Salem

— Officers responded to the 1300 block of South Lincoln Avenue at 5:02 a.m. Tuesday for a reported suspicious person. The caller advised that someone had knocked on her door and was no longer there. Officers checked the area but were unable to locate them.

— Officers responded to the 800 block of East School Drive at 9:31 p.m. Monday for a reported juvenile problem. The caller advised that there was an altercation between her son and another juvenile male. The caller just wanted a report on file.

— Officers responded to the 500 block of East Third Street at 9:16 p.m. Monday for a reported person to be removed. Officers spoke with two men leaving the area, and after investigation took one man, Mason Patchin, Salem, into custody charged with menacing for threatening the caller. Officers transported Patchin to the Columbiana County Jail.

— Officers responded to the 800 block of East School Drive at 7:54 p.m. Monday for a reported juvenile problem. The caller advised that multiple juveniles were throwing rocks at geese. Officers were unable to locate the juvenile.

— Officers responded to the 300 block of West Fifth Street at 7:48 p.m. Monday to check for a person with a warrant. Officers spoke with the woman, and their warrant was determined to be out of North Carolina.

— Officers responded to the 300 block of West Pershing Street at 5:51 p.m. Monday for a reported unruly juvenile. Officers spoke with the parents and the juvenile and gave the parents options for how to proceed.

— Officers spoke with a person at the police department at 4:45 p.m. Monday for a report of criminal damaging. The caller believed their car was keyed on Saturday while parked in a public lot in the 600 block of East Second Street.

— Officers responded to the 700 block of West Pershing Street at 3:58 p.m. Monday for a reported property line dispute. The caller advised that there were several twigs in their yard, and they believed their neighbor had intentionally put them in his yard. Officers spoke with the neighbor who stated that they had moved them while doing yard work and would be sure not to place any twigs in the caller’s yard from now on.

— Officers responded to the 500 block of East Fourth Street at 2:13 p.m. Monday for a wellness check. Officers spoke with the woman in question and found them to be okay.

— The school resource officer was advised of an issue which occurred with an elementary school student over the weekend at 1:12 p.m. Monday. Officers spoke with the school administrators, and the matter is under investigation.

— Officers spoke with a person at the police department about suspicious activity within the city at 12:06 p.m. Monday. Officers gathered information, which will be forwarded to the appropriate authority for further investigation.

— Officers were made aware of a video involving a female juvenile resident involving partial nudity at 11:51 a.m. Monday. The video appeared to be self-produced, and officers attempted to contact their guardian but were unable. Officers will continue to attempt contact, and the matter will be investigated.

— Officers responded to the 1300 block of South Lincoln Avenue at 5:03 a.m. Monday for a report of an unknown person knocking on the door. Officers checked the area but found nothing out of the ordinary. The caller was advised to call back if needed.

— Officers responded to the 1300 block of South Lincoln Avenue at 3:59 a.m. Monday for a report of a person banging on the caller’s door. Officers searched the area and located no signs of anyone being near the porch as it was a rainy night. The caller was reassured that nobody was present in the area.

— Officers responded to the 1900 block of East State Street at 3:05 a.m. Monday to assist the Columbiana County Sheriff’s Office with a possible combative patient arrestee. The person in question was secured to the bed while staff handled his medical needs, and officers stood by until the medical staff were able to sedate him, and the sheriff’s deputy had relief on his way.

— Officers responded to the 900 block of East Third Street at 12:31 a.m. Monday for a report of suspicious activity. The caller advised that someone had knocked loudly on her back door. Officers spoke with the callers’ neighbors, who were outside on the back patio, and advised that they had only recently gotten home. Officers advised the caller of the same.

— Officers responded to the 1300 block of Pennsylvania Avenue at 8:59 p.m. Sunday to assist the Perry Township Police Department with a motor vehicle accident on U.S. Route 62, Officers assisted until they were no longer needed.

Sheriff’s Office

— A deputy was dispatched at 6:39 p.m. Tuesday to Camp Boulevard, Hanover Township to stand by while Hanover Township EMS did a lift assist for a person who fell out of bed.

— An open 911 line was reported at 6:35 p.m. Tuesday on Edward Circle, Fairfield Township. While en route, dispatch said the homeowner advised it was accidental.

Highway Patrol

— Gertrude D. Evans, 82, North Front Street, Negley, was cited for improper passing after her southbound Chevy Trailblazer attempted to pass a southbound U.S. postal vehicle driven by Nichole J. Boles, 41, state Route 154, Rogers, on state Route 170 in Unity Township at 11:04 a.m. April 21 and struck it when the postal vehicle was turning into a private drive. A passenger in the Evans’ vehicle suffered possible injury.

— Angel B. Brightbill, 25, Hazel Run Road, Salineville, was cited for reasonable control after her northwestbound GMC Acadia traveled off of the right side of state Route 45 in Salem Township at 9:20 a.m. April 19 and struck a ditch. No injury was reported.

— Jason J. Kalasky, 48, Youngstown, was cited for improper passing and failure to stop after an accident after his westbound Chevy Equinox on state Route 154 in Elkrun Township passed a westbound Toyota Tundra driven by Raymond E. Daniels, 63, Vienna, on a double yellow line and struck the Daniels’ vehicle when re-entering the westbound lane at 11:01 a.m. April 18. No injuries were reported.

— An unknown vehicle traveling northbound on Hunston Road onto state Route 170 struck a southbound Ram 1500 driven by Thomas R. Couche, 59, West Middletown Road, Columbiana, on state Route 170 as it was turning onto state Route 14 and fled the scene at 7:45 a.m. April 17. No injury was reported.

— Tiffany Martino, 54, Youngstown, was cited for a stop sign violation after a two-vehicle crash at 7:27 a.m. April 17 at the intersection of state Routes 14 and 165 in Unity Township. A Ford Mustang driven by Paul R. Daniels, 65, Beaver Falls, Pa. was westbound on state Route 14 when Martino’s Subaru Outback stopped for the stop sign on state Route 165 and started turning onto state Route 14 and was struck by the Daniels’ vehicle. Daniels suffered a suspected serious injury and was transported to St. Elizabeth Hospital in Youngstown by East Palestine EMS. Martino suffered a suspected minor injury.

— Zoee L. Savage, 19, South Green Street, Lisbon, was cited for reasonable control and transported to St. Elizabeth Hospital in Youngstown by Winona Fire/EMS for suspected minor injuries after her Nissan Versa traveled off of state Route 45 in Salem Township to the right, crossed the center line, drove off the roadway to the right, struck a ditch and struck a pole at 3:57 p.m. April 16.

— Mervin Jones, 79, McSwiggen Road, Salineville, was cited for reasonable control, operating a vehicle impaired and OVI blood first offense after his northbound Chevy Silverado drove off of the right side of state Route 644 in Franklin Township and struck a guardrail at 9:38 p.m. April 16.

Lisbon

— At 9:47 p.m. April 14, during a traffic stop on North Market Street, Tomas Lopez, 37, Moore Street, Lisbon was cited for operating a vehicle impaired, OVI breath, no license and speeding.

— At 8:23 p.m. April 12 in the 500 block of West Washington Street, police responded to a report of a quad riding in the street. The owner was contacted, who had it parked at the residence. He was told he can not be riding in the roadway.

— At 11:25 p.m. April 11, an officer was dispatched to the 900 block of North Market Street to assist a suicidal man who agreed to go by ambulance to get assistance.

— At 8:12 p.m. April 10, police responded to the 300 block of East Lincoln Way where a woman’s car was vandalized, with the rear passenger window looking like someone threw something at it, causing it to break.

— At 3:44 p.m. April 10 on East Chestnut Street, a man reported an alleged scam over Facebook Marketplace for property, claiming he purchased two Pokemon cards for $610 but never received the cards. The seller claimed they were shipped and when he contacted him, his story changed multiple times about the shipping situation and he changed his social media name and location. When police on April 11 contacted the seller, who also lived in Lisbon, he was not cooperative and claimed it was a civil matter and was told police were investigating. He had told the buyer that if the cards didn’t come by April 12, he would refund him. On April 13, an officer spoke with the victim and he still had not received the promised refund from the seller, but his bank refunded all the money to his account. Since his money was returned, the case was closed.

— At 9:50 p.m. April 9 on South Market Street at the old train station, Jessica Combs, 35, last known address South Beaver Street, Lisbon, was taken into custody without incident. According to Columbiana County Municipal Court records, she was charged with six counts of endangering children for an April 1, 2025 in Lisbon related to living conditions.

— At 1:17 April 9, an officer and an Ohio State Highway Patrol trooper picked up Ricky Wilson Jr., 57, Maple Street, Lisbon on Maple Street on a warrant out of the sheriff’s office.

— Police at 9:59 p.m. April 8 responded to Days Inn parking lot on state Route 154 for a man hunched over the driver seat of a vehicle. Police knocked on the window to wake him and he rolled down the window and there was a strong wave of alcohol and urine and signs of alleged impairment. Frank W. Langham Jr., 58, Youngstown, was charged with operating a vehicle impaired second offense and OVI refusal with prior within 20 years.

— At 1:06 a.m. April 8, on West Lincoln Way near North Green Street, Vanessa Huffman, 49, Canton, was charged with operating a vehicle impaired, OVI breath, driving under suspension and display of license plate obstructed.

— At 6:08 a.m. April 7, an officer responded to Sunset Drive where a man was blocking a vehicle from leaving the residence, using his vehicle. The driver of the vehicle said she lived there and he was blocking her so couldn’t get to work. She also said he had no right to be there. He claimed he was there for his clothes. He was given his clothes and told not to return, that he was trespassed from the property.

— At 10:11 p.m. April 5, officers checked the area of West Washington for juveniles riding in the middle of the road on electric bicycles. A caller said the juveniles were knocking on his windows and took off down the road near Save A Lot, but officers did not find them.

— At 3:30 a.m. April 5 during a traffic stop on Brookfield Avenue, Donald Williams, 38, Brookfield Avenue, Lisbon, was charged with operating a vehicle impaired and a red light violation.

— At 3:37 a.m. April 4, a woman on East Washington Street reported seeing a man looking into her house through her back window. Police found no sign of a suspicious person in the area.

— At 7:30 p.m. April 3, the K-9 Officer Otis and his handler were dispatched to assist Ohio State Highway Patrol troopers on a traffic stop with narcotics detection on state Route 11 near the West Point ramp.

— A man on North Jefferson Street reported at 1:41 a.m. April 1 that he was scammed out of $400. He said he was contacted by an out of state number claiming to be the Columbiana County Sheriff’s Office and saying he could pay for his son’s bail over the phone. His son had been arrested a few days earlier and the caller knew the charges he was facing. The caller told him to send $400 over Apple Pay and he did, then the caller hung up. He called the police after the caller hung up and was told to dispute the charges with his bank.

— At 4:56 a.m. April 4, Bradley McCulley, 35, Walnut Ridge, Salineville, was cited for expired license, expired plate and possession of drug paraphernalia after a traffic stop on state Route 154. He allegedly possessed a folded $2 bill containing suspected narcotic residue, advising it was supposed to be methamphetamine. There were also two $1 bills containing suspected narcotic residue.
