LISBON — In Columbiana County Municipal Court, cases against Reggie Scott Milton, 44, Rosetta, were bound over to the county grand jury for fifth-degree felony possession of drugs and misdemeanors of disorderly conduct and illegal use or possession of drug paraphernalia for allegedly walking in the street yelling for help and talking to himself late at night on Nov. 5, 2025 in Hanover Township. During the investigation, he was seen throwing a plastic bag on the ground containing a white substance which was tested and was positive for methamphetamine and also possessed a charred glass pipe known as a meth bubble in his vehicle.
A case against Douglas H. Flick, 58, Cannons Mill Road, East Liverpool, was bound over to the county grand jury for operating a vehicle impaired, a fourth-degree felony, for allegedly being impaired during a crash on March 7, 2026, with five prior OVI convictions on his record within 20 years. Charges of driving under suspension and no valid license were dismissed.
A preliminary hearing was set April 27 for Brittini Lynn Duris, 34, Pauls Lane, East Liverpool, charged with domestic violence, a fourth-degree felony, for allegedly throwing an item at a man and striking his eyelid, causing it to bleed on April 18 in East Liverpool.
A pretrial was set April 27 for James Martin Renner, 60, South Market Street, East Palestine, charged with domestic violence for allegedly physically struggling with a woman by attempting to put her in what he called a “full nelson” while trying to physically remove her from an East Palestine residence after she came back through the window on April 18. The victim said he had locked her out and then ripped her out of the house after she crawled back in through a window.
A pretrial was set April 29 for Troy B. Oyer, 33, Rochester Road, Minerva, charged with domestic violence for allegedly making threats of violence against a woman and also kicking a puppy and throwing it in its kennel on April 19 in Minerva.
Dennis M. Gallop, 23, West Fourth Street, East Liverpool, was fined $350 and given a suspended 90-day jail term for assault amended from domestic violence. He was ordered to complete 20 hours community service and to have no contact with the victim. Gallop grabbed a woman by the hair and shoulder, pinning her down on the couch on Feb. 19 in East Liverpool.
Kevin B. Clark, 60, West Martin Street, East Palestine, was fined $750 and sentenced to 90 days in jail, with 67 days suspended and credit for three days served, leaving 20 days still to serve in jail for public indecency, a misdemeanor. He was also ordered to have no contact with juveniles and ordered to serve 60 days of electronically monitored house arrest with work release. According to a police affidavit, Clark was accused of watching Russian pornography and knowingly engaging in masturbation under circumstances in which a child was in his proximity on Aug. 29, 2025 in East Palestine. He was originally charged with a felony for disseminating matter harmful to juveniles and the case was bound over to the county grand jury, but the grand jury issued the indictment for public indecency and the case was returned to Municipal Court.
A pretrial was set June 23 for Amari Da’Queen Graham Cruz, 34, Youngstown, charged with possessing criminal tools and soliciting for allegedly posting an ad on a known prostitution website offering sex for hire and arranged for sexual activity in exchange for money after being contacted by an undercover agent, then traveling on April 17 to East Palestine for the meeting with the phone used to make the arrangements in Cruz’s possession.
A pretrial was set June 24 for Kristopher Javar Hall, 43, New Castle, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual conduct with a woman in exchange for $140 for one hour, then traveling to East Palestine on April 19 for the meeting with the phone used to make the arrangements in his possession.
A pretrial was set June 30 for Douglas Wayne Jurkowski, 44, Hobe Sound, Fla., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $80 for half an hour and $140 for one hour to be paid by electronic means, then arriving in East Palestine on April 19 for the meeting with the phone used to make the arrangements in his possession.
A status conference hearing was set June 29 and a jury trial was set July 2 for David Craig Valent, 53, Rochester, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $80, then traveling to East Palestine on Feb. 11 for the meeting with the phone used to make the arrangements in his possession.
A pretrial was set June 22 for Brian R. Baca, 44, Leavittsburg, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for money, then arriving in East Palestine on April 18 for the meeting with the phone used to make the arrangements in his possession.
Edison Andres Santos, 46, Manhattan, Kan., was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and an education course. Santos responded to an undercover ad on a known prostitution website and arranged for sexual activity with a woman in exchange for $120, then drove to East Palestine on Feb. 7 for the meeting in his semi.
A pretrial was set June 22 for Lindsay Kay Buzzard, 38, Fisher Avenue, East Liverpool, charged with falsification for giving a false name and birthdate when police kept asking for her name during an incident at Tim Hortons in St. Clair Township on April 19 when she was slumped over at a table inside the restaurant and showing signs of alleged impairment. She was also fined $50 for expired tag.
A pretrial was set June 24 for Christopher D. Craft, 32, Carbon Hill Road, East Palestine, charged with menacing and disorderly conduct for allegedly becoming angry and yelling, being disorderly during an incident on April 2 in Wellsville, then also threatening police officers.
A pretrial was set June 23 for Trinity Gloria McCoy, 18, West Fourth Street, East Liverpool, charged with resisting arrest and disorderly conduct for allegedly looking into vehicles while intoxicated, standing unsteady and pulling away from a police officer, falling to comply with verbal commands on April 18 in East Liverpool.
A pretrial was set June 24 for Tera A. Alexander, 21, Alliance, charged with obstructing official business, criminal trespass and disorderly conduct for allegedly acting disorderly and throwing bottles at Fernengels and then going inside the kitchen at the Foundry next door and stumbling around without permission on April 18 in Salem. She was asked to leave the Foundry and snuck back in and was allegedly back there to hide from police, the affidavit said. During her arrest she was was refusing to get into the cruiser.
A pretrial was set June 23 for Christopher Michael Tustin, 48, Chester, W.Va., charged with theft for allegedly grabbing a cake from the freezer at the East Liverpool Dairy Queen and leaving without paying. The manager was able to retrieve the cake from him in the parking lot.
A pretrial was set June 29 for Jacob J. Fullerton, 25, West California Avenue, Sebring, charged with obstructing official business for allegedly failing to follow commands or turn his vehicle off during a traffic stop in Perry Township on April 19.
Douglas L. Ritchie, 61, North Main Street, Columbiana, was fined $550 for obstructing justice and obstructing official business for warning a wanted woman that police were looking for her at his address on Feb. 20 in Columbiana, sending her a text while with the police. She was found hiding in the stairwell.
Kelly M. Kuttler, 36, West Washington Street, Lisbon, was fined $250 and sentenced to one day in jail, with credit for one day served, leaving no days to serve for disorderly conduct amended from domestic violence. Kuttler was accused of striking a man in the head during an argument on Feb. 7 in Lisbon.
Shaun A. Gates, 44, last known address West State Street, Salem, was fined $100 for disorderly conduct amended from receiving stolen property for allegedly removing an aluminum ladder and copper piping from a man’s residence in Perry Township and taking it to a metal recycling place in Salem on Sept. 30, 2013.
Brian M. Adkins, 42, Spruce Street, Columbiana, was fined $25 and sentenced to three days in jail, with credit for three days served, leaving no time to serve for disorderly conduct, with a charge of failure to disclose personal information dismissed. During a traffic stop on Sept. 5, 2025 in Columbiana, he was refusing to identify himself to police.
A pretrial was set June 24 for Rosalyn E. Feliciano, 21, Carbon Hill Road, East Palestine, charged with disorderly conduct for allegedly yelling at police officers and a woman during an incident April 14 in Wellsville and continuing to yell after being told to stop.
A pretrial was set April 29 for Thomas W. Eichler, 31, Warren,, charged with possession of drug paraphernalia and drug abuse for allegedly possessing multiple cigars emptied out and used to roll blunts with marijuana and possessing a small baggie of marijuana on Jan. 13, 2017 in East Palestine.
A pretrial was set June 16 for Dalton Michael McKinnon, 24, Lacroft Avenue, East Liverpool, charged with drug paraphernalia for allegedly possessing a cut straw burnt on one end with residue inside on April 19 in St. Clair Township. He was also fined $50 for speeding.
A pretrial was set June 22 for Thomas Eugene Powell, 30, Louise Avenue, East Liverpool, charged with abusing harmful intoxicants, operating a vehicle impaired first offense, speeding and driving while texting. Powell was accused of allegedly huffing out of an aerosol can while driving, causing a crash by striking the back of another vehicle on April 17 in St. Clair Township.
A pretrial was set June 22 for Carlos A. Timbelo, 43, New London, Conn., charged with OVI first offense, OVI breath first offense, speeding and no valid license.
A pretrial was set June 24 for Tomas Lopez, 37, Moore Street, Lisbon, charged with OVI first offense, OVI breath first offense, no driver’s license and speeding.
A pretrial was set June 1 for Daniel Meade, 53, Wooddale Drive, Lisbon, charged with OVI first offense, OVI breath first offense and a stop sign violation.
A pretrial was set June 23 for Debbie Lipply, 70, Metz Road, Columbiana, charged with OVI first offense and OVI breath first offense.
A pretrial was set July 13 for Brett Louis Jordan, 42, Vine Street, East Liverpool, charged with OVI first offense, OVI breath first offense and no seat belt.
Cori A. Vassell, 42, Broadway Avenue, Wellsville, was fined $665 and sentenced to 90 days in jail, with 87 days suspended and credit for three days to be served in a driver intervention program for two merged OVI charges and reasonable control. Her driver’s license was suspended for one year.
Michael Elliott, 59, Hookstown, Pa., was fined $25 for speeding.
Betty Barton, 62, Church Street, Salineville, was fined $25 for speeding, with a charge of ho license dismissed.
Danielle Kenst, 46, South Lincoln Avenue, Salem, was fined $300 for driving under suspension.

LISBON — A New Springfield man accused in a sex-for-hire case entered a guilty plea to an amended charged of attempted compelling prostitution, a fourth-degree felony, with sentencing set for June 8.
Patrick J. Dilworth III, 38, New Springfield, appeared recently in Columbiana County Common Pleas Court where he also pleaded guilty to possessing criminal tools, a fifth-degree felony. The original indictment included a charge of third-degree felony compelling prostitution, with Dilworth pleading guilty to the lesser-included charge of attempted compelling prostitution.
He was accused of responding to an undercover ad on a known prostitution website of a juvenile female being portrayed as a foster child runaway and arranging to have sexual activity with her in exchange for $140, then traveling to East Palestine on Nov. 19, 2025 for the meeting with the phone used to make the arrangements in his possession.
Also in Common Pleas Court:
— Sarah L. Hudson, 37, Youngstown, pleaded guilty to aggravated possession of drugs, a fifth-degree felony, with sentencing set for June 5. Hudson possessed lixdexamfetamine on March 15, 2024.
— Frank B. Gardner, 30, Toronto, pleaded guilty to two counts of nonsupport of dependents, a fifth-degree felony, and was placed under community control for three years. He failed to provide support from Nov. 5, 2023 to Nov. 2, 2025.
