LISBON — In Columbiana County Municipal Court, an East Liverpool man charged with unlawful sexual conduct with a minor, a misdemeanor, was found incompetent and not restorable to competency, with the case against him dismissed.

Larry Douglas Males, 20, St. George Street, had been charged last fall for the unlawful sexual conduct with a 15-year-old in East Liverpool, with video footage of the incident noted in an affidavit. His defense attorney requested a competency evaluation, which was conducted, with the results that he was not competent or able to be restored to competency within the time required by law.

Cases against Terry M. McDaniel, 29, Alliance, were bound over to the county grand jury for fifth-degree felony strangulation and misdemeanor assault for allegedly punching another man in the face with a closed fist on April 21 in Lisbon and placing him in a chokehold, causing him to struggle to breathe and speak.

Cases against Jonathan Neal Gardner, 34, Duke Vodrey Road, East Liverpool, were bound over to the county grand jury for third-degree felony vandalism, fourth-degree felony assault and misdemeanor obstructing official business for allegedly refusing to comply with police orders during a traffic stop on April 22 in East Liverpool, then kicking at a police officer when being placed in the back of a cruiser, making contact with the officer’s hat, causing the officer’s head to jar backwards, almost striking him in the side of the head. He also was kicking the door of the cruiser and window during transport to the jail, attempting to break out. He was told multiple times to stop. The door was damaged.

A preliminary/pretrial hearing was set May 20 for Nickolas Dalrymple, 33, 14th Street, Wellsville, charged with third-degree felony strangulation and misdemeanor assault for allegedly grabbing a woman by the throat while she was sitting in a chair, forcing her backwards and then striking her in the face twice and throwing a door handle at her on Sept. 2, 2025.

Michael Charles Vasari, 42, Hubbard, was ordered to serve 60 days in jail, with credit for 15 days served, leaving a balance of 45 days to serve in jail for violating the terms of his probation for a 2023 case of engaging in prostitution. The jail term was ordered served at the same time as a Common Pleas Court case against him.

A domestic violence case against Bob Pierce Jr., 36, Shadylane Drive, East Liverpool, was dismissed at the request of the state due to the alleged victim indicating she was no longer willing to participate. Pierce had been accused of allegedly threatening to physically harm a woman when he broke the door down in East Liverpool on April 7, 2025.

Mark A. Oiler, 24, Minerva Street, East Liverpool, was fined $400 and sentenced to 180 days in jail, with 166 days suspended and credit for 14 days served, for two counts of aggravated menacing. He was ordered to complete 20 hours of community service and to have no contact with the victims He was accused of sending a threatening text message to a man, threatening to shoot him and everyone in the household in Wellsville on April 9. On March 22, he threatened to shoot a woman in Wellsville via threatening messages

A pretrial was set May 11 for Ashlee Dawn Durbin, 29, Wilbert Avenue, East Liverpool, charged with domestic violence for allegedly punching a juvenile in the face, with the victim saying the defendant put her arms around her neck on April 28 in East Liverpool.

James L. Ingledue, 58, Teegarden Road, Lisbon, was fined $250 and sentenced to 180 days in jail, with 140 days suspended and credit for four days served, leaving a balance of 36 days still to serve in jail for assault. He was also ordered to complete 20 hours community service. On Jan. 16 on Teegarden Road, Lisbon, he was accused of kicking a deputy in the leg and trying to take a swing at him while he was being taken into custody for a domestic violence report. A status conference hearing was set June 24 and a court trial was set July 1 for Ingledue for charges of domestic violence and resisting arrest, also related to the Jan. 16 incident. An affidavit said he allegedly assaulted a woman by hitting her in the face with his hat during an argument and throwing her to the ground by her hair. The resisting arrest charge was for allegedly resisting when taken into custody.

Robert A. Mountz II, 43, state Route 164, Lisbon, was fined $650 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for physical control amended from operating a vehicle impaired, failure to control and disorderly conduct amended from assault. Another OVI charge was dismissed. His driver’s license was suspended for one year, with driving privileges granted, and he was ordered to complete 20 hours community service. He was accused of an assault on Oct. 19, 2025 for shoving a woman and pinning her head and body.

Timothy Peitro Bell, 49, Steubenville, was fined $100 and sentenced to 30 days in jail, with 19 days suspended and credit for 11 days served, for disorderly conduct amended from assault. He was ordered to have no contact with the victim. He was accused of punching another man in the head on Feb. 8 in East Liverpool. He was also ordered to serve 10 days in jail for violating the terms of his probation for a 2025 case of assault.

Robert Lee McMaster, 57, Spillway Road, Lisbon, was fined $750 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served, for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and an education course. He responded to an undercover ad on a known prostitution website and arranged for sexual activity with a woman in exchange for money, traveling to East Palestine on Dec. 24, 2025 for the meeting with the phone used to make the arrangements in his possession.

A pretrial was set June 16 for Dalton Michael McKinnon, 24, Lacroft Avenue, East Liverpool, charged with theft and criminal trespass for allegedly stealing 28 items totaling $988 from the Calcutta Walmart on April 19. The affidavit said a St. Clair Township police officer saw a man walking into a wooded area between Dresden and state Route 11, followed him and found a Walmart shopping cart hidden in the woods full of untagged items, secured the items and then looked for the man, who was located after several calls to 911 in the area of two restaurants and identified as McKinnon.

A pretrial was set July 1 for Nicholas Anthony Degenova, 47, High Street, New Waterford, charged with theft for allegedly stealing aluminum scrap/coils for radiators from NDC in New Waterford on April 9, 11, 19 and 28, all shown on video.

John A. White, 62, Campbell Road, Hanoverton, was fined $250 for theft for stealing a bottle of Lucas injector cleaner and a bottle of Lucas Fuel System from Hulls Super Duper in Hanover Township.

Brandon Allen Green, 33, Lisbon Street, East Liverpool, was fined $50 for failure to control, received no fine and was sentenced to eight days in jail, with credit for eight days served for charges of drug paraphernalia and criminal trespass. Green was accused of trespassing on the property of Woodland Hills in East Liverpool on April 21 after being trespassed from all property of the Columbiana Metropolitan Housing Authority. He possessed a black scale with white residue on it during a traffic stop on March 24 in St. Clair Township.

Charges of possession of drug paraphernalia and drug abuse against Thomas W. Eichler, 31, Warren, were dismissed. He was accused of possessing cigars emptied and used to roll blunts with marijuana and possessing a small baggie of marijuana on Jan 13, 2017.

Steven Edward Cunningham, 35, Erie Street, East Liverpool, was ordered to serve 15 days in jail, but received credit for 15 days served, leaving no time to serve for violating the terms of his probation for a 2025 case of drug paraphernalia.

A court trial was set June 3 for Jason K. Gorby, 40, Heacock Road, Sebring, charged with drug paraphernalia, improper/expired registration and failure to display valid sticker.

During a traffic stop on Nov. 10, 2025, Gorby possessed a smoking pipe with residue.

A pretrial was set June 30 for Billy D. Sims, 40, Oak Grove, La., charged with operating a vehicle impaired first offense and marked lanes.

A pretrial was set May 27 for Jessica Ann Przybylski, 30, Churchill Road, Lisbon, charged with failure to reinstate.

A pretrial was set July 1 for Chelsey J. Tate, 35, Winona Road, Salem, charged with improper/expired registration, and two counts of driving under suspension. She was fined $25 for speeding.

Brianna L. Doyle, 29, Pauls Lane, East Liverpool, was fined $1,125 and sentenced to 180 days in jail, with 177 days suspended, for OVI and a tail lights violation. She will receive credit for three days served and a $500 of her fine will be suspended for completing a driver intervention program. Her driver’s license was suspended for one year, with driving privileges granted, and she was ordered to complete 20 hours community service.

Zachary M. English, 30, Ninth Avenue, East Liverpool, was fined $75 for an equipment violation amended from a red light violation.

Lin Chen, 36, McKees Rocks, Pa., was fined $50 for speeding.

Joseph Cilone, 78, Canfield, was fined $50 for speeding.

Michael B. Delp, 49, East Eighth Street, Salem, was fined $175 for driving under suspension and operate ATV without proper lights.

Jenna Bates, 40, East Lincoln Way, Lisbon, was ordered to pay costs only for driving under suspension.

Jeremy S. Klippenstein, 23, Sponseller Road, Columbiana, was ordered to pay costs only for driving under suspension.

Loralei Grace Logan, 21, Lynchburg Road, Kensington, was fined $120 for driving under suspension and expired registration, with another charge of improper/expired registration dismissed.

Chastity L. Knapp, 53, Akron, was fined $100 for driving under suspension.

Susan Marie Joy, 20, East Lincoln Way, Lisbon, was fined $200 for driving under suspension.

Michael Savion Larsuel, 33, Alliance, was ordered to pay costs for a charge of lighted lights amended from driving under suspension.

Grand Jury

LISBON — David J. Brown, 46, Cleveland, was served Tuesday with a secret indictment issued by the Columbiana County Grand Jury for nonsupport of dependents, a fifth-degree felony, for allegedly failing to pay child support from Feb. 11, 2024 to Feb. 8, 2026.

Court News

LISBON — A Hammondsville man accused of assaulting a woman and making threats was ordered evaluated for sanity.

Avery D. Lee, 40, will be evaluated by the Forensic Psychiatric Center of Northeast Ohio, with a status hearing set for May 8 before Columbiana County Common Pleas Court Judge Scott Washam.

Charges against Lee include fourth-degree felony strangulation, third-degree felony intimidation of an attorney, victim or witness in a criminal case and two counts of misdemeanor domestic violence for allegedly putting a woman in a headlock causing her to suffocate from Feb. 24, 2025 to Feb. 26, 2025 in Lisbon. The victim was also allegedly punched, her head was slammed into the floor and she was stabbed in the left arm with a sharpened metal nail file and Lee allegedly made threats against a family member of the woman.
