LISBON — In Columbiana County Common Pleas Court, Cora Davis, 32, Main Street, Wellsville, was sentenced to four years of community control after she pleaded guilty to illegal use of Supplemental Nutrition Assistance Program benefits of WIC Program benefits for using program benefits in an unauthorized manner from March 1, 2023, through June 30, 2025.

LISBON — An East Liverpool man is facing potential felony charges in Columbiana County Municipal court for an attempted escape while receiving medical care during his jail term.

A preliminary hearing was set June 24 for Joseph Adams, 48, Holliday Street, East Liverpool, charged with second-degree felony escape, and third-degree felony vandalism for allegedly fleeing from the East Liverpool City Hospital and removing his ankle monitor and disposing of it in West Virginia while an inmate at the Columbiana County Jail on June 13.

Cassandra Goddard, 39, Southeast Boulevard, Salem, was sentenced to 60 days in jail with 60 days suspended and fined $350 for public indecency amended from sexual imposition for grabbing a woman’s breast while intoxicated at a Salem business on Oct. 8.

Janelle Roach, 44, Belgium Road, Chester, West Virginia, was sentenced to 90 days in jail with 90 days suspended and fined $250 for attempted theft for attempting to take 10 items totaling $178.18 in value from a St. Clair Township business without paying on April 6.

Ashley Winter, 29, Washington Street, Salem, was sentenced to 180 days in jail with 177 days suspended and credit for three days served and fined $1025 for physical control amended from OVI, a marked lanes violation and open container. A charge of OVI breath was dismissed.

Jason Briones, 57, Lyons Avenue, East Palestine was sentenced to 180 days in jail with 150 days suspended and 30 days EMHA work release and fined $1,040 for OVI. A headlight violation was dismissed.

A preliminary hearing was set June 24 for Tyler Rowe, 31, Georgetown Road, Beloit, charged with fourth-degree felony domestic violence for allegedly grabbing a woman by the collar of her shirt and throwing her on a bed before punching her in the face and head multiple times.

A preliminary hearing and pretrial were set June 24 for Norman Bender, 52, Aten Avenue, Wellsville, charged with fourth-degree felony receiving stolen property and misdemeanor charges of drug paraphernalia, OVI, driving under suspension, a turn signal violation and seat belt violation for allegedly driving away in another person’s vehicle and possessing a metal smoking pipe with chore boy and a torch lighter during a traffic stop on Tuesday.

A pretrial was set Aug. 26 for Kazon Carter, 26, Almyra Avenue, Youngstown, charged with criminal trespass for allegedly jumping the fence and entering another person’s property without permission before fleeing the scene in Wellsville on April 20.

A pretrial was set Aug. 17 for Elizabeth Stamp, 66, Park Avenue, Salem, charged with assault for allegedly striking a man in the arm in Lisbon on Tuesday.

A pretrial was set Aug. 24 for Jennifer Maroun, 43, Waugh Street, Alliance, charged with OVI.

A pretrial was set Aug. 26 for Nicholas Boyd, 22, Brush Road, Minerva, charged with OVI and left of center.

Darrien Greenlee, 32, North Market Street, Lisbon, was sentenced to 10 days in jail and fined $100 for public indecency, obstructing official business, and disorderly conduct. The charge of indecency stems from an incident on March 20 when she exposed her genitals to another woman and her two minor children in Lisbon, and the disorderly conduct and obstruction charges stem from an incident on Feb. 26 where she screamed and swore at multiple people including police officers and refused to provide identification to officers in Lisbon.

Dalton McKinnon, 24, La Croft Avenue, East Liverpool, was sentenced to 10 days in jail and fined $550 for theft, criminal trespass and drug paraphernalia for taking 28 items totaling $988.95 in value from a St. Clair Township business without paying and possessing a cut straw that was burnt on one end with residue inside on April 29.

Seth Maniscalco, 49, Havertown, Pennsylvania, was sentenced to 10 days in jail and fined $750 for engaging in prostitution and possession of criminal tools for arranging to meet with an undercover agent from the Mahoning Valley Human Trafficking Task Force in Columbiana on Dec. 1, 2022, for sexual activity in exchange for $100 and possessed the currency and the cellular device used to arrange the criminal act at that time.

Kimberly Rexroad, 48, Pennsylvania Avenue, East Liverpool, was sentenced to 50 days in jail with credit for 11 days served and fined $350 for obstructing official business and drug paraphernalia for possessing three burnt glass pipes and a burnt metal spoon during a traffic stop in East Liverpool on June 5.

Jonathan Cook, 39, West Street, Columbiana, was sentenced to 180 days in jail with 170 days suspended and fined $150 for theft and criminal trespass for entering a Columbiana business’s property without permission on Aug. 13, and 16, 2025 and stealing scrap metal.

Cara Barbato, 62, Short Street, East Palestine, was fined $250 for disorderly conduct for yelling at and attempting to walk away from officers and disobeying officer commands while highly intoxicated in East Palestine on June 5, 2026.

Gage Cope, 20, Hill Street, Lisbon, was fined $100 for failure to tag traps for having an untagged trap set on Feb. 22.

Jesse Barber, 18, Salem Unity Road, Salem, was fined $150 for disorderly conduct amended from criminal trespass for entering a Prospect Street property without permission in Salem on March 22.

Jeffrey Clark, 63, Depot Road, Salem, was sentenced to 180 days in jail with 177 days suspended and credit for three days served and fined $1,125 for OVI and a marked lanes violation.

Vanessa Huffman, 49, Fenwick Avenue, Canton, was sentenced to 180 days in jail with 174 days suspended and credit for six days served and fined $1,275 for OVI, driving under suspension, and failure to display a valid sticker.

David Burford, 45, Mahoning Avenue, Austintown, was sentenced to 180 days in jail with 174 days suspended and credit for six days served and fined $575.

A pretrial was set Aug. 10 for Rachel Snyder, 42, Cameron Road, Wellsville, charged with resisting arrest and disorderly conduct for allegedly continuously yelling, swearing, banging on a window and beginning to remove her clothing in East Liverpool on June 15.

A pretrial was set July 1 for Blaine Vadino, 26, Longs Crossing Road, Leetonia, charged with domestic violence for allegedly pushing a woman into a chair causing her nose to bleed after hitting her head on it in Salem Township on June 15.

Lionel W. Bechard, 64, state Route 644, Salineville, was fined $150 for two counts of minor misdemeanor disorderly conduct amended from misdemeanors of disorderly conduct and resisting arrest. The charges stemmed from an incident on Aug. 18, 2025 when he attempted to drive away from a traffic stop and then issued threats and insults in Salineville.

Heather L. Sluss, 42, homeless, was sentenced to 45 days in jail, with credit for 11 days served, leaving a balance of 34 days still to serve in jail for misdemeanor criminal mischief amended from fifth-degree felony breaking and entering for being inside a vacant residence on May 29 in Wellsville.

A pretrial was set June 22 for Timothy R. Boggs, 33, Glen Street, East Liverpool, charged with resisting arrest and obstructing official business for allegedly running from a garage into a thicket of woods behind a home when deputies arrived to serve a warrant, was given numerous warnings and was apprehended by K-9 Jimmy on June 6 in Elkrun Township.

A pretrial was set June 15 for Nick Rhodes, 52, Bell Road, Lisbon, charged with obstructing official business for allegedly pulling away from officers taking him into custody for an active warrant, then kicking the doors and windows after being placed in the cruiser on June 6 in Elkrun Township.

Travis Eugene Hickman, 42, Elk Avenue, Lisbon, was fined $300 and sentenced to 30 days in jail, with 28 days suspended and credit for two days served, for open container and two counts of disorderly conduct for using profane language in a public space in Lisbon, urinating in public and having an open beer in the parking lot of First United Methodist Church on June 6.

Michael R. Rollins, 35, Main Street, Wellsville, was fined $50 for disorderly conduct amended from theft for taking cash from the register while working as the general manager at Rich’s gas station in Wellsville on Feb. 7, 2022.

David J. Drouhard, 38, Berlin Center, was fined $100 for disorderly conduct amended from criminal trespass. He was accused of trespassing at the Foundry bar in Salem on Nov. 23, 2025 after being trespassed from the facility the month before.

A pretrial was set Aug. 12 for Kimberly D. Lamb, 41, Salem Unity Road, Salem, charged with theft for allegedly failing to pay for $100 worth of items from the Salem Walmart on May 27.

Michael J. Murphy, 48, Amarillo Avenue, Negley, was fined $1,100 and sentenced to five days in jail for failure to comply, obstructing official business and two merged charges of operating a vehicle impaired. A turn signal violation was dismissed. His license was suspended for two years, with 40 hours community service ordered. He was also ordered to serve 40 days of electronically monitored house arrest. During a traffic stop on Sept. 11, 2025, he was pulling his arm close to his body as a trooper was attempting to handcuff him. He also fled before finally stopping for the traffic stop. An open container charge was dismissed.

Lovepreet Singh, 31, Boring Lane, Calcutta, was fined $1,225 and sentenced to 180 days in jail, with 177 days suspended and $500 of the fine suspended and credit for three days served in a driver intervention program, for operating a vehicle impaired, left of center and lighted lights amended from speeding. Singh’s license was suspended for one year, with driving privileges granted, and 30 hours community service ordered.

A pretrial was set Aug. 17 for Stefan White, Columbia Street, Leetonia, charged with OVI first offense, OVI breath first offense, headlights required and left of center.

Gabrielle Carmen Jean Morris, 27, Grandview Street, East Liverpool, was fined $300 and sentenced to 30 days in jail, with credit for 27 days suspended and credit for three days served in a driver intervention program, for reckless operation amended from OVI and for a turn signal violation, with 20 hours community service ordered. Her license was suspended for one year.
