LISBON — In Columbiana County Municipal Court, a case against Charles A. DiPalma, 38, Steubenville, was bound over to the county grand jury for receiving stolen property, a fifth-degree felony, for allegedly driving a stolen vehicle in Salem on April 4 after allegedly failing to return the vehicle to the rental company, the affidavit said.
A preliminary/pretrial hearing was set June 4 for Elijah Rudolph, 18, North Lincoln Avenue, Salem, charged with third-degree felony tampering with drugs and misdemeanors of possession of drugs and disorderly conduct for an incident May 2 in Perry Township when he allegedly took off with someone else’s medication and caused concern to his relatives and intentionally removed the prescription label.
A pretrial was set May 20 for Timothy Franklin Gibbs, 38, College Street, East Liverpool, charged with assault for allegedly striking another man in the head four times on May 9 in East Liverpool.
A pretrial was set May 27 for Michael Christopher McConnell, 28, Avondale Street, East Liverpool, charged with domestic violence for allegedly pushing a woman and slamming her arm in a door on May 8 in East Liverpool.
A pretrial was set July 28 for Tyler James Graham, 23, West Street, East Palestine, charged with domestic violence for allegedly attempting to put his arm around a woman’s neck during an argument, twisting her arm behind her back after they were pushing each other and slamming her to the ground on May 10 in East Palestine. The victim ran into the kitchen after getting away from him multiple times and he continued to follow her, prompting her to grab a knife to scare him. He attempted to disarm her and cut his hand.
A pretrial was set July 13 for Larissa D. Burgess, 31, Stewart Road, Salem, charged with domestic violence for allegedly striking a man with a hanger at least two times during an argument on April 23 in Perry Township.
A pretrial was set July 8 for Nicholas Dalton Desimone, 20, Alpha Street, East Liverpool, charged with sexual imposition for allegedly have improper contact with a woman on Dec. 15, 2025 in East Liverpool. He was also fined $100 for criminal damaging for purposely damaging several gutter down spouts at FRX Health in East Liverpool on Dec. 24, 2025.
Crystal Gayle Pugh, 46, Etruria Street, East Liverpool, was fined $350 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for disorderly conduct amended from domestic violence and disorderly conduct amended from obstructing official business. She was ordered to complete 20 hours community service. Pugh was accused of causing physical harm to a man on Jan. 1 in East Liverpool and then on April 13, she was accused of impeding a public official’s performance of duties by hiding under a Jacuzzi tub during the execution of a search warrant by the housing department at an East Liverpool residence.
Dakota Lee Powell, 30, state Route 39, Wellsville, was fined $450 for two counts of menacing amended from two counts of aggravated menacing and disorderly conduct amended from domestic violence. Another domestic violence charge was dismissed. On April 26, 2024, he made verbal threats against two different women that he was going to kill her and was holding a knife while making the comments.
A pretrial was set Aug. 4 for Stephen Lloyd Pountious, 37, Youngstown, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $140, then traveling to East Palestine on May 10 for the meeting with the phone used to make the arrangements in his possession.
A pretrial was set July 21 for James Ross, 41, New Castle, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman for money paid via the Cash App, then traveling to East Palestine on May 8 for the meeting with the phone used to make the arrangements in his possession.
Joshua D. Veglia, 45, Bank Street, East Liverpool, was fined $500 for violate temporary protection order, with two additional charges of violate temporary protection order dismissed.
Veglia on Feb. 26 drove by and yelled at a protected person at a day care in St. Clair Township and the protected person’s boss said on March 6 that he was text messaging the person’s co-workers and their spouses to speak about her. He was also accused of being within 500 feet of her residence on Feb. 28 and contacting her through social media on March 10.
A pretrial was set June 22 for Ariel Lynn Durham, 37, last known address Duck Creek Road, Salem, charged with criminal trespass for allegedly trespassing at Speedway in Salem on May 9 after previously being trespassed from the property.
A pretrial was set July 21 for Alexis Jackson, 21, Globe Street, East Liverpool, charged with disorderly conduct for allegedly being highly intoxicated and verbally combative with officers on May 9 in East Liverpool, refusing to listen to officer commands to stop yelling.
A pretrial was set July 15 for Ali Lynn Ammon, 27, East Liverpool Road, East Liverpool, charged with theft for allegedly stealing items valued at $42.50 from the Calcutta Walmart on May 3. The police affidavit said her credit card had been declined multiple times before she allegedly left without paying.
A pretrial was set July 29 for Alexander Allen Wright, 54, McKinnon Avenue, East Liverpool, charged with theft for allegedly using a $3 clearance tag for scan all of his items at the Calcutta Walmart on May 3, failing to scan and pay for 10 items valued at $101.
A pretrial was set July 14 for Chad Vance Lang, 32, Malvern, charged with disorderly conduct for allegedly being intoxicated, breaking and destroying property at a St. Clair Township property and being offensive and annoying on May 9.
A status conference hearing was set July 29 for Ryan L. Pritt, 44, Lisbon Street, East Liverpool, charged with drug paraphernalia for allegedly possessing a $1 bill folded up with an unknown power inside during a traffic stop on Dec. 28, 2024 when he was a passenger in St. Clair Township.
A pretrial was set May 18 for Victor Manuel Diaz De Montes Oca, 34, Painesville, charged with criminal trespass for allegedly trespassing on the property of the federal prison in Elkton on May 9 and throwing illegal contraband on the grounds.
A pretrial was set July 22 for James Thomas Cheeks, 49, St. Clair Avenue, East Liverpool, charged with drug paraphernalia for allegedly possessing three burnt glass pipes on May 10 in East Liverpool.
A pretrial was set July 29 for Matthew E. Loy, 25, Park Place Avenue, East Liverpool, charged with failure to file tax return for allegedly failing to file/remit sales tax from October 2025 through February 2026 for The Avenue Bagel Co. LLC in East Liverpool.
Anthony J. Dangelo, 24, Pickerston, was fined $200 and sentenced to 13 days in jail, with credit for 13 days served, leaving zero time to serve for criminal mischief amended from theft and drug paraphernalia. He was accused of stealing a cooler containing a water sample from the Salineville Water Treatment Plant and possessing a glass pipe with residue on Oct. 24, 2023.
Ryan Scott Roberts, 44, McDonald Street, East Liverpool, was fined $250 and given a suspended 90-day jail term for theft. He was ordered to complete 20 hours community service and to stay out of the Calcutta Walmart. At the Calcutta Walmart, he was using the self checkout and skip scanning items on two different days, Jan. 11 and Feb. 22 for a total of 33 items valued at $243.
Erin O. Hiles, 56, Franklin Avenue, Salem, was fined $200 for disorderly conduct for slamming on another woman’s door and yelling profanity on Dec. 22, 2025 in Salem.
Shane Robert Murphy, 20, Steubenville Pike Road, Lisbon, was sentenced to 20 days in jail for violating the terms of his probation for a 2025 case of attempted vandalism and assault.
Jamie Lynn Miller, 50, Pancake Clarkson Road, Rogers, was sentenced to 10 days in jail for violating the terms of her probation for a 2024 theft case.
Travis R. McKinnon, 48, Chester, W.Va., was fined $200 and sentenced to 12 days in jail, with credit for 12 days served, leaving zero days to serve for drug abuse instruments and drug paraphernalia for possessing a used syringe and burnt glass tube and cut straw with residue during a traffic stop on Sept. 10. 2023.
A probation violation hearing was set July 15 for Angela Dawn Nalley, 47, Mulberry Street, East Liverpool, for a 2023 theft case.
A pretrial was set July 20 for Sean Christopher Dolby Sr., 56, Lowmiller Road, Minerva, charged with operating a vehicle impaired first offense, OVI breath first offense and reasonable control.
Camron Reed-Stacey, 24, Cadmus Street, East Liverpool, was fined $665 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for two OVI merged charges and driving under suspension. His driver’s license was suspended for one year, with driving privileges granted, and he was ordered to complete 20 hours community service.
A pretrial was set July 28 for Charlee Rae Williams, 32, Harding Avenue, East Liverpool, charged with OVI first offense and reasonable control.
A pretrial was set June 13 for Aaron M. Mzyk, 22, Hookstown, Pa., charged with speeding.
A pretrial was set July 21 for Ethan F. Romito, 23, Pueblo Lane, Columbiana, charged with driving under suspension.

Leanna Eve Risbeck, 24, West Perry Street, Salem, was fined $50 for driving while texting, but the fine will be suspended and no point assessed if proof of completion of a distracted driving course is provided.
Lisa Marie Drennan, 47, Chester, W.Va., was fined $35 for speeding.
