsville, was fined $150 and given a suspended 30-day jail term for criminal trespass amended from complicity. She was ordered to complete 20 hours community service and to cooperate and testify against a co-defendant. She drove and helped another woman in the theft of merchandise from the Calcutta Walmart on Aug. 14, 2025, with store merchandise found in her vehicle.

William O. Hewitt, 31, Canfield, was ordered to pay court costs for a miscellaneous wildlife charge and restitution of $120 to the Ohio Department of Natural Resources. The deer was forfeited to the ODNR. On Dec. 1, 2025 in Wayne Township, he allegedly killed two antlered deer.

Todd R. Sabean, 42, Akron, was fined $500 and given a suspended 90-day jail term for failure to comply with the order or signal of a police officer amended to a misdemeanor from a felony, and misdemeanors of speeding, traffic control devices and marked lanes. He was ordered to complete 20 hours community service and his driver’s license was suspended for 180 days. Sabean left a traffic stop in Columbiana on Dec. 1, 2025, leading police on a pursuit for 3 miles before they called it off and he did not stop.

Charges of possession of drug abuse instrument and drug paraphernalia against Bryan K. Dilling, 53, Rose Drive, Lisbon, were dismissed due to him being indicted for the offenses by the grand jury. He was accused of possessing hypodermic needles and a bag for storage of drugs on Nov. 28, 2025. A charge of driving under suspension was dismissed.

Quinlan R. Rumsey, 26, South Bandy Road, Alliance, was fined $1,025 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, with $500 of the fine suspended, for physical control amended from OVI and lighted lights. He was ordered to complete 25 hours community service.

Jason M. Miller, 35, South Johnson Avenue, Sebring, was fined $1,050 and sentenced to 180 days in jail, with 170 days suspended, leaving 10 days to serve in jail for OVI and marked lanes. Another OVI was dismissed. His license was suspended for two years, with driving privileges granted, and he was ordered to complete 20 hours community service.

Sandra Garver, 63, Canton, was fined $665 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program for OVI, speeding and open container. Her driver’s license was suspended for one year, with driving privileges granted.

A pretrial was set April 21 for Isaac C. Flasco, 24, Town Square Boulevard, Columbiana, charged with OVI first offense, OVI breath first offense and reasonable control.

A pretrial was set April 29 for Jenna Bates, 40, East Lincoln Way, Lisbon, charged with driving under suspension.

A pretrial was set April 29 for Chelsey J. Tate, 35, Winona Road, Salem, charged with speeding, driving under suspension and improper/expired registration.

A pretrial was set April 22 for James Everett, 37, Canton, charged with speeding.

Felipia E. Lambo, 68, 11th Street, Wellsville, was fined $100 for a stopped bus violation.

A charge of driving under suspension against Jeri R. Dean, 38, state Route 45, Lisbon, was dismissed.

Grand Jury

LISBON — An East Liverpool defendant accused of brandishing a firearm against a man and woman, making threats and taking the man’s personal firearm in December was served Tuesday with a secret indictment for multiple felony charges

Preston Lamar English, 32, Densmore Avenue, East Liverpool, was charged with first-degree felony aggravated burglary, two counts of felonious assault, a second-degree felony, third-degree felony having weapons while under disability and two counts of misdemeanor aggravated menacing.

English was accused of allegedly climbing through the window of an East Liverpool residence on Dec. 9, 2025, brandishing a firearm towards a man and woman, making several threats while pointing the firearm toward them and taking the man’s personal firearm from him. According to the police affidavit, English allegedly chased the man out of the residence down the street and pushed the woman down while going after the man. Officers were able to locate one spent round outside of the address. He was allegedly prohibited from having a firearm due to a previous drug conviction.

According to the police report, one of the victims reported hearing a gunshot while fleeing the residence.

English was originally charged in Columbiana County Municipal Court, but then the charges were dismissed and the case was presented to the county grand jury.

Also served with a secret indictment was:

— Daniel Lee Matz, 46, Homeworth Road, Homeworth, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Nov. 15, 2025.

LISBON — Christy L. Dawson, 47, Lee Street, East Liverpool, was placed under community control for two years after pleading guilty in Columbiana County Common Pleas Court to aggravated possession of drugs, a fifth-degree felony, for possessing methamphetamine on Dec. 29, 2024.
